Objectives: This study evaluated the odor around an industrial complex area (#1-#5) and the operational effects of the Odor Monitoring System in Seo-gu in Daegu City. Methods: Samples were collected from November 2012 to December 2018 and were analyzed for complex odor. The odor occurrence rate and the odor reduction rate were calculated. Results: In 2018, the mean concentration of complex odor decreased 20.9% and the odor occurrence rate decreased from 65.0 to 27.5% around the industrial complex area (#1-#5) in Seo-gu compared to 2013. After the operation of the Odor Monitoring System, the standard excess rate (3.0%→40.8%) and the excess concentration of complex odor (1,442→4,304) increased at odor-emitting workplaces. In addition, the mean concentration of complex odor (15.9%) and the odor occurrence rate (60.6%→32.9%) around the industrial complex area (#1-#5) and the number of odor complaints (23.4%) in Seo-gu decreased. Conclusion: In order to reduce the odor around the industrial complex area, it is important to improve the odor emitting facilities. The Odor Monitoring System uses scientific and systematic monitoring methods that can help control and manage the odor emission facilities.
Micropollutants emerge in surface water through untreated discharge from sewage and wastewater treatment plants (STPs and WWTPs). Most micropollutants resist the conventional systems in place at water treatment plants (WTPs) and survive the production of tap water. In particular, pharmaceuticals and endocrine disruptors (ECDs) are micropollutants frequently detected in drinking water. In this review, we summarized the distribution of micropollutants at WTPs and also scrutinized the effectiveness and mechanisms for their removal at each stage of drinking water production. Micropollutants demonstrated clear concentrations in the final effluents of WTPs. Although chronic exposure to micropollutants in drinking water has unclear adverse effects on humans, peer reviews have argued that continuous accumulation in water environments and inappropriate removal at WTPs has the potential to eventually affect human health. Among the available removal mechanisms for micropollutants at WTPs, coagulation alone is unlikely to eliminate the pollutants, but ionized compounds can be adsorbed to natural particles (e.g. clay and colloidal particles) and metal salts in coagulants. Hydrophobicities of micropollutants are a critical factor in adsorption removal using activated carbon. Disinfection can reduce contaminants through oxidation by disinfectants (e.g. ozone, chlorine and ultraviolet light), but unidentified toxic byproducts may result from such treatments. Overall, the persistence of micropollutants in a treatment system is based on the physico-chemical properties of chemicals and the operating conditions of the processes involved. Therefore, monitoring of WTPs and effective elimination process studies for pharmaceuticals and ECDs are required to control micropollutant contamination of drinking water.
In Korea, small-scale reclaimed areas have been suffering from many problems because of the lack of comprehensive developing strategy although considerable investments have been inputed by the public sector since 1970's. For 3 reclaimed sites in Chonnam Province chosen as case study areas, the analysis, the third attempt of widely-spanned studies on areal conditions, concentrated on their living conditions. Its results were as follows : 1. Although rural residents have increased their concern on health and medical services, the public sector can only serve basic and emergent level of them, and therefore, the private sector, which is mostly placed in urban areas and costed much higher than public one, has the dominant share of those services. So, because those costs are a great expense to rural residents, their supplying system should be planned with special reference to lightening the economic burden of them. 2. By the development of locally fitted programs and innovative systems, the rural education should be qualitatively improved to deal successfully with its small scale. That will result in increasing the schooling rate to schools in rural communities, lightening the economic burden of rural residents on education services and finally activating them to contribute the betterment of rural education. 3. Servicing level of water supply, sewerage and garbage disposal in the reclaimed areas has been remaining at the lower order even in other rural areas. In the design of rural water supply, average daily consumption per capita should be changed according to the composition rate of fishing households and variety of the source of water supply. 4. Most of rural residents in the reclaimed areas want to establish the welfare facilites for the infant, youth, aged and public bath However in the long-term basis, the cooperative production and processing facilities should be considered for modernized efficient farming.
This study conducted a survey and field investigation on the application of the Public Obligation System for new & renewable energy in public buildings, as well as energy consumption of each building according to their uses. The findings are as follows: (1) Since the introduction of the Public Obligation System (until June 30, 2011), there was average 1.4 new & renewable energy facilities established at 1,433 places. Preference for solar energy facilities was the highest at 57.8%. (2) The revised act sets the obligatory supply percentage of new & renewable energy for each public building: it is 9.0% for a tax office, 4.2% for a dong office, 8.2% for a public health center, and 12.6% for a fire station. All the public buildings except for fire stations failed to meet 10% expected energy consumption, a revised standard. (3) Energy consumption of each public building was 120.6TOE for a tax office, 124.3TOE for a dong office, 166.4TOE for a public health center, and 174.6TOE for a fire station. The energy consumption was comprised of 80% electric power, 18% urban gas, and 1% oil. (4) Electric power consumption per person in the room was high at a dong office, and fuel consumption per person in the room was high at a public health center. In addition, electric power consumption per unit space was high at a public health center, and fuel consumption per unit space was high at a fire station. (5) In all the four public buildings, power load had the highest basic unit percentage at average 55%, being followed by heating load (21.2%), cooling load (15%), and water heating load (7%). A tax office and fire station had 2% load due to cooking facilities.
