A CMOS rail-to-rail high voltage buffer amplifier is proposed to drive the gamma correction reference voltage of large TFT LCD panels. It is operating by a single supply and only shows current consumption of 0.5mA at 18V power supply voltage. The circuit is designed to drive the gamma correction voltage of 8-bit or 10-bit high resolution TFT LCD panels. The buffer has high slew rate, 0.5mA static current and 1k$\Omega$ resistive and capacitive load driving capability. Also, it offers wide supply range, offset voltages below 50mV at 5mA constant output current, and below 2.5mV input referred offset voltage. To achieve wide-swing input and output dynamic range, current mirrored n-channel differential amplifier, p-channel differential amplifier, a class-AB push-pull output stage and a input level detector using hysteresis comparator are applied. The proposed circuit is realized in a high voltage 0.18um 18V CMOS process technology for display driver IC. The circuit operates at supply voltages from 8V to 18V.

This study was performed to evaluate the effect of Response modification factors (R-factor) in 3-, 9- and 20- story steel Moment Resisting Frame (MRF) buildings. Each structure was designed using a R-factor of 8, as tabulated in the 2000 International Building Code provision (IBC 2000) and Korea Building Code (KBC) 2008. In order to evaluate the maximum and minimum performance expected for such structures, an upper bound and lower bound design were adopted for each model. Next, each analytical model was designed using different R-factors (8, 9, 10, 11, 12) and four different structural periods with the original fundamental period. For a detailed case study, a total of 150 analytical models were subjected to 20 ground motions representing a hazard level with a 2% probability of being exceeded in 50 years. In order to evaluate the performance of the structures, static push-over and non-linear time history analysis (NTHA) were performed, and displacement ductility demand was investigated to consider the ductility capacity of the structures. The results show that the dynamic behaviors for the 3- and 9-story buildings are relatively stable and conservative, while the 20-story buildings show a large displacement ductility demand due to dynamic instability factors. This paper is the output of a collaborative European project concerning the barrier free accessibility for disabled persons to regional and long distance trains in Europe. Disabled people represent around 13% of the population in Europe. This is approximately 63 million people. The range of disabilities includes people with reduced mobility including wheel chair users, viewing and hearing impaired people and other forms of impairment. Improving accessibility aims at contributing to the provision of public transport services to all citizens in an equitable way. The purpose of the project was to analyse and to evaluate the existing solutions at selected European railways for all required modules at the entrance (doors, information and safety solutions), to derive a design concept, to develop a mock-up in meeting the needs of rail travellers with the above mentioned impairments and to test it with user groups. The project also aims at deriving components for the determination of standards. The EUPAX Design Mock-up test was performed to verify the advantages of the layout of the train segment including the different modules such as access area (including the access door, gaps between platform and train as well as boarding aid devices), entrance vestibule, information systems inside and outside the train, emergency facilities, toilet with all conveniences and the additional test arrangements regarding push buttons, steps and emergency equipment. For this purpose a questionnaire was developed for the assessment of the EUPAX segment and the additional test arrangements. With the help of this questionnaire it was possible to execute a quantitative and qualitative evaluation. During three test phases 67 experts and handicapped persons from 6 countries have evaluated the Industrial Design mock-up based on this questionnaire. The test group covered persons from North (Denmark) to the South (Italy) and from the West (Spain) to the Middle of Europe (Germany). This is especially important for the generalization (harmonisation) of the results for all European countries. According to COST 335 the information for people with reduced mobility should be clear, concise, accurate and timely. So that all information can be received from persons, they must be transferred on at least two of the three possible ways (acoustical, visual, tactile), a so called "2-sense-principle". Based on the results ergonomic specifications/ solutions for the ergonomic design of the access area, the acoustic, visual and tactile information and the emergency devices including the emergency communication system were developed, related to the benefiting passenger groups.

