A Qualitative Case Study on the Development of Network as Communities of Practice in Welfare Network of S District in Seoul, Korea (실천공동체로서의 네트워크 발달에 대한 질적 사례연구 : 서울시 S구 재가복지연합회 사례를 중심으로)

  • The purpose of this study was to analyze the development of social welfare network. The qualitative case study method was utilized from a communities of practice perspective. Depth interviews were conducted among 10 social workers of community welfare agencies who have practiced network activities. Data were analyzed with constant-comparative methods(Strauss and Corbin(1990)). The result are the followings; In incubation stage, the core theme was "collaboration for surmount overcoming difficulties from the bottom". In intergration stage, "acquirement of normative value basement" was emerged. "Reinforcement of solidarity" and "reconfirmation of identity" were drawn as core themes in muturation stage. There were core themes "construction of original image" and "shifting from private connection to public connection" in maintenance stage. Lastly stage a care theme of "qualitative transition" was emerged in transformation.

Quitline Activity in Rajasthan, India

  • Quitline activity in Rajasthan, India is a voluntary activity of Rajasthan Cancer Foundation (RCF) since April 2013. To kick-off, it took the benefit of the State Government- PIRAMAL SWASTHYA (PS)1 collaborative 104 Health Information Helpline that existed already in public-private partnership. It is a reactive quitline that helps callers through the counselors and nursing staff trained specifically through the weekly sessions held by the first author, the RCF resource on quitline. Besides structuring of the scripts for primary intervention and follow-ups after 1 week, 1 month, 6 months and a year, he also monitors calls, advices and coordinates with the supervisors to manage and analyze the data base, and reports to the PS lead at the Jaipur Center on overall performance and to plan strategic communication with the State Government on its outcomes. The quitline has limitations of its informal existence through a voluntary effort of RCF, no specific resource allocation, suboptimal data management, minimal awareness in the masses due to poor IEC (Information, Education and Communication; except its efforts made by RCF in last 1 year through the government-run State TV and City Radio) and staff shortage and its attrition due to lack of plan for career advancement. Despite these challenges in the year 2013, the quit line has registered a quit rate (for complete abstinence) of 19.93% amongst 1525 callers. The quit rate were 58.01% (304/ 524) among the responders at the 3rd follow-up at 18 months (in September 2014)2. In view of an increase in quit rate by 5- 9 times over the prevailing quit rate in the former ever daily users [both smokers and the users of smokeless tobacco (SLT)], efforts are being made by RCF in concurrence with PS to have this cost-effective model established formally with optimal resource allocation in collaboration with willing agencies (the State and Central Governments and the International Quitline Agencies) and its replication in 4 more states where PS is collaborating with the respective state governments similarly (Assam, Chhattisgarh, Jharkhand and Karnataka).

Effect of Smoking Preventive Education on Smoking-related Knowledge, Attitude, and Practice of Health Behaviors among Elementary School Children (흡연 예방교육이 초등학생의 흡연관련 지식, 태도 및 건강행위 실천에 미치는 효과)

  • Purpose: The purpose of this study was to examine the effect of school-based preventive education on smoking-related knowledge, attitude and practice of health behaviors among elementary school children at a rural province in Korea. Methods: The subjects were 134 among the 4th -6th graders (exp. = 67, control = 67) from two schools at J province. Education program was conducted in 5-sessions for experimental group. And study instrument for smoking-related knowledge was developed 2-point 15-items (a = .82), for attitude was 3-point 15-items (a = .79), and for practice of health behavior was also 3-point 30-items (a = .86). Data were collected by interview from May 28th to July 10th 2003 and analyzed with the frequency, percentage, x2-test and t-test using SPSS-PC program, Results: The group of having smoking experiences was 14.2% and 52.2% of the subject had smoking family members. The first motive of smoking was curiosity in 78.9% and 36.8% of them started smoking before the third grade. School-based preventive education of smoking were affirmatively effective in smoking-related knowledge (t = 4.14, p = .001), smoking-related attitude (t = 3.654, p = .001), practice of health behavior, on the other hand, was not changed significantly by the education. Conclusion: Based on these findings, the authors recommend that school-based smoking prevention education should be started from lower graders in regular curricular basis and health promotion program for primary school children should be emphasized to lead healthy behavior in collaboration with public and private health sectors in community.

