Analysis of Factors Affecting Economic Feasibility of Long-term Public Rental Housing Reconstruction Project

  • The public rental housing policy aims to provide the housing to the vulnerable class who do not have enough credit to own houses. The Korean government introduced new policies for housing supply to improve the availability of new houses. However, it is difficult to expand the supply because of the accumulated deficit of public rental housing. In this study, the economic feasibility of long-term public rental housing reconstruction projects was examined to ensure the economic and sustainable growth of public rental housing. The research found that the compensation for the accumulated deficit is needed. Also the research analyzed and identified the factors affecting the economic feasibility of reconstruction projects. The significant factors identified in this research are: the supply price of pre-sale/rental housing in the reconstruction project, total cost of the reconstruction project, and total floor area of the reconstruction project. According to the analysis results, it is necessary to increase the rent of existing long-term public rental housing, expand the government subsidy, increase the supply price of pre-sale/rental housing, and reduce the total project cost. However, there are limitations. For example, the fluctuations of construction market, residents' burden of housing costs, and the limit of the budget of the public housing authority. The increasing total Floor Area Ratio(FAR) limitation of the reconstruction project would be the realistic solution to the problem because it gives incentives to the reconstruction project.

  • This research analyzes the causes of delay and resulting additional expenses on the IS project in the public sector, and then proposes some solutions to the problem. Through a field study, the research found that the causes include employer's attitude, the leadership and risk management ability of the project manager, and qualifications of project members. In order to avoid those problems, the project manager should secure various communication channels and good relationship between the employee and the contractor.

  • Clients demands have been changed by construction circumstances such as high-technology, megaprojects, and the complexity of construction. Advanced foreign nations have already introduced and applied new project delivery systems (i.e, CM, DB, etc.) to deal with the change of such that. Korea has also promoted variation of the delivery systems for the progressive measure to the rapid changeable situation. Even though government has made his efforts as stated above, some clients have uniformly used those to public construction projects. That is because there are not selection criteria of project delivery system for clients. Therefore, this study presented the selection criteria of project delivery system based on project types in the public large construction projects. In addition, the study has verified the viability of the presented models through consultation with professionals and experts.

  • With Public-private partnership PF (project financing) deals saw explosive increase in quantity since its introduction to Korea in 2001, but, met with severe recession in the fallouts of the financial crisis that hit the global economy in 2008. This study intends to identify the risk factors corresponding to issues of public-private partnership projects financing structure and classify and analyze them by project phase. Outcomes of this research are expected to help recognize risk factors in each project phase during project planning and develop risk control and mitigation strategy during project implementation.

  • Pre-compensation and post-construction policy'(PCPC) is a part of $\ulcorner$public project performance improvement policies (PPPIP)$\lrcorner$ whose purpose is to reduce the construction project cost by $20\%$. This research focuses on measuring the quantitative and qualitative impacts of PCPC public construction project. The evaluation of PCPC was conducted using five performance indices which are measuring performance improvement in terms of project cost and schedule. The analysis results show that implementation of this policy reduced $4.8\%$ of public construction project budget while playing a positive role in shortening the project schedule.

  • Public conflict in domestic project has been increased and it results in direct and indirect damages. In order to reduce the loss, there have been diverse researches on the public conflict. However, most of researches tend to mainly focus on characteristics of the conflict. Considering the conflict occurred in SOC project, a research of conflict with project characteristics is necessary. In response to consider the relationships between characteristics of project and conflict, this paper aims to present the relative importance of the relationships. We conducted literature reviews and interviews with experts to select main characteristics of projects and public conflicts. Based on the selected four main characteristics each, we analyzed the relationships between them using Fuzzy AHP. The results show that SOC construction project type among project characteristics exerts the most important effect on overall public conflict. Especially conflict factors and conflict phases among public characteristics are critically influenced by project types. The findings provide a foundation for a conflict management reflecting varying public conflicts due to project characteristics.