Recently, a massive loss of life and property is occurring in Korea due to traffic accidents, with the rapid increase in cars. For improvement of traffic safety, the Korea Transportation Safety Authority intensively analyzes accident data in local governments with low traffic safety index, performs a field investigation to extract problems and offers local governments improvements for problems, by conducting the 'Special Survey of Actual Conditions of Traffic Safety' each year, starting 2008. But local governments cannot strongly push forward the improvement projects due to the limited budget and the uncertainty of the improvement plan effects. Therefore, this study suggested a model which applied the Utility concept to the AHP theory, in order to efficiently decide a priority of the improvement plans in accident black spots in consideration of the limited budget of local governments. The number of accidents in each spot for improvement and accident severity, traffic volume, pedestrian volume, the improvement project cost and the accident reduction effect were chosen as evaluation factors for deciding a priority, and data about the improvement plan costs and the accident reduction effects, traffic accidents and traffic volume in the spots to undergo the special research on the real condition of traffic accident in the past were collected from the existing studies. Then, regression analysis was carried out and the Utility Curve of each evaluation factor was computed. Based on the AHP analysis findings, this study devised a priority decision method which calculated the weight and the utility function of each evaluation factor and compared the total utility values. The AHP analysis findings showed that among the evaluation factors, accident severity had the biggest importance and it was followed by the improvement plan cost, the number of accidents, the improvement effect, traffic volume and pedestrian volume. The calculated utility function shows a rise in utility, as the variables of the 5 evaluation factors; the number of accidents, accident severity, the improvement plan effect, traffic volume and pedestrian volume increase and a fall in utility, as the variables of the improvement plan cost increase, since the improvement plan cost is included in the budget spent by a local government.

There are a lot of factors working to facilitate the decline of Korea's traditional markets including large-scale discount stores, convenience stores, businesses of new types such as non-store retailing, and fiercer competitions among retail shops. The changes to the business environment are never favorable to them, either; the consumers have developed more diverse tastes and altered their purchasing styles; and the trading areas around traditional markets have withdrawn in size and power as new towns attract more businesses. In a word, every factor and situation seems to push traditional markets down the slope. Reacting to the problems, the Korean government enacted and enforced the "Special Law for the Promotion of Traditional Markets and Shopping Streets" to provide proper financial and management support. The shop owners of traditional markets formed merchants and prosperity associations and took various initiatives to increase the competitive edge of their traditional markets. All those efforts on the part of the government and the merchants, however, do not seem to be enough to revive traditional markets. This study set out to compare and analyze the management of shop owners of traditional markets based on the support projects by the government, to conduct an empirical research and analysis of their management conditions, and to suggest a better policy model by making improvements for the government's support system and making revisions to the current directions.
Republic of Korea has established 'Transmission and Reception for Terrestrial UHDTV Broadcasting Service' standard based on ATSC 3.0, the next-generation broadcasting standard in North America and is now providing commercial services. Republic of Korea has been studying terrestrial UHDTV based disaster broadcasting service using the ATSC 3.0 AEA system's technology since 2018. ATSC 3.0 has established a standard for expanding disaster broadcasting services, which were used to be simple push-type text message broadcasting, by introducing bidirectional and rich-media transporting mechanisms. However, the disaster information is still focused on the general public, and disaster broadcasting service including detailed information for the vulnerable are still insufficient. In this paper, we proposed the optimized disaster broadcasting service for vulnerable populations based on ATSC 3.0 after defined the disaster vulnerable populations as the target of the service. And we defined the extension element of disaster broadcasting message for service provision. The proposed service can be an effective means to increase the possibility of disaster information reception and evacuation to vulnerable populations. In addition, it is expected to be used as a basic research for development of diverse and effective advanced services for vulnerable populations through linkage with existing disaster alerting and countermeasures studies.
We have developed a prototype patient monitoring system including module-based bedside units, interbed network, and central stations. A bedside unit consists of a color monitor and a main CPU unit with peripherals including a module controller. It can also include up to 3 module cases and 21 different modules. In addition to the 3-channel recorder module, six different physiological parameters of ECG, respiration, invasive blood pressure, noninvasive blood pressure, body temperature, and arterial pulse oximetry with plethysmogaph are provided as parameter modules. Modules and a module controller communicate with up to 1Mbps data rate through an intrabed network based on RS-485 and HDLC protocol. Bedside units can display up to 12 channels of waveforms with any related numeric informations simultaneously. At the same time, it communicates with other bedside units and central stations through interbed network based on 10Mbps Ethernet and TCP/IP protocol. Software far bedside units and central stations fully utilizes gaphical user interface techniques and all functions are controlled by a rotate/push button on bedside unit and a mouse on central station. The entire system satisfies the requirements of AAMI and ANSI standards in terms of electrical safety and performances. In order to accommodate more advanced data management capabilities such as 24-hour full disclosure, we are developing a relational database server dedicated to the patient monitoring system. We are also developing a clinical workstation with which physicians can review and examine the data from patients through various kinds of computer networks far diagnosis and report generation. Portable bedside units with LCD display and wired or wireless data communication capability will be developed in the near future. New parameter modules including cardiac output, capnograph, and other gas analysis functions will be added.

