Purpose: This study was to evaluate the utilization of health care service and to provide supportive data for health care policy making in one urban area in Korea. Method: This study tested the significance of public health service using the database of an university hospital and public health center from Feb. 2000 to Dec. 2004. Data were analyzed by multidimensional analysis and data mining technique and produced the information on the classification of utilization characteristics by main disease and the total cost of use and disease association with the users of the public health center. Results: The Results were as follows: 1) Top 10 diseases in the area accounted for 22.4% of total frequency for the most recent 5 years in university hospital, while 59.0% in public health center. 2) There were significant correlations between university hospital and public health center user's insurance type and place of residence: It showed higher use of public health center for free service beneficiaries residing in Seoul than residents in nearby or local area. The medical insurance types for hospital users were more various than those for public health center users. 3) The use of hospital for patients of hypertension, diabetes mellitus and hyperlipidemia was tended to concentrate in mostly autumn and winter since August 2000, while the cost of using public health center for those patients has been steadily reduced since July 2000. 4) As a result of cluster analysis, there were classified into three homogeneous groups according to the total cost of using public health service, age, and the frequency of use. 5) The association analysis on patients with chronic disease in public health center produced a detailed information on accompanying diseases related to the incidence rate of disease of high frequency due to aging, information on drug abuse and immune disease. Conclusion: The health care policy for local community should be evaluated continuously. And the policy to build an integrated data warehousing by public health indicator system and to enhance the faithfulness of data is required.
This study defines copyrighted public records in broad sense including open government data and public domain except for some private records. Additionally, this study aims to investigate improvement plan for maximizing utilization of copyrighted public records in web-sites using customer side, without consideration of supplier side. For this purpose, qualitative study method was used with grounded theory on analyzed problems from literature review and case study. Literature review was concentrated on definition of open data and abroad utilization indicators whereas case study analyzed current situation of four web-sites providing copyrighted public records. Converged opinions from in-depth interview and various statistical data was analyzed as a basis for grounded theory, then a paradigm model was constructed and future improvement plans were presented. The findings imply that opening of copyrighted public records is not just important for quantitative results, rather it requires qualitative improvement providing latest credible information that is consistent with the demand of the customer. Thus, development of service platform and business models for copyrighted public records are urgent task.
Nowadays various public data have been serviced to the public. Through the opening of public data, the transparency and effectiveness of public policy developed by governments are increased and users can lead to the growth of industry related to public data. Since end-users of using public data are citizens, it is very important for everyone to figure out the meaning of public data using proper visualization techniques. In this work, to indicate the significance of widespread public data, we consider UN voting record as public data in which many people may be interested. In general, it has high utilization value by diplomatic and educational purposes, and is available in public. If we use proper data mining and visualization algorithms, we can get an insight regarding the voting patterns of UN members. To visualize, it is necessary to measure the voting similarity values among UN members and then a social graph is created by the similarity values. Next, using a graph layout algorithm, the social graph is rendered on the screen. If we use the existing method for visualizing the social graph, it is hard to understand the meaning of the social graph because the graph is usually dense. To improve the weak point of the existing social graph visualization, we propose Friend-Matching, Friend-Rival Matching, and Bubble Heap algorithms in this paper. We also validate that our proposed algorithms can improve the quality of visualizing social graphs displayed by the existing method. This study investigated the ratios of area, according to the domains and functions, of a public library. To this end, 20 public libraries were selected as samples from the 2012 Public Library Construction Casebook and from cases of consulting on the construction and operation of public libraries. The domains of a public library were categorized into data reading, cultural education, operation, common use, and others. There was a large difference in the area ratios between public libraries that were built with the aid of consulting (Group B) and those without consulting (Group A). In functional terms, the data(bookshelf) space and reading space had similar ratios within a data reading room, while the ratio of the library information space was smaller. Within a general data reading room, the ratio of the library information space was 12%, while the ratios of the data space and seating space were 44%, respectively. Moreover, within a data reading room for children, the ratios of the library information space and children's space were adjusted to 14%, respectively, while the data space and seating space each accounted for 36%, with either 3- or 5-decker bookshelves installed. This study has identified how to calculate the area for each domain, capacity of books, and seating capacity by applying area ratios through functions in the data storage domain, along with numbers of books and seats per unit space. This study has also succeeded in calculating the required area and seats for each type of data storage room by applying the number of books that exist. However, this study has its limitation in that the regional characteristics(Metropolis, Small & medium size cities, Rural areas) were not considered because the number of samples was only 20 libraries.
