The long-term perception investigation of environment is needed for the persistence of each country's policy on climate change, which is greatly influenced by external factors. Long term data on perception and attitudes of people's thought can be a big data point for climate change and consistent policies can be implemented with the need for public demand. Information on the perception of the general public regarding the environment should be carried out as a basis for the national environmental policy.
This study proposes a new housing need and demand assessment model centering on small-scale housing development projects and happy house development projects that reflected the recent changes in rental and small sized apartment centered public housing policies and development paradigms. The housing need and demand assessment model of public housing development projects consists of quantitative evaluation factors such as potential need indicator and demand pressure indicator and qualitative evaluation factors such as local condition indicator. The potential need indicators of small sized housing development projects are calculated by subtracting the stock of already-supplied constructed rental and purchased rental housings from the potential quantity of need drawn from the small regions such as -eup, -myeon, and -dong. In the potential need indicators of happy house development projects, the potential need is calculated from those who are expected to receive a happy house in the unit of -si, -gun, and -gu. In small-sized housing development projects, demand pressure indictors are the number and the proportion of those who opened a subscription deposit, the number of those who received basic livelihood security and the number of those who were patriots and veterans. The demand pressure indicators of the happy house development projects are stock ratio of small-sized houses, rate of rise in housing rent price, level of housing rent price, and rate of monthly rent house.

With the recent global urban issues such as climate change, urbanization, and energy problems, the smart city was proposed as one of the solutions in urban planning. This study introduces the smart city initiatives of South Korea by examining the recent history of smart city policies and their limitations. This case study reflects the experience of one of the countries which thrived to building smart cities as their national key industries to drive economic growth. It also analyzes the trends of the smart city using big data analysis techniques. Although there are obstacles such as economic recession, failing to differentiate from the U-city, low service level than expected smart functionality, We could recognize the current status of the smart city policies in South Korea such as 1) Korean smart city development projects are actively implemented, 2) public consensus suggests that applying advanced technology and the active role of government need, 3) a comprehensive and strategic approach with the integration and application of advanced technologies is required as well, 4) investment by both private and public sectors need to deliver social improvements. This study suggests future direction of smart city polity in South Korea in the conclusion.

This research is a study designed to identify the needs for information literacy instruction for the U.S. public library Internet service users. The levels and needs of Internet service users as well as the development and effectiveness of the Internet services at the U.S. public libraries were investigated. The survey was administered to the Internet service users at four public libraries in the upper Midwest region of the U.S.A total of 386 surveys were collected and analyzed. The result showed that as the years of Internet use experience and the level of expertise increases, user satisfaction decreases. However, the users who had taken any Internet class showed more satisfaction than who had not. This research offers a new direction and need for information literacy instruction for public library Internet service users.
Purpose: This study was to identify activities and related problems on health promotion of public health nurses, and to investigate basic data proposed to revise strategies of Health Promotion Nurse Specialists (HPNS). Method: The subjects of this study were 787 public health nurses sampled by clustering of the entire nation of Korea. Data were collected by focus group studies and cross-sectional survey during April to October of 1999. Results: 13.3% of public health nurses took responsibility for health promotion projects and 45.9% were involved in health promotion work with in home care or other routine activities. Also, the factors public health nurses perceived as barriers to implement activities for health promotion were time limitation, lack of ability for planning projects, insufficient time for specialties, inadequate understanding about health promotion project. Conclusion: According to the study, they need to have special education and further technical support. These results have important implications for the establishment for the role of Health Promotion Nurse Specialist. Also, in developing systems and curriculums for Health Promotion Nurse Specialist, the major factors described above need to be considered carefully.
Recently, the need to introduce bus lines on a welfare basis is increasing as public intervention in bus routes is accelerated through semi-public bus system. The main objective of this study is to establish the concept of PSO (public service obligation) bus line on a welfare basis and propose a classification method of PSO bus line under semi-public bus system. We introduced 3 indexes such as "equity" in terms of bus line distribution, "publicity" in terms of age distribution, and "profitability" in terms of bus operating revenues. On the basis of 3 indexes, we introduced the PSO bus line, which is fair and public, even if it is not profitable. Based on the concept established in this study, we divided 130 ordinary city bus lines in Busan Metropolitan City into 8 PSO bus lines. Also, considering the positive impact of public buses, which are less profitable, but improve the mobility of residents and secure public community, we suggested the need to introduce public buses in bus service shortage areas.
Organizations pursue a CRM strategy for the purpose of increasing business performance and value. However, firms face a multitude of organizational challenges associated with this endeavor. To reduce their risk of failure, it is suggested that firms undertake a deep analysis of organizational readiness prior to committing to a CRM initiative. Insurance sector is no exception to this fact. There is an increased need to concentrate on the various challenges thrown open by the public insurance firms in implementing CRM. Many insurance firms have invested into customer driven CRM but research indicates varying outcomes (Schmith 2004). While it is clear that there are significant issues involved in the CRM implementation and success and environment faced by the public sector. It is clear that business should have an easier time in applying CRM systems is the strategic value for public sector. With customers demanding more service and accessibility from administrators, public sector CRM software technologies have to offer best solutions for achieving process and cost objectives (Souder 2001). With results which go far beyond improved service delivery and include sustained cost reductions, increased customer knowledge and better employee morale, CRM software implementation and post product environments offer great upside value. Although there are material differences in public sector use of CRM strategy, they share at least one glaring similarity - they have much to gain from proven CRM software technology. As business methods cross over in the public sector, many government bodies are investigating how they can adopt and adapt various CRM models (Bleyer 2003). There is a need to understand the similarities and differences in public sector CRM to foster shared knowledge, business processes and planning functions to integrate disparate technologies and software platforms and then, of course, the organizational culture to support knowledge sharing (Peters 1997). For the public sector, there are clearly identified CRM processes which have resulted in increased profits and improved efficiency. These have focused on sales, marketing and customer service activities, which often operate along fundamentally different lines in various public sector insurance companies. Thus the present research paper makes an attempt to explore how public sector CRM methods can be adopted and subsequently adapted.
Objectives : Korea faces a number of challenges to meet demands in the area of geriatric professional medicine in a country with a rapidly ageing population. We evaluated the satisfaction and feasibility of the current education certification for geriatric physicians. Methods : Geriatric physicians who were deemed qualified by the Korean Geriatrics Society during the period of 2001 to 2005 (n=2,200) were asked to complete structured questionnaires sent to them by mail about their satisfaction of and need for certificates of education, as well as their opinions on their geriatric specialty training. A total of 419 physicians responded. Descriptive analysis and hierarchical regression were performed to rate the respondents' satisfaction, the characteristics of the need for clarity and utility in education certification, and the characteristics of their patients. Results : Although most respondents were satisfied with their education certification, those who had more elderly patients, aged 65 or older, and those who had more cognitively impaired patients, rated their education as significantly lower than did other physicians. Both groups expressed the need for more the comprehensive care and assessment concerning of their education. Multiple regression analysis indicated that satisfaction with geriatric physician qualification was associated with a physician's age, specialty, and percentage of elderly patients. Conclusions : This study suggests that the current system of education certification is limited in terms of feasibility and physician satisfaction.

