The Management Planning Model for Wetland Conservation Area in South Korea: Focused on Conservation and Management Planning According to Making Mt. Daeam's Yong-neup Opening to the Public (한국의 습지보호지역 관리계획 모델: 대암산 용늪 개방에 따른 보전 및 관리계획을 중심으로)

  • The Yong-neup of Mt. Daeam, which was designated as Korea's National Monument No.246 in 1973, is a high moor, and it has been managed with the designation as an ecosystem conservation area, Ramsar wetlands, and wetland conservation area. With the closing of the officially announced 5-year period for 'No-Trespassing' on the ecosystem conservation area starting August, 2010, it becomes necessary to arrange a systematic management and conservation scheme in consideration of the access & use of the visitors and Yong-neup's potential change into land consequent on making it open to the public. This study thinks that in order to preserve the Yong-neup, it's necessary to prepare the conservation plan for the program operation for exterminating exotic species, development of replacement wetlands and nurseries, access limit through zone categorization, establishment of environment-monitoring system, institutional management support, and establishment of managing facilities, etc., and to make scientific approaches, such as survey on wetland ecosystem, establishment of inventories, wetland monitoring, and drawing up of wetland ecology maps, etc. In addition, it is required that there should be adequate considerations of restoration of slope faces, drains, artificial embankment, water-collecting wells, roads for military operations, and wild-boar-stricken areas, etc., and should be continuous and systematic management of Yong-neup through the wise use of residents' participation-style maintenance, organization of a consultative body, introduction of CEPA programs, and introduction of visiting facilities and alternative transportation system, etc.

  • During maritime distress, Korean Coast Guard investigates the current status of the distress, such as identifying search objects, to establish a search plan. The ship master is required to submit a report to the competent authority before departure, along with an identity list of the crew and passengers. As a list of the passengers on board is made manually, the waiting time becomes longer, and it is difficult to immediately identify these during maritime distress. The Ministry of Oceans and Fisheries has developed an app to make it easier to register for boarding, but it has been inactive for various reasons. Therefore, this study proposed a plan to improve it. By activating the mobile-phone boarding report system, it is possible to quickly secure the initial location and time of the person in water and provide mental relief to them by acknowledging the receipt of a distress report. In addition, using this information, it is possible to quickly rescue the affected person through public-private partnership.

Proteomic Analysis of Diesel Oil Biodegradation by Bacillus sp. with High Phosphorus Removal Capacity Isolated from Industrial Wastewater

  • This study was initiated to evaluate the phosphorus (P) removal and diesel oil degradation by bacteria isolated from industrial wastewater. The bacteria isolated were identified as Bacillus sp. The P removal efficiencies by Bacillus sp. were 99% at the initial 20 mg/L P concentration. The diesel degradation efficiencies by Bacillus sp. were 86.4% at an initial 1% diesel concentration. Lipophilicity by bacteria was the highest in the log phase, whereas it was the lowest in the death phase. As the diesel was used as a carbon source, P removal efficiencies by Bacillus sp. were 68%. When glucose, acetate, and a mixture of glucose and acetate as second carbon sources were added, the diesel degradation efficiencies were 69.22%, 65.46%, and 51.46%, respectively. The diesel degradation efficiency was higher in the individual additions of glucose or acetate than in the mixture of glucose and acetate. When P concentration increased from 20 mg/L to 30 mg/L, the diesel degradation efficiency was increased by 7% from 65% to 72%, whereas when P concentration was increased from 30 mg/L to 40 mg/L, there was no increase in diesel degradation. One of the five proteins identified by proteome analysis in the 0.5% diesel-treated samples may be involved in alkane degradation and is known as the cytochrome P450 system. Also, two of the sixteen proteins identified in the 1.5% diesel-treated samples may be implicated in the fatty acid transport system and alcohol dehydrogenation.