The Success Factors on Private-Public Technology Collaboration of SMEs (중소기업의 산·연 기술협력 성과 영향 요인)

  • This study aims at examining the relationship among entrepreneurial orientation, absorption capability, alliance capability and cooperation performance in technological cooperation between SMEs and government-funded R&D Institutes. For empirical analysis, the study conducted a survey on total 2,895 SMEs participating in the technological cooperation programs operated by government-funded R&D Institutes, and collected 332 survey responses. Data were analysed using a structural equation model. Empirical results show that entrepreneurial orientation, absorption capability, and alliance capability influenced the performance of technological cooperation. In addition, alliance capability has a significant effect on absorptive capacity. In order for the technology cooperation between SMEs and government-funded research institutes being successful, efforts are needed to secure companies' entrepreneurial orientation, absorption capability and alliance capability that has the capabilities that SMEs needs for technological cooperation.

The Application of Regional Innovation and Cooperative Governance Perspective for Village Building-Related Ordinances: Focusing on Relevant Ordinances of Chungcheongnam-Do Area Where Contract-Out Type Intermediary Support Organizations are Established and Operated (마을 만들기 관련 조례에 대한 지역혁신 및 협력적 거버넌스 관점의 적용:충남지역 민간위탁형 기반 중간지원조직 설치・운영 지역의 관련 조례를 대상으로)

  • The subject of this study is whether the relevant ordinances of Chungcheongnam-do's five local governments, operating intermediary support organizations for contracted-out community building, comply with the regional innovation and cooperative governance-based perspective. The examination results are summarized as follows. About the normative system: first, village building does not present that it is a participation- and cooperation-based collective activity of various related actors; second, the cooperative governance-based implementation system was not presented as a key term; third, "numerous relevant subjects' participation" and "democratic decision-making and cooperative promotion" are not presented as basic principles; fourth, the subjects are limited to residents and the administration, and only their responsibilities are presented. About the effectiveness system: first, the establishment of a master plan, a primary means, and the establishment of an in-charge department and collaboration system in the administration are presented as optional provisions; second, the nature of the relevant committees and intermediary support organizations is not presented as "public-private cooperation-based system"; third, the area of the function and authority of the relevant committees is limited to review and consultation. Fourth, the related information about the intermediary support organization structure and system, the establishment and operation of the secretariat, and the practical operation of the center is not presented. In sum, to make related ordinances become institutional grounds with stronger effectiveness, reconstructing them by strictly applying the perspectives of regional innovation and cooperative governance is necessary.

Current Status and Policy Issues of Senior Clubs: With Focus on Senior Employment Programs (시니어클럽의 현황 및 정책과제: 노인일자리사업을 중심으로)

  • The study aimed to investigate the current status and policy issues of senior clubs, focusing on the senior employment programs in South Korea. The current status of senior clubs was reviewed based on their legal basis, organization, project type, finance, project performance, and operational difficulties(low revenue yields, high labor intensity and low wages, lack of funding, weakness in provision of a legal basis, etc.). The policy directions of such clubs were also defined as follows: (1) establishment of the role of senior clubs(a local senior center of job creation projects, an execution entity of business senior employment programs matching the regional characteristics, and a center for community change through the promotion of awareness of the problems of and related to the elderly and through empowerment of the elderly); (2) improvement of the quality of jobs(need-based and sustainable job creation, quality improvement in education, improvement of the elderly practitioners' working conditions, and collaboration and partnerships among the public-private sectors); and (3) legislation and amendment of senior employment programs.

A Study on model for Records Management of Local Assembly to Embody Local Governance (로컬 거버넌스 실현을 위한 지방의회 기록관리 모형에 관한 연구)

  • For cope with the participating government promoted local decentralization of the present time, local governments are coming to aim at the realization of local governance. Local governance refers to a way of solving public problems of urban area through partnership which is a collaboration and participation based on 'relationship' among diverse interested parties such as executive authority of policy, private sectors. First of all, it is most important task to make transparency and responsibility of all people and networks by themselves through sharing information. With like this kind of a background, local assembly is an momentos body of local governance because it is a decision making organization at the same time as a representative organization of local residents, and it has a relationship of 'check and balance' with chiefs of local governments as an organization monitoring and supervising the administration of an executive authority. Not the less, information about local assembly does not open to the public or exist. Even some informations open to the public, they are not enough to be settled distrust and low-valuation by civil society. Now Local assembly is face to a point that improve over all of record management. This study is based like this critical mind, then, it examines throughly local assembly's realities by suggestion with reforming plan of record management. Record can embody true values when record management practices indefatigably through prudential system from production until preservation. Accordingly, this study suggests management of transaction unit without the omission of record. Also this study is satisfy the condition of Korean record management system with proposals of record management policy and establishment of record center. At the conclusion of study, it puts effects into shape that local assembly secure transparency and responsibility and organize local governance by record management.

