개정 문화재보호법 해설 -'99년 1월 ~ 2001년 9월 기간 개정사항- (Explanations of the Revised Protection of Cultural Properties Act)

  • The purpose of this document is to explain the revisions of the Protection of Cultural Properties Act and its sub-laws which have been mad from Jan. 1999 to Sep. 2001. The Protection of Cultural Properties Act and its sub-laws have been revised three times from 1999 to 2001, before and after the Office of Cultural Properties was raised to Cultural Properties Administration on May 24, 1999. The main points of the revisions are as follows. First of all, the role of the local autonomous entities has been increased. The governor of the local autonomous entities is entitled to announce administrative orders related to the preservation of State-designated Cultural Properties. Also, the local autonomous entities has the authorities to examine whether the construction work which will be made in the outer boundaries, which is provided by regulations, of the protected area of the cultural properties might have any effect on preservation of cultural properties or not. Second, preventive actions to protect the cultural properties have been strengthened. If the scale of construction work is more than some scale, the preliminary survey of the surface of the earth to confirm the existence of buried cultural properties and their distribution is obligated. One who is promoting the development plan more than some scale must discuss the plan with the Administrator of Cultural Properties Administration in the process of planning. These actions would be effective to prevent the cultural properties from being damaged because of the development. Third, relaxation of the restrictions has been proceeded. On the basis of regulations which specify the actions to affect the preservation of cultural properties, negative system that does not limit the actions which are not specified in the regulations is introduced. The appropriateness of both protected structure and area should be regularly reviewed and adjusted. Also, most of the restrictions which was made only for administrative convenience and over-regulated the people's living have been revised. Finally, the number of cultural properties to be protected has been increased. Besides the State-designated Cultural Properties, the other cultural properties which are worthy to be protected as City-or-Province-designated Cultural Properties can be designated provisionally and protected. The system of registration and maintenance of the buildings and facilities which are not designated as the Modern Cultural Heritages is established. The penalty for damaging and stealing the cultural Properties which are not designated to be protected was strengthened. Even a dead natural monument can be acknowledged as an natural monument and it is limited to make a specimen or stuffing of the dead natural monument. All of these actions are fit to the high level of understanding of the public about the cultural properties and as the result of these actions, the number of cultural properties to be preserved has been increased. To sum up, the directions of revisions of the Protection of Cultural Properties Act and its sub­laws which have been made from Jan. 1999 to Sep. 2001. are the localization of the protection of the cultural properties, the strengthening of protective actions, the relaxation of various regulations and the increasing of the number fo the protected cultural properties. Also, various problems raised in the processes of implementations of the laws have been reviewed and revised.

치과기공소 개설등록제도 개선방안에 대한 치과기공사의 인식조사: 치과의사의 치과기공소 개설등록제도를 중심으로 (A survey on the perception of dental technicians on how to improve the dental laboratory establishment registration system: focusing on the dentist's dental laboratory opening registration system)

  • Purpose: This study was conducted on dental technicians to examine the problems of the dental laboratory registration system and devise a plan to improve it. Methods: For data collection, an online survey was conducted on 14,015 dental technicians registered in the Korea Dental Technologist Association as of October 2020. Among the collected 405 questionnaires, 391 data were used for analysis. Results: We found that dental technicians felt that the dental laboratory opening registration system was unfair. There were problems including the problem of the verification method of job performance, not acknowledging the difference in the job field, and the lack of understanding of the structure of work cooperation between dentistry and dental laboratories. Furthermore, it was recognized that the system was improved by reflecting the change in job area according to the change of the times. Conclusion: There is an urgent need to reorganize the legal system so that the dental technicians can have their professionalism and autonomy recognized while remaining faithful to the public interest of protecting the national oral health by revising the related regulations, thereby ensuring smooth work activities.

