Determinants of Growth of Public Technology Based Start-up: Focused on Subsequent Support of Technology Subject (공공기술 기반 창업기업 성장 결정요인: 기술주체의 후속지원을 중심으로)

  • A plan to promote public technology-based start-ups as a way to enhance the use of public technology has been emphasized. However, the problem of creating commercial value has persisted due to the lack of reproducibility and readiness of public technology. Although gap exists in the linking process between the public and private sector, it is difficult to find objective empirical evidence as most of them are only qualitative research. Our empirical works examine the impact of subsequent support of the public research institute on the commercialization of public technologies. Then, we analyze how commercialization of public technologies affects the growth of technology-based startups using 2-stage least square (2SLS) model. We find that the linkage with the technology subject contribute to the successful commercialization of public technology, and further to the survival and growth of technology-based start-ups. Our finding suggests that knowledge management system, to facilitate interaction between technology developer and consumers, is needed for the success of public technology-based start-ups.

A study on the Economic Analysis of Electronic Records & Archival Management in the Public Institutions (공공 전자기록관리의 경제성 분석을 위한 연구)

  • This study aims to propose a tool for a comparison of public electronic records management in a public institution and a private records management facility and to reveal the considerations prior to decisions on the way of management. For developing a tool, it chooses CoMMPER as a basic model and modifies it after reviewing existing cost models, because only CoMMPER can over public records management. Modified-CoMMPER is added a new cost area[Aquisition], and is modified and extended cost elements and generic cost factors for the comparison. Public institutions which consider whether commission the management of public electronic records can use Modified-CoMMPER for comparing economic impacts in terms of long-term preservation. To make a rational decision on the way of management based on the economic analysis, this study proposed 3 main task. Fist, the scope of the activities has to be defined, second, the cost-effectiveness has to be estimated base on the cost model, for example Modified-CoMMPER, third, policy-making for the management of public electronic records must be proceeded based on the various researches on the cost of records management.

  • Recently, the twenty-first century is called "the age of localization and regionalization" in Korea. So, local government should need to keep balance between the existing administrative management and new management strategies based on CEO's mind in order to deal with the situation of such that(the age of localization and regionalization) and improve efficiency of public service. In addition, they build public buildings after that they should operate and maintain them regularly. However, Korea local governments have tried to run many projects to expand insufficient local finance that was only for profit oriented public projects without considering management. Therefore, this paper is a basic study to establish and suggest the reasonable operation plan for local government by examining and reviewing actual operation condition in the public buildings. With the evaluation method which is demanded from public construction management to introduce a civil management technique manages an investment mind standard and management basis of assessment, proposes 8 sides of financial affairs, real estate maintenance and facility management, achievement evaluation, environmental safe crisis management, judiciary and explanation responsibility with base.

  • As the volunteer activity has become universal, volunteers of public libraries have also grown both quantitatively and qualitatively. In this context, this study builds a theoretical background on the volunteer activity of public libraries; examines the volunteer activity management of public libraries using survey method including its planning, personal management and administration; and suggests some recommendations to promote the voluntary activity of public libraries. By so doing, this study aims at enhancing our understanding on the volunteer activity management of public libraries.

Development of A Model for Diagnosing Management Capabilities of Public Facility (공공시설물관리 역량 진단 모델 개발)

  • Recently, the aging of public facilities in Korea have accelerated, and the existing framework for facility management is shifting toward to facility asset management in terms of performance-based proactive control. Therefore, the operation of public facility involves both safety assurance from the deteriorated facilities and management capabilities for sustainable maintenance in the required valuation and level of service, such as valuation of facility assets, life-cycle management plans, financing, and so on. In this study, the Facility Asset Management Indicator(FAMI) has been developed for public facility asset management, and it provides the quantitative management grade, based on international standards, such as ISO 55000 series and International Infrastructure Management Manual(IIMM). The FMMI includes 10 key areas to apply a diagnosis model into management capabilities, 113 detailed elements, and 5 maturity grades. As the importance of public facility asset management is increasing constantly, this is expected to identify previously the strengths and weaknesses of public facility operating institutions. Eventually, they can obtain the effective ways to improve their own capabilities, minimize the public funds, establish the strategies for innovating the current management structures, and operate stably the facilities in the required performance.

  • Project management is a current trend of management in the public sphere, based on different principles, methods and tools. The tools include information technologies providing control over time, cost, quality and planning process in order to ensure accountability to interested parties. The goal of the research was to examine the impact of the integration of information systems in project management of the public sphere on the quality of public governance and administration using the example of infrastructure projects involving the private sector in developing countries. The methodology of the research is based on the concepts of "digital-era governance" (DEG), "Information governance" and "project governance" to determine the effectiveness of information systems and technologies in the management of infrastructure projects in the public sphere. The data from the countries with Lower middle income (India, Indonesia, Philippines, Ukraine, Vietnam) and Upper middle income (Argentina, Brazil, China, Colombia, Mexico, Peru, Romania, Russian Federation, Thailand, Turkey) for 1996-2020 were used to study the effects of DEG. The results show two main trends in the countries with Lower middle income and Upper middle income. The first trend is the development of digital governance, the concept of "digital-era governance" through information systems and performance measurement of the governance system, forecasting of investment flows of infrastructure projects, measurement of payback and effectiveness parameters for investment management in the public sector, decision support. The second trend is the existence of systemic challenges related to corruption, social and institutional factors through the development of democracy in developing countries and the integration of NPM similar to developed countries. The confidence of interested parties, especially private investors, in public authorities is determined by other factors - the level of return on investment, risks and assignment of responsibility, probability of successful completion of the project. These data still remain limited for a wide range of project participants, including citizens.