A Study on the development for the primary school fluoride mouthrinsing project through the public health system in a rural area (공공보건조직을 통한 농촌지역 초등학교 불소양치사업 개발에 관한 연구 (1))

  • This study was purposed to develop the fluoride mouthrinsing project through the public health system in a rural area. This project was performed under the management of the public health dentist for the 3rd grade students selected from the 5 primary schools at Goksunggun in Chonnam area. Fluoride mouthrinsing was executed with 0.2% neutral sodium fluoride solution once a week. After 1 year's fluoride mouthrinsing project, DMFT index, DMF rate frequencies of toothbrushing, simplified oral hygiene index, and the responses to fluoride mouthrinsing project of the school children participated were examined. The results obtained from this study were as follows: 1. The fluoride mouthrinsing project for school children was performed average 10 times a year by the public health dentist. They were relatively little active to perform this project. 2. There was no significant difference in the increasement of DMFT index and DMF rate during 1 year between control and fluoride mouthrinsing group. 3. Control group was increased higher than fluoride mouthrinsing group in simplified oral hygiene index. 4. Toothbrushing frequencies increased in both groups. 5. 80.4% of school children participated in fluoride mouthrinsing project was responded to like it, and 78.2% among them was responded the project to be beneficial for their dental health. 6. 39.2% of school children was responded to have water-like taste for fluoride solution. But 34.0% of them was done to have strange taste. On consideration of above findings, this fluoride mouthrinsing project was not well performed by the public health dentists and also the oral health status of school children participated was not significantly improved by this project. Therefore, to perform continually this project well, it was recommended that this project should be performed by other person such as dental hygienist rather than public health dentist.

Evaluation of Health Benefit from the Environmental Health Action Program Based on the Environmental Burden of Disease (환경성 질병부담을 활용한 생활공감 환경보건기술개발사업 건강 편익 평가 및 제언)

  • Background: The Environmental Health Action Program was a national project carried out from 2012~2021. It was aimed at developing public technologies to protect people's health from various environmental hazards. Objectives: One of the final goals of the project was "creating health benefits worth more than 179.2 billion won by reducing the environmental burden of disease." This study aims to evaluate whether the program sufficiently achieved the planned benefits. Methods: In order to secure consistency in evaluation, we applied the same equation used in the goal-setting process. It is comprised of six parameters to estimate the benefit: 1. The amount of medical expenses for environmental diseases; 2. The attributable proportion of environmental risk factors' 3. The rate of reduction in medical expenses for environmental diseases; 4. R&D project contribution; 5. The proportion of successful policy reflection; and 6. The contributions of the project. The corresponding variables were estimated at the end of the project, and the health benefits of the project were recalculated using the newly estimated variables. Results: It was estimated that a total of 195 billion won in health benefits occurred or will occur from 2015 to 2026. The main contributors for achieving the target were an increase in medical expenses for environmental diseases, a high score in the R&D project contribution, and the proportion of successful policy reflection. Conclusions: Technically, the equation used in the project is about medical expenses for environmental diseases rather than about the environmental burden of disease. There are several benefits of using the environmental burden of disease in the evaluation of public health policies. In further studies, developing a policy evaluation framework using indicators such as population attributable fraction would be needed.

  • Conflict in public construction projects has increased for the last decades. It not only entails enormous social and economic costs but also makes stakeholders suffer from unnecessary expense and time waste. This study defines the the conflict index for public construction projects based on news data, and calculates conflict index for representative past and current public construction projects that has been deepened conflicts at the national level. The result indicates that the major conflict issue of the 2nd Jeju Airport Project are the environment and location whereas that of the Gaduk New Airport Project are the safety, location and necessity. This approach is expected to enable construction project managers to manage conflicts quantitatively based on comparing with past cases.

  • Public participation in Environmental Impact Assessment (EIA) process has been implemented since the introduction of EIA project on August 1 1991, followed with Environmental Policy Act promulgation on August 1 1990. Though public participation has room for improvement. This study compared before and after the introduction of public participation on EIS preparation cost, project cost, EIS preparation term and project term through 293 EISs analysis. Also public opinions in EIS after introduction of public participation were analyzed. The results are expected to be contributed to the system improvement of public participation.
