The use of complimentary indicators, other than radiation dose and risk, to assess the safety of radioactive waste disposal has been discussed in a number of publications for providing the reasonable assurance of disposal safety and convincing the public audience. In this study, the radionuclide flux was selected as performance indicator to appraise the performance of engineered barriers and natural barrier in the Wolsong low- and intermediate-level waste disposal facility. Radionuclide flux showing the retention capability by each compartment of the disposal system is independent of assumptions in biosphere model and exposure pathways. The scenario considered as the normal scenario of disposal facility has been divided into intact or degraded silo concrete conditions. In the intact silo concrete, the radionuclide flux has been assessed with respect to the radionuclide retardation performance of each engineered barrier. In the degraded silo concrete, the radionuclide flux has been explored based on the performance degradation of engineered barriers and the relative significance of natural barrier quantitatively. The results can be used to optimally design the near-surface disposal facility being planned as the second project phase. In the future, additional complimentary indicators will be employed for strengthening the safety case for improving the public acceptance of low- and intermediate-level waste disposal facility.

This paper covers a series of activities including initial proposal and actual development for the performance improvement of large-scale public facility management system under the application of green IT concept, which finally produced various excellent results in the administration of expense control, human resources, and general affairs. Actual development procedure starts from the analysis required by system users with the purpose of finding cost reduction opportunities under the application of green IT concept, which is followed by a series of activities including making a proposal for performance improvement, the development of trial system and the actual application into real system. As an example of large-scale public facility management system, national qualification management system was taken in order to convert the existing individual test storage unit into on-line storage space equipped with reinforced security function, resulting in acquisition of efficient productivity and greater savings in human resources as well as general expenses. A comparison with existing system and newly developed system was made in the area of number of operators, abnormal processing, system maintenances. It proved that efficiency increased to the minimum of 2 times and to the maximum 12 times with the 5 million savings of personal storage unit.

The purpose of this study was to survey the distribution patterns of volatile organic compounds(VOCs) and formaldehyde in the various indoor environments using cluster analysis. We investigated VOCs and formaldehyde in subway stations, underground shopping areas, medical centers, maternity recuperation centers, public childcare centers, large stores, funeral houses, and indoor parking lots from June,2005 to May,2006. Concentration of TVOCs in maternity recuperations was 2,605.7 ${\mu}g/m^3$ that was higher than the guideline and other facilities. TVOCs in public childcare centers was 1,951.6 ${\mu}g/m^3$ also it exceeded the guideline. Moreover, concentration of TVOCs in every facility exceeded the guideline of Department of Environment, Korea. In case of formaldehyde, mean concentration, 336.5 ${\mu}g/m^3$, in only public childcare centers exceeded the 120 ${\mu}g/m^3$ of the guideline. Finally, by applying cluster analysis, three pattterns of the indoor air pollutions were distinguished. In the results of analysis, concentrations of TVOCs and formaldehyde of cluster 3 were higher than cluster 1 and 2 that were 2,561.4 ${\mu}g/m^3$ and 184.9 ${\mu}g/m^3$, respectively.
Purpose: Recently, Housing area plan has tried to reflect a public space of various forms. However, most of cases are indiscriminately developments, which don't reflect the diverse needs of residents. In addition, a subject of the public space is not clear and consistently stable of the management, so the residents don't have an interest enough to take advantage of it. Method: In order to make a plan of the public space of a residential complex, an architect designer needs to take a few things into consideration. One is a physical facility in needs. And other one is a management of keeping a social place stably and consistently, which allows residents to be able to interact with each other. It should be regarded for residents to form a sense of belonging, while minimizing the interface friction. When all these problems are fulfilled, an interaction will be made to improve the quality of the living environment. Result: Therefore, in this study, it is necessary to define the meaning of territoriality of the external public space of housing complex. This study makes it possible to improve the relationship of neighborhood and the quality of the life for the residents, depending on the time. This is the first step as 'the research for the territoriality of the external public space of housing complex', in order to define about the concept, function, characteristic of territory(the base of territoriality) and to establish the territoriality that can form the physical or psychological boundary in public space.

Recently, the twenty-first century is called "the age of localization and regionalization" in Korea. So, local government should need to keep balance between the existing administrative management and new management strategies based on CEO's mind in order to deal with the situation of such that(the age of localization and regionalization) and improve efficiency of public service. In addition, they build public buildings after that they should operate and maintain them regularly. However, Korea local governments have tried to run many projects to expand insufficient local finance that was only for profit oriented public projects without considering management. Therefore, this paper is a basic study to establish and suggest the reasonable operation plan for local government by examining and reviewing actual operation condition in the public buildings. With the evaluation method which is demanded from public construction management to introduce a civil management technique manages an investment mind standard and management basis of assessment, proposes 8 sides of financial affairs, real estate maintenance and facility management, achievement evaluation, environmental safe crisis management, judiciary and explanation responsibility with base.

