Many Asian countries are suffered from various problems on water, which include the need for increased access to improves water supplies and sanitation through investments in infrastructure and capacity building, the balances water management system between development and ecosystem, and the need to reduce the human populations'vulnerability to water-related disasters, in particular, from climate variability and evolution. Decison makers are the most influential people in policy making and solving global water problems is central issue in eradicating poverty and achieving sustainable development (MDG). They across the world form an integral part of the architecture of national or regional governance. Their role covers a range of decision-making processes including passing legislation, scrutinizing government policy, and representing citizen through the election. We must ensure that these quiet but important issues get the political space, financial priority and public attention they deserve. Regional bodies such as the EU have also enacted legislation which introduces rules on water quality and other enforceable mattera across state boundaries. With this growing body of laws and policies on water issues, the role of decision makers is growing. Recognizing this role, decison makers' platform is essential to provide an opportunity to discuss crucial water issues in each country or region and for the purpose "2010 Parliaments for Water in Asia" has planned and organized to investigate our common issues and goals. During the meeting, we have an opportunity to observe water policy of Bangladesh, Bhutan, China, Mongolia, New Zealand and the Philippines and share the views on what needs to be done to move forward by decision makers for the future of water. In conclusion, the process of developing the decision makers' platform in each region would be ultimately essential point to increase the awareness of the developed and developing countries' roles, knowledge to clarify roles and responsibilities of each stake holders and finally be a major actor for resolving not only water challenges also issues of human settlements.
This study is conducted to propose urban park utilization and master plan in rural areas. Urban parks designed for the rural areas can be divided into three types: a themed type for rural tourism, a community type for hub regenerations and a waterfront type for using agricultural reservoirs. To use the themes and characteristics of ruralness, these types are required a multi-layered spatial structure. And ecological, cultural and economic networks of local tourism resources have to be integrated by utilizing agricultural reservoirs. Therefore, urban parks in rural areas can be defined as a part of the public benefit project aiming to revitalize the local economy. Also, urban parks are necessary to use attractions and amenities in rural areas. Based on theoretical backgrounds, this study proposed two sustainable master plans as the tourism resource development project for Baelyeonje, Gulye-gun. For ecological and cultural sustainability, this study proposed the environment restoration plan which reinforces the scenic resource of Nogodan in Mt. Jiri by developing the underdevelopment plan with consideration of the local landscape characteristics and resources. For economic sustainability, building the Mt. Jiri tourism complex and economic communities are needed to promote investments for securing mutual economic benefits. To achieve the sustainability, further studies related to the social equity and investment of private capital in rural areas are needed.

There are growing interests for knowledge-based information to build up competitiveness both in public and in private. Construction industry compared to other industries, shows strong knowledge usages in products and process. R&D investment over the construction industry has been decreased since economic crisis (IMF), so technology status of domestic construction industry has gap of 4.6 years with developed countries. Information infra also lowers in use of information and investment than other industries. In case of knowledge management, usage of information technology and vision establishment show high status but knowledge sharing and evaluation stay in low level. For the administration of knowledge-based information, there are needs of continuous R&D investments, educations for inspiring employees to knowledge share, systems for knowledge estimation and evaluation, and organizational culture.
In order to set public policy to overcome 'water crises' on both quantity and quality of water, we looked into the national-economic role of Korea water utility by two approaches. First, we examined the relationship between water consumption and economic growth during 1978-94, a period of rapid increase in water consumption caused by prompt industrialization and urbanization. The price and income elasticities of aggregate and sectoral demand for water were estimated. Second, we developed a static input-output(I-O) framework for analysing water issues in the short run. In addition, we discussed two topics in its application: i) sectoral failure(shortage) costs by supply-driven I-O model, ii) Leontief price model's sectoral pervasive effects of price due to rise in water rate. In conclusion, we found that investments to water sector and water shortage has a big influence on the standard of living and industrial production. Also we found that raising water rate to encourage conservation or to create investment funds decreases demand for water significantly but has a small influence on overall price levels.
The research is centered towards analyzing the differentiation of the characteristics and organization of programming strategy and channel positioning by selecting Korean International Public Relations Broadcasting Stations Arirang TV and KBS World. According to the results, Arirang TV positions Korean culture content-implied educational programs as their strategy while KBS World places the main programs of KBS1, 2TV with many entertainment programs such as dramas and entertainment shows. Arirang TV's programming strategy is well-fulfilling the purpose of promoting Korea's culture contents by organizing their programming with documentaries, tourist information, and daily living information. On the other hand, KBS World works as the agent of the spread of the Korean Wave by filling their program with dramas and K-pop programs such as . Due to the difference in programming strategy of these two broadcasting stations, Arirang TV has positioned itself as a diplomatic channel to spread Korean culture and KBS World a channel representing the Korean Wave. However, there are problems of inefficiency due to recurrent investments because of the fact that both broadcasting stations' programming strategy is to promote Korean culture and spread the Korean Wave by aiming similar targets such as foreigners or overseas Koreans.
Efficiency and competitive power in agribusiness management has became important issue due to the rapid changes in farming environment under new WTO agreement. To increase competitive power, small-sized petty farm should be restructured to be specialized large-scaled farming system. Trust farming corporation(TFC) has been introduced to increase farm productivity and competitive power through large scale farming system and refined management skills. Eventually, TFCs are expected to revitalize rural economy. TFCs are increasing in numbers, but they are unsatisfactory in quality often with insolvent operations. The typical problems with TFCs are internal conflicts among members, lack of management abilities and incentives, inefficiency in machinery use, and insolvent operations. The self effort by members and legal-institutional assistance can alleviate the negative factors against the rational for cooperative management and sustain TFCs. This study identifies the management problems of TFCs. To provide the methods for increasing management efficiency, improving rational management skills, and hence to help revitalizing the rural economy with competitive power, 20 TFCs in Nonsan County is surveyed. The major findings are as follows; 1) According to the survey result of 20 trust farming corporations, investments on the accumulation of knowledges and information, accounting management, machinery management are required due to the present lack of management/accounting ability. There also exist problems associated with revenue sources, labor uses, and public recognition. To increase management efficiency under current situation, corporations should import active business plans with expanding farming execution and off-farm season business. 2) Based on the result of corporations' business analysis, more than 50% of the corporations were not able to provide profit dividends to the members. It suggests that trust farming corporations need appropriate and stable revenue sources to sustain business. It is also required that corporations should reduce their excessive expenditure on fixed assets. 3) Theoretical amounts of consignment fees for tillage operation, planting, and harvesting were found to be 338,874 won, 216,596 won, and 332,318 won, respectively. Although actual levels of fee are 110%~120% of these theoretical levels of consignment fee, corporations' expected fee levels could not be acheived because of competency of consignment market.
Soil and groundwater contamination is an emerging national issue in recognition of the potential adverse impact to human health and ecosystem. In a recent registration, property owner's liability was addressed on the damages to neighbor's soil and groundwater caused by contaminant-plume migration. Soil and groundwater remediation is a technical and engineering project. But, the scientific and technical solutions for the project have been greatly influenced by social and political movement in the country. Governmental sectors, including local and central, should actively engage on this important issue through long-term planning and public investments. Government made regulations to prevent soil and groundwater contamination, not to punish private sector that has no technical and financial capability for solving such problems.