According to the public open data policy, the government established the demanders-oriented and customized open data plan and allowed people to use plenty of public data free. There are, however, few geospatial information systems to maximize its usability. For the purpose to make the effective geospatial information services, this study examined how data was linked between the public data portal and open platform first. And then this proposed the interface server model to support the data link between these systems technically.
Variety of data have been opened or connected by several levels of government. In smart city initiatives, open data become the source of a new business model. This paper is to foster ways of public open data (POD) by analyzing the start-up company that utilizes POD. In order to fulfill it, this paper adapts the case study research. Findings say that POD has potential to validate and further enrich the platform business. But to find which types of public open data are most prevalent is insufficient. To do this, it is more needed that sophisticated and many cases should be examined. However, this paper shows that platform business by using POD could lead to reduce the cost and increase the benefits for both providers and customers. From the findings, this paper shows that public open data has an important role not only to boost new venture creations which are prevalent ways of smart city but also to foster different platforms enabling new value capture and creation according to development of internet of things based on ICT technology.
This study investigated the ecological change of public software industry, comparing the pre and post structure of industry network based on the application of the regulation restricting large company participation in public software market. For this purpose, we used big data of the software market from Korea Public Procurement Service and used the SNA(Social Network Analysis) methodology which is being actively used in the area of social science recently. Finally, we highlighted the contribution of open public data. By analyzing order and contract data of the public software industry for 3 years - from 2013 to 2015 - we found out two main things. First, we observed that Power Law distribution had been going on in the public software industry, regardless of the external impact of regulation. Second, despite the existence of such Power Law distribution, we also observed the ecological change of industry structure from year to year. We presented the implication of such findings and discussed the advantage of open public data as the original motivator of this study.
With the growing interest in the 4th industrial revolution and big data, various policies are being developed for facilitating the use of public open big data, which are leading to a wide range of added values created from use of such data. Despite the expanded requirements for public data disclosure and the legal system improvement, however, the use of public open big data is still limited. According to the literature review, there are studies on policy proposals for the government guiding directions for public open big data, but there is a lack of studies that handle the issue from the users' viewpoint. Therefore, this study aims to analyze the public open data ecosystem in Korea and to analyze public open big data through interviews with the providers (the government and public institutions) and users (private sector companies and citizens). This way, the study finds inhibition factors and facilitation factors, draws out issues and suggests solutions through a causal relationship analysis between each factor. Being a research on finding measures for facilitating both public big data release and use, this study has theoretical implications. In the meanwhile, the derived issues and alternatives provide practical implications also for stakeholders who are planning to facilitate release and use of public open big data.
This study empirically analyze efficiency and productivity changes of public hospitals of Korea using data envelopment analysis/Window model and global Malmquist indices model. We use the ten-year data from 2001 to 2010 of 30 regional public hospitals listed database from the Association of Korean Regional Public Hospitals. The main focuses are to reveal whether the technical inefficiency are improved as time goes by, and efficiency and productivity are affected by environmental factors. The results can be summarized as follows. First, the efficiencies of public hospitals rise in trend as time passes. Second, regional public hospitals show the different average efficiencies according to their regional type, hospital type, operational type, medicaid type, and demand and supply conditions by Mann-Whitney U-tests. Third, technical efficiency changes mainly contribute to 4.4% annual average growth rate of productivity of regional public hospitals during that period. Our findings have some policy implications. It is confirmed that there exist some environmental inefficiencies, and those inefficiencies can not be overcome through just improving the inner management system. Thus, policy and institutional changes are necessary for regional public hospitals to improve efficiency and productivity overall.
Because the local governments has closet contact for public services compared to central government, their role is important in the age when welfare issue is more important than before. So Local Public Finance being important than ever, but regrettably local financial issues related to the mostly negative. In particular, many local government face problem of local fiscal independence, as a result, they have hard time to secure financial resources. Reliant local finance by central government can be alternative, however, it causes negative effect for autonomous management of local finance and fiscal soundness. In this study, public data by public institutions is suggested as solution to secure financial resources. Although, utilization of public data is initial level, this paper deal with exploratory discussion for public data as self-reliant local finance with validity and suggestions.