A STUDY ON THE MICROBIAL CONTAMINATION OF DENTAL UNIT AND ULTRASONIC SCALER (덴탈유니트의 핸드피스 및 초음파 치석 제거기의 미생물 오염에 관한 연구)

  • The risk of cross-contamination in dental clinic is very high. Those who are engaged in dental clinic are exposed to various microorganisms in saliva and blood of patient. Potential possibility of cross-contamination of patient to patient, patient to dentist, dentist to laboratory technician always exist, which is important in the view of public health. It is well known that microorganisms may cause cross-contamination by suck-back of microorganisms into the water supply line or air supply line of dental unit and sprayed back into the next patient's oral cavity. The majority of microorganisms coming from dental unit are water microorganisms from the main water supply which have colonized the tube within the units and multiplied in the relatively warm and stagnant conditions. The purpose of this study is to measure the extent of microbial contamination of dental unit and ultrasonic scaler, to evaluate that dental unit water supply is suitable for drinking water, and to assess the effect of flushing on reduction of microbial contamination of dental unit and ultrasonic scaler. In the first experiment, water samples(50ml) from 20 dental units and 10 ultrasonic scalers in Seoul National Univ. Hosp. were tested for the presence of coliform. The samples were filtered by membrane filtration technique.(Microfil system, Millipore Co. U. S. A.) The filter was then placed onto MacConkey agar plate and the plates with filter on it were incubated aerobically at $37^{\circ}C$ for 5 days. The colors and shapes of colonies were examined if those were coliform. To verify the presence of coliform, the colonies were inoculated into phenol red lactose broth and incubated aerobically at $37^{\circ}C$ for 2 days. The fomation of gas was observed. In the second experiment, water samples from 20 handpieces, 10 ultrasonic scalers and 30 A/W syringes after 0, 2, 4, 6 min. flushing respectively were taken. $200{\mu}l$ water samples were spreaded on Brain Heart Infusion agar plate and the plates were incubated aerobically at $37^{\circ}C$ for 5 days. The number of colony was counted. The results obtained were summarized as follows 1. The water from dental unit and ultrasonic scaler was not suitable for drinking water. 2. No coliform was founded in dental unit and ultrasonic scaler water supply. 3. The number of colony of dental unit and ultrasonic scaler was highest in the group of o min. flushing(p<0.05). 4. There was no statistically significant difference in the extent of microbial contamination among handpiece, ultrasonic scaler and A/W syringe (p>0.05). 5. The number of colony was lowest in the group of 4 min. flushing, but there was no statistically significant difference among 2, 4, 6 min. flushing groups.(p>0.05) 6. It is recommended to flush dental unit water line for 4 min. after use on each patient.

Influences of pH on Heavy Metal Leaching in Water Supply Pipelines (상수도관내 중금속 용출에 대한 수소이온농도의 영향 평가 연구)

  • In Korea, previous certification of water supply infrastructure was mainly focused on economical and physical aspects. Recently, hygienic safety of water supply service has become a sensitive and important issue to our people for evaluating the water quality with growth of economy and education system. According on water quality in 497 Korean water supply facilities, pH values in the supplied water have ranged between 5.8-8.5. However, little is known about metal leachability at the pH conditions observed in the real water supply systems because a fixed pH condition (pH 7.0) has been used in the current standard method, 'Hygienic Safety Testing Method', in water supply. In this work, we examined the effects on heavy metal leachability with pH differences in the water supply pipes which are typically used in Korea. As a result, the amounts of metal leachability were tended to increase when pH levels were decreased. Especially at pH 5.8, Cu leachability from Cu pipes was found to exceed the public health standard level even after applying a normalization factor (NF) given by the current Korea standard method. The Cr and Cu leached from stainless steel pipes, Cd, Pb, Cu, and Zn from Cu-based pipe fittings, and Zn from Zn-based pipe fittings were exceeded the Korean hygienic safety standards while, after applying the NF, concentrations of the leached metals were satisfied with the current Korean standard. The findings from this work provide implications on the needs of reforming the current hygienic safety standard methodology.

  • This research is to apply suitable natural ecosystem evaluation criteria in order to develop the ecosystem conservation, restoration and ways to build substitute habitats as a compensation plan for damaged soundly natural ecosystems in small-scale projects such as resource recovery facility, filtration, etc. The environmental ecology evaluation i.e. generally based on their actual vegetation, community structure, wildlife, water system survey were measured the primary plans for reflecting unique natural environment level of site. As a result, it is necessary to conserve the land in fallow type of wetland, good conservative condition of deciduous forest, wetlanded watercourse for amphibia and reptiles crossing. However, the plan of filtration plant was destroyed wetland(sound ecosystem), natural forest, asian toad spawning area. According to the result of it schemed to build alternative wetland and spawning area, plan to healthy ecosystem and surface soil transplantation as compensation plan. The alternative wetland and spawning area are not only created a various water levels like depth of water is $0{\sim}30cm,\;30{\sim}60cm$, more than 1.5m but also it leads to asian toad spawning and wildlife inhabitant. Moreover, the ecosystem and surface soil transplantation be applied to use the Quercus acutissima forest resources(114 upper trees, 71 canopy trees, 401 shrubs) and surface soil$(5,072m^3)$ in ecology creation sets.

