Establishment and Standardization of Evaluation Procedure for Urban Flooding Analysis Model Using Available Inundation Data (가용 침수 자료를 활용한 도심지 침수 해석 모형의 평가 절차 수립 및 표준화)

  • Recently, the frequency of typhoon and torrential rain due to climate change is increasing. In addition, the upsurge in the complexity of urban sewer network and impervious surfaces area aggravates the inland flooding damage. In response to these worsening situations, the central and local governments are conducting R&D tasks related to predict and mitigate the flood risk. Researches on the analysis of inundation in urban areas have been implemented through various ways, and the common features were to evaluate the accuracy and justification of the model by comparing the model results with the actual inundation data. However, the evaluation procesure using available urban flooding data are not consistent, and if there are no quantitative urban inundation data, verification has to be performed by using press releases, public complaints, or photos of inundation occurring through 'CCTV'. Because theses materials are not quantitative, there is a problem of low reliability. Therefore, this study intends to develop a comparative analysis procedure on the quantitative degree and applicability of the verifiable inundation data, and a systematic framework for the performance assessment of urban flood analysis model was proposed. This would contribute to the standardization of the evaluation and verification procedure for urban flooding modelling.

  • Until now for the safety of structures and equipment monitoring technology to measure the amount of the physical, if that is the one, one-point or single-source target is one the most. Therefore, becoming more numerous and complex to measure the amount of physical measurement technology that is comprehensive and complex, multi-source concepts to the monitoring of a multi-sensing technology is required. Have the same characteristics of multi-source multi-use space such as a multi-structure of facilities/equipment is. The people's safety in a multi-use facility will be directly related to life and even a little carelessness can lead to large-scale disaster occurs because of several factors, risks and to manage detect in advance the development of an intelligent monitoring technology is essential. Therefore, this study shows that multiple structures/facilities to improve the quality of human life in research to maintain a safe and comfortable living space for multi-source intelligence to the development of monitoring technology to achieve that goal, and the ubiquitous sensor network system on the basis of the wireless transmission module, and multiple research facilities/equipment for the ultra-small sensors for health monitoring study was performed.

A study on prioritizing the application areas for business development of IoT(Internet of Things) (사물 인터넷의 사업화 영역에 대한 우선순위 선정에 관한 연구)

  • This study aims at identifying and prioritizing the application areas for business development of IoT(Internet of Things). In specific, we collected the opinions of the experts on IoT in Korea through the survey based on pairwise comparison, and then we analyzed them using AHP(analytic hierarchy process). As a result, we found that 'Public Safety & Security', 'Automotive & Transportation', and 'Utility & Energy' are the most promising area in realizing IoT-related businesses. Also, we found that the experts had different views according to the positions of their industry in IoT value chain. The analysis showed that the device industry prioritizes 'Public Safety & Security', whereas the network industry does 'Automotive & Transportation'. The experts from the service industry were found to regard 'Utility and Energy' as the most promising commercialization area of IoT.

  • Today's urban transit system is regarded as the important public transportation service which saves passengers' time and provides the safety. Many researches focus on the rapid and protective responses that minimize the losses when dangerous situation occurs. In this paper we proposed the early fire detection and corresponding rapid response method in urban transit system by combining automatic fire detection for video input and the sensor system. The fire detection method consists of two parts, spark detection and smoke detection. At the spark detection, the RGB color of input video is converted into HSV color and the frame difference is obtained in temporal direction. The region with high R values is considered as fire region candidate and stepwise fire detection rule is applied to calculate its size. At the smoke detection stage, we used the smoke sensor network to secure the credibility of spark detection. The proposed system can be implemented at low prices. In the future work, we would improve the detection algorithm and the accuracy of sensor location in the network.

  • WiBro network technologies developed mainly by Korea are one of very promising 4G technologies. WiBro has been standardized as international standard called Mobile WiMAX, and has been deployed in many countries. Emergency Services in WiBro networks are infrastructure services and will be very essential to induce subscribers from other types of networks. This paper proposes a network architecture for supporting emergency services for WiBro mobile VoIP networks. The proposed architecture is based on WMF's architecture for international compatibilities, and reflects national considerations on interfacing PSAP for domestic compatibilities.