방사선사 직무수행을 위한 방사선사 단독법 제정에 대한 요구도 (Demand for the Radiological Technologist Independent Act for the Performance of the Duties of a Radiological Technologist)

  • In order to provide high-quality medical services to the public and contribute to the improvement of public health, it is necessary to enact an independent law according to the work of radiological technologists. Therefore, this study intends to review the regulations related to radiographers in the Medical Service Technologists, etc. Act. and to present opinions and directions for enactment of individual laws for radiological technologists. An online survey was conducted to 15,000 radiological technologists working in medical institutions and education sites in Korea; 1,027 people (6.85%) responded. The questionnaire consisted of 3 questions on demographic characteristics, 5 questions on the scope of work, and 12 questions on the revision of the Medical Service Technologists, etc. Act. and the establishment of the Radiological Technologist Independent Act. Reliability and factor analysis were performed on 9 questions measured on a Likert 5-point scale in "Revision of the Medical Service Technologists, etc. Act. and the establishment of the Radiological echnologist Independent Act" among the questionnaire items. Reliability for the total 9 questions was Chronbach α=0.728. There was a high perception that the regulations related to radiological technologists were insufficient in the current Medical Service Technologists, etc. Act., and the perception that examinations performed by radiological technologists at medical institutions were included in medical practice was high. If the Radiological Technologist Independent Act is enforced, a high percentage of respondents said that they could receive legal protection through the institutionalization of the scope of work, that the status of radiological technologists would be improved, and the scope of work would be expanded. The response that the scope of work of radiological technologists should be included was the highest at 96.6%. In the analysis according to demographic characteristics, it was found that 96.7% of the respondents were agreed regardless of the factors. Radiological technologists will have to work hard to secure the public health by coping with new radiology devices, procedures and treatment methods. Therefore, as the results of this study, it is expected that the enactment and implementation of the Radiological Technologist Independent Act will contribute to the improvement of the quality of treatment for patients and to the public health.

책이음서비스 활성화를 위한 발전방안 연구 (A Study on the Development Plan for the Activation of Library One Service)

  • 본 연구에서는 책이음서비스의 개선 및 발전 방향을 설정하기 위하여 책이음서비스 참여 지역센터 및 참여 도서관을 대상으로 한 현황조사와 이용자를 대상으로 한 만족도 조사를 실시하였다. 그 결과 이용자가 책이음서비스에 대한 긍정적 인식을 가지고 있음을 확인했으나, 이용자와 관리자 측면에서의 서비스 개선과 다양한 고려사항이 존재하였다. 특히 미들웨어 서버의 불안정 문제 해결과 규정 개정의 필요성, 이용자 서비스의 확대와 실무 지원의 필요성이 확인되었다. 이를 위하여 책이음서비스 기능 개선과 신규 서비스 제공, 규정 개정과 관련 지침 개정 등 정책 지원과 서비스 운영을 위한 구체적 방안을 제안하였다. 본 연구를 통하여 책이음서비스 중장기 발전의 로드맵 제시가 가능할 것으로 기대된다.

드론 삼각측량에서 전문 소프트웨어의 공간정보 정확도 비교 분석 (Comparison and analysis of spatial information measurement values of specialized software in drone triangulation)

  • 드론 사진 측량의 경우 통상 상용 전문 SW인 Metashape, Pix4D Mapper, ContextCapture 및 간이 SW인 Global Mapper GIS의 "픽셀 to 포인트 도구" 모듈 등을 널리 사용하고 있다. 각 SW마다 고유의 항공 삼각측량법 해석에 대한 로직을 보유하고 있지만, 사용자가 SW를 선택하기 위해서는 지형공간정보의 좌표 값에 대한 비교 분석이 필요하다. 이를 위하여 드론 사진 측량을 위한 항공사진을 촬영하고, VRS-GPS 측량을 통하여 GCP 기준점 측량을 하여, 취득된 기초 데이터를 각 SW를 이용하여 데이터 처리를 한 후 정사 이미지과 DSM을 구축하고, GCP 기준점 측량 성과와 각 SW에서 취득된 정사 이미지 상의 GCP 대공표지의 중심점의 좌표(X,Y)및 DSM에 의한 GCP점의 높이 값(EL)을 비교했다. "공공측량 작업규정"에 따르면 각 SW의 결과치는 모두 오차범위 이내에 포함되어 어느 SW를 사용하더라도 규정에는 문제가 없는 것으로 판명되었다.

