  • 본 연구는 음식물류폐기물 공공 자원화 시설 운영의 문제점과 제도 개선방안을 제시하고자 실시하였다. 현재 운영중인 음식물류폐기물 자원화 시설에 대한 투자에서부터 운영현황 분석을 통해 투자비 대비 경제성이 어느 정도인지의 경제성 분석을 실시하였으며 시설의 무분별한 신규건설로 인한 국가의 예산이 낭비되지 않도록 그 대안을 제시하였다. 그 결과, 공공자원화시설 경제성 확보방안 마련, 공공자원화시설에 대한 국고보조금 지원기준 강화, 음식물류폐기물 단일 독립법안 제정이 필요할 것으로 사료되었다.

  • This study is to search for improvement of Pedestrian Environment through User Satisfaction on Underground Public Pedestrian Facility. Development of large scale underground spaces has been increased by urban multi-dimensional. However, concern for practical users is in lack because the aim of the development is to obtain profit. Thus, this study have tried to find consideration of architectural factors of underground public pedestrian facility in Yeongnam province for pedestrians. Also, the study have tried to find improvement for the architectural factors depending on an evaluation index of pedestrian environment and satisfaction of the practical users.

피난유도등 디자인 연구 -다중이용시설을 중심으로 (Design of Emergency Light - Focusing on Public Facilities)

  • 본 연구는 다중이용시설의 화재대피 상황에 대한 분석을 바탕으로 다중이용시설에 적합한 피난유도등 디자인을 제안하고자 하였다. 화재는 재난으로 임의묘사가 불가하여 다중이용시설의 대피상황을 이해하기 위한 동영상 분석을 진행하였다. 동영상 분석을 통해 다중이용시설 화재의 대피상황에서 기존 피난유도등의 문제점과 필요한 니즈를 파악할 수 있었고 이를 피난유도등 디자인에 반영하였다. 피난유도등 디자인 결과, 벽부형 유도등은 LED 배치구조를 달리하여 제품의 두께를 최소화 하였다. 천정형 유도등은 복잡한 구조의 복도에 추가적으로 설치할 수 있도록 형태를 보완하였다. 본 연구의 결과는 실제 피난유도등 제작에 사용되는 기준들을 바탕으로 디자인한 결과로 향후 실험측정과 전문가 자문을 통한 보완단계를 거쳐 실용화 방안을 모색하고자 한다.

  • 국내에 대규모 거점 공공 체험시설이 건립된 이래로 최근 공공 체험시설 건설사업은 지방자치단체 또는 지방교육청이 단독 발주하거나, 협약하여 공동 발주하는 형태로 변화하고 있다. 특히, 발주 빈도가 적고, 건설사업관리 전문조직을 보유하지 못한 발주기관의 특성상 특화된 발주 프레임워크 개발과 함께 강화된 공공 발주자의 역할이 필요하다. 이에 본 연구에서는 국내의 공공 체험시설 건설사업 발주현황 및 운영실태를 조사하여 현행 공공 발주자 역할의 문제점과 개선방향을 도출하였다. 또한, 사업특성의 영향요인 및 속성정보를 반영한 추진단계와 기능별로 구성된 공공 체험시설 공공 발주자 역할 개선안을 제안하였다.

  • Buildings that are more than 10 years old generally have considerable repair and replacement costs due to the rapid deterioration of their systems. For public buildings in particular, which have national and social significance, considerable effort is required not only to ensure a long life cycle and safety but also to minimize the overall public expense. Along with increasing repair and replacement requirements, however, there have been problems related to the establishment of an accurate facility management budget. To address these concerns, a repair and replacement cost management system was constructed. This system manages both invested maintenance and forecast costs to establish a reasonable repair and replacement planning process and budget. The effectiveness of the system was verified through a pilot test targeting one of public Corporation (K).

서울 저층주거 밀집지역 공공생활지원시설 설정방향에 관한 연구 (A Study to Set up Guideline for Public Facilities as Infrastructure of Low-rise Residential Community in Seoul)

  • Low-rise residential community is the most popular type (51%) of residential neighborhoods in Seoul. Currently, there is a shortage of public facilities needed for living conditions and the quality of life in low-rise residential areas. This study defines 'public facility' as infrastructure to improve the living environment and used by residents jointly in low-rise residential areas. In this regard, this study analyzes current legal and institutional standards, latest trends in public facility of apartments, and residents' demand and satisfaction level in order to find out the criteria for installation of priority public facilities. As a result, the essential facility basically conforms to the number of household which is the standard of the facility supply in apartment. However, considering the limitations on the accessibility due to low density, it should consider two standards at the same time: the number of household and distance (radius of neighborhood). In conclusion, it is necessary to install legally prescribed facilities according to the number of household and distance: 500 households facilities in 250m radius neighborhood and 1,000 households facilities in 400m radius neighborhood. Also, considering the reality of low-rise residential area, it is necessary to integrate some facilities that can be functionally linked to improve level of utility and efficiency of operation and management. It is expected that the output of this study can be applied to institutionalize of the legal basis for the public facility of low-rise residential community.

