The function failure of present major facilities is likely to lead to failure of related systems and/or whole facilities, increasing the necessity for protection of infrastructures, main structures, and major industrial facilities. In addition, safe and efficient management for urban infrastructure (waterworks and sewerage facilities, electricity, telecommunications, roads, etc) installed in the basement or on large cities grounds at various public areas is required. Recently in response to this demand, efforts for vitalizing asset management are being made such as enacting related laws and developing asset management system in the U.S., Australia, Europe and other advanced countries with the concept for a new maintenance. In our county, identifying maintenance system problems such as aging and rapid increasing of existing infrastructures and decision-making about updating maintenance is required for systematic and organizational maintenance. In this study, by comparing and observing the LOS(Level of Service) of each countries' waterworks and risk-based LOS, we suggest the direction of future urban water infrastructure management systems for more effective management.
Giardia lamblia is a parasitic protozoa which is transmitted in the form of a cyst through untreated water and also treated drinking water. Since its presence in water has led to frequent outbreaks of giardiasis and death in many countries, the removal and disinfection of this protozoan cyst from the water supply are of great concern for public health. This study examined the disinfection characteristics of G. lamblia cysts isolated from a Korean patient with giardiasis. When using sodium hypochlorite including 5 or 10 ppm chlorine, the killing rate was initially rapid, however, the disinfection slowed down and a 3log reduction could not be achieved even after 2h. The disinfection effectiveness was also reduced at a lower temperature, thereby implying that the risk o a giardiasis outbreak will be higher in the winter season. A CT (concentration$.$time) curve was constructed based on the results with sodium hypochlorite for use in designing and predicting disinfection performance. The organic chlorination disinfectant SDIS (sodium dichloroisocyanurate) produced a lower pH and a much higher residual effect than sodium hypochlorite. The disinfection of cysts by SDIC continued steadily throughout 2h of contact, although the initial killing rate was lower than that with sodium hypochlorite.
Economic theory tell us, consumers always make a choice to maximize their utility. In the market system, consumers' choices are revealed and policy maker taking into account the aggregated consumers choice such as price, supply and demand. However, water resources as a public goods, therefore typically there is no market and does no aggregated information for residential water use. This study explore the consumers' willingness to pay for higher quality for residential water. Over 1,000 households responded for this survey and willingness to pay has been estimated. Furthermore, consumers' behaviors of residential water are examined. Consumers are willing to reduce the amount of water use with more than 50% of increasing water price, but stay almost constant with less than 25% of increasing which mean that current price level is not high enough to derive water saving. If consumers can have better quality of water, they willing to pay additional 16%, $153\;won/m^3/month$, more than their current price. Based on the derived information, we suggested policy direction for residential water policy.
In order to set public policy to overcome 'water crises' on both quantity and quality of water, we looked into the national-economic role of Korea water utility by two approaches. First, we examined the relationship between water consumption and economic growth during 1978-94, a period of rapid increase in water consumption caused by prompt industrialization and urbanization. The price and income elasticities of aggregate and sectoral demand for water were estimated. Second, we developed a static input-output(I-O) framework for analysing water issues in the short run. In addition, we discussed two topics in its application: i) sectoral failure(shortage) costs by supply-driven I-O model, ii) Leontief price model's sectoral pervasive effects of price due to rise in water rate. In conclusion, we found that investments to water sector and water shortage has a big influence on the standard of living and industrial production. Also we found that raising water rate to encourage conservation or to create investment funds decreases demand for water significantly but has a small influence on overall price levels.

This research carried out an analysis on input cost and leakage reduction effect by leakage reduction method, focusing on the project for establishing an optimal water pipe network management system in the Taebaek region, which has been executed annually since 2009. Based on the result, optimal cost-benefit analysis models for water distribution network rehabilitation project were developed using DEA(data envelopment analysis) and multiple regression analysis, which have been widely utilized for efficiency analysis in public and other projects. DEA and multiple regression analysis were carried out by applying 4 analytical methods involving different ratios and costs. The result showed that the models involving the analytical methods 2 and 4 were of low significance (which therefore were excluded), and only the models involving the analytical methods 1 and 3 were suitable. From the result it was judged that the leakage management method to be executed with the highest priority for the improvement of revenue water ratio was installation of pressure reduction valve, followed by replacement of water distribution pipe, replacement of water supply pipe, and then leakage detection and repair; and that the execution of leakage management methods in this order would be most economical. In addition, replacement of water meter was also shown to be necessary in case there were a large number of defective water meters.