Occupational Health Policies on Risk Assessment in Japan

  • Industrial Safety and Health Law (ISH Law) of Japan requires abnormalities identified in evaluations of worker health and working environments are reported to occupational physicians, and employers are advised of measures to ensure appropriate accommodations in working environments and work procedures. Since the 1980s, notions of a risk assessment and occupational safety and health management system were expected to further prevent industrial accidents. In 2005, ISH Law stipulated workplace risk assessment using the wording "employers shall endeavor." Following the amendment, multiple documents and guidelines for risk assessment for different work procedures were developed. They require ISH Laws to be implemented fully and workplaces to plan and execute measures to reduce risks, ranking them from those addressing potential hazards to those requiring workers to wear protective articles. A governmental survey in 2005 found the performance of risk assessment was 20.4% and common reasons for not implementing risk assessments were lack of adequate personnel or knowledge. ISH Law specifies criminal penalties for both individuals and organizations. Moreover, under the Labor Contract Law promulgated in 2007, employers are obliged to make reasonable efforts to ensure employee health for foreseeable and avoidable risks. Therefore, enterprises neglecting even the non-binding provisions of guidelines are likely to suffer significant business impact if judged to be responsible for industrial accidents or occupational disease. To promote risk assessment, we must strengthen technical, financial, and physical support from public-service organizations, encourage the dissemination of good practices to reduce risks, and consider additional employer incentives, including relaxed mandatory regulations.

3차원 정밀탐사 지하시설물 정보 수집 기술 개발 (Development of underground facility information collection technology based on 3D precision exploration)

  • 지상공간의 확보를 위해 도시정비사업, 재개발사업, 고속도로 지하화 등의 굴착공사가 수반된 건설공사가 증가하고 있다. 더불어 이런 건설공사 또는 자연의 영향으로 인해 지하수위가 변동되거나, 노후 상하수도 관로로 인한 토사유출이 원인이 되어 지반함몰이 발생하는 등의 안전사고가 증가하고 있다. 지하시설물 관리기관은 강화된 지하안전관리에 관한 특별법에 따라 지속적인 조사와 탐사를 통해 지하정보의 정확도 향상을 위한 노력을 수행해야 하는 실정이다. 이에 본 연구에서는 지하시설물의 정확도 확보를 할 수 있도록 3차원 정밀탐사 지하시설물 정보 수집을 위해 장비의 구성과 데이터 처리방식을 정의한다. 그리고 3차원 지하시설물 정보 수집 기술을 개발한다. 이후 개발된 기술을 검증한 결과 수평정확도가 기존 방식 대비 오차를 평균 6cm 가량 향상시켜 공공측량작업규정의 오차범위 이내의 3차원 지하시설물 정보를 취득할 수 있었고, 수직정확도는 기존과 동일한 수준을 확인한다. 향후 본 연구에서 제안한 차량형 3차원 지하시설물 정보수집기술을 활용한다면, 공공측량 성과심사를 득할 수 있는 수준의 지하시설물 정보를 신속하게 대량으로 취득할 수 있는 수집체계 구축이 가능할 것으로 보인다.

상수도 지하시설물 탐사 개선에 관한 연구 (Improving the Detection of the Water Mains Underground Facilities)

  • 상수도 시설물은 노사 인프라를 구성하는 필수적인 요소이다. 이러한 상수도 지하시설물을 체계적이고 과학적으로 관리하기 위하여 상수도 GIS를 구축하였으며, 이러한 상수도 GIS 구축을 위해서는 지하에 매설된 상수도 시설물을 정확히 탐사하여 DB를 구축하여야 한다. 본 연구에서는 상수도 지하시설물에 대한 탐사율 재고방안을 모색하기 위하여 통계적인 자료를 동하여 탐사율 저하 원인을 분석하고, 서울시 상수도 GIS의 사례 조사를 통하여 탐사에 대한 표준화 방안을 제시하였다. 연구결과 상수도 지하시설물 측량 시 비금속 관로는 탐사 결과가 불확실하고 공공측량 성과심사를 받기가 어렵기 때문에 탐사를 하지 않고 있으며, 탐사에 대한 표준 작업규정이 없어 체계적인 탐사를 시행하지 못하고 있는 것으로 조사되었는데, 이 두 가지 요인이 탐사율 저하의 주요 원인으로 파악되었다. 본 연구를 통하여 상수도 지하시설물 탐사에 대한 업무 표준화 방안용 제시하였으므로 탐사 작업 시 체계적인 탐사가 가능하여 탐사율을 향상시킬 수 있을 것으로 판단되며, 탐사율 제고를 위한 정책 제안으로 비금속 관로에 대한 효과적인 성과심사 방안을 제시하고, 공공측량 작업규정을 보완할 탐사관련 사항을 체계적으로 기술하였다.