The purpose of this study is to analyze the characteristics of planning community facilities of public rental apartments by basic and qualitative factors for the last ten years from the year of 2000. This study analyzed the processes and trends of change of the following: land use, tenant satisfaction with the residential environmental amenities, the quantitative increase in accordance with social paradigms, improvement in the quality of residential life, and acceptance of the needs of residents. Therefore, this study will suggest effective and archivable improvements in them. Methods of this study include drawing analyses, literature surveys, and interviews with experts. This study aims to provide essential primary data for planning community facilities for public rental apartments in order to differentiate them from public sales apartments. In the results, community facilities of public rental apartments have been increasing in their size and in the number of their programs as well. It is certain that community facilities are important influence on improving residential environments and the quality of the life. Based on this study, it is more effective to plan community facilities to be connected or extended to other external spaces. And tenant satisfaction should be carried out and put into consideration to help determine if community facilities are adequate. Space compositions should be designed to be flexible per social paradigms and customers needs.
Purpose: In this study, we investigated the better application of the law which is about the AED installation and more effective ways of emergency medical care system, to understand the law and to research the current condition of public facilities which belong to local governments, and to seize the aspect of safety guards who currently work in order to provide the installation of AED in the public facilities and to provide more efficient emergency medical service with the effectuation of the immunity law of the good intention of first-aid treatment. Methods: In Gwang-ju, 234 public facilities have been identified by 31 December, 2008. With the exception of the duplication, we researched 158 facilities and received the answers from 95 of them. Results: In the research, 53% of them have had internal emergency first-aid education, and 55% of them didn't have this education and a CPR education manual, and 30% of the facilities even didn't know how to connect with the manager of the company for the first-aid department. On the other hand, most of them were highly interested in CPR and AED education on the ratio of 91% and 93%. 88% of them have been trained about first-aid, 51% of them haven't been retrained, 17% have never been trained. so, the reality of emergency system at public facilities is serious. 78% of them knew they are working at public facilities, though 49% of them didn't know about AED installation. 57% of them didn't know the fact there is the immunity law related with good intentions for first-aid treatment. 63% of the facilities have security guards, and 30% of them didn't answer the questions. Also, many of them agreed to the opinion that all employees should have first-aid training. At representative survey report of participator of public-facility, emergency treatment is 61%, 16% of patients calling. Accordingly they importantly think better doing an on-site first-aid than evacuating the patient. And the rates show that 57% of them answerers tend to call Fire-Office(119) for evacuating the patients, and 28% of them EMIC(1339) for the first-aid. Conclusions: In this study, we are suggest to improve the details of the efficient operations and management after the grasp of the uninstallation, indifference, and unreliable conditions of AED. 1) Need a publicity of AED install cognition which is an emergency medical instrument at public facilities. 2) Arrangement of safety agents at facilities and concerns about them for good management from the parties concerned. 3) Need a designation of legal details according to the decision of the AED installation and the standard of the AED installation. 4) Training about first-aid of safety guards and the persons concerned in the facilities should be practiced participation with the positive and through this, first-aid treatment could be done by anyone who knows the immunity law related to medical emergency. 5) The brochures for the potential users and the results form practicing the instructions need to be improved in many ways through recording the emergency cases that have happened.

Concentration and identification of airborne bacteria in the regulated public facilities were examined with the six-stage cascade impactor. Geometric mean total and respirable concentrations of airborne bacteria were $404cfu/m^3$ and $194cfu/m^3$ in hospital, $931cfu/m^3$ and $358cfu/m^3$ in kindergarten, $294cfu/m^3$ and $134cfu/m^3$ in day-care center, and $586cfu/m^3$ and $254cfu/m^3$ in postpartum nurse center, respectively. As a result, culturable total and respirable concentrations of airborne bacteria were significantly highest in kindergarten and lowest in day-care center (p<0.05). The ratio of respirable to total concentration of airborne bacteria in the investigated public facilities was ranged from 30% to 40% but there was no significant difference among them (p>0.05). The mean I/O ratio of culturable total and respirable concentrations were 0.58 and 0.66 in hospital, 0.71 and 0.83 in kindergarten, 0.28 and 0.41 in day-care center, and 0.63 and 0.78 in postpartum nurse center, respectively. Day-care center showed the lowest I/O ratio of culturable total and respirable concentration of airborne bacteria (p<0.05) but a significant difference was not found among other facilities. Indoor concentration of airborne bacteria did not correlated significantly with indoor temperature and relative humidity (p>0.05) but had a significant positive correlation with $CO_2$ and surrounding condition (p<0.05). Staphylococcus spp., Micrococcus spp., Corynebacterium spp., and Bacillus spp. were dominant genera and amounted to over 95% of total airborne bacteria identified in the investigated public facilities. Size distributions of four dominant genera did not observed inconsistently regardless of type of public facility.
This study aims to analyze the differences in performance according to various operation methods (direct management, public consignment, and private agency) of public sewage treatment facilities and derive the most efficient and high level of sewage treatment services to the public based on the research results. To this end, economic performance indicators (sewage treatment cost, sewerage rate) and social performance indicators (water quality, number of civil complaints) were selected, and cross-sectional analysis and longitudinal analysis were used to verify the difference between the averages of three or more groups through one-way ANOVA. As a result of the analysis, cross-sectional analysis, there was no difference in economic performance dimension according to the operating method, but in terms of social performance dimension, it was found that there was a difference according to the operating method. In the case of water quality indicators, the results were superior to those directly managed by public consignment and private agencies in the number of civil complaints. In the longitudinal analysis examining the improvement of performance indicators, there was no significant difference by operation method in most performance indicators. In order to improve the efficiency of public services and improve the service level, various approaches suitable for the characteristics of each service are required in addition to the logic of public consignment or introduction of private agency. In the future, when local governments promote public consignment or private agency, it is necessary to understand and promote the nature of the service, the specificity of each local government, and the needs of service users.
