The Influence of the Social Support on the Job Attitude of Public Social Worker : Focusing on the mediating effects of Self-Esteem

  • The purpose of this study is to derive implications for effective management of the public social worker by investigating the relationship between social support, job attitude and self-esteem of the public social worker. In order to accomplish this research purpose, social support of the public social worker as independent variables, job attitude as a dependent variable, and self-esteem as a parameter were analyzed and the relationship between these variables was analyzed. As a result, emotional, evaluative, material, and informational support, which constitute the social support of the public social worker, have a significant effect on job attitude, and self-esteem has a mediating effect on the relationship between these variables. Based on the results of this analysis, the importance of social support of the public social worker was suggested.

가정폭력 관련 기관들의 서비스 연계실태와 관련 요인 (The Study on Factors Affecting Inter-agency Coordination in Family Violence)

  • In the 1990s, with enacting of the laws on the family violence in Korea, agencies such as helpline 1366, counseling center and shelter for the female victims have been rapidly increasing in number. Also police and medical center have been viewed as having major responsibility for delivering services and social workers in community welfare center and public social worker have been expected play a role in community-based delivery systems for the female victims. The purpose of this study is to measure the level of the inter agency coordination and to find out the factors affecting the inter-agency coordination in family violence and to make policy implications for a better delivery system. The data were obtained from a social survey of family violence agencies, counselling center/shelter/helpline 1366, police, medical center, social workers of community center and of public sector in Seoul and Kyeongi area. The major results are as follows: 1) the level of inter-agency coordination is low, specially the referal cases of police and medical center is very poor. 2) The type of inter-agency coordination is referals and information sharing among agencies. 3) the factors affecting inter-agency coordination is agency type, wills and efforts of agency, information sharing, experience of family violence education. The current findings suggest that the delivery system to promote inter-agency coordination efforts and for police and medical center, social worker in private and public agency to respond promptly and properly would be built up.

사회복지실천에서 리더의 변혁적 리더십이 사회복지사의 역량강화와 자기효능감에 미치는 조절효과에 관한 연구 (Centering Effect of the Transactional Leadership between the Social Worker Empowerment and Social Work Self-Efficacy in Social Work Practice)

  • 본 연구는 사회복지 실천에서 사회복지사의 역량강화와 자기효능감 간의 관계를 밝히고, 변혁적 리더십이 이들 관계를 조절하여주는지 살펴보기 위하여 시도되었다. 조사는 서울의 사회복지기관에서 근무하는 사회복지전담공무원과 사회복지사를 대상으로 진행되었으며 390명의 자료가 최종분석에 활용되었다. 조사도구로는 사회복지사 역량강화, 사회복지 자기효능감, 변혁적 리더십 척도 등이 사용되었으며, 수집된 자료는 SPSS/PC+ 12.0을 사용하여 기술통계분석, 피어슨의 상관관계, 신뢰도 분석, 요인분석, 다중선형회귀분석, 일반선형모델 분석을 실시하였다. 연구결과 역량강화와 변혁적 리더십의 정도가 높을수록 사회복지사의 사회복지 자기효능감이 높은 것으로 나타났다. 그리고 역량강화 하위요소 가운데 전문적 활동과 사회복지사의 사회복지 자기효능감 간의 관계에서 사회복지사가 인지하는 리더의 변혁적 리더십의 조절효과가 나타났다. 결론적으로 사회복지사가 인지한 리더의 변혁적 리더십의 수준이 높은 집단의 사람들보다는 낮은 집단의 사람들에게서 상대적으로 사회복지사의 전문적 활동이 사회복지사의 자기효능감에 미치는 영향이 높게 나타났으며, 이러한 결과는 전문적 활동을 수행해야 하는 사회복지사와 사회복지기관에 시사해 주는 바가 크다.

  • This study is an objective research to verify causality between social worker's social capital and OCB in Jeon-nam province including Kwangjoo. Survey was done directly from 255 social workers working in social welfare facilities. Study methodology was the structural equation to verify the influence of social capital on organized citizens' activities and the mediator effect of job satisfaction and organizational commitment. Using Fornell and Locker's two-step approach, this study verified the similarity between direct effectiveness and indirect effectiveness through bootstrap. I hope that the result of this study will be used as objective and academic material for social workers who work hard with sense of duty at field and expect that there will be a intensive follow-up research which can make social workers' social capital and make it stronger.

The Influence of the Resilience on Burnout of Public Social Worker : Focusing on the Moderating effects of Self-efficacy

  • The purpose of this study is to investigate the relationship between resilience, burnout, and self-efficacy of Public Social Workers and to draw implications for effective management of Public Social Workers. In order to accomplish this study purpose, the resilience of Public Social Workers as an independent variable, burnout as a dependent variable of occupational identity, and self-efficacy as a moderating variable were selected. The causal relationship between resilience and burnout and the moderating effect of self-efficacy were analyzed. As a result of the analysis, the resilience of Public Social Workers showed a significant effect on burnout, and the effect of resilience on burnout varied according to self-efficacy, so there was a moderating effect of self-efficacy. Based on the results of this analysis, the theoretical implications and policy implications of this study are suggested.

사회복지 전담 공무원 제도 과연 필요한 것인가? (Is It Necessary for Government to Recruit Professional Social Welfare Workers?)

