The issue of using information system to ensure competitive power in the market is rising. The outsourcing methods that entrust activities of information system of companies to other expert agencies are increasing as the enterprises make a lot of efforts to put their resources to their heart of business in the process of adopting information system. Recently, ASP (Application Service Provider) as new information technology outsourcing method appears due to development of network technology and spreading of peculating software. ASP defines as a software leasing service which is supplied through networks instead of purchasing application software with high price. For successful implementation of ASP, it is necessary to develop a certification program to ensure safety and reliability of ASP. This paper provides the safe and reliable certification program for ASP. In order to develop it, the critical issues related to service quality and certification of ASP are identified and then evaluation methodology for ASP certification program is proposed. This paper presents application certification as the part of ASP certification program.

In 1995, 100PPM Quality Certification System(QCS) has been established by the Industrial Advancement Administration. This study shows the tangible and intangible effects of 100PPM QCS in Korea. 100PPM QCS has been introduced to observe the substantial objects and to solve problems. To achieve this goal, problems of certification system were classified by certification inspection items, certification inspection, post management and inspection methods. This set of problems are also found when enterprise carrying out 100PPM. It is suggested to utilize the proposed problems and improvements which are to upgrade and correct the 100PPM QCS in the beginning stage.

Purpose - This study attempts to provide a new theoretical perspective on the quality signaling and its impact on a market under information asymmetry, focusing on how the accuracy and the cost of quality signaling affect sellers' and buyers' profit, suggesting appropriate designs of quality signaling methods which mitigates information asymmetry. Design/methodology/approach - In order to examine the effect of quality signaling on strategic interactions within the market, we establish an analytic model where market outcomes are determined by seller's quality claim and price, and buyers are risk-neutral. By investigating this analytic model through relevant game trees, we find the subgame perfect Nash equilibria of the market and predict related market outcomes based on sellers' quality signaling strategy. Findings - Our analytic model shows counterintuitive results that seller profit will be the lowest with inaccurate quality signaling and the highest with no quality signaling, mostly due to the certification cost. Consequently, sellers should proceed with caution if the quality signaling is less than accurate, as it may backfire. We believe that this is due to the fact that the inaccuracy of quality signaling causes some confusion and uncertainty in both sellers and buyers' decision to maximize profit, making it hard for sellers to predict buyers' behavior. Research implications or Originality - Although the sources and types of quality signaling errors have been investigated in the literature, there has not been satisfactory understanding regarding how inaccuracy of quality certification affects specific market outcomes. We expect that our theoretical model would provide important implications on how to utilize quality signaling to solve adverse selection issues in markets under information asymmetry.

The ISO 90000 Quality System Certification is one of trends over the world. Many companies and organizations want to achieve the ISO 9000 certificate. But, some of companies did not fully consider the needs of certification before the decision of establishing the quality system to ISO 90000. If a company/organization wants to establish its unique quality system, it should consider some of points in the identification of needs, definition of application scope, effective ways of system establishing, top management committement, composition of task force team, practical involvement and development, analysis of process and assigned job functions, adoption of changes of business circumstances, and practical implementation of its unique quality system.

Single PPM Quality Innovation Program is to pursuit of defects below 10ppm in outgoing quality for strengthen the small and medium enterprise's competitiveness. This study aims to find that whether quality innovation promotion is significant or not in the ISO 9001 certification enterprises. To perform this research, we surveyed CEOs, managers and workers working for manufacturing business, we distributed 250 sheets totally and withdrew 171 sheets. We analyzed 135 sheets that we could use for this research using SPSS 15.0 and AMOS 18.0 program.

This study focuses on improving quality management system of naval ships to enhance safety. Recently, there were problems caused by the lack of quality management system when building Korea naval ships. Foreign naval ships are designed and built through certification by professional organizations in the commercial sector to reduce budget and enhance ship safety. Merchant ships are designed, built, operated and maintained by the organizations in accordance with the Ship Safety Act. When naval ships are exported, the ordering country requires the certification from the international classification to ensure the safety and reliability of ships. Through this study, as a method of improving the quality management system of naval ships, design verification, equipment certification and construction survey using expertise of the organizations are proposed when designing and building the naval ships.

