Embodying a Field of Thoughts and Communications as a Political Agenda: A Reading of Shelley's The Mask of Anarchy (정치적 의제로서의 사유와 소통의 장의 실현 -셸리의 『혼돈의 가면극』 읽기)

  • This essay attempts to read Percy Bysshe Shelley s The Mask of Anarchy by attending to a political agenda that Shelley seeks to propose and embody in the poem. This poem was written as a response to an exceptional political event, the Peterloo Massacre, and thus it is evident that Shelley intended to engage in contemporary politics by writing this poem. As many critics have pointed out, however, the way in which this poem addresses social, plitical issues is ambivalent and even confusing, since it contains many elements that contradict each other, and sometimes its political visions are based on incoherent conceptions. For this reason, this poem has been considered to be a failure as an occasional poem which should provide the reader with a clear direction for political actions. Faced with this critical problem, this essay proposes that the ambivalence this poem reveals-e.g., the confrontation between moderate artistic fantasy and radical tenets-is not a retreat from political activism, as some critics suggested, but a result of its creation and embodiment of a public sphere which invites various social classes and their positions. The mode in which Shelley conceives this unified public sphere in the course of writing The Mask of Anarchy can be interpreted in terms of the following three features. First, this poem underscores the significance of thoughts in constituting a communal space between people, thus asking the reader to participate in this process of thinking on given issues. Second, this poem suggests that people should enlighten each other by engaging in communicative reciprocations. Lastly, the public sphere formulated by the previous two features should incorporate various socio-political agents beyond class boundaries (even oppressors themselves) into its own working field. After explaining how these three features are manifested in the poem, this essay argues that the unified public sphere thus formed in the poem is the very agenda that Shelley aims to propose for the contemporaneous politics and culture. As a conclusion, this essay highlights how Shelley s project of creating a unified public sphere finally failed in contemporary history through observing two contrasting receptions of Shelley s works.

  • Project management is a current trend of management in the public sphere, based on different principles, methods and tools. The tools include information technologies providing control over time, cost, quality and planning process in order to ensure accountability to interested parties. The goal of the research was to examine the impact of the integration of information systems in project management of the public sphere on the quality of public governance and administration using the example of infrastructure projects involving the private sector in developing countries. The methodology of the research is based on the concepts of "digital-era governance" (DEG), "Information governance" and "project governance" to determine the effectiveness of information systems and technologies in the management of infrastructure projects in the public sphere. The data from the countries with Lower middle income (India, Indonesia, Philippines, Ukraine, Vietnam) and Upper middle income (Argentina, Brazil, China, Colombia, Mexico, Peru, Romania, Russian Federation, Thailand, Turkey) for 1996-2020 were used to study the effects of DEG. The results show two main trends in the countries with Lower middle income and Upper middle income. The first trend is the development of digital governance, the concept of "digital-era governance" through information systems and performance measurement of the governance system, forecasting of investment flows of infrastructure projects, measurement of payback and effectiveness parameters for investment management in the public sector, decision support. The second trend is the existence of systemic challenges related to corruption, social and institutional factors through the development of democracy in developing countries and the integration of NPM similar to developed countries. The confidence of interested parties, especially private investors, in public authorities is determined by other factors - the level of return on investment, risks and assignment of responsibility, probability of successful completion of the project. These data still remain limited for a wide range of project participants, including citizens.

Long Short Term Memory based Political Polarity Analysis in Cyber Public Sphere

  • In this paper, we applied long short term memory(LSTM) for classifying political polarity in cyber public sphere. The data collected from the cyber public sphere is transformed into word corpus data through word embedding. Based on this word corpus data, we train recurrent neural network (RNN) which is connected by LSTM's. Softmax function is applied at the output of the RNN. We conducted our proposed system to obtain experimental results, and we will enhance our proposed system by refining LSTM in our system.

  • Meaningless in such a rapidly grown society to have a conventional and tedious understanding and interpretation of the public only in terms of the relationship of others. This study, therefore, investigates and developed the notion and the importance of the public that has been formed and developed with the urban growth and that has disappeared through modernization. The arument will be focused on how to revitalize the public in the contemporary cities through a right interpretation of the public in the contemporary. The ultimate purpose of the thesis is to propose a design strategy by which the new public sphere will be reconstructed within the contemporary office space.

  • The purpose of this essay is to converge the theory of communicative action Into the new paradigm of 'public relations democracy.' The notions of communicative action rationality, the public sphere, and deliberative democracy led new public relations paradigm approaches including meaning sharing, media access enlargement, and theoretical ramifications for the powerless. As Habermas prospected the power of comprehensive rationality to solve post-capitalist problems, the paradigm of public relations democracy visions the new era of public relations equipped with rhetorical and critical approaches. The new paradigm tries to overcome functional fallacy and embraces the concept of public interest. The paradigm of public relations democracy aims at integrating all three levels of public relations activities such as individual, organizational, and social levels, and pursues to enlarge the public sphere through increasing communicative actions and resolving social conflicts. Habermas's critical theory exhibits an opportunity for public relations theory building.