  • This paper is to provide the legitimacy of the recruit system of professional social welfare workers in public sector with government by analyzing the evaluation results of the supervisors. In order to evaluate the public welfare workers recruit system, 500 supervisors are selected randomly from the universe of 2,880 supervisors working in the public welfare field. They are not a professional social worker, but an administrative supervisor in hierarchical structure. Among them 302 supervisors give their views on the recruit system, social welfare workers' job achievement, job attitude, ability, and professional values. They assess the workers' job achievement very positively, which are affected by job attitude, ability, and professional values. They agree that it is very valuable to exist the recruit system of professional social welfare workers in public sector, because it has contributed to increasing the workers' job achievement level in the public welfare field. This study concludes that it is successful to adopt the recruit system of social welfare workers in public sector, and suggests that the system be developed further in public welfare field. Besides, this paper insists that professional public welfare workers recognize that they are one of the members of the organization and they work together with administrative staffs.

사회복지전담공무원의 직무 명확화와 그 역할 (The clarification of public social workers' job and their roles)

  • The purpose of this study is to predict the roles of public social workers and clarify their job. There were a few studies concerning them, and they suggested that it was needed to reform the delivery system or to supplement personnel. But they were almost normative. This study, based on the literature, analyzed public social workers' daily works to suggest their desirable roles. Generally the job of public social workers consists of two functions. One is income maintenance function, the other is social services function concerned with economically disadvantaged. The result showed that these functions were meshed up to now. Especially, It also showed that although they performed mostly eligibility work related public assistance and general practices, they wanted to perform professional practices. Took into account their working conditions, it seemed to be desirable to clarify their job. Thus, several suggestions based on these results are as follows: First, while eligibility functions are the central aspects of the public social worker's roles, it is needed for them to provide selected access services. Second, if they wanted to perform social services, it would be needed to restrict their roles for case manager and broker.

사회복지사의 급여에 관한 미시사 연구 (A Microhistory Study on the Social Worker's Salary)

  • 이 연구의 목적은 질적 연구의 한 방법인 미시사 연구 방법을 적용하여 사회복지사가 급여를 받아 살아가는 실상을 파악하는 데 있다. 이 연구를 위해 연구참여자로서 약 13년간 사회복지시설에서 근무한 사회복지사를 선정하여 심층면접을 실시하고, 관련 자료를 수집했다. 자료 분석은 진즈부르그(Carlo Ginzburg)가 명명한 '실마리 찾기'를 실시하여 개념화하고, 이들 개념을 바탕으로 주제묶음을 한 후, 주제묶음에 근거하여 핵심주제를 만들었다. 수집한 자료를 바탕으로 사회복지사의 급여와 관련된 핵심주제로 '정부의 부적절한 대처와 사회의 무관심', '안일함으로 이끌려듦', '박봉으로 여유 없는 생활', '불안하고 자존심 상함', '힘겹게 살며 소박한 삶을 희망함'을 이끌어냈다. 끝으로 연구참여자의 업무는 정부가 수행해야 할 사업임을 빌어 연구 참여자의 부적절한 급여는 헌법에 위배됨을 강조하였다.

농촌지역 공공부조사업의 차별성 반영에 관한 연구 (A Study on Differentiate Performance of Public Assistance Program in Rural Community)

  • Today, the public assistance program in Korea is provided mainly for the livelihood protection beneficiary in urban area. The fact that the urban community-centered program is also applied to the livelihood protection beneficiary in rural area brings about some problems in fitness and effectiveness of resource distribution. The purpose of my study is to present my opinion that the public assistance program for the rural community should be put in practice after being fully distinguished from the urban program for the effective distribution of limited social welfare resources to insure the minimum standard of living and seek the self-support contribution which is the purpose of the public assistance program. The subject for this study were livelihood protection beneficiaries living in both rural and urban area. And the study was carried out in this parts: first, the way of life in them, second, the contents of 6 main public assistance programs being carried out. Total number of the livelihood protection beneficiaries are 279 case: 143 case from 15 Dong in 5 cities, and 136 case from 15 Myun in 5 counties. And the social worker who are performing the public assistance programare consisted of 50 case: 25 case from 5 Dong in 5 cities, and 25 case from 5 Myun in 5 counties. This research reach the result that the differentiate performance of the public assistance program in rural community would be an effective device for self-support to be freed from the vicious circle of poverty.

  • The Serial Securities and the Social Welfare, as the national policy aimed at securing generals' lives, are the policies or systems for the stabilization in lift; especially of law-incomers and workers, for which the povernment has to establish the Social Security System. No wonder the Social Insurance System is a part of the Social Security System and the most important. The Social Insurance System, along with Public Assistance, is underlying the Social Security System. Social Security System includes medical insurance, industrial accident Compensation insurance, national pention insurance and employment insurance. The study is on 'The Oriental Medical Insurance and the Industrial Accident Compensation in the Social Security System' . The rate of industrial accident in Korea marks the highest rank in the world. for laborer, industrial accident do not merely mean the loss of health but the question of the right to live in terms of their loss of opportunity of life. The industrial accident compensation system should be established as the es post facto remedy system to guarantee the injured worker and his/her family's life. The oriental medical insurance system which began to operate in 1987 in Korea is based on unionism and divided into 3 parts; one part for the worker, a second part for the community inhabitants, and a third part for the public service personnel and private school personnel. Today the medical problem must be the most important social assignment to be considered. The medical system of contemporary industrial society has began greatly stood out in relief as a part of social welfare not emphasized on gainings of physicians. Accordingly systematization of the oriental medical insurance was strongly Pursued and it was developed to to the extent of entire nation insurance. Though the history of it is very short, most of the people are getting benefit from the insurance system by the social security system method. This study develops the Oriental Medical Insurance, the Workmen's Accident Compensation Insurance, the Pension System in relation to the industrial accident compensation of Employees, along with the ideas and principles of social insurance.
