The term new tobacco products (NTPs) refers to the new alternatives to conventional cigarettes. There are several kinds of NTPs in South Korea. The present study discusses the most widely used NTPs namely electronic cigarette (ECs) and heated tobacco products (HTPs). The aims of this study are to evaluate the risk related to the use of ECs and HTPs, introduce policy examples across different countries of management of this issue, and finally, present some policy implications of the problem and our response strategies. Since the advent of ECs, there has been a lot of debate about its risk. Some studies have reported that ECs are less harmful than conventional cigarettes and that they are effective in aiding smoking cessation. Nevertheless, the efficacy of ECs in smoking cessation and its potential health risks are still unclear. However, the obvious fact is that it is not harmless. Regulations on ECs differ from country to country. In many countries, they are strictly regulated as tobacco or toxic substances; however, in the United Kingdom, the use of ECs are included as part of their smoking cessation policy, and in Japan, they are treated as a form of medication. On the other hand, HTPs are the most recently introduced NTPs and they have attained sensational popularity because of the wrongly held belief that they are less harmful to health. So, what about our policy response to these two tobacco products? The research on ECs requires more systematic statistical monitoring, such as monitoring the ratio of dual-users. Further, the new EC smokers should be identified taking into account that the arguments for the use of ECs often emphasize smoking cessation or less risks to health, the government should further strengthen its policy to prevent those claims. The HTPs market experienced a very sharp growth and continues to grow because the government policy is too passive. Taking this as a lesson, it is necessary to approach NTPs, such as HTPs, proactively and increase their contribution to the National Health Promotion Fund by imposing greater taxes on them. Finally, considering the likelihood of NTPs being promoted as a less harmful tobacco product, it is essential to strictly regulate tobacco companies' publicity from the very beginning to ensure that potential consumer s are not mislead.

The relevance of research provides the necessity to identify the basic problems in the public governance sphere and information technology relations, forasmuch as understanding such interconnections can indicate the consequences of the development and spreading information technologies. The purpose of the research is to outline the issues of applying information technologies in public governance sphere. 500 civil servants took part in the survey (Ukraine). A two-stage study was conducted in order to obtain practical results of the research. The first stage involved collecting and analyzing the responses of civil servants on the Mentimeter online platform. In the second stage, the administrator used the SWOT-analysis system. The tendencies in using information technologies have been determined as follows: the institutional support development; creation of analytical portals for ensuring public control; level of accountability, transparency, activity of civil servants; implementation of e-government projects; changing the philosophy of electronic services development. Considering the threats and risks to the public governance system in the context of applying information technologies, the following aspects generated by societal requirements have been identified, namely: creation of the digital bureaucracy system; preservation of information and digital inequality; insufficient level of knowledge and skills in the field of digital technologies, reducing the publicity of the state and municipal governance system. Weaknesses of modern public governance in the context of IT implementation have been highlighted, namely: "digitization for digitalization"; lack of necessary legal regulation; inefficiency of electronic document management (issues caused by the imperfection of the interface of reporting interactive forms, frequent changes in the composition of indicators in reporting forms, the desire of higher authorities to solve the problem of their introduction); lack of data analysis infrastructure (due to imperfections in the organization of interaction between departments and poor capacity of information resources; lack of analytical databases), lack of necessary digital competencies for civil servants. Based on the results of SWOT-analysis, the strengths have been identified as follows: (possibility of continuous communication; constant self-learning); weaknesses (age restrictions for civil servants; insufficient acquisition of knowledge); threats (system errors in the provision of services through automation); opportunities for the introduction of IT in the public governance system (broad global trends; facilitation of the document management system). The practical significance of the research lies in providing recommendations for eliminating the problems of IT implementation in the public governance sphere outlined by civil servants..
This study aims to confirm the effect of government support on the capability of socially disadvantaged enterprises (SDBs) and to explain the opportunistic behavior of SDBs to acquire more external resources such as government support. By dividing government support into policies and procedures, the difference in influence on corporate ability is analyzed by clarifying government support, and the impact of corporate capability on opportunistic behavior is analyzed using the structural equation (SEM) to provide government support The purpose of this study is to present the policy direction, the necessity of procedural development of government support, and the preceding factors to avoid opportunistic behavior. As a result of analyzing 261 questionnaires targeting SDB executives and employees, the relationship between government support policy and corporate ability was rejected. It was found that the government support procedure had a positive (+) effect on corporate ability, and that corporate ability had a negative (-) effect on opportunistic behavior. The implication is that, among the two components of government support, only the government support procedure was found to be significant. There should be publicity and in-depth consideration of government support policies.

