An Analysis of 3D Printer Use Policies with a Focus on the Best Practices of Libraries in the United States (도서관 3D 프린터 이용정책 분석 연구: 미국 도서관 우수사례를 중심으로)

  • Libraries both in South Korea and abroad have been adopting 3D printers and related service. This indicates the need for documented 3D printer use policy to facilitate the service. This study investigates 3D printer use policies of libraries in Korea and best practices of the United States, and suggests contents for 3D printer use policies in Korea. The finding shows that Korean libraries with 3D printers did not have systematic and documented 3D printer use policies. After conducting content analysis of 16 best practices of 3D printer use policies from libraries in the United States, the authors identified five themes (purpose, users, procedures, limitations of use, and liability) and 21 sub-themes. The findings are informative for Korean libraries to develop 3D printer use policies and to understand various considerations in implementing 3D printer services.

미국공공도서관의 봉사활동에 미친 연방정부의 역할에 관한 고찰-LSA와 LSCA를 중심으로

  • In modern times, it has been a most imporant problem for the community to make nation's information resources a\-ailable to all the people ~vithf ree and even access. In Nelson Associate's National platz for library service appeared in 1948, 50 million Americans were served by public libraries with inadequate service and 35 million have had no library service. Library Services Act signed bq- President Eisenhower in 1956 was a result of continuous efforts of AL.1 for 20 years. It aimed to extend public library service to rural population less than ten thousands. LSA was succeeded by LSCA in 1964 and continued with several amendments so far. 620 million dollars of Federal funds were put into local library administrati1.e agencies during 1957-1974 for the extension of library service and construction of library buildings. Federal funds also encouraged local library administrative agencies to ha\-e more interest in library and information service and carry out their own library programs. However, there are many current problems in Amierican pubic libraries still now, that is, uneven growth of public libraries, uneven distribution of information resources, inadequate library service to a large part of population, insufficient supply of library funds, lack of nationwide library network beyond local admini-strative jurisdictions and so on. National Advisory Commission on Libraries, Committee on Libraries, National Conference of Library and Inforination Science are results of government efforts to meet those problems and carry out effecti1.e nation's library policies. In other part, Congress authorized to open the White House Conference on Library and Information Science before 1978 to make a reco:nn:endation fostering the library use. It is expected that the elected President Carter will put more efforts in developing library and information services, for LSA and LSCA were mainly pushed ahead by Democratic Party. In conclusion I could find some factors through these analysis that would be of some help to develop nation's library and information services, especially in developing countries.

A study on the Development Strategies of Public Library in Iksan (익산시 공공도서관 발전 전략 연구)

  • In this study, based on the results of analyzing the facilities and operation of the public libraries in Iksan, several strategies that may contribute to its regional development have been established. The strategies are as follows. The first one is to hire more librarians to perform the role of libraries at the advanced level that are suitable for the ever-growing library facilities. The second is the plan for specialization of the libraries, which was proposed with each subject suitable for each library such as History Culture, Modern and Local Culture, Jewelry and Precious metal, Food Cluster, Female, Administration & Welfare, and Environment & Ecology by matching the urban policies and characteristics of Iksan with these library. The others are the operation of English library in the way suggested in this study and the establishment of youth library to build up the role of the libraries in educational city. Through these strategies, the overall function and role of the public libraries in Iksan can be strengthened and emphasized.

A Study on the Perception of Public Library Users on Multi-cultural Services (공공도서관 이용자의 다문화서비스에 대한 인식 연구)

  • This study aims to investigate the perception of public library users, who are local residences, on the multi-cultural services in public libraries using a series of statistical analyses on a questionnaire survey. The objectives of multi-cultural policies by Korean government are to foster assimilation of the multi-cultural people, social unification of Korean (local) communities, and cultural diversity in the communities. The results from the analyses show that the multi-cultural services in public libraries are understood from the unification and assimilation point of views, and that the perception of the multi-cultural services in public libraries is affected by the libraries' marketing activities, such as advertisements and participation. For the sustainable provision of the services, we suggest that the libraries would better consider 1) multi-oriented services with cultural diversity, assimilation, and social unification, 2) relationship with other multi-cultural agencies in a community, and 3) the perception of local residences on the services in public libraries.

