Analysis on the Setfiement Conditions in the Troubled Reclaimed Areas Under State Control (II) - Farming and Rural Economy- (미완공간척지의 정주생활 실태분석(II) -영농 및 농촌경제-)

  • In Korea, small-scale reclaimed areas have been suffering from many problems because of the lack of comprehensive developing strategy although considerable investments have been inputed by the public sector since 1970's. For 3 reclaimed sites in Chonnam Province choser as case study areas, the analysis, the second attempt of widely-spanned studies on areal conditions, concentrated on their farming and economic conditions. Its results were as follows ; 1. Although farming pattern has been transferred to the full4ime rice cropping type by the creation of reclaimed paddy field, farming size in the areas has not been increased more than that in existing agricultural areas. This means that agricultural planning should be included in the initial stage of reclamation projects, especially with reference to the substantial enlargement of farming size. 2. Block parcelling of severely fragmented holdings in new and old lands should be carried out, which can make farming activities efficient and farming route shortened. In large-scale reclaimed areas, new village planning could be considered in its central zone for efficent farming. 3. Because soil in the areas contains much more salt and water than that in other areas, new design methodology should be introduced for the efficient use of agricultural machines in reclaimed areas. 4. There are deep-seated economic problems in reclaimed area, which have been caused by very poor level and agriculturally dominated structure of household income. These problems should motivate farmers to give up positive action for qualitative and quantitative improvement in farming.

Needs for Changing Accident Investigation from Blaming to Systems Approach

  • Objective: The purposes of this study are to survey needs for changing accident investigation from blaming to systems approach and to briefly summarize systems-based accident analysis techniques. Background: In modern complex socio-technical systems, accidents are caused by a variety of contributing factors including human, technical, organizational, social factors, not by just a single violation or error of a specific actor, but accidents investigation used to be focused on the incorrect action of individuals. A new approach investigating causes of accidents as a symptom of a deficient system is required. Method: This study was mainly based on survey of literatures related to accidents, accidents investigation, which included academic journals, newspapers, etc. Results: This study showed that accidents investigation of Korea focusing on blaming is problematic. This was confirmed by two concepts of migration and hindsight bias frequently found in accident causation studies, and an attribute of accidents having varying causes. This was illustrated with an example of Sewol ferry capsizing accident. Representative systems-based accident analysis models including Swiss cheese model, AcciMap, HFACS, FRAM and STAMP were briefly introduced, which can be used in systematic accidents investigations. Finally, this study proposed a procedure for establishing preventive measures of accidents, which was composed of two steps: public inquiry and devising preventive measures. Conclusion: A new approach considering how safety-critical components such as technical and social elements, and their interactions lead to accidents is needed for preventing reoccurrence of similar accidents in complex socio-technical systems. Application: The results would be used as a reference or guideline when the safety relevant governmental organizations investigate accidents.

Improvement Strategy of Law-System for Rural Landscape Planning (농어촌 경관계획 관련 법제도의 개선방향 검토)

  • This study aims to suggest the improvement strategy of law-system for rural landscape planning. The results are as follows. First, for the establishment of the rural and fishing village landscape planning, it is necessary to change the concept of the scene into Landscape to watch from Landscape to feel from now on. Second, it is necessary to establish a rural and fishing village landscape planning of the local unit to manage the rural and fishing village landscape systematically. In addition, it is necessary to cooperate with the Scenic Conservation Act in contents of the basic planning when we perform rural and fishing village development business. Third, it is necessary to make an extra landscape management planning to consider local landscape resources to develop a rural and fishing village. Finally, with an improvement direction of the plan establishment, the action to practice and management in the future is necessary. This method may do wider public information with establishing the management mechanism of the rural and fishing village landscape.

  • The continuous development of computing technique and network technology bring the explosive growth of the Internet, it accomplished the role which is import changes the base facility in the social whole and public infra, industrial infrastructure, culture on society-wide to Internet based environment. Recently the rapid development of information and technology environment is quick repeated the growth and a development which is really unexampled in the history but it has a be latent vulnerability, Therefore the damage from this vulnerability like worm, hacking increases continually. In this paper, in order to resolve this problem, implement the analysis system for harmful traffic for defending new types of attack and analyzing the traffic takes a real-time action against intrusion and harmful information packet.

Women Nurses' Independence Movement during the Japanese Occupation: A Historical Research Study (일제 강점기 여성 간호인의 독립운동에 관한 역사연구)

  • Purpose: The purpose of this study was to elucidate the role of Korean women nurses in the independence movement and to examine their activities during the Japanese occupation from 1910 to 1945. Methods: Nurses studied were women nurses referred to as Ganhowon, Ganhobu, Gyeonseupganhobu, Sanpa, and Josanbu at that time. Five participants such as descendents or relatives of nurses who participated in independence movements, were selected for interview to provide oral historical materials. An historical research approach was used and all of the data were analyzed according to period, region, and pattern of the independence movement. Results: Throughout the historical literature and oral historical materials, it was found that from 1914 to 1945, thirty-eight women nurses actively participated in various types of independence activities such as mass hurrah demonstrations, raise the spirit of war, red cross activities, enlightenment movement and armed struggle to encourage the public to stand up against Japanese imperialism locally and abroad. Conclusion: The findings indicate that women nurses, as enlightened women, endeavored to solve social issues with their autonomous volition, and these action can serve as meaningful evidence for enhancing the social status of nurses.

