  • Public participation in the decision making for scarce health resources is important because health policy requires trust based consensus, which can be achieved by public's understanding and involvement of related policies. In the past, opportunities for interaction between health policy decision makers and lay public were rare in Korea. As political impulses towards public participation in health policy have increased, a few of deliberation methods were attempted. However, there is little research, reporting such cases with a critical examination of relevant theories and previous studies. We first critically review the literature on public participation within theories of democracy, governance, and empowerment. Next, we report a case of a citizen council experiment, which was held to examine public's preferences among different benefit options regarding new drugs and medical technologies. Specifically, in an one-day long citizen council with a total of 28 lay public, twelve questions of whether a drug or a technology should be included in the benefit package of health insurance were asked. Pre- and post-surveys investigated participants' perception of public engagement in health policy. Although it was experimental, the citizen council ensured that lay public could be careful enough to rationally compare the costs and benefits of different options and collectively make decisions. Further, results from pre- and post-survey showed a strong willingness of members to be involved in health care decision making. In the conclusion, we emphasize that better theories and methods need to be developed for more cases of citizen participation in health care policy and management.

  • Today, the civil society plays a key role not only in criticizing and monitoring the functions of the state and the market, but also as an active producer of public services by complementing the government and the public sector. Public records management is also becoming more and more popular. In the case of appraisal and selection, which is the core area of record management, discussions about citizen participation are becoming more serious than any other areas. The concept of 'proactive appraisal', which has emerged as a paradigm of citizens' participation in appraisal, reminds us that citizens themselves are the subjects of public records and are no longer alienated from the appraisal system. The problem is, while the growth of the Korean civil society about institutional participation is spreading rapidly, but citizen participation is hard to find in the field of public records. The purpose of this paper is to examine the role of citizen participation in the process of appraisal of public records, and to debunk the role of citizen participation in the appraisal processes by exploring the examples in the UK, Canada, and Australia. This paper emphasizes that the appraisal system of the national public records in crisis today could be largely restored through the domestic application of this active citizen participation cases. First of all, this study presents a conceptual appraisal model that could reflect citizen participation in the field of record management along with the analyses of the advanced cases in some western countries. Specifically, this paper focuses on presenting the models of 'appraisal documentation' and 'governance-based appraisal', reflecting the active citizen participation. This study suggests that these citizens' participatory evaluation models should be settled in Korea in the future and we should urgently discuss 'citizen participation appraisal'.

  • As public participation in the community issues have expanded, an urban planning paradigm has been changed to the planning with public participation. The role of GIS also expanded to support decision making process for the public in addition to supporting that of decision-makers. Residential Environment Improvement, which is the improvement method of an undeveloped urban area, is to regenerate a community based on public participation. However, the current process of public participation is formal. Therefore the purpose of this study is to lead the public a positive participation in Residential Environment Improvement using GIS. We proposed a web_based PPGIS model including project information service, public opinion expression service, two-way communication service and GIS services, and developed a prototype. This model can be a useful tool to make decision makers, experts and the public share their ideas and communicate each other, and to increase the public participation in planning process.

  • Objectives: This paper describes the concept, principles, and strategies and directions for community participation in health promotion. Methods: Descriptions of and discussions on community participation in this paper are based on the results of selected peer-reviewed research articles, white papers, and practice manuals which address the issues of community participation and community empowerment, and principles and strategies for practice in community health promotion. Results: In ladder-of-community-participation models, the level of participation ranges from non-participation to the stages where communities have partnerships, delegated power, and control. Enhancement of participation is presented as a continuum of informing - consulting - involving - collaborating - empowering. For community participation to reach its fullest potential, the types and levels of participation desired should be clearly decided at the beginning. Along with community readiness for participation, public health system should also be in place readily to process community participation for health promotion with appropriate procedures, guidelines, methods, resources, and stakeholders' commitment and support. Conclusions: For the promotion of participation in community health, readiness for participation of both community and public health system should be prepared.

  • Promulgation of the Environment Preservation Act of 1977 has tried to conserve the environment encroached by the development projects. Since 1983, this act has included tourism development in EIA project and public participation as a part of EIA process since 1991. Still, there are many problems in applying the gathered opinions of local residents in such development plans. Therefore, it is necessary to develop a new system in whole project process as well as EIA to reflect these opinions. This study aims to investigate the problems in the process of the public participation and to suggest more effective solutions from the developer's point of view. Studies include theories of public participation developed in the planning process and the opinion survey of developers.

Through the case studies of Berlin Tempelhof Parkland, Mapo Depot and Seoul Station 7017, following activities are common: citizen idea competition, forum, field trip, survey and winners exhibition. However, those activities are more closely organized to the competition process in Tempelhof Parkland, than other tow projects of Seoul Metropolitan Government. Also, it enables to clear and develop the public ideas more that those programs such as survey, citizen idea competition and field trip, are linked to each other in the case of Tempelhof Parkland. It could be achieved by the unified organization between competition preparation and public participation operation.

  • The purpose of this study is to investigate the reflection degree of residents' opinions and their participation, on the premise that the reconstruction of apartments is a process of the concrete realization of residents' dwelling needs and of the recreation of living spaces. Here are some of results of this research; Although apartment residents who have experienced the process of reconstruction have a great desire to participate and a wide range of participation, the proper procedure of participation is not prepared and the contents of reconstruction is not fully understood. And the residents have the different opinions on 'height and mass of apartment' and 'amount of compensation and payment'. Meanwhile, the residents believe that all of them should take part in the participation process and some government interventions are needed. Accordingly, various ways for resident participation in the process of reconstruction are to be provided and new techniques for encouraging public participation are to be sought.

  • Recently, the public design plays a role in improving the residents' quality of life and activating the local economy as an axis of the regional development. However, during the development process led by the local government, the public space has been changed to a place where only the function is emphasized without considering the local history, culture, and life. Since the opinions of the regional residents are not reflected, the public place lacks public benefits and has difficulties in continuous improvement and development. Here, we studied on the participation of residents in public design. Firstly, we discussed public design that residents can participate voluntarily and actively as users, managers, and beneficiaries. Secondly, it is necessary for the residents, who are not experts in the public design, to have easily understandable and well tractable communication media which facilitate communications with a group of the design experts and the public service personnel. We explained the types and specialities of the communication media. Thirdly, it is necessary for the residents to contribute much to the local development by active participation in the sustainable and consistent public design through using the easily accessible communication media.
