The problems and difficulties encountered in implementing the ISO 9000 series in Korea have been analyzed in this paper. A lot of companies are currently rushing to apply for ISO 9000 registration. Their principal motive is to sharpen their international and domestic competitive edge by improving their QM systems. In industry itself, there are many problems associated with the assessment and implementation. The major problems are from lack of understanding, cooperation of top or related management, and/or difficulties of documentation especially in small businesses. From this study, the effective and efficient methods for the ISO 9000 registration and surveillance are proposed.

유방촬영장치(mammography equipment, ME)을 이용한 유방검사(mammography, MG)의 경우 유방암의 조기진단을 위해 가장 일반적으로 시행되고 있는 검사방법으로 유방 내 섬유화 조직, 미소석회화 및 종양덩어리의 발견과 진단은 유방촬영장치의 품질관리(quality management, QM)에 의해 크게 영향을 받게 된다. 특히, 유방검사에서 품질관리란 장치와 연관된 문제점들이 임상영상에서 영상의 질(image quality, IQ) 저하로 진단영역 축소를 초래할 수 있는 발생가능한 모든 문제점을 사전에 파악하여 교정함으로써 항상 일정수준의 영상의 질을 유지하고 영상을 획득할 수 있게 하는 행위를 의미한다. 이에 본 연구진은 유방촬영장치를 이용한 유방검사의 품질관리에 대한 일반적인 내용을 요약하여 보고 한다.

컴퓨터단층촬영장치(computed tomography, CT)을 이용한 검사는 영상의학과에서 인체 내 정보를 파악하기 위한 가장 유용한 진단장비 중 하나로 신뢰도가 매우 높다. CT검사에 대한 신뢰성이 높아 최근에는 CT를 이용한 검사 건수도 매년 증가하고 있다. 검사 건수 증가는 CT장치의 노화를 촉진하게 되고, 이로 인해 CT장치에 대한 품질관리(quality management, QM)의 중요성이 대두된다. 특히, CT검사에서 품질관리란 임상영상에서 영상의 질(image quality, IQ) 저하로 진단영역 축소를 초래할 수 있는 발생가능한 모든 문제점을 사전에 파악하여 교정함으로써 항상 일정 수준의 영상의 질을 유지하고 영상을 획득할 수 있게 하는 행위를 의미한다. 이에 본 연구진은 CT검사의 품질관리에 대한 일반적인 내용을 요약하여 보고 한다.

장기수명특성 분포를 나타내는 제품의 유효수명 예측은 경험적인 Data와 현장정보만으로는 한계가 있으며, 이러한 한계를 극복하기 위해서는 초가속수명시험을 근거로 하는 유효수명예측이 반드시 필요한 상황이다. 그러나, 현장의 문제점은 이러한 사실을 바탕으로 하더라도 MTTF 혹은 MTBF, 심지어 Br수명분포까지도 제품 유효수명과의 상관관계가 어떻게 분포하는지에 관해 정확한 GUIDE LINE없이 적용하는 문제로 인하여 기업의 COPQ 부담이 증대하고 있다. 따라서 본 연구에서는 기업의 COPQ부담을 경감시키고, 제품의 유효수명예측의 정밀도를 향상하기 위한 대안으로서 HALT와 제품유효수명간의 상관관계를 규명하는데 주력하였다.

In the automated manufacturing systems, the problem regarding how to make production activities flexible is even more important and critical than that regarding how to product large quantities, and the more flexible, if possible, the manufacturing system is, the more competitiveness and profitable factors it gets. This research, therefore, concentrated on establishing the flexibility and evaluating performance on the manufacturing system, operational flexibility is considered because of enabling the manufacturing system to get both the improvement of production rate and the adaptive ability of environment changes. For it, we used the analytical tool, GSPNs, which is a kind of timed Petri-Nets. GSPNs is competent enough to consider practical situations just like operation priorities, machine failure, randomness, concurrency and so on. Through the GSPNs analysis, it is confirmed that in the manufacturing system with operational flexibility is compatible with the traditional performances such as production rate or mean waiting time.

In this study, a correlation between execution of quality management activities and their results was verified by applying the Malcolm Baldrige model (hereafter referred to as the MB model) as a quality management performance measurement indicator for small and medium enterprises (SMEs) in South Korea. To achieve this goal, we need to determine whether the categorical requirements in the MB model are recognized consistently in SMEs, as a prerequisite. To this end, factor analysis was conducted for measurement variables in each category, which revealed that the process indicator was made up of six factors and the outcome indicator was made up of five factors, like those configured in the MB model. This result can be interpreted to mean that the requirements in each category of the MB model were well produced and recognized consistently throughout SMEs in South Korea. In addition, the analysis of causality between the process indicator (quality management activities) and the outcome indicator (management results) showed high causality between them. Although the quality management levels of SMEs in South Korea are inferior to those of conglomerates or other national quality award-winning companies, this study is significant in that the causality between quality management activities and results was verified, since this study targeted SMEs in South Korea as the target of investigation. Thus, it is empirically proven that the MB model can contribute to improved management results for SMEs in Korea.

