This study started from the awareness of the issue if the citation index newly introduced to evaluate the quality of papers satisfies the proper timing matter, which is a component of performance indicators for the evaluation of government-funded R&D institutes. Accordingly, the study will propose improvement ways to shift the previous evaluation system to quality evaluation for mission-oriented R&D institutes by analysing and using the periodical characteristics such as citation half-life and immediacy index of papers. As a result, it turned out that the speed of academic change is getting faster in proportion to the dependency on the technological development but that the citation speed in the field of public technology is relatively slower and the speed of knowledge transfer in the fields related to industry is faster. In addition, the citation index among the R&D fields showed no differences, and the minimum period for citation index measurement with validity should be over 6 years. The problems of evaluation for mission-oriented R&D institutes were deducted based on the technical and statistical analysis results of the temporal characteristic of citation necessary for quality evaluation of performance among R&D fields. To solve the problems, policy alternatives for object and valid quality evaluation were proposed from the points of evaluation period and evaluation criteria.

Based on Income-approach, this study develops the evaluation model which reflects construction industry's traits. Using Income approach, we derive future income's present value and evaluates the technological value by contribution to future income. As there exist more random variables in construction technology than in standardized manufactured products, we cannot help relying on not only quantitative estimation method but also qualitative evaluation by technology and market experts when we estimates construction technology value. Also, conservative estimation is needed for discount rate and cash-flow estimation, because of high uncertainty in sales and profits in construction industry. In empirical analysis, we applied economic periods of duration and cash-flow based on the standard guideline, and analyzed discount rate and technology factor based on characteristics of construction industry. The discount rate is estimated to 15% because of risk-premium increase by conservative evaluation. Technology factor is estimated to 46.7%, because technological intensity is estimated to 72% by technological superiority. Such implications can be inferred. Firstly, we need to build a database to diversify categories for division of sectors by activity or industrial classification which is now categorized only by two sectors in standard guideline. Secondly, the roles of experts who participate in technology evaluation are important because of volatility of construction technology.

Filtering the data for travel time records obtained from DSRC probes is essential for a better estimation of the link travel time. This study addresses the major deficiency in the performance of TRANSGUIDE in removing anomalous data. This algorithm is unable to handle unstable traffic flow conditions for certain time intervals, where fluctuations are observed. In this regard, this study proposes an algorithm that is capable of overcoming the weaknesses of TRANSGUIDE. If TRANSGUIDE fails to validate sufficient number of observations inside one time interval, another process specifies a new validity range based on the median absolute deviation (MAD), a common statistical approach. The proposed algorithm suggests the parameters, ${\alpha}$ and ${\beta}$, to consider the maximum allowed outlier within a one-time interval to respond to certain traffic flow conditions. The parameter estimation relies on historical data because it needs to be updated frequently. To test the proposed algorithm, the DSRC probe travel time data were collected from a multilane highway road section. Calibration of the model was performed by statistical data analysis through using cumulative relative frequency. The qualitative evaluation shows satisfactory performance. The proposed model overcomes the deficiency associated with the rapid change in travel time.

The purpose of the thermal imaging observation device mounted on the K's tank in the Republic of Korea military is to convert infrared rays into visual information to provide information about the environment under conditions of restricted visibility. Among the various performance indicators of thermal observation devices, such as the view, magnification, resolution, MTF, NETD, and Minimum Resolvable Temperature Difference (MRTD), the MRTD is the most important, because it can indicate both the spatial frequency and temperature resolvable. However, the standard method of measuring the MRTD in NATO contains many subjective factors. As the measurement result can vary depending on subjective factors such as the human eye, metal condition and measurement conditions, the MRTD obtained is not stable. In this study, these qualitative MRTD measurement systems are converted into quantitative indicators based on a gray scale using imaging processing. By converting the average of the gray scale differences of the black and white images into the MRTD, the mean values can be used to determine whether the performance requirements required by the defense specification are met. The (mean) value can also be used to discriminate between detection, recognition and identification and the detectable distance of the thermal equipment can be analyzed under various environmental conditions, such as altostratus, heavy rain and fog.

