A Cluster-based Efficient Key Management Protocol for Wireless Sensor Networks (무선 센서 네트워크를 위한 클러스터 기반의 효율적 키 관리 프로토콜)

  • To achieve security in wireless sensor networks(WSN), it is important to be able to encrypt and authenticate messages sent among sensor nodes. Due to resource constraints, many key agreement schemes used in general networks such as Diffie-Hellman and public-key based schemes are not suitable for wireless sensor networks. The current pre-distribution of secret keys uses q-composite random key and it randomly allocates keys. But there exists high probability not to be public-key among sensor nodes and it is not efficient to find public-key because of the problem for time and energy consumption. To remove problems in pre-distribution of secret keys, we propose a new cryptographic key management protocol, which is based on the clustering scheme but does not depend on probabilistic key. The protocol can increase efficiency to manage keys because, before distributing keys in bootstrap, using public-key shared among nodes can remove processes to send or to receive key among sensors. Also, to find outcompromised nodes safely on network, it selves safety problem by applying a function of lightweight attack-detection mechanism.

Network Analysis of Enterprises' Cooperated Collaboration Research for Disaster and Safety Management (재난안전분야 기업협력 공동연구에 대한 네트워크 분석)

  • Enterprises' participation in the collaboration research is one of the effective and typical methods through which technologies go into the market or are transferred to other sectors. This study reviews enterprises' participated collaboration research and analyzes their network for disaster and safety management area. From 2005 to 2016, 786 technical papers from four representative journals for disaster and safety management in Korea are compiled based on the authors whose affiliations are from enterprises. During the research period, collaboration research is found to be in an increasing trend in general. However, the number of technical papers with three or less authors is in a decreasing trend, whereas that with four or more authors is in an increasing trend. This fact implies that the range of enterprises' collaboration research is widening. Technical paper productivity and each entity's collaboration network are evaluated using participation-weight based author score. Over the research period, a few universities, which attract most of the enterprises, are found to have higher productivities and centralities. Public enterprises show higher participation weights. Also, sectors such as construction, engineering, and electronics demonstrate higher weights. This study is particularly meaningful because enterprises' participation status in collaboration research for disaster and safety management area is systematically analyzed for the first time in Korea. The network analysis result from this study will be especially helpful in establishing technology transfer strategy.

An Analysis of Messages Produced by Participants in the Agenda Setting Process during a Government's Crisis Situation: Focusing on the Ministry of Drug and Food Safety's Response to Paraben Toothpaste Issue (정부의 위기 상황에서 의제설정과정 참여자들의 메시지 분석: 파라벤 치약 논란과 정부의 대응을 중심으로)

  • The purpose of this study is to provide practical implications on government crisis management strategies and on the use of SNS in crisis management. Specifically, this study analyzed Ministry of Drug and Food Safety's responses to paraben toothpaste issue, media coverage of paraben toothpaste issue, and public responses to paraben toothpaste issue. Through textual analysis and the network analysis of 45 news articles and 645 tweets, this study found that Ministry used one-way communication strategy and mostly negative issues regarding Ministry's crisis response strategies were diffused via the media and Twitter. This study was meaningful in that it highlighted the importance of media relations and use of SNS in crisis management. The findings of this study provide useful implications for government officials and PR practitioners in their crisis management and communication strategy.

  • In this paper, the strategic plan for Honam Sea Grant College Program will be discussed. The main activity area of Hanam SGCP is research and development, education and public information, outreach. Honam SG theme areas and priorities of its activity area will be determined to enhance the sustainable use and conservation of marine and fishery resources for Honam region. In the education and public information, marine education program executed by MOMAF and relative institutions is introduced and suitable program direction will be suggested. The network composition between HSGCP and other institution in domestic or abroad is also tackled. An interchange of beneficial information is accomplished through the effective network with other organizations. Finally the result of survey to develop the pending problems of Honam area will be discussed.

