이 연구는 우리나라 지자체가 운영하는 통합도서관들을 대상으로 통합검색 서비스의 기능적 특성을 분석하는 것을 목적으로 한다. 분석대상은 서울시의 25개 지자체에서 운영하는 통합도서관들이며, 분석항목은 통합검색과 관련된 12가지 영역의 서비스 기능들로 선택하였다. 연구의 결과는 다음과 같다. 첫째, 통합도서관은 자치구 내 공공도서관과 작은도서관의 연합체이며, 통합검색 서비스를 제공하고 있다. 제공되는 통합검색 서비스의 기능, 서지정보의 항목과 패싯의 유형이 다양하지 못하다. 둘째, 검색결과의 레코드는 타이틀 형식이 아니라, 대부분 아이템 형식이었다. 셋째, 도서정보를 보완하는 보강정보는 책에 대한 소개와 연관정보, 책과 관련된 키워드, 대출관련 정보 등으로 구성된다. 넷째, 통합검색이 디스커버리형 검색보다, 통합목록DB를 기반으로 하는 통합OPAC의 형태를 나타내고 있다. 자치구 내 공공도서관이나 작은도서관들에 분산되어 있는 소장목록DB들에 대한 통합검색을 제공하는데 집중하고 있다. 다섯째, 대부분의 통합도서관은 유사한 서비스 형태를 제공한다. 이 결과를 바탕으로 국내 공공도서관들이 디스커버리형 통합검색 서비스를 기대할 수 있는 개선방안을 제안하였다.

본 연구는 지역사회의 도서관 접근성 향상을 위한 지역 개방형 학교도서관에 대한 연구로서 기존의 학교도서관으로 이용하던 시설일부를 개방하여 지역주민에게 공공도서관의 소분관으로 제공함으로써 도서관접근성 향상 및 지역주민의 평생교육 제공에 목적을 갖는다. 또한 공공도서관의 이용활성화를 통해 국민생활의 정보이용 복지향상에도 기여할 것으로 기대하고 있다. 이에 대한 논의로 교육과학기술부와 대통령소속 도서관정보정책위원회에서는 도서관 접근성 향상 및 활성화를 위한 대책으로 공공도서관의 분관에 속하는 소규모도서관과 작은 도서관 확충에 노력을 기울이고 있다. 지역에 거점도서관의 소분관 설치 증가도 의미는 있겠지만 지역주민의 접근이 용이한 학교도서관에 같은 기능을 접목시켜 설치할 경우 도서관 조성시 대지 및 공간확보에 대한 예산을 절약할 수 있음은 물론 학교도서관 자체의 질적 향상 또한 기대할 수 있을 것이다. 그러나 학교도서관은 기능과 성격이 공공도서관과는 차이가 있으므로 학교도서관을 지역개방하여 활용할 경우에 대한 공간에 대한 연구가 필요하다. 따라서, 본 연구를 통하여 학교도서관을 지역사회에 개방하기 위한 배치와 규모 그리고 공간구성에 지향방안을 모색함으로써 향후 조성될 개방형 학교도서관이 본연의 기능을 수행할 수 있도록 하고자 한다.

본 연구는 지역사회에서 커뮤니티센터 역할을 담당하고 있는 생활밀착형 작은도서관의 열악한 재정 상황을 극복하기 위하여 기업의 기부금 유치를 통한 작은도서관의 활성화 방안을 마련하는데 그 목적이 있다. 이를 위하여 최근 1년간 기부실적이 있는 100개 기업을 대상으로 도서관 기부와 관련된 여러 상황과 인식 등을 알아보기 위하여 설문조사를 실시하였다. 또한 기부관련 업무를 담당하는 정책담당자와 민간단체 등 총 20명을 대상으로 심층 면접조사를 병행하여 기부금을 활용한 작은도서관의 활성화 전략을 사회적, 정책적, 제도적 측면에서 제안하였다.