The authentication of the physico-chemical properties of ginsenosides reference materials as well as qualitative and quantitative batch analytical data based on validated analytical procedures is a prerequisite for certifying good manufacturing practice (GMP). Ginsenoside Rb1 and Rg1, representing protopanaxadiol and protopanaxatriol ginsenosides, respectively, are accepted as marker substances in quality control standards worldwide. However, the current analytical methods for these two compounds recommended by Korean, Chinese, European, and Japanese pharmacopoeia do not apply to red ginseng preparations, particularly the extract, because of the relatively low content of the two agents in red ginseng compared to white ginseng. In manufacturing fresh ginseng into red ginseng products, ginseng roots are exposed to a high temperature for many hours, and the naturally occurring ginsenoside Rb1 and Rg1 are converted to artifact ginsenosides such as Rg3, Rg5, Rh1, and Rh2 during the heating process. The analysis of ginsenosides in commercially available ginseng products in Korea led us to propose the inclusion of the (20S)- and (20R)-ginsenoside Rg3, including ginsenoside Rb1 and Rg1, as additional reference materials for ginseng preparations. (20S)- and (20R)-ginsenoside Rg3 were isolated by Diaion HP-20 adsorption chromatography, silica gel flash chromatography, recrystallization, and preparative HPLC. HPLC fractions corresponding to those two ginsenosides were recrystallized in appropriate solvents for the analysis of physico-chemical properties. Documentation of those isolated ginsenosides was achieved according to the method proposed by Gaedcke and Steinhoff. The ginsenosides were subjected to analyses of their general characteristics, identification, purity, content quantification, and mass balance tests. The isolated ginsenosides showed 100% purity when determined by the three HPLC systems. Also, the water content was found to be 0.534% for (20S)-Rg3 and 0.920% for (20R)-Rg3, meaning that the net mass balances for (20S)-Rg3 and (20R)-Rg3 were 99.466% and 99.080%, respectively. From these results, we could assess and propose a full spectrum of physico-chemical properties of (20S)- and (20R)-ginsenoside Rg3 as standard reference materials for GMP-based quality control.
1. Preparation of Titanium tetrachloride; The following precesses were strictly followed as the preliminary step to obtain pure $TiOCl_2$, titanyl chloride; First, pure Titanium Oxide mixed with carbon is rolled into pills. After drying up perfectly, these pills are heated at 900∼1000${\circ}C$. And then the pills are subjected to the flow of $Cl_2$ gas in a quartz tube heated to 900-1000${\circ}C$. Thus Titanium tetrachloride is obtained. 2. Preparation of $TiOCl_2$ ; Yellowish trobrown solution is made by pouring 80 g of conc. HCl (sp.gr. 1.19) to 45 gr of Titanium tetrachloride (approx. 2 times of theoretical amount). Then this solution is kept settled for 5-days in a desiccator filled with phosphorous pentoxide at room temperature. As the colorless amorphous solid thus obtained is washed with aceton, 36.5 g of the pure salt are obtained. 3. Determination of composition. The analysis of the sample taken from the deposit desiccated gives the following data; (A) Qualitative analysis; a) $Ti(OH)_4$ is precipitated by adding NaOH in water solution of the salt. b) Adding $AgNO_3$ solution, the water solution of the salt gives white precipitate of AgCl. c) When acid and $H_2O_2$ are added, the solution turns its color to redish brown (This proves that $TiO^{++}$ was converted into $TiO^{++}$ by oxidation of $H_2O_2$. (B) Quantitative analysis; a) $Ti(OH)_4$ precipitated by $10{\%}$ NaOH isalitatsubjected consecutively to the filtration and ignition in porcelain crucible at approx. 1000${\circ}C$. , then $TiO_2$ thus formed is weighed and calculated into Ti content. b) Chlorine involved in water solution of the salt is determined by Vorhardt method. Result: The values obtained from previous analysis, devied by their atomic weight gives the following composition: Ti : Cl = 1 : 2 Therefore $TiOCl_2$ should be given as its molecular formula. 4. Summary. When $TiCl_4$ is additated into conc. HCl, $TiO^{++}$ formed exists as a stable form, and forms $TiOCl_2$. However $TiOCl_2$ is unstable to heating. When the temperature is raised to $65{\circ}C$the decomposition of the solution is accelerated, and gives $TiO_2$ aq. $TiOCl_2$ in addition is highly hygroscopic.

