A Study on the Strategies for Implementing 40 Working - hours Each Week at Public Libraries in Korea (공공도서관의 주 40시간 근무제 대응 전략에 관한 고찰)

  • Since government institutions begin working 40 hours each week, public libraries in Korea face the challenge of not only enhancing the quality of life for librarians by improving their work environment, but also providing adequate information services for patrons. The purpose of this study is to examine the potential problems which could happen with the 40 working-hours each week in public libraries, and establish the strategies for resolving these problems. For this study, based on the existing research, an attempt is made to review and analyze the following facts: (1) the details of planning for 40 working-hours each week at the government institutions in Korea; (2) the current work environment and service strategies of public libraries in other countries, including the U.S., where librarians work 40 hours each week; (3) the present state of managing public libraries with 40 working-hours each week in Korea; and (4) the strategies of public libraries as a part of cultural infrastructure in preparing for 40 working-hours each week which will be fully implemented at the government institutions in Korea.

Improvement Plan for Evaluation System of Records Management in Public Institutions : Focused on Introducing Self-evaluation System (공공기관 기록관리 평가제도 개선 방안 자체평가제도 도입을 중심으로)

  • The records management evaluation system is a system operated by the National Archives of Korea since 2007 based on the 「Public Records Management Act」. As the environment of public records management changes dramatically, there is a growing perception that fundamental improvement is necessary in the operation of this evaluation system. In particular, it is required that the most emphasized area is the customized methods based on the type and characteristics of the institutions. This study focused on the self-evaluation method, which aims to strengthen the autonomous evaluation capability of institutions as a new records management evaluation system in public institutions. In particular, the needs to change toward the self-evaluation method is described in relation to the diversity of the institutions to be evaluated, the specificity of the organizational structure of the archives, and the hierarchy and individuality of the institutions. A self-evaluation system (draft) was designed by which an institution diagnoses the records management work by itself, which aims to improve the level of performance. It also covered the development of evaluation items and indicators, the step-by-step application, and the legal and operational aspects to run the records management evaluation system in phases in public records management practices.

Self Efficacy, Organizational Commitment, Customer Orientation and Nursing Performance of Nurses in Local Public Hospitals (지방의료원 간호사의 자기효능감, 조직몰입, 고객지향성 및 간호업무성과)

  • Purpose: The local public hospitals in Korea are regarded as institutions that must consider the provision of good quality public health services, as well as profitability. Therefore it is important to improve nursing services to produce positive change in local public hospitals. This study was done to examine the relationships between self efficacy, organizational commitment, customer orientation and nursing performance for nurses in local public hospitals. Methods: For this study, 5 of 34 institutions were selected through random sampling: and 134 nurses working in local public hospitals were selected. Data were collected from March 28 to April 8, 2016 using self-report questionnaires. Collected data were analyzed using independent t-test, one-way ANOVA, $Scheff{\acute{e}}$ test, Pearson correlation coefficient and multiple regression with SPSS/WIN 18.0. Results: The major findings are summarized as follows: (1) There were significant positive correlations between self efficacy, organizational commitment, customer orientation, and nursing performance. (2) The factors affecting nursing performance were self efficacy, organizational commitment, and customer orientation, in that order, and these variables explained 57% of nursing performance. Conclusion: Administrators in local public hospitals should use the results of this study to develop a strategy for improving nursing performance.

A Study on the Differences in the Recognition of a Geosciences and Mineral Resources Institution's Brand Factors between the Internal and External Public (지질자원 기관 브랜드 요인에 대한 내외 공중 인식 차이 분석 연구)

  • This study investigates the differences in the recognition of the brand factors of the Korea Institute of Geoscience and Mineral Resources (KIGAM) between the internal and external public. This study considers KIGAM's brand strategy among the various institutions contributing to the country's development. Through the analysis, this study provides strategic implications about science-related institutions as well as KIGAM. According to the results of the brand factors in various dimensions, differences in the recognition between the internal and external public were found to be evident. The results reveal that the internal public shows more positive attitude than the external public on the variables that affect KIGAM's branding strategies.

The Evaluation of the Information Service and Community Factors in Korean Public Websites (공공 웹사이트의 정보서비스 및 커뮤니티 요소 평가 -한국 관공서, 군, 경찰 홈페이지를 중심으로-)

  • This paper proposes that we need a simpler method for developing the Website strategy for public institutions. The research objectives are threefold: (1) A model that relates to the monitoring of Website strategy in the public sector is proposed. The model includes basic dimensions and a $2{\times}3$ matrix that is a simplified version of the Mohammed et dl.s Marketspace Matrix. (2) The model is tested empirically with a sample of 56 Websites selected from govemment agencies, military organizations and police stations in Korea. (3) The effect of dimension/factors on the innovation level is tested. A special attention is paid to online attracting that is important for public institutions which usually do not use offline advertising aggressively. Results from regression analyses show that main dimensions (Marketing Drivers and relationship Stages) and three factors (Basic Information, Support Information, and Participation) in the matrix are all significantly influential on the innovation level, but the Attracting is not. Colorful designs and attracting features of a homepage have not necessarily anything to do with innovation. This message can offer a good piece of advice for managers of Websites.