A Study on the Publicness of Oral Records : The Cases of 2021 Digital Life History Archiving (구술 기록의 공공성)

  • What kind of publicness is there in oral records? This question is the starting point of this study. To find the answer to this question, this study prepared three questions again. First, what is the public sphere and what is publicness? Second, what is the difference between oral records and other records? Third, has there been a case where oral records created publicness? This study analyzed the public sphere and publicity to achieve the purpose. Prior studies in philosophy, sociology, and politics were referenced. The results of this study are as follows. The results of this study are as follows. First, the core role of the public sphere is to provide citizens with freedom of speech. Second, oral records can record alienated information and facts and enable interaction. This study concluded that this was the publicness of oral records. This study proved this conclusion by analyzing the commentary by life history archivists who worked in the 2021 Digital Life History Archiving project.

Study on the 'public interest' of French broadcast content

  • The purpose of this paper is to study the concept of public interest in broadcasting, which has been approached only from a policy or legislative perspective in Korea, through analysis of the program content itself. To this end, this study focuses on French broadcasting, which has a long history of public service, has learned the concept of 'public interest' during its long growth process, and has specifically put this concept into practice through program production. Analysis of French TV programs that have been broadcast over the past 10 years categorizes the concept of public interest that French broadcasting has embodied into the following three categories. The first is the characteristic of 'freedom of speech: 'participation' and 'generality' in the public sphere' shown by discussion programs or talk shows. The second is the characteristic of 'transmission of cultural identity', which is shown even in entertainment programs. The third is the characteristic of 'social capital: spreading the value of social solidarity' shown in documentary or discussion programs. In addition, we examine how French broadcasting is implementing public interest at a time when digital media such as YouTube or Instagram are becoming the center of the media environment, and a digital public social media called 'Culture Prime' created by public institutions.

The Agenda-Setting Process in Cyberspace: The Difference between Open Cyberspace and Closed Cyberspace (사이버공간의 특성과 의제 전개과정: 일반네티즌공간과 참여네티즌공간의 차이)

  • This study examines whether cyberspace produced by computer mediated communication(CMC) would perform the public sphere through the agenda-setting process. By doing this, this study focused on how the cyberspace agenda is set and on how the characteristics of cyberspace and the mass media influence the cyberspace agenda-setting process. Through this study, the possibility of cyberspace as the public sphere is found although the characteristics of cyberspace decide this possibility. In particular, in order for cyberspace to contribute to enhancing democracy as a form of alternative media, the interaction among cyberspace, mass media and the off-line arena is a necessary condition. The interaction between cyberspace and mass media regarding the Sungsoo Women's Middle School violence case provides two very important points. First, cyberspace helps the individual agenda to be adopted by mass media as the media agenda. Second, mass media confirmed the credibility of cyberspace agenda through reporting. In addition, this study reveals that cyberspace would perform as the public sphere only when the interaction between on-line and off-line is provided.

  • Recent studies show that social networking within community is becoming more valuable than individualism, and many discussions of importance of social networking are taking place. In architectural term, the ultimate goal of designing public community space is to increase retention of people. Retention of people, in other words, making people "Stay Longer" is not exactly same as "The purpose of Public Community Space", but it is one of the most effective methods to increase retention of people. An attempt of increasing retention of user through offering public community space suggests a significant change in spatial composition of Herman Hertzberger's cultural space as they are becoming a new social interaction trend. This study aims to analyze architectural progress for the implementation of public of Herman Hertzberger's cultural project. Access. The Characteristics of public community space used in cultural space were extracted and organized into the systemized elements. The systemized elements are comfort, connect, continuity, sphere, transition, and abide. Also, the extracted elements were activated Herman Hertzberger's cultural space and processed the his architectural characteristics.

  • The purpose of this paper is to start off a debate in the current situation in which there exists two different logics about a newspaper company expanding their business field to the broadcasting market. In order to analyze the implications of the phenomenon, three points are raised and analyzed. First, Chosun-Ilbo, Jungang-Ilbo and Donga-Ilbo, who had a permission to get into the broadcasting arena, did not make their logic based on the fact while deriving the public opinion to be optimistic. Second, they strictly held their frames in order to support their logics which were an overall deregulation, to stimulate the economy and to create jobs without introducing various perspectives. Third, broadcasting of three major newspaper companies could monopolize the public sphere rather than contributing to the diversity of public opinions against three existing broadcasting companies KBS, MBC, SBS.
