This paper deals with conformity assessments requirements for accreditation and certification bodies. This study also introduces conformity guidances of product certification and code of good practice. This paper presents general requirements for accreditation, recognition and registration bodies of environmental quality system and product certification.

ISO 9000/14000 certification is increasingly becoming 'a passport for business' in the marketplace. However, its effectiveness of both internal and external performance is highly controversial. In this study, empirical research is performed to identify the main objectives and expectation of ISO 9000/14000 and evaluate the effectiveness of certification. Our empirical results show that there are big differences between small and medium companies and large companies for the effectiveness of ISO 9000/14000. Especially, ISO 14000 certification provides very low effectiveness for the small and medium companies in Korea.

IEC 60300 series, the international standards on dependability management system are newly developed and introduced rapidly worldwide. In order to meet this situation, it is necessary to apply them to the Korean industries effectively. This requires for us to prepare in advance for the introduction of the certification system of IEC 60300. It includes the establishment of the infrastructure such as documentation of Korean Standards, introduction of test equipments and test manuals, recognition of the certification body and training of specialists etc. This paper addresses the first step for the Introduction of IEC 60300. It includes the necessity of introduction of the system, general requirements and procedures for the certification of the industries, sampling methods design and establishment of the dependability assurance system of the materials.

CBD (Component-Based Development)에서 특정 조직이 가지는 기능성들을 구현하는 In-house 컴포넌트와는 달리 COTS (Commercial-Off-The-Shelf) 컴포넌트는 패밀리 멤버들 사이의 공통된 기능을 구현하게 된다. 일반적으로 COTS 컴포넌트에는 컴포넌트 제조자와 이를 소비하기 위한 다수의 잠재적인 구매자들이 존재하게 된다. 구매자들은 Third-Party 제조자들에 의해 개발된 컴포넌트에 대하여 ‘Not-Invented-Here’ 신드롬을 가지고 있기 때문에 구매하기 이전에 COTS 컴포넌트에 대한 철저한 평가를 하게된다. 따라서, COTS 컴포넌트에 대한 품질 평가는 매우 중요하며 컴포넌트 기반 어플리케이션 개발에 있어서의 성공 여부에 대한 중요한 요소이다. 본논문에서는 COTS 컴포넌트의 특징을 파악하고 품질 요소, 품질 항목 및 품질 메트릭 등으로 이루어진 컴포넌트를 위한 품질 모델인 C-QM을 이용한 품질 인증 시스템인 C-QCS를 제안한다. 품질 모델을통해 COTS 컴포넌트의 여러 가지 품질 측면을 고려하여 품질 평가 및 인증에 더욱 효율적으로 적용시킬 수 있도록 한다.

The issue of using information system to ensure competitive power in the market is rising. The outsourcing methods that entrust activities of information system of companies to other expert agencies are increasing as the enterprises make a lot of efforts to put their resources to their heart of business in the process of adopting information system. Recently, ASP(Application Service Provider) as a new information technology outsourcing method appears due to the development of network technology and spreading of peculating software. ASP defines as a software leasing service which is supplied through networks instead of purchasing application software with high price. For successful implementation of ASP, it is necessary to develop a certification program to ensure safety and reliability of ASP. This paper provides the safe and reliable certification program for ASP. In order to develop it, the critical issues related to service quality and certification of ASP are identified and then evaluation methodology for the ASP certification program is proposed. This paper presents service provider(service environment) certification as the part of the ASP certification program.

The JCVSD (Japan Cardiovascular Surgery Database) was organized in 2000 to improve the quality of cardiovascular surgery in Japan. Web-based data harvesting on adult cardiac surgery was started (Japan Adult Cardiovascular Surgery Database, JACVSD) in 2001, and on congenital heart surgery (Japan Congenital Cardiovascular Surgery Database, JCCVSD) in 2008. Both databases grew to become national databases by the end of 2013. This was influenced by the success of the Society for Thoracic Surgeons' National Database, which contains comparable input items. In 2011, the Japanese Board of Cardiovascular Surgery announced that the JACVSD and JCCVSD data are to be used for board certification, which improved the quality of the first paperless and web-based board certification review undertaken in 2013. These changes led to a further step. In 2011, the National Clinical Database (NCD) was organized to investigate the feasibility of clinical databases in other medical fields, especially surgery. In the NCD, the board certification system of the Japan Surgical Society, the basic association of surgery was set as the first level in the hierarchy of specialties, and nine associations and six board certification systems were set at the second level as subspecialties. The NCD grew rapidly, and now covers 95% of total surgical procedures. The participating associations will release or have released risk models, and studies that use 'big data' from these databases have been published. The national databases have contributed to evidence-based medicine, to the accountability of medical professionals, and to quality assessment and quality improvement of surgery in Japan.

The purpose of this study is to empirically analyze the productivity change of the 10 Single PPM Certification Company in the 3 Industry(Electronics, Motor-Parts, Machines). In this study, Productivity change over the time in Korean small and medium sized firms in the 3 industries by the bootstrapped Malmquist Productivity Index(MPI). The traditional Malmquist Productivity Index(MPI) and Data Envelopment they could lead to wrong evaluations of the efficiency and productivity scores. In this paper, DEA and a MPI are combined with a bootstrap method in order to provide statistical inferences that analyze the performance of the Single PPM Certification Company. The data cover the period between 2004 and 2007. The result of this paper reveals : 1) The electronic industries(Motor-Parts, Machines). 2) average productivity Progress of the 7DMU(Electronics), 1DMU(Motor-Parts) and none(Machines).

PAM(Power Amplifier Module) is the important part of a mobile phone transmitter. It amplifies the strength of signal transmitting from a mobile phone to base stations enough to resist noise or interference. In this paper reliability assessment criteria for the PAM are established in terms of quality certification test and lifetime test. The former quality certification test comprises general performance test and environmental test. Items which pass the test undergo lifetime test which guarantees the extent of mean lifetime with certain confidence.

무선 통신의 발달로 인해 M-Commerce가 활성화 되면서 국내 M-Commerce 소프트웨어 시장이 급격히 증가하고 있는 추세이다. 이에 따라 모바일 상거래에서 사용되는 M-Commerce 소프트웨어의 신뢰성 및 고품질 소프트웨어의 요구가 증대되고 있다. 본 연구에서는 모바일 상거래에서 사용하는 M-Commerce 소프트웨어의 품질 평가 모델을 제안하고, GS시험 인증을 통해 M-Commerce 소프트 웨어의 품질을 평가 사례를 제시한다.

공공부분 S/W사업은 분리발주가 원칙이고 일괄발주가 예외지만 현재 많은 공공부분 S/W사업은 일괄 발주 사업으로 진행되고 있다. 일괄발주는 SI업체가 S/W업체도 선택하여 입찰 및 개발하기 때문에 발주자가 원하는 품질 좋은 S/W를 선택할 수 없고, 발주자가 S/W를 업그레이드 및 확장할 때 SI업체에 의존하게 되는 단점이 있다. 이런 단점을 보완하고, S/W분리발주를 활성화시키기 위해 지식경제부(구 정보통신부)에서는 S/W분리발주 매뉴얼을 작성하여 보급 및 교육을 하고 있으며, 발주처에서는 품질이 우수한 S/W를 선택하기 위한 S/W분리발주 BMT를 공인된 시험기관인 한국정보통신기술협회(TTA) SW 시험인증센터에서 BMT를 실시하고 있다. 본 논문은 위협관리시스템(TMS) S/W분리발주 BMT를 공인된 국가 시험인증기관인 한국정보통신기술협회(TTA) SW시험인증센터에서 수행한 사례를 기술하였다