본 연구는 지방자치단체의 "작은도서관 설치 및 운영 지원에 관한 조례"에서 규정한 작은도서관의 시설규정과 운영방식을 분석하고, 현재 작은도서관을 이용하고 있는 이용자들을 대상으로 서비스에 대한 만족도와 요구들을 조사, 분석하여 작은도서관의 효과적인 운영방안을 제시하는데 그 목적이 있다. 연구방법으로는 단행본 논문 법률자료 인터넷사이트 등을 이용한 문헌연구법과 만족도조사를 통한 설문지법을 병행하였다. 연구결과로 작은도서관의 효과적인 운영방안을 시설 자료 인력 프로그램 네트워크의 다섯 가지 영역으로 구분하여 제안하였다.

작은도서관은 양적으로 꾸준히 증가해 온 반면 인력 부재와 운영 부실 등 질적 성장에 대한 부분이 문제점으로 줄곧 지적되어왔다. 이에 공공도서관과 작은도서관의 연계와 협력 기반 구축을 목표로 2010년부터 작은도서관 순회사서 사업이 추진되었고, 그 규모는 지속적으로 확장되고 있다. 그러나 인력 부재와 운영 부실 문제는 여전히 해결되어야 할 과제로 남아있고, 순회사서의 열악한 처우와 직무환경은 개선되지 않고 있다. 이러한 맥락에서 본 연구는 순회사서가 경험하는 작은도서관의 문제점과 직무상 문제 상황들을 살펴보고, 이를 바탕으로 순회사서의 직무환경을 개선할 수 있는 방안을 모색하고자 한다. 선행연구 분석을 통해 작은도서관과 순회사서에 대해 알아보고, 순회사서와 작은도서관과 관련된 참여자를 대상으로 심층 면담을 수행하였다. 면담자료 분석을 통해 '업무권한 부족', '업무 매뉴얼 부재', '소통, 커뮤니티 부재', '통합 운영 체계 미비', '열악한 처우 및 근무환경', '업무 환경 미비', '악성 이용자', '소속감 부재로 인한 고립감' 등 총 17개 의미 주제를 추출하였고, 이를 업무, 조직, 환경, 정서, 사회, 제도 등 6가지 요인으로 범주화하였다. 이를 바탕으로 순회사서의 직무 권한 및 기준 규정 정비, 커뮤니티 조직 구축, 고용안정성 보장, 직무교육 강화 등 4가지 개선 방안을 제시하였다.

This study has two aims. one is to devide the ideology of reference service into three groups such as conservative, moderative, and progressive theories, and then investigate the validity of each theory as well as any problems to be suggested. The other is to establish appropriate standards of reference service according to the types of libraries and users, based on the analysis of such theories. Each theory has its own merits and demerits. Accordingly, it seems to be difficult to apply uniformly and theory into users who have different types of question and educational levels. And also it is difficult to apply into various libraries which have different aims of establishment, characteristics, and the users of each library. Consequently, it is suggested to set up a norm of reference service according to the types of libraries and users respectively. The conservative theory is applicable to small and medium sized public libraries, school libraries, and college and university libraries of which the users are mainly students and citizens. The progressive theory is desirable for special and academic libraries as well as large public libraries where the users are mainly specialists. and scholars.

This study investigated the ratios of area, according to the domains and functions, of a public library. To this end, 20 public libraries were selected as samples from the 2012 Public Library Construction Casebook and from cases of consulting on the construction and operation of public libraries. The domains of a public library were categorized into data reading, cultural education, operation, common use, and others. There was a large difference in the area ratios between public libraries that were built with the aid of consulting (Group B) and those without consulting (Group A). In functional terms, the data(bookshelf) space and reading space had similar ratios within a data reading room, while the ratio of the library information space was smaller. Within a general data reading room, the ratio of the library information space was 12%, while the ratios of the data space and seating space were 44%, respectively. Moreover, within a data reading room for children, the ratios of the library information space and children's space were adjusted to 14%, respectively, while the data space and seating space each accounted for 36%, with either 3- or 5-decker bookshelves installed. This study has identified how to calculate the area for each domain, capacity of books, and seating capacity by applying area ratios through functions in the data storage domain, along with numbers of books and seats per unit space. This study has also succeeded in calculating the required area and seats for each type of data storage room by applying the number of books that exist. However, this study has its limitation in that the regional characteristics(Metropolis, Small & medium size cities, Rural areas) were not considered because the number of samples was only 20 libraries.