공공건설사업의 최적 발주방식 선정을 위한 의사결정지원모델 (A Decision Support Model for Optimal Delivery of Public Construction Projects)

  • 현재 국내 공공건설사업의 발주제도는 입 낙찰제도와 뚜렷한 구분이 없이 혼용되고 있으며, 선정할 수 있는 기준 자체도 단순히 사업예산이나 추정금액에 의해 정해지고 있다. 발주방식은 본래 사업의 특성이나 유형, 목적 등 다양한 요인들의 특성을 적절히 반영하여 결정해야 함에도 불구하고, 주어진 예산이나 기간, 획일적인 법 규정으로 인해 탄력적으로 운영되지 못하고 있어, 이에 대한 근본적인 해결방안을 마련해야 할 필요성이 지속적으로 제기되고 있다. 이를 위해, 본 연구는 최적 발주방식을 선정할 수 있는 의사결정지원모델을 제안하였다. 이를 위해 문헌고찰과 설문 및 면담조사, 통계적 분석기법을 활용하여 영향요인을 발굴하고, 최종 발주방식 유형별 의사결정지원모델을 제안하여, 실무 적용타당성을 검증하였다. 그 결과 의사결정지원모델은 향후 발주방식을 선정하는데 기초자료로 유용하게 활용함으로써 기존 업무관행을 개선할 수 있을 것으로 기대한다.

우리나라 공공건물의 내용연수 추정: RCC를 중심으로 (An Estimation on Average Service Life of Public Buildings in South Korea: In Case of RCC)

  • ASL estimation of public building is based on how appropriate the maximum age of the asset is derived based on the age record of the asset in the statistical data owned by public institutions. This is because we get a 'constrained' ASL by that number. And it is especially true because other studies have assumed that the building is an Iowa curve R3. Also, in this study, the survival rate is 1% as the threshold value at which the survival curve and the predictable life curve almost coincide. Rather than a theoretical basis, in the national statistical survey, the value of residual assets was recognized from the net value of 10% of the acquisition value when the average service life has elapsed, and 1% when doubling the average service life has elapsed. It is based on the setting mentioned above. The biggest constraint in fitting statistical data to the Iowa curve is that the maximum ASL is selected at R3 150%, and the 'constrained' ASL is calculated by the proportional expression on the assumption that the Iowa curve is followed. In like manner constraints were considered. First, the R3 disposal curve for the RCC(reinforced cement concrete) building was prepared according to the discarding method in the 2000 work, and it was jointly worked on with the National Statistical Office to secure the maximum amount of vintage data, but the lacking of sample size must be acknowledged. Even after that, the National Statistical Office and the Bank of Korea have been working on estimating the Iowa curve for each asset class in the I-O table. Another limitation is that the asset classification uses the broad classification of buildings as a subcategory. Second, if there were such assets with a lifespan of 115 years that were acquired in 1905 and disposed of in 2020, these discarded data would be omitted from this ASL calculation. Third, it is difficult to estimate the correct Iowa curve based on the stub-curve even if there is disposal data because Korea has a relatively shorter construction history, accumulated economic wealth since the 1980's. In other words, "constrained" ASL is an under-estimation of its ASL. Considering the fact that Korea was an economically developing country in the past and during rapid economic development, environmental factors such as asset accumulation and economic ability should be considered. Korea has a short period of accumulation of economic wealth, and the history of 'proper' architectures faithful to building regulations and principles is short and as a result, buildings 'not built properly' and 'proper' architectures are mixed. In this study, ASL of RCC public building was estimated at 70 years.