Comparison of Integrated Health and Welfare Service Provision Projects Centered on Medical Institutions (의료기관 중심 보건의료·복지 통합 서비스 제공 사업 비교)

  • Objectives: This study compares cases of Dalgubeol Health Care Project, 301 Network Project, and 3 for 1 Project based on program logic models to derive measures for promoting integrated healthcare and welfare services centered around medical institutions. Methods: From January to December 2021, information on the implementation systems and performance of each institution was collected. Data sources included prior academic research, project reports, operational guidelines, official press releases, media articles, and written surveys from project managers. A program logic model analysis framework was applied, structuring the information based on four elements: situation, input, activity, and output. Results: All three projects aimed to address the fragmentation of health and welfare services and medical blind spots. Despite similar multidisciplinary team compositions, differences existed in specific fields, recruitment scale, and employment types. Variations in funding sources led to differences in community collaboration, support methods, and future directions. There were discrepancies in the number of beneficiaries and medical treatments, with different results observed when comparing the actual number of people to input manpower and project cost per beneficiary. Conclusions: To design an integrated health and welfare service provision system centered on medical institutions, securing a stable funding mechanism and establishing an appropriate target population and service delivery system are crucial. Additionally, installing a dedicated department within the medical institution to link activities across various sectors, rather than outsourcing, is necessary. Ensuring appropriate recruitment and stable employment systems is needed. A comprehensive provision system offering services from mild to severe cases through public-private cooperation is suggested.

A study on the advancement of makerspace as a digital transformation platform (디지털전환 플랫폼으로서의 메이커스페이스 고도화 방안연구)

  • There has been criticism that the government-led makerspace did not reflect the actual demand of makers, so there was a limit to performance creation. In this regard, the study aims to diagnose the current status and problems of makerspace and to suggest the implication to respond to policy demand. To this end, we analyzed the current status of makerspace by utilizing the government documents. Then, we conducted a survey of SMEs related to ICT devices that experienced makerspace, and analyzed their opinions on D·N·A technology demand, management difficulties, and governments' support policies. As results, the study proposed several improvement measures to upgrade makerspace as a digital conversion platform as follows. First, due to the nature of the existing industry for introducing D·N·A technology, there is a limit for companies to enter the market on their own, so comprehensive support from the government is needed. Second, it is necessary to establish and expand an empirical test bed for the development of new products and services so that various types of metaverse contents can be discovered and digital transformation convergence models of existing businesses can be derived. Third, by modifying the support method to operate the makerspace as a platform that implements the government-led start-up support policy, boldly transfer what the private sector can do well to the private sector. The participants of Industry·University·Institute Collaboration should freely share ideas and help the common problem be solved. Based on the problems and the findings for improvement, it is expected that the current makerspace would be upgraded to a digital conversion platform suitable for the demand of the field.

A Study on the Planning Approaches for Newly Constructed Purchased Rental Housing Utilizing Volumetric Modular Construction (모듈러 공법을 활용한 신축매입임대주택 계획방안 연구)

  • This research explores the potential of purchased rental housing as a versatile solution for residential development. By focusing on smaller-scale construction compared to large residential complexes, purchased rental housing projects offer benefits such as shorter project durations and enhanced flexibility to accommodate residents' needs. This public-private collaboration extends to community planning, enabling tailored models beyond traditional rental housing frameworks. Currently, purchased rental housing, which is predominantly comprised of multi-unit house, multi-household house, and rowhouses, is in high demand and in short supply in metropolitan areas. Utilizing volumetric modular housing, considerations for module size and transportability are paramount, while advancements in construction methods, particularly prefabrication, offer efficiency and quality benefits. This study proposed three construction techniques to plan modular housing models and enhance construction and demolition efficiency: planning without columns in the middle of the unit, core production using volumetric modular construction methods, and industrialization of construction components alongside dry construction methods. Utilizing these methods, a new construction model for purchase lease housing was presented to address the need for new housing in the context of ageing housing renovation and demand fluctuations. The model comprises 16 units, with sizes ranging from 36 m2 to 54 m2, and can be applied on sites larger than 600 m2 with access to roads wider than 6 m. This promotes cluster-style development, which in turn increases construction efficiency in nearby plots.
