공공건설 입찰관리 정보시스템에 관한 연구 - 객체지향 방법론에 의한 공사실적관리를 중심으로 - (A Study on the Bid MIS in Construction by Object-Oriented Methodology)

  • 과거의 입찰방식은 행정의 투명성과 공정성에 대하여 많은 문제점을 가지고 있고, 건설업체들에게 많은 비용을 소모시킨다. 이의 해결책으로 일부 공공기관에서 전자입찰을 위한 시스템을 구축하였거나 구축 중에 있다. 그러나 이러한 시스템이 중복투자 등 여러 가지 측면에서 많은 문제점을 안고 있다. 따라서 본 논문의 목적은 공공건설 부문의 입찰업무 현황을 파악하여 입찰 프로세스를 분석하여 문제점을 도출하고, 도출된 내용을 기초로 개선방안을 설정하여 효과를 분석, 향후 국내 공공건설분야 입찰관리 정보시스템의 모델을 제안하는 것이다.

Identification of Critical Success Factors (CSFs) for Public-Private Partnerships Across Infrastructure Sectors

  • Public-private partnerships (PPP) projects are becoming popular in both developed and developing countries due to their ability to access new financing sources and transfer certain project risks to the private sector. PPP has been an active research area where the concept of Critical Success Factors (CSF) is often discussed by researchers. This study aims to identify the CSFs for various PPP infrastructure projects that have been explored in previous CSF studies. This article reviewed the literature about CSF in PPP projects from the years 2002 to 2021, compared the findings of studies regarding the identified CSFs, and consolidated the CSFs that can be applied to various PPP infrastructure projects. The results showed that dominant research focused on general infrastructure, where CSFs can be applied to all infrastructure sectors rather than any specific sector. The most identified CSFs from the study are favorable and efficient legal frameworks, appropriate risk allocation and sharing, a robust and reliable private consortium, a competitive and transparent procurement process, and political support and stability. The findings from the study can provide an overview of CSFs that are relevant to specific PPP infrastructure sectors like building infrastructure, transportation, water, etc. as well as for general infrastructure. In addition, the results can also be used for further empirical analysis.

공공건설사업 건설성과 영향요인 가중치 개발 (Weights for Construction Performance Impact Factors of Public Construction Project)

  • 공공건설사업은 사람들의 복지 후생 향상과 국가 또는 공공단체 등이 공공자원을 사용하여 시행된다. 따라서 본 논문은 공공건설사업의 성과를 제고시키기 위해 건설성과에 영향을 주는 요인을 파악하였다. 그리고 전문가를 대상으로 AHP를 실시하여 영향요인 별 영향정도를 가중치로 제시하였다. 이를 위해 먼저 영향요인을 건설관련 제도, 프로젝트 관리노력, 프로젝트 환경을 구분하고 세부 영향요인 16개를 제시하였다. 그 결과 적정 예산확보, 합리적 사업시행 절차, 사전 기획 등의 순으로 가중치가 결정되었다. 이는 시공 이전단계의 업무에 해당되는 요인들로 시공이전단계의 관리업무의 중요성을 나타내고 있다. 반면, 자재조달, 작업난이도, 현장 조건 등 시공과 관련된 요인의 중요도는 상대적으로 낮은 것으로 나타났다. 본 연구 결과를 바탕으로 가중치가 높게 나타난 영향요인을 중점 관리하여 건설공사의 성공적인 수행이 가능할 것이다.

South-South Collaborations: A Policy Recommendation Model for Sustainable Win-Win Infrastructure Partnerships Based on Sino - Ghana and Nigeria Case.

  • Infrastructure procurement has been a major engagement route between China and Africa. This contributes immensely to the gradual infrastructure development seen on the continent. However, maturing discourse purports that these infrastructure collaborations lack intentionality in the continuous development of strategic guidelines and policies for effective implementation despite their uniqueness and criticality. This study proposes that an efficient approach to policy recommendations is through the political and economic analysis (PEA) of these partnerships using public-private partnership (PPP) optics. Unquestionably, these partnerships are representative of the concept of diplomatic transnational public-private partnership (DT-PPP) where infrastructure is procured through the collaboration of public (African governments) and private sector (Chinese state-owned corporations) who provide the managerial, financial, and technical resources for the project implementation. Given the quest for sustainable win-win, this study identifies strategies towards the realization of win-win in the implementation (i.e enablers of win-win) such that fairness and co-benefit, as well as interests, will be achieved. Thus, based on the PEA framework, case scenarios from Ghana and Nigeria using expert interviews identify the criticalities and best practices for the realization of these enablers at the development phase. Findings indicate more effort is required of the public sector (African host countries) in terms of people, structure/institutions, and the implementation processes. Recommendations include improvement of environmental management structures, contract administration procedures, external stakeholders/local community engagement mechanisms, knowledge and technology transfer procedures, and sector-based project operation and maintenance culture and systems. Additionally, actors must have emotional intelligence, good problem-solving abilities, and overall ensure cordial relationships for continued bilateral cooperation.