Appilication of a Green City Index as a Green Space Planning Index for the Low-Carbon Green City of Gangneung-si

  • This study aims to establish baseline data for sustainable monitoring by applying the green city index (GCI), which is set up to evaluate the city level, to the city of Gangneung-si, which was designated as a pilot city for the Low-carbon Green Growth City project by the Ministry of Land, Infrastructure, and Transportation. The GCI was applied in the framework of European systems, while considering the social and economic status of Korea. Indicators from 7 areas-$CO_2$, energy, building, transportation, water, waste, and quality of atmosphere were analyzed, except for qualitative indicators. Results indicate that total $CO_2$ emissions were 30.8 tons per capita, or 2.2 tons per one million units of real GDP. The total final energy consumption was 0.231 TOE/capita, or 0.317 TOE per one million units of real GDP. The percentage of total energy derived from renewable resources was 0.41% and energy consumption by the building was $433.5Mwh/1,000m^2$. The total percentage of the working population travelling to work daily by public transportation (limited to bus) was 19%. Further, the total annual water consumption was $99m^3/capita$, and the water lost in the water distribution system was $0.057m^3/capita/day$. The total annual waste collected was 0.0077 ton per capita, The annual mean emission were 0.014 ppm/day for $NO_2$, 0.005 ppm/day for $SO_2$, and 0.019 ppm/day for $O_3$. The annual mean for PM10 emissions was $39{\mu}g/m^3/day$.

Improvement for Reservoir Operation Module of Flood Forecasting-Warning Systems in Han River (한강 홍수예경보시스템의 저수지 운영모듈 개선)

  • On the premise of flood control procedure, flood forecasting-warning, system(FFWS) is one of actions for disaster prevention. It makes public announcements for flood situations timely in order to mitigate damage from floodings. Multi-purpose dam which has flood control storage plays an important role in river basin at flood time. In FFWS, it is reservoir operation module that is related to reservoir operation of multi-purpose dam. This study considers the current conditions and problems in reservoir operation module of FFWS in Han River and improves reservoir operation module under limited research scope. As results, additional reservoir operation modules such as Technical ROM(Reservoir Operation Method) and ARD(Approved Release Discharge) ROM were built in FFWS. Using these newly built reservoir operation modules. Han River Flood Control Office will plan and work for flood control and flood forecasting. Firstly, it may plan for flood control by Technical ROM which is deterministic simulation model, and work for final flood control and flood forecasting by ARD ROM according to approved release discharge afterward.

Simulating the Future of Nakdong River Basin for the Sustainable Use (낙동강 유역의 지속적인 이용을 위한 미래예측)

  • A macroeconomic minimodel was simulatedto suggest the public for sustainable us of Nakdong River Basin. The minimodel for the simulation shows the interrelationships between natural environment and economic activity. Topsoil, water, economic assets, and money stock are plotted for 300 years, beginning with 1996 in each simulation. The computer simulation runs suggest that the Nakdong River Basin system in the near future may strongly be influenced by the favorable availability of outside resources, while the economic assets and money stock may be declined by indigenous environmental stock depletion. The simulation run made under the constant decrease in systems purchased inputs with investment ratio of developed country and for sustainable use. The results of simulation shows the recover of natural environment and decrease of economic activity under these condition. Therefore, the economic structure of Nakdong River Basin should be transformed from the present industrial structure to the social-economic structure based on an ecological-recycling concept which depend on renewable resources rather than industrial structural which depend on outside resources.

A Study on Evaluation Factors of ICZM in Korea (우리나라 연안통합관리의 평가요인에 관한 연구)

  • ICZM(integrated coastal zone management) is recognized globally as an optimal solution on coastal issues and problems because it aims integration of all the different programs and stakeholders on coastal interests. Evaluation of ICZM program is also recognized globally for the success of ICZM because we can get many useful experiences and learning through evaluation. There are many issues and problems in coastal zone in Korea such as coastal development, wetland loss, deterioration of water quality, decreasing of fisheries stocks, limit of public access, etc. Recently highly centralized ICfM has been introduced in Korea but there are so high barrier between ICZM program and other relevant sectors. This paper tries to fond factors to evaluate and further evolution of ICZM in Korea which is very centralized system.