A fuzzy expert system for diagnosis assessment of reinforced concrete bridge decks

  • The lack of safety of bridge deck structures causes frequent repair and strengthening of such structures. The repair induces great loss of economy, not only due to direct cost by repair, but also due to stopping the public use of such structures during repair. The major reason for this frequent repair is mainly due to the lack of realistic and accurate assessment system for the bridge decks. The purpose of the present research was to develop a realistic expert system, called Bridge Slab-Expert which can evaluate reasonably the condition as well as the service life of concrete bridge decks, based on the deterioration models that are derived from both the structural and environmental effects. The diagnosis assessment of deck slabs due to structural and environmental effects are developed based on the cracking in concrete, surface distress and structural distress. Fuzzy logic is utilized to handle uncertainties and imprecision involved. Finally, Bridge Slab-Expert is developed for prediction of safety and remaining service life based on the chloride ions penetration and fick's second law. Proposed expert system is based on user-friendly GUI environment. The developed expert system will allow the correct diagnosis of concrete decks, realistic prediction of service life, the determination of confidence level, the description of condition and the proposed action for repair.

Development of Analytic Model for Determinants on the Stages of Change in Colorectal Cancer Screening (대장암검진 수검 결정요인 분석모형 개발)

  • Objectives: This study aims to identify the factors associated with the stages of change in colorectal cancer screening, and develop a model explaining these stages of change by using structural equation modeling analysis. Methods: On the basis of literature review and expert advice, we constructed our hypothetical model that consisted of five theoretical constructs(process of change, pros, cons, self-efficacy, stage of change). In 2009, data was collected from 486 participants aged between 50 and 69. The data were analyzed by SPSS 15.0 and AMOS 6.0. Results: In the case of stage of adoption, the contemplation stage was the most common (37.4%), followed by the action stage (26.5%). In the final model of the stage of change for colorectal cancer screening, there was a direct influence of the process of change ($\gamma$=.562, p<.001), and cons ($\gamma$=.132, p<.01) on the stage of change with the terms of GFI .931, AGFI .904, RMR .038, NFI .930, and NNFI .936. Conclusion: It is necessary to produce and disseminate evidence-based cancer screening information, which can mitigate the negative attitude among the public toward cancer screening. Also, it is essential to provide a safer and more comfortable environment at cancer screening center.

  • Today, the availabity of usable pieces of land in urbanized areas is very limited. Specifically, it is very difficult to secure a piece of land to be used as a park for the public, mainly due to the high price of land in cities. However, the City of Seoul has carried out three action plans to secure land deemed for insufficient parks and to vitalize these small piece of land in downtown areas such as following: 1. Ssamzie-park(Korean version of a 'vest pocket park') Development Plan in 1990 through 1991. 2. Modernization Plan for Children's Parks since 1994. 3. Maeul-madang (Korean version of 'community garden')Development Plan since 1996. The purpose of this study was to present some design approaches for practical use of small urban spaces by articulating the concepts of Modernization Plan for Children's Park and Maeul-madang Development Plan of the winning entries and by describing how the concepts were actualized in reality.

  • In the current times, large-scale disasters, such as the recent sinking of Se-Wol ferry, are occurring continuously and unexpectedly. In order to minimize damage in the disaster scene, quick delivery and sharing of information between crisis management agencies is one of crucial factors that determine the scale of the damage. However, ineffective communication persists between the agencies in disaster scenes where disaster management action has to be carried out urgently. For that, this research focused on the actual condition of the inter-agency communication method and wireless operations, and also suggested the building plan of effective and efficient networking through understanding of each agency's present state and duties.

  • The core infra-technology in the ubiquitous era, RFID which has taken action from the public institution with the pilot projects as well as the practical projects is gradually extending its spectrum to the private enterprises. Along with its expansion, the audit required on the RFID-based information system is also growing in the industry. Especially, since RFID-based information systems, especially compared to other information systems, are likely to be exposed to many threats, the security audit for them is being emphasized. This paper suggests security audit checking items for the RFID-based information system, which can be used to perform the efficient security audit. The security audit checking items consist of eight basic checking items, each of which consists of detailed review items and can be applied for each building steps of the system(analysis, design, implementation, testing, and development). Finally, this paper confirmed the efficiency of the security audit checking items proposed in this paper through survey by the experienced auditors and analysis of practical audit cases.