The review of statements and coastal development characteristics in South Korea were diagnosed by the consultation on the coastal area utilization in Korea. The occupation and the use of public water were dominated by installation of coastal structure and seawater supply and drainage whereas the reclamation areas were predominantly utilized for developing industrial complex, harbor, fishing port and road. The occupation and the use were dominant in western coast, but reclamation was dominant in southern coast of Korea. The number of utilization cases was particularly greater in Jeonnam, Gyeongnam, and Gyeonggi Province including Incheon. The number of the statements reviews increased by more than 200 cases in 2008 compared with 2007, and most of them were the simple statements. The statements related to ocean disposal of dredged sediment, reclamation, dredging sediment, seawater supply and drainage, and marine sand mining were submitted for review. Coastal utilization was especially active in the regions of seawater quality criteria I and II. In particular, special management sea areas designated under the relevant marine regulations were utilized mostly by reclamation for developing harbor, fishing port and coastal structure. Development activities in national parks comprised primarily structure installation and coastal maintenance. In the fisheries resources protection areas, 40% of the total cases accounted for coastal maintenance, 31% for structure installation, and 16% for seawater supply and drainage. In addition, alternative plans for the improvement in policies and system of marine environmental impact assessment were suggested to enhance the function and confidence of the consultation on the coastal area utilization in Korea.
Current urban stream conditions and their restoration projects were investigated by surveying the urban stream management experts in 29 cities with high population density (more than 1,000person/$km^{2}$). The survey results showed that the ratio of covered urban streams decreased by 1.4% (from 14% to 12.6%) in the last 5 years through steady river restoration projects promoted by governments. Nonetheless, 36.3% of 369 urban streams surveyed still report stream depletion problems; therefore, more efforts to alleviate the problems caused by distorted water circulation of urban streams are still necessary. Water depletion in many local urban streams, unlike national rivers, is accelerated due to negligence in stream management, budget shortage, and other reasons. To prevent stream depletion, the use of reclaimed water is suggested as one of the prevention plans. When available amounts of reused sewage are estimated through actual available nationwide sewage discharges of each watershed and instream flow of stream, annual instream flow supply of 780 million $m^{3}$ is expected; 4.8% reduction in the pollution load of public sewer treatment facilities is expected; and the creation of new value through water reuse service is expected. Thus, it is important for the reviews of feasibility and alternatives of water reuse projects for flow augmentation to consider not only investment budget reductions, but also environmental aspects. Also it is necessary to provide the financial support of unified government with strict water quality management policy.
Objectives: Cryptosporidium, a protozoan parasite, has been recognized as a frequent cause of waterborne disease due to its extremely strong resistance against chlorine disinfection. Although there has as yet been no report of a Cryptosporidium outbreak through drinking water in Korea, it is important to estimate the health risk of Cryptosporidium in water supply systems because of the various infection cases in human and domestic animals and frequent detection reports on their oocysts in water environments. Methods: This study evaluated the annual infection risk of Cryptosporidium in tap water using the quantitative microbial risk assessment technique. Exposure assessment was performed upon the results of a national survey on Cryptosporidium on the water sources of 97 large-scale water purification plants in Korea, water treatment efficacy, and daily unboiled tap water consumption. The estimates of the US Environmental Protection Agency on the mean likelihood of infection from ingesting one oocyst were applied for effect assessment. Results: Using probabilistic methods, mean annual infection risk of Cryptosporidiosis by the intake of tap water was estimated to fall within the range of $2.3{\times}10^{-4}$ to $1.0{\times}10^{-3}$ (median $5.7{\times}10^{-4}$). The risk in using river sources was predicted to be four times higher than with lake sources. With 0.5-log higher removal efficacy, the risk was estimated to be $1.8{\times}10^{-4}$, and could then be lowered by one-third. Conclusions: These estimations can be compared with acceptable risk and then used to determine the adequacy and priority of various drinking water quality strategies such as the establishment of new treatment technology.

The proper operation and safety management of water and wastewater treatment systems are essential for providing stable water service to the public. However, various natural disasters including floods, large storms, volcano eruptions and earthquakes threaten public water services by causing serious damage to water and wastewater treatment plants and pipeline systems. Korea is known as a country that is relatively safe from earthquakes, but the recent increase in the frequency of earthquakes has increased the need for a proper earthquake management system. Interest in research and the establishment of legal regulations has increased, especially since the large earthquake in Gyeongju in 2016. Currently, earthquakes in Korea are managed by legal regulations and guidelines integrated with other disasters such as floods and large storms. The legal system has long been controlled and relatively well managed, but technical research has made limited progress since it was considered in the past that Korea is safe from earthquake damage. Various technologies, including seismic design and earthquake forecasting, are required to minimize possible damages from earthquakes, so proper research is essential. This paper reviews the current state of technology development and legal management systems to prevent damages and restore water and wastewater treatment systems after earthquakes in Korea and other countries. High technologies such as unmanned aerial vehicles, wireless networks and real-time monitoring systems are already being applied to water and wastewater treatment processes, and to further establish the optimal system for earthquake response in water and wastewater treatment facilities, continuous research in connection with the Fourth Industrial Revolution, including information and communications technologies, is essential.

Hydro-electric power generation from multi-purpose dams has been playing important roles in the electric power supply network in Korea. Although the total share of hydro power in national electricity supply now becomes very small, the peak-shaving and frequency control capability of hydro power helps the power company enormously in maintaining the quality of power. But since the company that builds and operates the multi-purpose dams in Korea has to sell all the electricity produced to the monopolistic utility, there have been various problems in justifying the investment, designing pricing mechanism, and controlling operations of the power plants. In addition, economic evaluation of the hydro power has been distorted by a variety of reasons and hence it has been very difficult to encourage effective development and utilization of national water resources. To make the problem worse, both parties are public companies with X-inefficiency problems. Thus, changing environment requires to reengineer the system that governs hydro power generation. We address the problems of Korean hydro-electric power generation system in four areas: the investment justification process, the operations decison right of the hydro power plants, the pricing of the purchased-power, and the negotiation of contract revision. Then we propose improvement directions of new hydro-electric power system in view of static and dynamic efficiency, X-inefficiency and equity.