  • In this paper, we propose a concpetual architecture and its implementation approach for contextualizing unstructured CCTV-video frame data into structured XML-video textual data by using the deep-learning neural network models and frameworks. Conclusively, through the conceptual architecture and the implementation approach proposed in this paper, we can eventually realize and implement the so-called sharable working and experiencing knowledge management platforms to be adopted to smart factories in various industries.

  • Intelligent transportation system (ITS) has been introduced to maximize the efficiency of operation and utilization of the urban traffic facilities and promote the safety and convenience of the users. With the expansion of ITS, various traffic big data such as road traffic situation, traffic volume, public transportation operation status, management situation, and public traffic use status have been increased exponentially. In this paper, we derive structural characteristics of urban traffic according to the vehicle flow by using big data network analysis. DSRC (Dedicated Short Range Communications) data is used to construct the traffic network. The results can help to understand the complex urban traffic characteristics more easily and provide basic research data for urban transportation plan such as road congestion resolution plan, road expansion plan, and bus line/interval plan in a city.

  • Enhancing the performance of maritime wireless communication has been highlighted by the issue of cell planning in the sea area because of lack of an appropriate Propagation Loss Model (PLM). To resolve the cell planning issue in vast sea areas, it was essential to develop the (PLM) matching the intended sea area. However, there were considerable gaps between the prediction of legacy PLMs and field measurement in propagation loss and there was a need to develop the adjusted PLM (A-PLM). Therefore, cell planning was performed on this adjusted model, including modification of the base station's location, altitude, and antenna azimuth to meet the quality objectives. Furthermore, in order to verify the availability of the cell planning, Communication Service Quality Monitoring System (CS-QMS) was developed in the LTE-Maritime project to collect LTE signal quality information from the onboard equipment at regular intervals and to ensure that the service quality was high enough to satisfy the goals in each designated grid. As a result of verification, the success rate of RSRP was 95.7% for the intensive management zone (IMZ) and 96.4% for the interested zone (IZ), respectively.

  • The main purpose of the study is to determine the main aspects of information support for anti-crisis management in the context of ensuring national security. In modern conditions, under the influence of COVID-19, it becomes important to develop a modern paradigm for the transformation of anti-crisis management, based on the determination of the laws of state development on the basis of the imperative of national interests and territorial integrity. These are, firstly, the patterns of development of the state system of public administration, secondly, the patterns of development of a complex of state interests, and thirdly, patterns of development of the modern model of the country's territorial integrity. As a result of the study, the key aspects of the anti-crisis management system were identified in the context of ensuring the security of national interests.

Efficient Safety Management in Inland Waters: Focused on Water Relief and Water Safety (효율적 내수면 안전관리 : 수난구호 및 수상안전을 중심으로)

  • This study aims to prepare countermeasures to prevent and minimize drowning accident in inland waters by examining the current status of inland water safety management in Korea and diagnosing the defects. The defects in current inland water safety management is analyzed in four aspects. First is the legal defect that includes the absence of legislation that directs the inland water safety management. Second is the instructional defect such as the absence of educational program for prevention of inland water accidents and lack of professional water rescue experts. Third is cooperation defect such as dispersed reporting system and lack of private-public partnership in accident response. Fourth is the defect of emergency response ability, professionalism and accident response skills due to the dispersion and overlaps of safety management systems. In order to improve these defects, this study finds the countermeasures based on the survey of water sports professions and users and its analysis as follows: legislation of '(tentatively named) special act for water safety management in inland waters' is suggested in the legal aspects. A development of inland waters safety education program and training of water accident experts are suggested in the instructional aspects. Integrated operational system for water accident management, activation of safety network and re-establishment of private-public partnership are suggested in the cooperation aspects. Systematic and efficient inland water safety management plans such as enhancement of accident response skills and expertise and integrated inland water safety management with fire department-centered system were suggested in the aspects of emergency response ability.