Purpose : The purpose of this study is to investigate the effects of sleep duration on stress and depression in college students. The results obtained will be used as a foundational framework for fostering a healthy sleep culture among college students and for formulating measures to improve the quality of their sleep. Ultimately, we intend to produce a publicity and educational material. Methods : For this study, a survey involving 100 college students was conducted, after which data based on a final total of 95 respondents were analyzed. The information on stress and depression were first analyzed in terms of general characteristics and then organized based on the data collected to investigate the effects of sleep duration on stress and depression. The participants were divided into the following groups: "less than 6 hours," "6 to 7 hours," and "7 to 8 hours." BEPSI-K (Brief encounter psychosocial instrument-Korean) was used for stress evaluation, while K-CESD-R (Korean version of center for epidemiologic studies depression scale-revised) was utilized for depression evaluation. Results : First, according to sleep duration, the BEPSI-K scores showed a statistically significant difference in each group (p<.01). In the post-hoc test, there was a difference among the "less than 6 hours" group, the "7 to 8 hours" group. A statistically significant difference was noted (p<.01). In addition, sleep duration had a statistically significant effect on the negative (-) direction of the BEPSI-K (p<.01). Second, the K-CESD-R score according to sleep duration showed a statistically significant difference in each group (p<.01). Notably, in the post-hoc test, the "less than 6 hours" group differed from the "6 to 7 hours" group, "7 to 8 hours" group. A statistically significant difference was noted (p<.01). In addition, sleep duration had a statistically significant effect on the negative (-) direction of the K-CESD-R (p<.01). Third, for the correlation between sleep duration and stress and depression, a negative (-) correlation was found between sleep duration and BEPSI-K and K-CESD-R. Meanwhile, a positive (+) correlation was found between BEPSI-K and K-CESD-R. Conclusion : Based on the findings of this study, the sleep duration of college students has an effect on stress and depression. The results of this study can be used as a foundational framework in formulating a plan for improving the quality of sleep of college students.

Jewelry Object to adorn a body with has been a very important culture since the primitive age when history of human beings started. Ornaments for social status or wealth's symbolic icon otherwise for private embellishment have been developed with various properties such as decorative, monetary, scarce, historic ones. However, since the latter 20th century, when intellecture concept was more valuable than the tradition laying emphasis on preciousness, with counting of artistic activities and aesthetic values, they have had expressionistic tendency centered on artists. In this manner, modern ornaments have been developed as an artistic genre deviating from traditional way in which material or technology was emphasized. While this expressionistic tendency emphasized artistic value, galleries only for ornaments have been started since 1960s and especially from this period, a lot of experimental and revolutionary ornaments works deviating from traditional way have been exhibited. The appearance of galleries specialized in ornaments as described above had a great influence on the ornaments' development to an artistic genre. This study is the one in respect of two exhibition types through the combination of human body and clothes in displaying ornaments. The first one represents active displaying way for the communication with audience by introducing fashion show to galleries deviating from general exhibition way. The second one plans to run a project collaborating fashion brand for the communication between ornaments and clothes and represents displaying way in the shop of fashion brand for active exhibition publicity.

The purpose of this study is to compare motivations for self-archiving across disciplines on an academic social networking site. We carried out an online survey with ResearchGate(RG) users, testing 18 motivational factors that we developed from a previous study (enjoyment, personal/professional gain, reputation, learning, self-efficacy, altruism, reciprocity, trust, community interest, social engagement, publicity, accessibility, self-archiving culture, influence of external actors, credibility, system stability, copyright concerns, additional time, and effort). We adapted Biglan's classification system of academic disciplines and compared motivations across different categories of discipline. First, we compared motivations across the four combined categories by the two dimensions - hard-pure, hard-applied, soft-pure, and soft-applied. We also performed a motivation comparison across each dimension between soft and hard disciplines and between pure and applied disciplines. We examined investigated statistical differences in motivations by demographic characteristics and RG usage of participants across categories as well. Findings showed that there were differences of motivations, such as enjoyment, accessibility, influence of external actors and additional time and effort, and personal/professional gains, for self-archiving across disciplines. For example, RG users in the hard-applied were more highly motivated by enjoyment than others; RG users in the soft-pure were more highly motivated by personal/professional gains than others. It is expected that findings could be used to develop strategies encouraging researchers in various disciplines contributing to share their data and publications in ASNSs.