Multilingual and Multicultural Library Services in Korea (국내 다국어/다문화 도서관 서비스에 관한 연구)

  • The purpose of this study is to investigate the current nationwide status of the multicultural and multilingual library services in Korea. To do this, a survey aimed at the public libraries, the non-governmental organizations and the governmental bodies that provided library services with multicultural and multilingual materials was conducted. Also, 15 librarians and the persons in charge were interviewed. As a result of this study, some recommendations not only regarding national library policies but also regarding public libraries providing multicultural library services to local users were suggested.

  • International book fairs are business enterprise to promote and facilitate international trade of copyright. National reading improvement policies, on the other hand, are supposed to be made to maximize the role of national and regional libraries, not just to boost publication industry. However, Korean government authorities of the reading improvement policies and the Organizing Committee of the Seoul International Book Fair have mapped out and, in effect, carried out their plans as if reading improvement policies are closely related to hosting international book fairs. It is important to realize that hosting book fair has pecuniary motives while making policies for reading improvement must be feared toward the betterment of the general public by reading. In this respect, this study has attempted to point out the problems of the Seoul International Book Fair that are regarded as to relate to reading improvement.

Comparative research on outsourcing public libraries (공공도서관 민간위탁 해외 사례 비교 연구)

  • There are lot of arguments whether it is necessary to outsource public libraries in Korea. What are the impacts of outsourcing public libraries? Is it efficient and productive? How is the publicness of public libraries maintained after outsourcing? This article studies public library outsourcing in the U.S, England, Germany, and Japan, and finds implications for Korea. The results of this comparative study show that outsourcing public libraries is not common in many countries. However the number of outsourcing is slowly increasing. Public library outsourcing does not always enhance productivity and publicness. Outsourcing public libraries is only one of the various managing systems of public libraries, and each county has its own unique library management system. Korea should also develop its own outsourcing policies and strategies regarding public libraries to attain their productivity and publicness.

A Study on Information Assetization Policy of Records: Focusing on Directive (EU) 2019/1024 (기록의 정보자산화 정책 연구 - Directive (EU) 2019/1024를 중심으로 -)

  • With the arrival of the knowledge information society, records as assets have become increasingly important. As defined in ISO 30300, records must be actively utilized to contribute to organizational management and generate added value. To create added value through records, their utilization must be prioritized. While countries like the UK, New Zealand, and Australia recognize records as assets and propose record assetization policies, specific measures for managing records as assets have yet to be suggested. To address this gap, we analyze Directive (EU) 2019/1024, established by the EU, to facilitate commercial use and promote accessible public information. We derive seven characteristics from the analysis and extract insights from Italian policies and actual implementation cases that reflect them in accordance with the regulations of the EU guidelines. In addition, the correlation between the Public Data Act and the Public Records Act in Korea was revealed, and points that could reflect Directive (EU) 2019/1024 in Korea were derived. Through this study, it is expected that public data will be treated as information assets and serve as a stepping stone for preparing information assetization policies for records.

  • From all nations the disabled person experiences many difficulties from the process which obtain informations and use libraries. So the advanced nations is concentrating on establishment of the information gap solution policy for the disabled person. Based on these situations, this research analyzed the national library service policies for the disabled person in the United States and the United Kingdom and Japan, and proposed desirable position and operation plans of the disabled person library support center of the National Library of Korea.

Analysis of public library book loan demand according to weather conditions using machine learning (머신러닝을 활용한 기상조건에 따른 공공도서관 도서대출 수요분석)

  • Although domestic public libraries achieved quantitative growth based on the 1st and 2nd comprehensive library development plans, there were some qualitative shortcomings, and various studies have been conducted to improve them. Most of the preceding studies have limitations in that they are limited to social and economic factors and statistical analysis. Therefore, in this study, by applying the spatiotemporal concept to quantitatively calculate the decrease in public library loan demand due to rainfall and heatwave, by clustering areas with high demand for book loan due to weather changes and areas where it is not, factors inside and outside public libraries and After the combination, changes in public library loan demand according to weather changes were analyzed. As a result of the analysis, there was a difference in the decrease due to the weather for each public library, and it was found that there were some differences depending on the characteristics and spatial location of the public library. Also, when the temperature was over 35℃, the decrease in book loan demand increased significantly. As internal factors, the number of seats, the number of books, and area were derived. As external factors, the public library access ramp, cafe, reading room, floating population in their teens, and floating population of women in their 30s/40s were analyzed as important variables. The results of this analysis are judged to contribute to the establishment of policies to promote the use of public libraries in consideration of the weather in a specific season, and also suggested limitations of the study.