The Reformation of the Public Record Management System in Early Chosǒn Dynasty (조선초기 공기록물(公記錄物) 관리제(管理制)의 개편)

  • $Chos{\check{o}}n$ Dynasty was governed by the words of king, however, if they were not announced by the form of public document, they were useless. Therefore, the form of public document was the symbol of governing activity, and it was very important to manage the public record in operating the nation affairs. However, the point we should consider is that $Chos{\check{o}}n$ Dynasty, in the case of managing the public record, edited 'the original' instead of preserving them. And so, the preservation of the public record was deeply related to the editing of history. In Late Korea dynasty, the management of the public record got into utter confusion and so many troubles were occurred. In order to resolve these problems, the movements which innovated the public record managements system was gradually extended. This movements were continued in $Chos{\check{o}}n$ Dynasty. Finally, through the several modification procedures, the rules of public record management were legislated by 'Kyong Kuk Dae Jeon'(經國大典). Especially, by laws of 'Kyong Kuk Dae Jeon', not only the daily records of Secretary Department(承政院) but also the important documents which was related to the government branch should be booked in the last decade of the year and the number of the books had to be reported to the king. This rule made certification of the fact that the king was the last confirmer of the public record management. In addition, through the procedure of printing the record of the national affairs, and the diplomatic once in three years, and then preserving that public record in the National Department(議政府), other departments responsible and the archives, the National Department practically took part in the public record management. The management system was also changed in order that the public record was virtually used and consulted before taking the procedure of immortal preservation. All public documents were classified by the definite rule and filed in a same volume. After classifying and filing, certainly, for making convenience of reference and application of public record, records were indicated by the paper card. It may be that, after the step of reference, application and indicating, the public documents were gradually transferred to the next step. In these procedures, Early $Chos{\check{o}}n$ public documents system was confirmed.

A Study on the Improvement Plan for Records Management in Local Public Corporations (지방공사·공단 기록관리 개선방안에 관한 연구)

  • Local public corporations are closely related to the welfare promotion of local residents because they are responsible for the management of public facilities and are entrusted with some of the duties of local governments. Besides these responsibilities, they also have to conduct systematic and professional record management to ensure the legitimacy and fairness of organizational activities as the importance of ethical management and knowledge management emerges in organization. With regard to this task, this study proposes an improvement plan for the records management of local public corporations by analyzing the current status of records management and the awareness level for the possibility of developments in record management work. For this endeavor, the study conducted a literature review, gathered 50 survey responses from archivists from local public corporations nationwide, and performed 18 interviews with the survey respondents. Based on the analysis of these data, the study proposes that the National Archives of Korea should strengthen the role of supporting local public corporations. Moreover, local public corporations are suggested to improve records management at the local level and form a cooperative union among similar corporations.

Antecedents of Employee's Public Service Motivation in Healthcare Organization (병원종사자의 공공서비스동기와 영향요인)

  • Purpose / Approach : This study aims to analyze the level of public service motivation and its antecedents by using survey data of 1,498 professional employees in public and private hospitals. Findings : Among job-related, organization-related, and socialization-related factors of professional employees, the socialization factors have a strong effect on individual's overall and the four sub-dimensions of public service motivation. While the effect of organizational identification is prominent in the public hospital, professional identification is more powerful in the private hospital. Person-job fit and person-organizational value fit also play a significant role in determining public service motivation. Organizational vision salience in public hospital has negative effect on public service motivation and attraction-to-public-service dimension. The significant determinants and its effect size are different according to hospital type and each sub-dimension of public service motivation. Practical Implications : The empirical findings show that individual's level of public service motivation in hospitals could be enhanced through the interaction between individual and their organization, and various organization-related factors. Further implications of the study are discussed from human resource management perspective in hospitals.

Determinant Factors of Intellectual Capital for Improving Public Sector Innovation: An Empirical Study from Indonesia

  • The aim of the study is to explore the impact of intellectual capital and knowledge management on public sector innovation and also role knowledge management as the mediator variable. The study applied a descriptive quantitative method and by using a simple random sampling approach to 200 civil workers in Indonesian government entities. The data was gathered using an online questionnaire technique and analyzed using the AMOS program for structural equation modeling (SEM). According to the findings of the research, intellectual capital has a substantial influence on knowledge management. As a result, intellectual capital and knowledge management have a significant impact on public sector innovation, with knowledge management serving as a mediator between intellectual capital and public sector innovation. Besides that, the findings of this study suggest that organizations can increase innovation by choosing the right intellectual capital and utilizing good knowledge management. This work addresses a vacuum in the literature on applying knowledge management in the public sector, and so adds substantially to the theoretical progress of the area. Moreover, this is the first study to test the mediating role of knowledge management in the relationship between intellectual capital and innovation in the public sector of a developed country.