  • It is essential for any public institution to establish a systematical scheme and a management system to maintain the contents and securities of its ever-expandingweb-site with efficiency. The general users want a reliable system and a simple and stress-free web environment, and expect the public institutions to maintain the accuracy and conformity of information they provide to the public. In かis study, 1 examined a web-site owned by a certain governmental research institute for the current maintenance status and problems to seek an effective and easy-to-use scheme for both users and web managers. Based on what I teamed from my study, 1 moved on to design a web integration system and tested it on the above mentioned web-site for analysis.

A Study on the Relationship between the Name Awareness of Public Medical Institutions and Patients' Intent to Revisit (공공의료기관 인지도와 재방문여부와의 관계 연구)

  • This study has significance in terms of its intent to contribute to the increase in hospital revisits by proposing measures to enhance name awareness through an examination of the relationship between the name awareness of public medical institutions and patients' revisit, and its corresponding influences. The study findings were drawn by employing analysis methods such as frequency analysis, reliability and exploratory factor analysis, t-tests, ANOVA, correlation analysis, and hierarchical multiple regression analysis. The results of the correlation analysis showed statistically significant correlations between all independent variables and the patients' revisit or not. The perception of service quality and the environmental factor of medical treatment increased the explanatory power of independent variables, thereby exhibiting a high correlation with the revisit to medical institutions. The usual image, medical service, and medical treatment environment were revealed to have a positive influence on the patient's intent to revisit. This study could confirm a correlation between the name awareness of medical public institutions and the patients' revisit or not. Consequently, to improve the quality and infrastructure of their medical services, public medical institutions are required to perform studies on measures to increase the revisits of patients by identifying their image, medical services, and treatment environment on a consistent basis.

A Study on Factors Affecting the Level of Information Security Governance in Korea Government Institutions and Agencies (공공기관 정보보호 거버넌스 수준에 영향을 미치는 요인에 관한 연구)

  • To solidate information security, Korea government introduces information security governance. The public institutions and agencies in korea have begun to recognize the importance of information security governance. For solidating information security governance, the government has tried to establish and solidate an information security policy and information security systems. This study suggests factors affecting the level of information security governance in the public agencies and institutions through the factor analysis and the linear regression analysis. The results of this study show that the CEO's support is able to elevate the level of information security governance. The level of information security governance has relation with the number of the staff in information departments, and the budget in the public agencies and the institutions. This study provides directions for the public agencies and the institution for elevating the levels of information security governance.

Earnings Management Associated with Types of CEO Turnover in Public Institutions (공공기관의 경영자 교체유형과 이익조정 행태와의 관련성)

  • This study examines the influence of CEO(Chief Executive Officer) turnover on earnings management in public institutions. We classified sample into four portfolios based on the joint types of departing CEO(Forced/Voluntary) and incoming CEO(Expert/Nonexpert), and we explore whether earnings management are distinguishable depending on the types of CEO turnover. Empirical findings are summarized as following. The different patterns of earnings management are observed for each portfolio in the turnover year. In particular, when departing CEO leaves the company forcibly and incoming CEO is an expert in that business, there is an evidence of downward earnings management in the turnover year. This means that the incoming CEO takes a bath in his first year by recording big charges to shift blame for failed management on to the predecessor. The results documented in this paper provide an important implication for diverse interest groups participating in the CEO turnover decisions at the present time when normalization of management of public institutions is viewed more important than ever.

User Needs Analysis and Intelligence Plans for Customized Information Disclosure Service: Focus on Public Institutions of Culture and Arts (맞춤형 정보공개 서비스를 위한 이용자 요구 분석 및 지능화 방안: 문화예술 공공기관을 중심으로)

  • The public's interest in the information disclosure system is increasing daily in line with the democratic cause of a transparent government and demands of the people to build on their right to know. Meanwhile, as society develops, the importance of culture and art in the quality of life is also increasing. Under these circumstances, culture and arts institutions are seeking to contribute to the expansion of the people's participation by providing timely and useful information and programs with high interest. Accordingly, this study intends to propose customized information services by analyzing the user's needs for information on public institutions in culture and arts and reflecting on the information disclosure service. For this purpose, three public institutions of in the culture and arts will be selected as representative examples to collect and cross-analyze the list of disclosed information received by users over a year. Furthermore, the requirements for the automation and intelligence of information disclosure tasks were summarized, and specific improvement plans were proposed for customized information services.