  • With the rapid development of wireless communication, the confliction between the scarce frequency resources and the low spectral efficiency caused by the stationary spectrum sharing strategies seriously restricts the evolution of the future mobile communication. For this purpose, cognitive radio (CR) emerges as one of the most promising inventions which can overcome the spectrum shortage. As the key technology and main objective of CR, spectrum sharing can make full use of the limited spectrum, alleviate the scarcity of frequency resources and improve the system utilities, playing thereby an important role in improving the system performance of cognitive radio networks (CRNs). In this survey, the spectrum sharing in CRNs is discussed in terms of the sharing process, mainstream sharing technologies and spectrum sharing models. In particular, comparisons of different spectrum sharing strategies are concluded, as well as that of different spectrum sensing schemes in sharing procedure. Moreover, some application examples of the spectrum sharing in CRNs, such as smart grid, public safety, cellular network and medical body area networks are also introduced. In addition, our previous related works are presented and the open research issues in the field of spectrum sharing are stated as well.

  • Subway system including light-rail transit system is the representative public urban transportation. Accordingly, Nothing is more important than the safety operation as well as passengers' convenience. Due to the fire disaster of Daegu subway on 2003, more strict regulations of detecting fire and of conducting on emergency circumstances. However, regardless of this improved management, it was reported that installations of lots of fire-detection facilities may be harm than good to operate subway system due to frequent malfunction of some fire-detection facilities. It may cause mis-alarm for fire and induces abnormal operation of subway due to the strict regulation; the train shall be stopped on emergency circumstances. Therefore, in this paper, new scheme on surveiling breaking-out-of fire in the station is suggested with new IT technologies, Wireless Sensor Network(WSN) and CCTVs. which were integrated with an intelligent software. This intelligent system enables to surveil breaking-out-of fire in real time through sensor network technology and watch the emergency site on CCTV as well. Through this system, subway organizers could cope with the emergency circumstance rapidly as well as judge precisely whether fire breaks out or not.

  • In the current times, large-scale disasters, such as the recent sinking of Se-Wol ferry, are occurring continuously and unexpectedly. In order to minimize damage in the disaster scene, quick delivery and sharing of information between crisis management agencies is one of crucial factors that determine the scale of the damage. However, ineffective communication persists between the agencies in disaster scenes where disaster management action has to be carried out urgently. For that, this research focused on the actual condition of the inter-agency communication method and wireless operations, and also suggested the building plan of effective and efficient networking through understanding of each agency's present state and duties.

  • As a way to further expand and enable the 5G ecosystem, the $3^{rd}$ Generation Partnership Project (3GPP) is considering the development of a 5G new radio (NR)-based non-terrestrial network (NTN). These NTNs are expected to provide ubiquitous 5G services to user's equipment (especially, in Internet of Things/machine-type communications (IoT/MTC) public safety, and critical communications) by extending service coverage to areas not covered by 5G terrestrial networks. To this end, this NTN is developing scenarios to provide 5G services using spaceborne vehicles, such as geosynchronous and low-Earth orbit satellites, and airborne vehicles, such as unmanned aircraft systems, including high-altitude pseudo-satellites. In addition, various technologies are being studied to satisfy new requirements not considered in 5G NR, such as long propagation delay time, large cell coverage, large Doppler effect, and base station movement. In this paper, we present the scenarios, requirements, technical issues and solutions, and standardization planning for NR-based NTN in 3GPP.

A Multi-Scale Parallel Convolutional Neural Network Based Intelligent Human Identification Using Face Information

  • Intelligent human identification using face information has been the research hotspot ranging from Internet of Things (IoT) application, intelligent self-service bank, intelligent surveillance to public safety and intelligent access control. Since 2D face images are usually captured from a long distance in an unconstrained environment, to fully exploit this advantage and make human recognition appropriate for wider intelligent applications with higher security and convenience, the key difficulties here include gray scale change caused by illumination variance, occlusion caused by glasses, hair or scarf, self-occlusion and deformation caused by pose or expression variation. To conquer these, many solutions have been proposed. However, most of them only improve recognition performance under one influence factor, which still cannot meet the real face recognition scenario. In this paper we propose a multi-scale parallel convolutional neural network architecture to extract deep robust facial features with high discriminative ability. Abundant experiments are conducted on CMU-PIE, extended FERET and AR database. And the experiment results show that the proposed algorithm exhibits excellent discriminative ability compared with other existing algorithms.
