  • The rapid advancement of technologies within the Fourth Industrial Revolution is expected to bring significant changes to the work environment across industries. While automation and digitalization not only enhance productivity but also health and safety, they also pose new health risks such as isolation, technostress, and musculoskeletal disorders. The rise of remote work and platform labor necessitates strengthening social protections for workers' health rights. To ensure that technological progress leads to better worker health, proactive and comprehensive occupational health policies are essential. Cultivating interdisciplinary expertise in occupational health professionals is also crucial. Industrial hygienists can play a pivotal role in assessing and managing the health impacts of technological changes, as well as bridging the gap between innovation and worker well-being.

  • Recently, the South Korean government actively opens the public data to encourage people to use it in private sector. It is based on 'Government 3.0' that is the paradigm for government operation. According to this trend, a data platform is required for establishing and commercializing business models that utilizing geospatial data. However, it is currently insufficient to establish the geospatial data system using the text-based public open data. This study constructs a geospatial data supply system using the public data for the purpose of providing and using the public data of spatial reference type efficiently. It improves the accessibility of user and the usability to the public data having location information. Besides, this study suggests that the components of the appliance system that connects the public data from different public institutions for different purposes with producing the geospatial data in the type of a finished product.

  • Since the specifications of public services in broadcasting-telecommunication convergence environment are not standardized, the public services should be developed and presented by each IPTV service provider, and therefore it is worried that public organizations and IPTV service providers may invest in the public services redundantly, which are managed inefficiently. To resolve those problem, in this paper, the service and network interfaces among multiple public organizations and multiple IPTV service providers and the interactive VOD-type public service providing system of one source multi-use based on ACAP-J are proposed. The proposed system can be utilized in the standard platform of the evolved new public services. And the used technologies can be utilized as a guide for the development of new services.

  • Purpose - In the 21st century, as information technology advances alongside the emergence of the 4th generation, industrial age, industrial environment has become individualized and customized. It is important to hire good quality employees for good service in the industry. The e-learning market is growing every year. Although e-learning companies are finding better quality employees in e-learning, it is not easy to find it. Companies also spend a lot of time and cost to find employee. On the employees side, they want to get a job freely when they want, but they cannot find their job easily. Furthermore, the labor market environment is changing fast. In the 4th generation, industrial age, employers require to find manpower whenever they need and want at little cost. So of their own accord, we have considered the necessity of management of human resources for employees and employers in e-learning. The purpose of this study is to propose a human cloud platform framework for enabling an efficient management of human resources in e-learning industry. • This paper uses the horizontal regulation system as the base analysis framework. The study clearly defines the regulatory goals of the followings: the horizontal cross-ownership regulations on program provider (PP) and platform provider, the vertical regulation on cross-ownership between PP and platform operator, the regulation on cross-ownership of program provider by terrestrial broadcasting company, and the regulation on cross-ownership between terrestrial broadcasting company and platform provider. Then, by analyzing the conformity between goals and criteria of regulations and the adequacy of the regulation level according to regulatory purposes, this paper examines the justifiability of each regulation and extracts improvement measures that suite regulatory purposes. This analysis finds following appropriate measures: replacing the horizontal cross-ownership regulation on PP with conduct regulations, such as designating major broadcasting programs or replacing the current criterion of cross-ownership regulation from sales to the audience market share; reshaping the horizontal cross-ownership regulation on platform provider so that system operator (SO), satellite broadcaster and Internet protocol television (IPTV) operator would be applied by the same regulation based on the number of subscribers of pay television services; and discontinuing other cross-ownership regulation. In this way, the study shows that with appropriate regulations on cross-ownership of PP, there would be no need for additional regulation on vertical integration between PP and platform operator. On the other hand, given that the regulation on terrestrial broadcasting cross-ownership of PP could be justified only by regulatory purpose of the protection of the diversity of public opinions, it would be desirable to replace the current criteria of the number of PPs with the criteria of the audience market share. Lastly, the study shows that when platform operator is targeted by the cross-ownership regulation based on the number of subscribers of pay television services, the regulation on cross-ownership between terrestrial broadcasting company and platform provider should be replaced with conduct regulations, such as designating must-offer channels and major broadcasting programs.