Objective: The purpose of this study was to describe and understand self-care status of the aged diabetic patients with noncompliance after hospital discharge. Methods: A qualitative research method was used for the study design. The participants were 15 diabetic patients aged 65 or older who had been admitted more than two times for hyperglycemia in the past 1 year in a general hospital in Daegu. Data were collected from November 1 2015 to March 1 2016 through in-depth personal interview. Results: Patients' knowledge level on causes and symptoms of diabetes was low. Most participants rarely and irregularly checked blood sugar at home. They were under a lot of stress from their family. Due to old age and illness they did not have sufficient physical activity and they have had rarely regular meals. They considered the self-care education program unnecessary and there was limitations of accessibility for education. Conclusions: The aged diabetic patients who had the repeat admission did not perform self-care activities properly and had problems especially in blood glucose check, support from their family, and health education after returning home. More personalized and community-based self-management education programs will be necessary.

Objectives:The purpose of this study was to investigate the characteristics and differences of brain function in pervasive developmental disorder and developmental language disorder. Method:The subjects were composed of 14 cases of pervasive developmental disorder and 13 cases developmental language disorder. They were investigated by technitium-99m-EDC SPECT. All SPECT were visually assessed by two nuclear medicine specialists, and then quantified by region of interest including temporal, parietal cortex, thalamus, basal ganglia and cerebellum. Result:In both groups, cerebral blood flow was decreased in the temporal, parietal cortex, basal ganglia, thalamus, cerebellum by visual assessment. There was no significant difference between the 2 groups by quantitative and qualitative assessment. Conclusion:These results suggest that pervasive developmental disorder and developmental language disorder are caused by defects in the interneural connection and that both disorders are spectrum disorders.
This research was done to determine and analyze a qualitative on the essential structure of the experiences of stroke patients with combined treatment of oriental and western medicine. Methods: Participants in this study were targeting 25 stroke patients who live mostly in D city and received the combined treatment of oriental and western medicine, but received oriental medicine treatments based on their own wills. Data were collected and recorded through in-depth interviews. Data analysis was conducted by Colaizzi's phenomenological method. Results: As a result, their acculturation were classified into 21 clusters of theme and 6 categories. Selected 6 categories as follows. 'being severely shocked from sudden attack', 'being depressed with rehabilitation', 'western therapy was more effective in emergency situations', 'having limitations in western therapy', 'selecting oriental therapy for themselves', 'discovering the meaning of rehabilitation in oriental therapy'. Conclusion: Based on these necessary data for systematic oriental rehabilitation development.
We analysed ground motions form Mw 4.3 earthquake around Backryoung Island for the seismic source focal mechanism and horizontal response spectrum. Focal mechanism of the Backryoung Islands area was compared to existing principal stress orientation of the Korean Peninsula and horizontal response spectrum was also compared to those of the US NRC Regulatory Guide (1.60) and the Korean National Building Code. The ground motions of 3 stations, including vertical, radial, and tangential components for each station, were used for grid search method of moment tensor seismic source. The principal stress orientation from this study, ENE-WSW, is consistent fairly well with that of the Korean Peninsula. The horizontal response spectrum using 30 observed ground motions analysed and then were compared to both the seismic design response spectra (Reg Guide 1.60), applied to the domestic nuclear power plants, and the Korean Standard Design Response Spectrum for general structures and buildings (1997). Response spectrum of 30 horizontal ground motions were used for normalization with respect to the peak acceleration value of each ground motion. The results showed that the horizontal response spectrum revealed higher values for frequency bands above 3 Hz than Reg. Guide (1.60). The results were also compared to the Korean Standard Response Spectrum for the 3 different soil types and showed that the vertical response spectra revealed higher values for the frequency bands below 0.8 second than the Korean Standard Response Spectrum (SD soil condition). However, through the qualitative improvements and quantitative enhancement of the observed ground motions, the conservation of horizontal seismic design response spectrum should be considered more significantly for the higher frequency bands.