수도권 1기 신도시 공공시설부지의 효율적 이용 방안 연구: 평촌신도시를 중심으로 (A Study on the Efficient Use of Public Facility Site in the 1st Generation New Town: Focused on Pyeongchon New Town)

  • 본 연구는 신도시가 갖는 태생적인 토지이용의 경직성과 더불어 거시경제적 여건으로 인해 공동주택단지 내 정비사업 추진이 곤란한 상황에서, 여건 변화에 따라 새로이 요구되는 공공시설의 확충을 위해 신도시 내 저이용 되고 있는 공공시설부지의 효율적 이용 방안을 모색하는데 그 목적이 있다. 본 연구에서는 평촌신도시를 대상으로 기존의 공공시설부지를 효율적으로 활용하기 위한 방안으로 다음 세 가지를 검토하였다. 첫째, 공동주택단지의 부족한 주차공간을 공동주택단지가 속한 대가구 내 공원, 학교 등 공공시설부지의 입체도시계획시설 결정을 통해 주차장 확보방안을 제시하였다. 둘째, 상업지역 내 위치한 저이용 공공시설부지 내 공공청사의 건축 밀도를 상향시켜 필요한 공공시설 수요를 해결하는 방안을 동안양세무서 사례를 통해 제시하였다. 마지막으로 평촌도서관을 사례 검토하여, 기존 공공시설의 기능 재편 및 일부 증축을 통해 이용자가 요구하는 기능을 추가 설치하는 방안을 제시하였다.

  • The purpose of this research is to analyzing the welfare function of the senior citizen with similar type of compounding the school facility, to analyze the problematical point of present condition. And also propose the spatial constitution which the student and the regional senior citizen are easy to utilize on the basis of the result. In a type of educational facility composition, it became clear that a ratio and the inflection order that elderly welfare facilities occupied of vacant class room were low. In other words, in composition of a school facilities, elderly welfare facilities can be said to be an important problem. As a result of having analyzed an existing compound facilities, there was limited interchange of student and a the aged. In addition, there were problems such as learning environment by an intersection of circulation. Therefore, composition of educational facility and elderly welfare facilities is not space composition that is intersection of simple specification function. In other words, a program of the common space which is necessary for the local community formation is necessary. Setting of semi-public area proposes the function of the existing facility and actual condition of spatial use in prerequisite.

  • The public services closely related to the daily lives of the Japanese people, such as firefighting, police or primary school education, are largely financed by the local governments. As the population as a whole in Japan declines, the population in local regions are forecasted to experience particularly rapid decline in the future, and it is inevitable to reduce the cost of public services provided by the local governments to keep their financial basis sustainable. In order to provide public services to the people properly and fairly, the local governments own and utilize their public facilities, such as fire stations, police stations or primary schools. On the other hand, we have to secure the accessibility, which is the condition of accessing a facility easily in a whole local city including the high population density area and low population density area. In this paper, we propose a method of determining the number of future facilities and its facility locations in which we maintain the present accessibility. In our proposed method, we determine them comparing the accessibility measurement calculated by facility location model using the present and future population. We adopted k-centdian model as the facility location model, which can secure the accessibility in a whole local city determining the weights of both areas. We applied our proposed method to fire station in Iwaki city, Japan. The results suggested that 7 facilities would be reduced in 2064, after 50 years from 2014. Additionally, we confirmed that the future facility location had secured accessibility in both high and low population density area.

  • Purpose: Tuberculosis(TB) care unit in public health center should be carefully considered to be re-designed as an infection safety environment for both patient and healthcare workers. So, for the enhancement, this study analyses the facility requirements for co-using the screening clinic as a TB and other respiratory disease care unit. Methods: Not only screening clinic facility guidelines from "A Study for Standard Triage Design and Construction Document" but also the guidelines of TB care and related medical facility are reviewed; KDCA, CDC, ECDC and WHO as a TB care, and FGI and NHS for facility. The facility requirements are summarized space, approach, and mechanical requirement in order. By comparing the summary and screening clinic facility guidelines, supplementations are proposed for TB care unit setting. Results: The result of this study shows that both the space program and mechanical requirement of the screening clinic and that of TB care unit are almost identical and could be share, which include direct airflow or negative air pressure in an exam room. To increase functional and economical efficiency, however, it is necessary to consider a multi-functional negative pressured room, So care process may be re-designed based on a room type; face-to-face room or glass wall inbetween. Implications: The facility guidelines for TB care unit of a public health center should be developed to build a safe environment for infection control by reflecting its medical plan and budget.
