  • Managing of local government public service is innovation strategy of local government public service using choice and competition principle. Managing strategy of local government public service is new paradigm for innovating public service and role structure of government. It is important to understand properly substance and characteristics of local government public service Accordingly, the purpose of this study understand substance and characteristics of local government public service and describe strategic driving plan of managing local government public service in the future.

  • Each Local public heal public health service center is in difficult situation on programing and performing of local public health service. The purpose of research is to inquire of the present state of local public health service and search long-term developmental methods. The first, in order to accomplish this purpose, I distributed questionnaires to Korean medical doctors, who are worked in public health service center and researched that. The second, based on these findings, I proposed planning for upcoming project for activating local public health service on Korean medicine.

병원종사자의 공공서비스동기와 영향요인 (Antecedents of Employee's Public Service Motivation in Healthcare Organization)

  • Purpose / Approach : This study aims to analyze the level of public service motivation and its antecedents by using survey data of 1,498 professional employees in public and private hospitals. Findings : Among job-related, organization-related, and socialization-related factors of professional employees, the socialization factors have a strong effect on individual's overall and the four sub-dimensions of public service motivation. While the effect of organizational identification is prominent in the public hospital, professional identification is more powerful in the private hospital. Person-job fit and person-organizational value fit also play a significant role in determining public service motivation. Organizational vision salience in public hospital has negative effect on public service motivation and attraction-to-public-service dimension. The significant determinants and its effect size are different according to hospital type and each sub-dimension of public service motivation. Practical Implications : The empirical findings show that individual's level of public service motivation in hospitals could be enhanced through the interaction between individual and their organization, and various organization-related factors. Further implications of the study are discussed from human resource management perspective in hospitals.

공공도서관 서비스이용자 만족도와 충성도의 상관관계분석 및 매개변수 (Correlation Between Public Library Service User Satisfaction and Loyalty and Moderator Variables)

  • 본 연구의 목적은 우선, 고객만족도와 충성도사이의 상관관계가 알려진 것처럼 높지 않다는 일부 경영학분야의 연구결과가 공공도서관서비스 이용자의 만족도와 충성도를 나타내는 다양한 지표들 사이의 상관관계분석에도 의미가 있는지를 알아보고자하는데 있다. 공공도서관 서비스이용자를 대상으로 한 설문조사의 분석결과는 다음과 같다: 1) 도서관 서비스이용자 만족도와 충성도사이의 상관관계는 존재하나 그 정도는 높지 않다, 2) 도서관 서비스이용자 만족도와 충성도를 나타내는 다양한 지표들 중 '새로운 도서관 서비스 이용의사'라는 변수사이의 상관관계가 가장 낮다, 3) 도서관 서비스이용자 만족도와 충성도를 나타내는 지표들 중 '타인에게 사용을 권할 의사'라는 지표와 이용자만족도와의 상관관계가 가장 높다. 다음으로 공공도서관 서비스이용자의 만족도와 충성도간의 상관관계에 영향을 미치는 매개변수의 존재를 확인하고자 하는 것이 본 연구의 두 번째 연구목적이다. 데이터의 질적분석을 통해 발견된 매개변수는 다음과 같다. 1) 지리적 접근성, 2) 서비스의 다양성 부족, 3) 주차문제, 4) 도서관 자료의 부족 및 최신성과 다양성 부족, 5) 도서관내의 편의시설 부족.

The Impact of Service Orientation on Organizational Performance in Public Sectors: Empirical Evidence from Indonesia

  • The importance of the public sector's role in fostering a positive business climate has prompted public sector organizations to consistently enhance their performance. The study aims to develop service orientation dimensions for public sectors and examine the relationship between service orientation and organizational performance. A field survey was employed in this study. Six hundred questionnaires were distributed, and four hundred and eighty-eight were returned and analyzed. Factor analysis and multiple regression analysis were used in the dataset. This study identifies five dimensions of organizational service orientation in public sector service organizations: technology-service standard-communication, service vision, service delivery, service training and powering, and servant leadership. The result also concludes that service orientation influences organizational performance, such as corporate growth, service quality image, IT effectiveness, service innovation, and public complaint. This study's findings imply that public sector organizations should rectify service orientation factors to increase corporate growth, service quality image, IT effectiveness, service innovation, and public complaint reduction. Managerial guidelines are presented for developing a service orientation.

  • This study aimed to evaluate how universal design principles are embodied in the Public Service Center. It will be used for planning the basic materials of the interior environmental design for Public Service Center facilities and for developing ways to improve interior environments in order for them to be conveniently used. In studying a method, we conducted an Universal Design check list to evaluate interior environment, targeting five Public Service Center facilities located in Gwangju Metropolitan city. This study investigated the Universal Design suitability of center interior Public Service Center on the basis of the tools for Universal Design check list which was composed of supportive design, adaptable design, communicability, safety-oriented design, and accessible design. Through theoretically considering the services of Gwangju's old city hall public service center, which got divided into common space, public service space, waiting space and informative material space. Evaluation on universal design application level showed that those with best universal design application are supportiveness and safety in public service space, communication efficacy and safety in waiting space and safety and accessibility in informative material space and acceptability in waiting space had the lowest application level.