A feasibility study was performed to examine the agronomic application of treated sewage on paddy rice culture by field experiment for two consecutive years. The domestic sewage was treated by the constructed wetland system which was in subsurface flow type and consisted of sand and macrophyte. The effluent of the wetland system was used for irrigation water. The effluent was diluted to maintain the total nitrogen concentration below $26mg{\cdot}L^{-1}$ in the first year and used without dilution in the second year experiment. Growth components and yields were compared against the CONTROL plot where conventional method was applied. And also, soil characteristics of the plots before and after reclaimed sewage irrigation were analyzed. Generally, addition of the treated sewage to the irrigation water showed no adverse effects on paddy rice culture, and even enhancement was noticed in both growth and yield. Irrigation of treated sewage after concentration adjusted with conventional fertilization showed the better result, and the yield exceeded that of CONTROL case where clean water was irrigated. Soil characteristics changed after irrigation, and significant EC increasing was observed for the reclaimed sewage irrigation plots. From this study, it appears that reuse of treated sewage, as supplemental irrigation water could be a feasible and practical alternative. For full-scale application, further study is recommended on the specific guideline of major water quality components in treated sewage for irrigation and public health.
With the fine particulate matter (PM) poses a serious threat to public health and the environment. The ultrafine PM in particular can cause serious problems. This study investigates the effectiveness of a submicron dry fog system in removing fine PM. Two methods are used to create fine dust particles: burning incense and utilizing an aerosol generator. Results indicate that the dry fog system effectively removes fine dust particles, with a removal efficiency of up to 81.9% for PM10 and 61.9% for PM2.5 after 30 minutes of operation. The dry fog, characterized by a mean size of approximately 1.5 ㎛, exhibits superior performance in comparison to traditional water spraying methods, attributed to reduced water consumption and increased contact probability between water droplets and dust particles. Furthermore, experiments with uniform-sized particles which sizes are 1 ㎛ and 2 ㎛ demonstrate the system's capability in removing ultrafine PM. The proposed submicron dry fog system shows promise for mitigating fine dust pollution in various industrial settings, offering advantages such as energy consumption and enhanced safety for workers and equipment.
India is one of the fast growing country in the world. For the acceleration of economic growth of India, it is indispensable for Indian government to construct infrastructure, such as railroad, airport, harbor, power plant, and water management system. For example, Modi, prime minister of federal government of India proclaimed that Indian government plans to construct 100 smart cities in 2015. In recent times, India is expected to be the largest recipient of Public-Private Partnership(PPP) type projects in the world. Owing to PPP, it is possible for India to pursue her objective to transform the whole economy into digital economy beyond agricultural society. One of major problem related with implementation of PPP type projects is the growth of disputes concomitant to the rising phenomena of PPP type projects in order to build infrastructure in India. Because of this, non-negligible number of projects has been cancelled during last two decades. This study investigates seven failure cases of PPP in India. Those include Nabi mumbai airport, Dabhol power plant, Munbai water project, and Kolkata subway project. Main types of dispute resolution are mediation or conciliation, dispute review board, arbitration, expert adjudication in PPP.
The industrial processes have become complicated on a large scale bacause of improvement of productivity, research of efficiency, and shortage of locations to be suited for foundation of factories. Consequently, the instrumentation and control systems for operating these industrial processes have also been highly improved with the development of mass information means. In order to operate these large-sized and complicated industrial processes safely, the man-machine interface for correspondence between man and machines and the instrumentation system regarding process fault processing are playing an important role increasingly. This paper describes recent instrumentation system in the water purifying plant as an example of these industrial processes, and covers both man-machine interface and process fault processing. The annual water supply quantity and diffusion were 2, 000, 000, 000m$^{3}$ and 25.0% in 1950 inJapan, but they amounted to 12, 000, 000, 000m$^{3}$ and 86.7% in 1974, respectively. The demands of water will increase incessantly, while it becomes gradually difficult to secure water sources. Accordingly, local self-governing bodies such as municipal cooperation, towns, and villages often construct a large-scale water purifying plant at one place in common, as required, without constructing respective plants independently. It is an absolute requirement for the water purifying plant to avoid stopping water supply to fullfil its social responsibility from the viewpoints of its public utility enterprise, and also it has gradually become difficult to secure skilled operators enough to cover such water purifying plants that are additionally provided in various districts. Thus, the importance of the man-machine interface for assuring safety operation of the water purifying plant irrespective of unskillfulness of operators as well as the instrumentation system regarding process fault processing, or, safety instrumentation, is more and more increasing as the water purifying plants are on a large scale.
This study was conducted to propose measures of water quality management as the water criteria for waterscape facilities which have been highlighted as alternatives to wading pools in summer season was legislated. The number of public waterscape facilities has reached 290 sites in Gyeounggi province and 971 sites in South Korea in 2017. The water tank capacity of 80.3 % public waterscape facilities was less than $100m^3$. Facilities with disinfection system were only 6.5 % and facilities with filtration function were also very low at 6.9 %. Most of the waterscape facilities, about 93%, are expected to be vulnerable to complying with revised water quality criteria because they have to be disinfected by handling. Chlorine disinfectants, which are more persistent than ozone or ultraviolet sterilization methods, are more preferred. However, care should be taken when adding disinfectans because hypochlorous acid, which is an effective component of chlorine disinfectant, remains after the disinfection, but it is easily decomposed with time. For this study, ${\bigcirc}{\bigcirc}$ park floor fountain with a capacity of $63m^3$ was selected and the amount of free residual chlorine concentration was measured by injecting a certain amount of chlorine bleach. As a result, it took 5 hours to decrease from the water quality standard of 4 mg/L to 0.04 mg/L. If the waterscape facility is operated for 7 to 8 hours, the chlorine bleach should be re-injected after 5 hours. In addition, the problem of pH increase due to the input of chlorine disinfectant is expected, and the neutralization method using vinegar was proposed.