The study aims to evaluate the complexity of relationships between the riparian states - China, Myanmar, Laos, Thailand, Vietnam and Cambodia - in the Mekong River Basin since the mid-1990s with special reference to the discourse on hydropower development. A special emphasis will be put on the influence of China on hydropower development. Although a variety of issues on the river basin have been discussed among the riparian states, none of them has been effectively implemented owing to the lack of China's commitment to the discussions for sustainable water management. Now, a new turning point is observed in the region with emergence of the issue on hydropower development, not only in the upper basin but also in the lower basin. The discourse on hydropower in Mekong has quickly drawn attention of the public, accelerated by the onset of construction of the Xayabury Dam in Laos since November 2010. The influence of China as the upstream country with its political, economic, and military power has increasingly grown in the region over the last few decades, and such trend recently intensifies together with an expansion of Chinese commercial interests in the region. Since the establishment of the Mekong River Commission (MRC) in 1995, the four MRC members have striven to push forward a sustainable use of water resources in the basin. But the legitimacy of the MRC system has been eroded due to the lack of participation by Myanmar and China, and in particular, the Chinese absence has made the four riparian states blind about the change of water regime due to the Chinese dams upstream. Environmental damages due to hydropower development might be possible, including a drop of fish yields, crop production, and damages to the river's ecosystems. Vietnam and Cambodia have already expressed their concerns over the dam construction towards China as well as Laos by pointing out detrimental impacts of the dams to their economies. China's move to collaborate with the other riparian states since 2010 has given a positive signal in terms of sustainable water management in the river. However, this phenomenon never confirms China's proactive contribution to the cooperative activities within the framework of the MRC system. Laos' initiative to build a new dam in the lower basin alarms those who are opposed to dam construction in the fear of its far-reaching damages to the environment. The question goes back to the year-long debate on policy priorities given to economic growth or the environment. The riparian states require wisdom based on a consensus about sustainable water use rather than hydropower development based on individual growth dreams.
The analysis of slope stability was performed from seven sites among total eleven sites of waste rock which are divided into two objects (mullock-pile and rock mass) according to the location of dumping-dropping point in L limestone Mine. The analysis of circular failure using Bishop's simplified method and the finite element method for mullock-pile slopes were adopted. For rock mass slopes, identification of failure modes on stereonet projection was determined, thereby limit equilibrium analysis was applied to obtain the safety factor of slopes and the finite element method was used to understand overall behavior of slope. Phi-c reduction method was used to calculate the safety factor of slopes through the finite element method. In mullock-pile slope of zone D and rock slopes of zone F and G, the assurance of slope stability was difficult, and the plans to assure the stability of slopes were proposed on the basis of the analysis of slopes at disposal sites of waste rock. Therefore, the method of piling with waste rock by dozer pushing after dumping for mullock-pile slope of zone D is required, and the method of piling after moving to the place which has no fault zone for rock slope of zone F and G is recommended.
The skyrocketing inflation of medical costs has become a major health problem among most developed countries. Korea, which recently covered the entire population with National Health Insurance, is facing the same problem. The proportion of health expenditure to GNP has increased from 3% to 4.8% during the last decade. This was remarkable, if we consider the rapid economic growth during that time. A few policy analysts began to raise cost containment as an agenda, after recognizing the importance of medical cost inflation. In order to Prepare an appropriate alternative for the agenda, it is necessary to find out reasons for the cost inflation. Then, we should focus on the reasons which are controllable, and those whose control are socially desirable. This study is designed to articulate the theory of medical cost inflation through literature reviews, to find out reasons for cost inflation, by analyzing aggregated data with a deterministic model. Finally to identify determinants of changes in both medical demand and service intensity which are major reasons for cost inflation. The reasons for cost inflation are classified into cost push inflation and demand pull inflation, The former consists of increases in price and intensity of services, while the latter is made of consumer derived demand and supplier induced demand. We used a time series (1983-1987), and cross sectional (over regions) data of health insurance. The deterministic model reveals, that an increase in service intensity is a major cause of inflation in the case of inpatient care, while, more utilization, is a primary attribute in the case of physician visits. Multiple regression analysis shows that an increase in hospital beds is a leading explanatory variable for the increase in hospital care. It also reveals, that an introduction of a deductible clause, an increase in hospital beds and degree of urbanization, are statistically significant variables explaining physician visits. The results are consistent with the existing theory, The magnitude of service intensity is influenced by the level of co-payment, the proportion of old age and an increase in co-payment. In short, an increase in co-payment reduced the utilization, but it induced more intensities or services. We can conclude that the strict fee regulation or increase in the level of co-payment can not be an effective measure for cost containment under the fee for service system. Because the provider can react against the regulation by inducing more services.
