There have been many achievements for 40 years since the introduction of compulsory health insurance. Despite many achievements, it has many challenges in health insurance. Aging, non-communicable disease, and low growth economy are threatening the sustainability of health insurance, and it is time to reform the health insurance. A long-term reform plan will be an absolute necessity for reform of health insurance and health care system. Health insurance and health care reform should be an extremely revolutionary content that completely changes the framework. This reform should deal with the philosophy of health, approach of medical education and doctor training, changing supply of medical service, the innovation of primary medical care, reform of public health system, the management of medical utilization, the integration of medical cure and care services, enhancing the benefit coverage, prohibition of covered and non-covered services, etc. Therefore, it is urgent to form a consensus on the necessity of reform, to establish the health insurance plan on this consensus, and to make efforts to make health insurance sustainable.

Costumes of Song Dynasty developed after the patterns of the Tang. The rise of idealist philosophy in the Song Dynasty had a great impact on the life of the people, Under the influence of this ideology, people's views on aesthetics changed considerable. In architecture, for example, white washed walls and black tiles came into fashion. balustrades, pillars and roof beams were left unpainted so as to retain the true colour of he wood. In painting, also, simplicity and delicacy were valued, and the preferred medium was ink or light colours. The desire for simplicity was even more evidently reflected in clothing and related adornment, as public opinion was against excessive display in dress. Consequently, the clothing of the Song Dynasty was quite reserved and conservative, with fewer variations and quieter colours, thus conveying a feeling of simplicity and naturalness. Compared with the dress of Tang, the dress of the Song Dynasty had other variations. Therefore women's dress of Song was also reserved and conservative, with fewer variations and quieter colours, simplicity and naturaliness.

In the Department of Naval Architecture, Seoul National University, the development of computer programs for the computer-aided ship design sponsored by the Ministry of Science and Technology has been begun. The project is to be accomplished as a four-year plan, and the results of the works of the first year, preliminary design of dry-cargo ships based on an optimization technique and some fundamental calculations accompanied with the basic design of ships such as calculations of displacement, hydrostatic characteristics of hull forms, stability, floodable length, load line and longitudinal section modulus, are given in the Report R-72-9[9] published by the sopnsor for the public interests. In this paper, the philosophy and methodological principles with which the preliminary design program given in Appendix II was developed are summerized.

In this paper, some popular intensity measures of earthquakes including magnitude, MMI, and PGA as well as their empirical relationships are briefly reviewed since they have been widely used without prudence by mass media, the public, and even the government when asking or expressing the seismic capacity of buildings. The basic concept of current seismic design is also presented in order to facilitate relevant discussions. It is emphasized that expressing the building seismic capacity simplistically in terms of seismological quantities or terminologies like magnitude and MMI is inherently irrational, may be misleading the stakeholders, and should be avoided. Alternative expressions, more rational and consistent with current seismic design philosophy and practice, are recommended.

The aim of research is to analyze trends of journal in disabilities continuing education for contributing to our country disabilities continuing education activity. Suggestions include: First, establishing an integrate lifelong educator training system. Second, the suggestion that you selected the disabled welfare institutions with disabilities continuing education obligations. Third, proposal a standard disabilities continuing education course selection. Fourth, the proposal for further study research methods and disciplines of continuing education disabilities.

System risk is the totality of all safety risks to customers, employees, suppliers, and other third parties that arise due to system operations. To assess the risk of major hazards with the potential to cause fatality to the customers and other members of the public, quantitative risk assessment methodologies are used. This paper presents the general principles of risk based management approach to improve the safety of high risk systems such as aviation, railway, and nuclear power plants. For the suitable risk control arrangement, case studies of acceptable risk level, risk rating matrix, and safety management philosophy are presented.

Following the evaluation of the irrigation & drainage structure, a suitable repair and reinforcing procedure can be selected based on this report. Successful procedures take into account the causes of the crack. This provides a survey of crack repair methods, including a summary of the characteristics of the cracks that may be repaired with each procedure, the type of irrigation & drainage structure that have been repaired and a summary of the procedures that are used. Readers are also directly contacted to the website(http:/rri.karico.co.kr/rricon). This report is intended to support the purposes, philosophy, and needs, using easily understood graphics and photos from the construction fields. The results of this study will be distributed to the public official in technical post, the operator in construction site and the member of Korea Agricultural & Rural Infrastructure Corporation and etc.

The rapid development and widespread application of Internet has provided a platform for people to participate and discuss social hotspot events. In the meantime, social events may be spread throughout the Internet more quickly and widely than they did ever before, and possibly lead to serious social problems due to opinion violence or seditious rumour. This paper analyzed the Internet spread of social events, and presented a five-stage model to describe the evolution process of that spread. Furthermore, the improved IBF algorithm was applied to extract a pruned connected graph aiming to find the key nodes and the shortest spread path for the control of that spread. After analyzing the different factors that may cause the netizens' attention, this paper concluded BBS type, the visit quantity and the opinion leader are key factors which affect the Internet spread. Based on those researches, a life-cycle emergency management methodology and the related strategies were proposed for the achievement of healthy spreading environment on Internet.

The article describes the concept of a Web-portal of an educational institution; the technical conditions for the creation of the Web-portal of the educational institution were determined; the features of the use of the Web-portal in the educational process and its organization are revealed. The scientific and practical value of the article lies in the fact that the use of portals in education will improve the management of an educational institution, activate and bring the educational process to the level of modern technologies at all its stages, as well as enhance the interaction of parents and students with employees of the educational institution.

The article notes that one of the reasons for the crisis in education was the sharp discrepancy between the emerging new forms and content and the model of macro-management that has developed over the decades. The level of management of the educational system did not emerge as a specific activity characterized by its own mechanisms and processes, just as qualified carriers of this activity - professionals - managers - did not appear. At the same time, there is practically no theoretical and methodological model of the macrolevel of education management, that is, management of the educational system as an integral structure.