이 연구의 목적은 한국 공공도서관의 인터넷 서비스 현황을 파악하고 해결해야 할 문제점들을 도출하며, 이를 바탕으로 발전 방향을 전망함으로써 정책결정에 유용한 기초자료를 제공하는 것이다. 이를 위해 전국의 364개 공립공공도서관 전부에게 설문지를 배포하였고 설문에 응답한 351개 도서관을 대상으로 인터넷 서비스 현황을 조사 분석하였다. 1999년 말 현재 공공도서관의 인터넷 접속율은 70.9%이며 50.4%는 이용자에게 인터넷 서비스를 제공하고 있었다. 이용자 서비스를 위한 하드웨어와 통신기반, 인터넷 서비스 정책을 조사하고 인터넷 서비스의 질적 평가를 시도하였다. 전반적으로 한국 공공도서관의 인터넷 서비스는 질적으로나 양적으로 만족스럽지 못한 것으로 평가되었다. 특히 공공도서관이 소재하고 있는 지역을 시도별 및 유형별(대도시, 중소도시, 군)로 나누어 비교했을 때 지역별 격차가 심한 것으로 나타났다. 인터넷 서비스의 질적 향상을 위한 중앙정부, 지방자치단체 및 단위 공공도서관의 정책방향을 제언하였다.

The Purpose of this study is to analyze the investigation of consumer's consciousness for Han-Ok construction of community facilities in an apartment housing. The contents of this study were largely composed of two parts; First was about concept and type of 'New Han-Ok type' public building. Second was about consciousness for Han-Ok construction of community facilities in an apartment housing. The result to this study is as following: 1) the concept of 'New Han-Ok type' public building should not only be defined in terms of cultural property or Han-Ok experience facilities but daily life and practical community. 2) the consciousness for Han-Ok construction of community facilities in an apartment housing was recognized affirmatively more than 75.9%. 3) the strengths of 'New Han-Ok type' public building was as following: daycare centers & small libraries & management office-use of eco materials, senior centers-traditional maintenance, community center-ease of daylight and ventilation. 4) Weaknesses of 'New Han-Ok type' public building was as following: daycare centers-security problem, senior centers-inconvenience of space, community facilities-inconvenience of facilities, small libraries-lack of storage space, management office-inconvenience of moving line. The conscious research for 'New Han-Ok type' public building should succeed for vitalizing for Han-Ok.

대다수 국가의 공공도서관은 지방행정당국 및 중앙정부의 예산과 지원으로 설립되는 지식문화기관이다. 그러므로 공공도서관은 지역사회의 모든 구성원이 공평하게 이용할 수 있는 다양한 자원과 서비스를 통하여 지식정보에 대한 접근을 보장해야 한다. 이러한 역할은 범세계적 현상이며, 모든 국가의 공공도서관에 적용되는 보편성이다. 반면에 많은 국가의 공공도서관 정책과 운영에는 예외적 상황을 의미하는 특수성이 존재하며, 그것은 경제성장 및 발전단계의 차이와 사회문화적 다양성에서 기인한다. 이에 본 연구는 국내 공공도서관을 대상으로 정책적, 기능적, 운영적 측면에서 특히 주목할 필요가 있는 작은도서관 확충, 평생학습 지상주의, 위탁경영 비율의 가파른 상승, 자유열람실의 설치와 운영이 보편성에 기반을 둔 특수성의 용인인지, 특수성을 가장한 보편성의 부정인지를 담론차원에서 분석하였다.