  • 사회의 여러 가지 공공문제가 부각될수록 공익광고의 중요성이 증대되고 있다. 또한 각 국가의 정치, 경제, 사회, 문화의 특성에 따라 공익광고의 주제가 다르며, 독특한 공익광고 운영체제를 갖추게 되었다. 본 연구는 한국과 중국의 정치, 사회, 문화 등의 차이로 인해 공익광고의 운영체제가 다를 것이라는 가정을 하게 되었다. 따라서 한국과 중국의 공익광고 운영 주체인 KOBACO와 CCTV에서 이루어지고 있는 공익광고 운영체제를 3가지 범주(공익광고 운영현황과 공익광고의 주제 및 공익광고 관리감독)로 구분하여 비교하였다. 문헌분석과 전문가 심층면접을 통해 자료를 수집하고 분석하였다. 이 자료에 근거하여 5가지 공익광고 발전정책을 제안하였다. 본 연구결과는 향후 한국과 중국의 공익광고 제작전략과 제도적 발전에 기여할 것이다.

공공의료서비스 제공의 공평성이 주관적 건강행복에 미치는 영향: 공공의료서비스 질의 매개효과 (Effects of Public Health Service Impartiality on Subjective Health Happiness: Mediated Effect of Public Health Service Quality)

  • Background: The purpose of this study is to analyze the effect of impartiality in providing public health services on subjective health happiness and the mediated effects of public health service quality. Based on this, this study intends to present policy implications to improve public health services. Methods: The research method is multiple linear regression analysis. The analysis of the mediating effects is performed by Baron & Kenny's test, Sobel-Goodman's test, and Bootstrap. Results: The impartiality of public health services and the quality of public health services are shown to have a statistically significant effect on subjective health happiness. Quality of public health service appears to be mediating the relationship between impartiality in providing public health care and subjective health happiness. Conclusion: To promote people's subjective health happiness, it is necessary to secure impartiality in providing public health services in the first place and improve the quality of public health services.

Improving Public Services Through Methods of Service Design: A Case Study of the Service Design Workshop, Design Dive

  • Objective: This paper aims to discuss the case study of Design Dive: Service Design Workshop that was held to improve public services by applying service design methods(February 2011~May 2011). In so doing, it suggests the ways in which public services can be innovated from a design-oriented perspective. Background: As citizens' social and cultural awareness of services is enhanced, there have been emerging needs for innovation of public services. Accordingly, the methods of service design which is to design holistically users' experiences have been considered as an important means to innovate public services. Method: In this regard, the present paper introduces and explores the example of the Design Dive Workshop as a platform whereby service design is achieved. In particular, it analyzes the results of the workshop. Results: The paper presents the results of the workshop and the 10 possible scenarios of public services that were explored in the workshop and suggests models for empowering the workshop participants. Conclusion: Service design is a very effective methodology for providing a new perspective on user-oriented design of public services. The workshop had educational effects on enhancing the participants' awareness of the role of public service design. Application: The Design Dive workshop contributed to improving public services and achieved positive educational results. The methods developed in the workshop can effectively be applied to various occasions on which public services should be improved.

공공서비스 역량 강화를 위한 공공서비스디자인 교육 프로그램 설계 -정책공급자 대상 워크숍 사례를 중심으로- (Designing public service design education program to strengthen public service competencies -Focused on the case of workshop for policy providers-)

  • 본 연구의 목적은 변화하는 서비스 행정 시대에 필요한 정책공급자의 공공서비스 역량을 강화하기 위한 공공서비스디자인 교육을 설계하고 실증 사례를 통해 효과성을 확인하는 것이다. 공공서비스와 공공서비스디자인에 대한 이론적 고찰을 바탕으로 공공서비스 역량 요소와 공공서비스디자인 방법론을 연계한 교육 프로그램을 설계하고 워크숍을 통해 실증한 사례 조사와 설문을 통한 효과를 확인하였다. 공공서비스디자인 프로젝트 내용을 기반으로 한 팀 활동과 실습 위주의 방법과 도구는 협업과 소통 역량 강화에 특히 효과가 있으며 전반적인 만족도를 확인하였다. 본 연구의 교육 프로그램 모델은 정책공급자 대상의 공공서비스 역량을 연계한 실습형 교육을 제시하고 실증하여 연구의 의의가 있으며, 향후 연구에서는 역량 중심의 교육 모델 설계로 역량 강화 효과성을 세분하여 검증하고자 한다.