The purpose of this study is to propose the reasonable method for effective public building construction process. Public building service administration is necessary to make efficient public building supply and demand program. As a result, current public building precess need four steps(organize public assets, various process, establish public building service administration, design criteria). 1. Planning phase : Participation of Private Experts is guaranteed to enhance public building's function such as welfare, entertainment. 2. Design Phase : Detailed design review makes efficient and user oriented public building. 3. Construction Phase : Public Architect solve various problems among the participator especially in case of government local building construction. In conclusion, well formulated design criteria and Public building service administration make public building efficient in various field.
This study was intended to assess the need of home nursing care and analyze the effect of home nursing care, and find out the problems during the performance of home nursing care for the chronic patients among the low-income people in urban area. Data collection by interview was carried out from Nov. 1991 to Jul. 1992. The main results were as follows; 1) Total subjects for the need assessment of home nursing care were 123 households wi th 488 persons in a urban poor area. Over half of households $(57.7\%)$ was teenage family. The overall living conditions were poor and the average monthly income was 580 thousands won. $74.8\%$ of subjects was covered by medical care insurance and only $4.7\%$ was covered by public assistance. The morbidity rate was $8.2\%$ among 488 subjects and $27.5\%$ of them was not treated at all, $30\%$ was treated in utilizing pharmacies or local clinics. 2) The subjects of home nursing care were 46 with Hypertension or DM who agreeded the participation of study among registered patients at a public health center in Incheon. Home visiting was performed at intervals per one month for one year. Most of them were the elder(mean age=61 years) and long term patients(7.8 years continued). Home nursing care was effective. That is, blood pressure(including systolic and diastolic pressure) was significantly reduced (t(n=22)=2.31, P=.031, t(n=24)=4.16, P=.000 respectively) and knowledge of disease(t(N=46)=-7.63, P=.000), attitude of disease (t(N =46) = -4.92, P=.000), and self-care(t(N =46) = -4.89, P= .000) were significantly improved through home nursing care. But there was no difference in blood sugar for diabetics between the beginning and the end of visits. At the beginning of visit for home nursing care, sex$(\beta=-0414,\;t=-3.012)$ and nursing need({3=.310, t=2.164) were influencing self-care, and duration of disease$(\beta=.297,\;t=2.106)$ and nursing need $(\beta=.385, t=20417)$ were influencing blood pressure, blood sugar level. Namely, the subjects who were male and had higher nursing need showed better self-care and the longer duration of disease and the higher nursing need were relationship with the better blood pressure and blood sugar level. At the end of visit for home nursing care after one year, the blood pressure and blood sugar level was influenced by age $(\beta.320,\;t= 2.242)$, duration of disease ($(\beta.352,\;t= 2.395)$ and nursing need $(\beta=.350,\;t=2.623)$ and self-care had no influencing factor. The higher age and the longer duration of disease and the higher nursing need were relationship with the better blood pressure and blood sugar level. 3) The problems that were found out during the performance of home nursing care were the absent of useful protocols for services and the clear evaluation base, and the difficulty of teaching elders who were the major part of our subjects.