BIM 기반 인허가신청 지원 시스템 개발 (Development of BIM-based Building Approval Submission System)

  • Building Information Modeling (BIM) provides many advantages when it is adopted in virtual design construction, to analyze constructability, etc. For this reason, advanced countries have made it mandatory to adopt BIM in public construction projects. The Korea Public Procurement Service announced that from 2016, BIM adoption will be mandatory in every construction project in Korea. Currently, however, it is not possible to fully adopt BIM in the building design process domestically because BIM-based systems have not been used broadly in Korea's building approval system (Seumter). In this research, four challenges were drawn from a focus group interview. Focusing on tackling one challenge, this paper reviewed previous research into building approval systems and the building approval systems of Singapore, the U.K. and the U.S., and identified elements of the building approval application process and presents a system to create and manage the information. The system supports the creation and management of information and 2D drawings from an IFC-based BIM model. We expect that the system will encourage designers to use BIM from the beginning of the design process and ultimately increase the efficiency of design in a BIM-based project.

  • 건설사업관리가 공사 발주방식으로 이용될 수 있는 제도적 근거가 마련된 이후, 건설사업관리자 사업수행능력 세부 평가기준이 마련하여 건설사업관리 제도의 활성화 방안을 추진 중에 있다. 다양한 시설에 건설사업관리가 발주되고 있는 현 시점에서 건설사업관리자의 선정시 고려되어야 할 사항들, 여러 가지 절차와 영향 요소들, 그리고 평가 및 선정 기준 등의 문제점을 사례 조사를 통하여 분석하고, 이를 바탕으로 개선방안을 제시한다. 명확한 건설사업관리자의 선정 기준 및 절차의 성립을 통해 프로젝트에 필요로 하는 적절한 사업자를 선정하여 프로젝트를 성공적으로 수행 완료하는 것이 CM의 활성화 방안이 될 것이다.

BIM기반 건축물 인허가 신청을 위한 정보 관리방안 (A Method of Information Management for BIM Based Building Permission)

  • Around the world, BIM application has been mandated. In Korea, an announcement was made in 2016 that BIM application will be required for all public constructions ordered by the Public Procurement Service. However, BIM cannot be used for building permits as Seumter, a building permit system, doesn't support BIM, even if it was used for building design. To utilize BIM for permit application, this study introduces a method of management for BIM-used permit application information. It was done by analyzing the data entered for new building permit application in Seumter. For the analysis, the permit application information is classified as internal BIM information and external BIM information and the required information is defined. To easily create and utilize the data types at the design stage, this study introduces a method of creating and utilizing a permit template. Also, this study developed a tool for combining the area information to add up all the related information such as gross floor area and floor area ratio. This study is significant in that it analyzes the required information for new building permit application among all the permit application types in Korea.

공교육시설의 스마트 교육환경 수요조사 (Feasibility Analysis of ICT for Public Educational Environment)

  • There are emerging issues to update the educational environment for schools in terms of information and communication technology in order to provide customized programs to students as well as all participants relating to learning and teaching. The past year has been turbulent as the education facilities has changed and new procurement processes such as BTL have emerged. In this study, the feasibility analysis of ICT for the public educational environment is to analyse the current primary schools by means of collecting parent's opinion. In the web-site questionnaires, it was designed with 70 items such as teaching method, class organization, aptitude drill and educational community. As results, the statistical analysis is to propose the list of priority and orientation covering social agenda in the issue of ICT for education, the benefits schools can achieve by smart environment is to have the advanced learning services and solutions that represents parental engagement with identical local aims of interactive interface between their students and qualified teachers at a school. Both the national curriculum as well as the after-school program initiatives from the ministry of education, science and technology may reduce negative effects of private education so that the program has to be carefully developed for balanced education society revitalizing mutual communication within regional learning participants such as students, teachers and educational experts.

공공정보화사업 제안요청서 품질분석 : 시스템 운영 개념을 중심으로 (Quality Analysis of the Request for Proposals of Public Information Systems Project : System Operational Concept)

  • The purpose of this study is to present an evaluation model to measure the clarification level of stakeholder requirements of public sector software projects in the Republic of Korea. We tried to grasp the quality of proposal request through evaluation model. It also examines the impact of the level of stakeholder requirements on the level of system requirements. To do this, we analyzed existing research models and related standards related to business requirements and stakeholder requirements, and constructed evaluation models for the system operation concept documents in the ISO/IEC/IEEE 29148. The system operation concept document is a document prepared by organizing the requirements of stakeholders in the organization and sharing the intention of the organization. The evaluation model proposed in this study focuses on evaluating whether the contents related to the system operation concept are faithfully written in the request for proposal. The evaluation items consisted of three items: 'organization status', 'desired changes', and 'operational constraints'. The sample extracted 217 RFPs in the national procurement system. As a result of the analysis, the evaluation model proved to be valid and the internal consistency was maintained. The level of system operation concept was very low, and it was also found to affect the quality of system requirements. It is more important to clearly write stakeholders' requirements than the functional requirements. we propose a news classification methods for sentiment analysis that is effective for bankruptcy prediction model.

  • 건설사업관리용역사업자는 '과업내용서'에 명시된 각 시공 단계의 활동을 명확하게 수행해야한다. 본 연구에서는 업무의 빈도와 중요성을 고려하여 '설계변경'과 '준공처리'를 핵심 업무로 분류하였다. 이어서, 실제 수행된 건설 프로젝트를 분석하여 핵심 업무에 대한 과업내용을 표준화했다. 이를 통해 발주청, 건설사업관리기술인 및 시공자가 건설사업관리의 업무 영역을 명확히 이해하고 각자의 업무에 대해 책임을 다할 수 있는 기틀을 마련했다.