This study aimed to present the current status of exotic fish species, invasive species, and dominant species inhabiting the Cheonggyecheon stream. We conducted three samplings from April to October 2019. A total of 2,045 individuals from 27 species belonging to nine fish families were collected. There were five Korean endemic species (18.5%) including Coreoleuciscus splendidus, Sarcocheilichthys nigripinnis morii, Squalidus gracilis majimae, Zacco koreanus, and Odontobutis interrupta in the Cheonggyecheon stream. The dominant species was Zacco platypus (62.4%) and the subdominant species was Z. koreanus (9.8%). The length-weight analysis of the dominant species Z. platypus population showed a regression coefficient b of 3.3434 and a condition factor(k) of 0.0026, with a positive slope. The growth state of the Z. platypus population was identified as being in a very favorable condition. The Cheonggyecheon stream is considered to be an appropriate habitat for the Z. platypus population. Since the restoration, The Cheonggyecheon stream has had continuous problems due to the introduction of exotic species and invasive species and in this study, exotic species, Gyrinocheilus aymonier var.(gold type), and invasive species, Coreoleuciscus splendidus, which have not previously been reported in the Cheonggyecheon stream, appeared. Therefore, it is deemed necessary to prepare continuous publicity and management measures to prevent exotic species and invasive species from inhabiting the Cheonggyecheon stream.

In recent years, public bicycle systems are widely spread over the world according to the development of ICT technology. Since the public bicycle systems in large cities need to secure both publicity and convenience for citizens, analysis of various their issues from introduction to operation is required. In addition, it is also necessary to prepare for various scenarios for coexistence with the PM business, which is recently in the spotlight as a last mile means and normally managed privately. This paper introduces modeling and simulation for efficient operations of public bicycle systems. In particular, the proposed method was developed in a form that can be easily used in other cities by modeling the general structure and behavior of the public bicycle system, and it was developed to facilitate modification and expansion of the future model with a component-based model configuration. This paper provides a case study of the propose method, which is the public bicycle simulation in Sejong City. The simulation results were derived by applying the data from the public bicycle system of Sejong City, and they were verified with the associated real data of Sejong City. Using the verified model, it is expected that it can be used as a tool to design and analyze various services on the public bicycle systems, which were especially suitable for Sejong City.
Although edible insects are attracting attention as future alternative food because of their nutritional, eco-friendly, and economic advantages and functionality, consumption is low, so measures to promote consumption are needed. The problems in edible insect consumption were identified as the aversion to the edible insects, lack of publicity for edible insects newly registered in the Food Code, and difficulties in continuously supplying high-quality edible insects and selling products. To solve these problems, it is necessary to establish effective public relations plans for new edible insects and develop processing methods for improving their taste and flavor, education content about edible insects, and products interesting to the target age. In addition, it is necessary to establish a one-stop cluster that can perform quality control of harmful substances and nutrients, purchase raw materials, sell products, educate, and publicize.
Due to the convergence of broadcasting and telecommunication and the evolution into the media industry, viewers are adapting to the reception of content through various platforms and personal media. Accordingly, public broadcasting is seeking to change into public media that redefines public responsibility and establishes a role for a sustainable society. In particular, proving its value in the form of differentiated public services in an environment where public content is also provided by commercial services is necessary for members of society to prove the legitimacy of financial resources and services. In this paper, as the digital broadcasting era in the 2010s and the media industry was reorganized in 2020, changes in public services corresponding to the public responsibilities required of public broadcasters were analyzed through global public broadcasting cases. In particular, since the technical preparation of broadcasters and viewers is essential in the media environment, the technical direction of public services was mainly analyzed. The derived direction is a common direction applicable to all public broadcasters, including Korea. It is expected that the public responsibility and direction of technological development suggested in this paper will clarify the role of public media and help become differentiated services that contribute to life.