  • Recently the telemedicine platform firms which have been temporarily permitted since COVID-19 outbreak have increasingly provided online prescription drugs delivery, causing concerns among incumbent providers of medicine, some of whom began to take aggressive actions again them. In this study, using game theoretic market entry - deterrence model, we show that although the incumbent medicine provider can effectively deter entry by the telemedicine platform firms by its preemptive action, accommodation could be a optimal action when telemedicine platform firms already have penetrated the market with their being permitted to do business due to the COVID-19. However, for the incumbent to cooperate for the successful change in the retail market for medicines, policies like placing a ceiling on the maximum number of taking prescriptions by the pharmacists a day in the telemedince platform network, providing favorable exposure of community pharmacists on the telemedicine platform user interface, and allowing community pharmacies to participate as shareholders of the telemedicine platform firms in its initial public opening of capital, are suggested.

  • While the ship finance industry has long been struggling with diminishing involvements from the private sector, government-run banks have consistently increased their presence in maritime finance. To address such concerns, this research conceptually explores the creation of blockchain technology-driven security token offering (STO) platforms. To suggest a sound platform model, this piece first examines key design principles. Based on the integral perspective on the digital platform, this paper exhibits three core design principles to create a virtuous platform ecosystem, then sets out STO platform design guidelines. This paper further explores an STO platform model by considering conventional ship finance systems and practices in Korea. The STO platform has three main effects; 1) the wider availability of STOs can enlarge both the scope and size of ship finance users, 2) the activation of security token transactions leads to an increase in participation, and 3) possibilities to create complementary innovative financial services can further encourage the participation of private investors. The STO ecosystem may contribute to the shipping, shipbuilding, and ship finance industries by enhancing its attractiveness to the general public and by creating positive externalities for Busan as a maritime finance center.

  • As we become an aging society, the number of dementia patients increases every year (an estimated 10% of the elderly, equating to 1.27 million in 30 years). In addition, 17,000 cases of missing people with disabilities and dementia are reported annually, indicating that more than one person per hour goes missing. More than 50% of those who are lost suffer injuries (some of which are fatal) within 24 hours after going missing. This is why measures are urgently required to ensure safety of the elderly. The core function of the disappearances prevention system proposed by this research group is to identify and respond early to deviations of dementia patients from their homes or facilities by identifying the location of the occurrence of disappearance, so that real-time notifications occur when a they leave the protected area. In addition, multiple receivers and public transportation integrated terminals share information when a patient leaves and uses public transportation to ensure their safe return. Most existing beacon-based positioning service models have fixed signal transmitters and are serviced in the form of transport receivers, but the proposed service model has users wearing the BLE beacon and receivers fixed.

  • Public diplomacy (PD) scholars tend to consider two main principals: the country or agent that conducts PD (Actor A), and target groups in the host country in which PD is conducted (Actor B). The field currently lacks theories of how communications between Actors A and B can be disrupted by a third party, such as a group of motivated trolls, an organised advocacy group, or a hostile country and its agents. The purpose of this article is to outline some theoretical considerations for how the PD research field might move away from a two-actor model of PD to one in which disruption is part of the discussion. The case study explores the activities of an interest group called Media Watchdogs of Sweden (MEWAS). MEWAS was a group of around 200 members who met in a hidden Facebook group to coordinate off-platform activities aimed at influencing perceptions of how the Swedish government handled the COVID-19 pandemic in the eyes of foreign governments, researchers, decision-makers, and media. Much critical news coverage in the international press has been linked to this group. Unpacking some of MEWAS' activities, which can be considered a quite typical mixture of legitimate and illegitimate communication techniques used by activist groups, can help to shed light on some difficult questions regarding disruption in PD.

  • The COVID-19 pandemic has impacted the tourism industry due to the resulting travel restrictions as well as a slump in demand among travelers. The tourism industry has been massively affected by the spread of coronavirus, as many countries have introduced travel restrictions in an attempt to contain its spread. In Vietnam, the government has largely been credited for the country's success in keeping COVID-19 transmission rates under control. Early awareness of the pandemic, appropriate, drastic, and people-centric measures, as well as public support, are the main factors behind the success of Vietnam. In that context, it is observed that people's travel demand has bounced back and this research will examine factors driving the public's travel intention in the post-crisis (pandemic) period. The survey was conducted on the Internet using questionnaires designed in the Google platform. Data was collected from April 16 to May 31, 2020, from 154 Vietnamese participants. Research findings demonstrate 4 direct and indirect determinants of travel intention. The strongest effects come from perceived behavioral control which is influenced by subjective well-being. Perceived risk negatively correlates with Self-efficacy and subjective well-being. Conducted in the context of post-COVID-19, the research implies that once the pandemic has been controlled, perceived risks, although still exist, insignificantly influence the public's travel intention.