Cryptocurrency, represented by Bitcoin, initially received little public attention, but recently raised global cryptocurrency investments with recognition of future value. The academic interest in cryptocurrency lies elsewhere. This is because the future value of cryptocurrency is likely to be highly applicable to the technology underlying cryptocurrency. The technology is the blockchain. The purpose of this study is to find out what factors influence logistics companies to adopt blockchain technology. Based on the TOE frame, this study presented expected profit, organizational readiness, technology compatibility, and competitive pressure as factors of adoption of blockchain technology. And the effects of these factors on the adoption intention of logistics companies were analyzed empirically. A survey was conducted on Korean logistics companies. Analysis of the collected data showed that expected profit, organizational readiness, technology compatibility, and competitive pressures influence the intention to adopt blockchain technology. Among them, however, expected profit and organizational readiness were found to have the greatest influence on adoption intention.

Today, a corporate and the government is making significant investments in informatization in order to enhance competitiveness however, question on the outcome of information-oriented investment has continuously been posed and in order to resolve such problems, the technique of Enterprise Architecture (EA) Despite such fact, in the case of the central administrative institute, even if the EA maturity standard has continuously improved through continuous investment when compared to the past without deviation between institutes, the establishment of EA and the work utilization of EA compared to the management competence still is analyzed to be relatively weak. This study completed the preliminary feasibility study in 2012 for Korea Customs Service which has been appointed as the representative institute that best utilizes EA in the field of information operation and evaluation field in the 2010 EA Maturity Evaluation and it can become a case study that can contribute to more continuous development and improvement of other public institute EA by introducing the performance of EA-based 4th Korean National Customs Information Network which has entered into total reconstruction in 2013 and by identifying the implications of EA performance arising from such.

It is no news that Nigeria's infrastructure challenge is enormous. In the global ranking, Nigeria ranked low in quantity and quality of its infrastructural provision which has a great impact on the ease of business transaction. Low investments in transportation have brought about the current infrastructural deficit. Recently, the Nigerian government has made effort to address at least to some extent the infrastructural deficit through Public-Private Partnership, but this has not yielded the desired result. Moreover, the sustainability issues relating to railway projects such as, emissions, noise pollution, ecosystem, and other environmental issues calls for urgent attention. Hence, this necessitated consideration on sustainability appraisal for the Chinese rail project in Nigeria. This study reviews sustainability of railway projects built by the Chinese firm in Nigeria with particular emphasis on the environmental and social impact of these projects. The study further identified issues and challenges in project implementation with a particular focus on civil dialogue and community engagements. A detailed literature search was conducted on railway projects and infrastructure by systematically reviewing selected published articles.The analysis of the selected articles identified sustainability issues and potential for improvement of Chinese railway projects and how they contribute to or inhibit competitiveness in the Nigerian railway market. From the literature searched, some of the projects constructed by Chinese firm revealed that there is economic and social impact of railway projects delivered by the Chinese firm in terms of capacity development and knowledge transfer potentiality. For instance, in the just concluded Lagos-Ibadan railway projects, the study gathered that the project brought about 5000 jobs and local staff were trained by the Chinese company, this will boost man power and local content capability. Also, it will significantly improve Nigeria's infrastructure and boost its economic development. The study suggests that Nigerian government should ensure and provide an enabling environment that is conducive for investment on the continent. Peace, improved security, and decent governance are the best conditions for sustainable transportation growth.