본 연구는 요양병원 1주기 인증과 2주기 인증을 간단히 비교해 보고, 또 2주기 인증과 3주기 인증의 변화 및 성과를 검토하고, 인증 3주기를 준비하는 과정에서 당면과제와 해결방안을 사례로 살펴봄으로써 요양병원 실무자들에게 시사점을 주고 인증제도의 발전에 기여하고자 한다. 본 연구에서는 다음과 같이 제언한다. 첫째, 정부가 의도하는 인증의 실질적인 효과를 보기 위해서는 인증 전 단기간에 준비하는 전시성 행정이 아니라 항상 인증을 전문적으로 관리하고 모니터링하는 직원을 두거나 기존의 환자안전관리 담당자 등을 통하여 항상 의료의 질향상을 대비하는 시스템을 만들도록 제도적인 규정이나 지원이 있어야 한다. 둘째, 요양병원 인증제 시행 이후 의료기관인증제도가 병원성과에 미치는 연구가 질적/양적인 측면에서 부족한 상황이다. 따라서 인증제에 대한 효과를 보기 위해서는 이에 대한 연구가 활발히 진행될 수 있도록 다양한 연구적 지원도 필요하다. 셋째, 인증에 대한 표준지침이 크게 변경되지 않도록 장기적인 관점에서 인증 표준 지침서를 설계하고, 지침서 뿐만 아니라 의료기관에서 활용할 수 있는 표준 개별 규정, 양식도 인증원에서 제작하여 배포하고 각 의료기관에서는 현장에 맞게 수정만 할 수 있도록 한다면 의료기관들의 부담은 훨씬 줄어들 것이다. 넷째, 4주기 인증에서는 감염관리와 격리병동 운영지침 등에 대한 정확하고 현실감 있는 지침이 개발되어야 한다. 코로나 등으로 앞으로는 감염병 관리에 대한 중요성이 더욱 부각될 것이다. 다섯째, 의료기관에서는 단기간의 인증 준비가 아닌 평소의 활동들을 인증 기준에 맞추어 실행한다면 요양병원의 의료의 질을 향상시킬수 있고 경쟁력을 가질 수 있어 성과에도 영향을 미칠 것이다. 여섯째, 요양병원 관계자들은 인증을 준비함에 있어서 과거처럼 단기적으로 서류를 정리하거나 행정적으로 처리하기에는 문제가 있다. 이것 또한 역시 평소의 업무 프로세스를 인증기준에 맞춰 설계하여야 하며, 대부분의 업무 절차를 규정하고 지표화하여 관리하는 방식으로 변화하여야 한다고 생각한다.

도심지에서 초고층 건축물 및 지하시설물과 연계된 복합건축물 등 건축물이 대형화 복합화 됨에 따라 공간정보 서비스 대상영역의 범위가 실내공간으로 급속하게 확대되어 가고 있으며, 이러한 변화는 모바일 디바이스의 보급, IT 기술의 발달과 함께 향후 실내공간정보 기반의 안전 및 시설물관리, 실내내비게이션 등 다양한 서비스 수요를 창출하게 될 것으로 판단된다. 하지만 실내공간정보의 경우, 구축된 실내공간정보 데이터 품질에 대한 인증 기준이 부재하여 이에 따른 검증 기준 마련이 시급하다. 이에 본 연구에서는 국내외 연구사례를 검토하고 이를 기반으로 실내공간정보 품질검증 방안을 마련하여 2014년도 구축된 영등포역의 실내공간정보에 대해 검증실험을 실시하였다. 그 결과, 본 연구에서 제시한 실내공간정보 품질인증의 방법 및 기준에 대한 검증실험을 통해 균일하고 완성도 높은 품질의 데이터를 분류할 수 있음을 확인하였으며, 오류 발생 빈도가 높은 유형 등에 대해 파악할 수 있었다. 이러한 결과는 향후 실내공간정보 품질인증체계를 구축을 위한 기초자료로 활용될 수 있을 것이다.

This paper introduces determination rules for specifications of quality characteristics and dependability requirements. This study also presents guidelines for various inclusions in standards such as environmental aspects, safety aspects, third-party certification systems, medical devices, and the needs of older persons and persons with disabilities.