It is anticipated that quality assurance for the Ka band Communication Payload System(COPS) development program of the Communication, Ocean & Meteorological Satellite(COMS) may be a core technical factor to be concerned in order to avoid any failure, and to assure its performance during the mission lifetime in space. Those can be managed and verified and assessed by performing the Quality Assurance (QA) and risk management which helps to prevent and reduce the critical fails. This paper introduces the Product Assurance (PA) system and procedures for Ka band Communication Payload System which was established and performed during the Qualification Model (QM) manufacturing phase. In this paper, we present detailed process for the products manufactured by local companies according to PA procedures operated through whole phases from design to test of equipment. Also this paper shows Quality Assurance (QA) procedures and detailed their processes for assured the product quality manufactured by local companies.

점점 취약해지고 있는 우리 나라의 산업 경쟁력은 WTO 체제의 새로운 무역 질서와 치열해진 품질 및 생산성 경쟁으로 더욱 심한 어려움에 직면하고 있다. 품질 우위를 통한 산업 경쟁력 향상 노력은 기업마다 가지고 있는 공통적인 경영 과제가 되고 있지만 정부와 관련 단체 등의 의욕적인 품질경영(QM : Quality Management)시책과 노력에도 불구하고 이를 통한 가시적 경영 성과는 극히 일부 기업에서만 확인되고 있는 실정이다. 본 연구에서는 이와 같은 TQM 적용상의 이론적 과제 해결에 보다 접근하기 위하여 품질기능 전개(QFD : Quality Function Deployment) 방식을 조직에 적용하는 방법을 제시하였다. 즉 조직에 대한 품질기능 전개가 TQM체제 구축을 위해서 유용한 수단이 될 수 있음을 보이고, 어떠한 단계로 전개하는가를 단계별로 제시하였다. TQM 도입 단계에서 전 조직 부문과 계층을 품질기능이라는 요소로 시스템화하고 이 시스템을 통하여 전 부문이 조직적으로 참여할 수 있는 방안을 연구하였다.

The new businesses started by the companies usually results in being unsuccessful. The main reasons for that are either aiming targeting wrong customers, unsatisfaction of customers' requesting quality standards, or taking wrong actions against the competitors in the market. Therefore, companies should aim the targets for the newly developing products based on the fulfilling values for the customers when they start the new businesses, and should take good cares for risk managements at the each step of the new business to prevent the failure in advance. In addition to that, the companies starting new businesses not only need to take the customers attributes (CA) into account, but they also should apply the new technologies as one system to initiate a new business to satisfy the basic wants of the customers. This article suggests the New Product Development Pursuing Model using the Indicative Planning methodology and the Quality Management tools. The New Product Development Pursuing Model would be completed by the following steps as below; 1. Drawing the CTQ (Critical To Quality) for setting up the new product development objectives by : i) using the VOC (Voice Of Customers) obtained by the QFD (Quality Function Deploypment) if the market is mature, ii) applying AHP (Analytic Hierarchy Process) to information in the QIS (Quality Information System) if the market is unmature to get enough need information of the customers. 2. Risk Management in NPD : The NPD pursuing model consisted of the IP (indicative planning) is suggested not by the process of top-down-way mandatory planning process, but by the tools used in the administrative science and economic fields, namely by governance. The companies could apply innovative methodology for new products development processes to fulfil the customers satisfaction in the fields, through the CA (Contingency Approach) of the NPD (New Product Development) process.

경제 환경의 변화로 무한경쟁시대에서 생존하기 위하여 중소기업은 자체기업경쟁력을 확보해야 하는 당면과제가 대두되고 있다. 정부는 이러한 문제점을 극복하기 위해 1992년부터 품질 경영(QM: Quality Management)제도를 새로운 시대 환경에 걸맞은 대안으로 택하여 확산시켜 나가고 있다. 본 연구에서는 ISO 9000을 통하여 품질경영을 도입한 300인 이하 제조업체를 대상으로 경영자의 품질경영에 대한 관심이 품질시스템 준수에 미치는 영향을 파악하고 품질시스템의 준수정도가 품질경영 도입 전$\cdot$후에 매출액, 공정불량, 고객불량, 납기에 어떤 영향을 주는지 직접 방문하여 조사를 실시하였다. 조사결과 품질경영을 도입한 중소기업 중 경영자 관심정도에 따라 품질시스템이 준수되는 것으로 나타났으며 품질시스템을 준수하는 회사에 공정불량, 고객불만에 효과가 있었고, 납기준수는 품질시스템의 준수보다는 매출증가에 영향을 받으며, 매출 증가는 품질시스템 준수와 관계없이 대체적으로 증가한 것으로 나타났다.
