School libraries should provides services for not only its students and faculty, but also the surrounding neighborhood as a part of cultural community. Based on the needs for an expanded role of school libraries, this research aims to identify the necessary factors for school libraries to provide services to their local residents. Two things should be identified for this research. First, we should confirm the necessity of policies that provide library services to local residents of school libraries. Second, we should propose a way to have the libraries as a part of cultural community where meet the information and cultural demand of their local residents. The study surveyed users, school principals and working-level staff members of cultural communities in order to study the two questions. These groups were from Uri-school Village Library, which is supported by the NHN Culture Foundation. Through the survey, the research confirmed the need for a consistent outside assistance, job training, open door policy for local residents and diverse library services in order for school libraries to serve their local community.

  • This study was conducted as basic research for establishing a mid to long term development plan for libraries in Uiseong-gun, designated as a depopulated area. First, the social, cultural, and environmental characteristics of Uiseong-gun were analyzed and compared with the library infrastructure of depopulation areas similar in size with Uiseong-gun. In addition, a survey was conducted on the perception of users to understand the usage status of libraries, satisfaction with services and improvement plans, non-use factors, and demands for new libraries. Based on this process, the direction of Uiseong-gun library policy was presented. Specifically, four strategic directions for the development of libraries (future orientation, community revitalization, service specialization of the information poor, enhancement of local humanities and spiritual culture) and five key service tasks (building library brand, implementing innovative spaces and services, expanding library functions for improvement of settlement conditions of residents, developing and providing services for the elderly reflecting local characteristics, promoting reading culture) were derived. The proposed core tasks focused on future-oriented library services to overcome the limitations of a population decrease area and develop the potential of Uiseong-gun.

At the moment Libraries are providing online resources and services for education activities. Moreover, libraries are applying outlets of social media such as Facebook as well as Instagrams to preview their services and procedures. Librarians with the assistance of promising tools and technology like analytics software are capable to accumulate more online information, analyse them for incorporating worth to their services. Thus Libraries can employ big data to construct enhanced decisions concerning collection developments, updating public spaces and tracking the purpose of library book materials. Big data is being produced due to library digitations and this has forced restrictions to academicians, researchers and policy creator's efforts in enhancing the quality and effectiveness. Accordingly, helping the library clients with research articles and book materials that are in line with the users interest is a big challenge and dispute based on Taibah university in Saudi Arabia. The issues of this domain brings the numerous sources of data from various institutions and sources into single place in real time which can be time consuming. The most important aim is to reduce the time that lapses among the authentic book reading and searching the specific study material.

  • The Library Act, which was revised in 2006, stipulates that systematical organizations should be established concentrating on the responsibilities and roles of the central government and local metropolitan municipalities in connection with the application of library policies. According to the Act, the Regional Central Library is supposed to apply the library policies covering all kinds of local libraries. Through trial cooperative operation led by the Regional Central Library and survey and discussion among staff, this study reviewed the possible alternatives for coordination in a region focusing on the Regional Central Library. The study proposed a 'Cooperative systematic model led by the Regional Central Library', an 'Operational model', and a 'Step-by-step execution plan' in consideration of the types of regions, the class of the libraries, and their fields. In addition, it presented a 'Scheme for the appointment, establishment, and coordination of the Regional Central Library', a 'Scheme for systematic enhancement', and a 'Scheme for the capacity building of respective libraries'.

  • Recently, domestic interest in gender equality is increasing, and it is expected that the demand for the collection of children's gender equality in the library will increase due to these social changes. In this study, the top 10 public libraries in Korea were selected from the list of collections of gender equality books and collection / loan data presented by various institutions such as public libraries and 'children's library research groups'. For this purpose, 10 libraries in Korea were selected and analyzed quantitatively and qualitatively through the collection status of the gender equality collections, loan status, turnover, Bonn's use Factor, and Trueswell's 80/20 rule. Based on the results of this analysis, we would like to suggest some issues to be reflected in library development policy of the future.

  • The purpose of this study is to analyze the effects of the bestseller ranks on the book circulations in public libraries. To achieve this goal, the weekly data sets of 179 books' library circulation and bestseller list from January 1, 2018 to December 29, 2019 were constructed based on the data collected from BigData MarketC and YES24. Three methods for analyzing panel data including linear regression, fixed-effect, and random effect models were compared, and it turned out that fixed-effect model was better than other methods. The results show that the average ranks of bestsellers were associated with their public library circulations visually. Also, the analysis of fixed-effect model showed that the single rank decline of a book on the bestseller list decreases its average circulation of 0.108 while the size of effect varied depending on subject of books. The study empirically demonstrated the impact of a bestseller list on people's book circulation behavior, suggesting that public libraries need to reference sociocultural context as well as bestseller book lists to predict library user needs and to formulate collection development policy.
