공공분야 정보화 프로젝트 성공률을 높이기 위한 위험요인 우선순위에 관한 연구 (An Study about The Priority Risk Factors for Enhancing the success Rate of The Public Sector Information Projects)

  • 최근 들어 공공분야 정보화 프로젝트 분야의 규모와 형태가 대형화, 복잡화, 다양화되고 있으며 이런 정보화 프로젝트 성과 관리 모델에 관해 지속적으로 연구가 진행되고 있다. 이에 관한 연구조사 및 파악에 의하면 예전에 비해 정보체계 프로젝트의 규모와 수가 증가되었지만 요구사항 관리 미흡, 일정지연, 예산초과, 기대목표 미달성 등 사용자 요구사항 미충족에 따라 사전에 중대한 위험요소를 관리하는 체계적인 방안이 필요한 것으로 나타났다. 따라서 본 연구에서는 이러한 위험요소에 사전대응 및 조치하여 성공률을 높이기 위하여 공공분야 정보화 프로젝트의 다양한 경험을 지닌 전문가 및 관리자들이 인식하고 있는 위험요소를 파악, 프로젝트 영역별 각 위험요소들에 대해 공공부문 프로젝트 지원팀인 2개업체를 대상으로 설문조사를 실시하여, 이들 위험요소가 공공분야 정보화 프로젝트에 미치는 영향을 통계적기법으로 확인하고 프로젝트 해당 영역의 위험요소가 다른 프로젝트의 영역에 미치는 상관관계 지수를 파악하고자 한다.

  • Due to the development of information technology, Convergence and Creative Economy became hot issues. For example, products become more intelligent and services are likely to be connected and integrated around core services or provided as bundle solution. Meanwhile products and services are integrated in the context of mutual supplementation, which leads to Servitization of Products and Productization of Services in many industries. Previous studies have addressed Convergence with different terms and definitions such as Convergent, Multicategory Multifunctional Product, Clouding Service, Bundle and so on from one perspective such as consumers, suppliers or technology according to a wide range of academic approaches. Thus, this study attempted to suggest the most typical convergence products released in the convergence environment and categorize those products. Furthermore, this study has pointed out the problems in the New Product Development Framework discussed in the studies on marketing by taking the situation of the public sector into account and then suggested "New Service Development Framework in the Public Sector" that are different from traditional e-Gov. approach basically and will enable the government to create public information service and provide them to enterprises or citizens. It also emphasized the importance of Business Conceptualization Stage in the framework; argued that there is a necessity of an integrative study from the perspective of technology on the basis of the approach from the perspective of marketing and Policy such as a study of consumer behaviors, design and marketing channel and Policy Integration for the development and dissipation; and furthermore suggested the cases-the development/Diffusion of Transportation Card Service in Seoul and CFC (Call for Collaboration) in Singapore-in order to verify the framework. There is a need to supplement New Service Development Framework so it is able to reflect the distinct characteristics of the public sector from the academic perspective and be used as practical guidelines for SI (System Integration) business to shift into IT Service business. Last but not the least, this study has suggested the limitations and the directions for the future studies.

  • 우리나라는 명실상부한 전자정부 강국으로서 오랜 기간의 경험과 잘 구축된 정보통신 인프라를 기반으로 일찌감치 행정업무의 효율성과 국민의 편의성은 확보했지만, 그만큼 크고 작은 사이버 공격에 항시 노출되어 있다. 행정 및 공공부문의 사이버보안 대응력 및 회복력 확보는 국가경쟁력의 중요한 요소이며, 이를 위해 잘 훈련된 사이버보안 전문인력을 확보하고 재교육을 통해 계속해서 역량개발을 지원해야 한다. 하지만 국가균형발전사업으로 기관과 인력이 지방으로 이전하였음에도 교육시설의 이전이나 확장은 이루어지지 않아, 오히려 재교육을 통한 역량개발의 기회는 박탈되고 있는 것은 아닐지에 대한 논의가 필요한 시점이다. 본 연구는 공공부문 사이버보안 교육기회나 요구사항에 있어 지역, 기관, 인력의 특성에 따라 격차가 있는지 실증하고자 한다. 더불어 실증 결과를 바탕으로 공공부문 사이버보안 인력의 교육격차 해소방안을 제안하고자 한다.

  • The role of information system(IS) audit is growing more important according to rapid change of Information technology. This article is to introduce what is IS audit, purpose and effect of IS audit. Now most clients of private IS audit services companies are the public sector. Korean public sectors invest a lot of money to build or implement their information system. Most of their systems are developed by system intergration companies. But they do not have professional engineers to evaluate and review outsourced information system. Therefore they must use outside private professional engineers for sysem auditing. We, including writer, established the first IS audit sevice company in Korea on September in 1997. After that about 15 IS audit service companies are established until now. The effect of IS audit is highly evaluated In public sector by the clients Most clients think IS audit service contributed to upgrade the quality of software and standard the methodology of developing system

  • Managers are always trying to be the best internal controls in their organizations copper approximate because they know that be effective internal control over previous systems, to fulfill the mission of the organization and minimize unexpected events will be extremely difficult. On the other hand, the existence of internal controls to increase efficiency, reduce head loss, assets and achieving a reasonable assurance of the reliability of financial statements and compliance with laws and regulations will be. Internal control, not an event, but a series of operations and activities on the basis of output. Internal controls help to achieve the goal of minimizing the problems of implementing appropriate internal controls. Internal control is an integral component of corporate governance that will provide reasonable assurance of achieving the organization's objectives. preventing, detecting errors and fraud goes to work. Responsibility for the prevention and detection of fraud and error in the public sector is the responsibility of managers. Managers of internal control and consistently applying appropriate accounting systems, this responsibility will play (Lin et al., 2011). Since the public sector organizations differ from each other, thus establishing internal controls cant be the same for all organizations and agencies of the public sector. Establish specific controls on each system to factors such as size, type of operation and organizational goals that the system is designed, it depends. 한국의 방송서비스 공익성심사에 관한 고찰 : 미국 및 영국의 사례를 중심으로 (Public Interest Test of Broadcasting Services in Korea : Focused on US and UK)

  • Broadcasting services sector has been facing strong public pressure to shift gears from regulation to deregulation since mid-1990s, where a triggering role was played particularly by rapid development of IT technology and content digitization. Major agenda was how to reduce regulatory divides between more liberal telecommunication sector and less liberal broadcasting. After all, common solution package worldwide was for the latter to switch over from network-dependent(vertical) to network-independent(horizontal) regulation, and to facilitate more open and competitive transmission with content market kept protected. This is no other than decoupling content provision from broadcasting and promoting market access towards the latter. Policy experiences of US and UK show that there exists a complementary relationship between quantitative and qualitative restrictions in implementing such deregulation. While mitigating quantitative ownership regulations in broadcasting, they also sought to systematize, so-called, PIT(public interest test) as a qualitative safety device to cope with the risk of losing fundamental public values accordingly in broadcasting. Recent domestic progress in broadcasting legislation in 2009, however, seems to overlook the growing importance of PIT in the process of deregulation. Bearing this motivation in mind and taking account of the relevant WTO disciplines, this paper is to address policy issues and suggestions for PIT in Korea's broadcasting services sector.

공공행정 기관의 CALS 계획수립 사례 연구: C 사의 사례 (A Case Study of CALS Planning Process on Public Administration Sector: A Case of Firm C)

  • CALS has been a hot issue in the industry related to the information technology in order to achieve the strategic competitive advantage, especially in the field of logistics and manufacturing firms. Nonetheless, while there is an abundance of literature advocating the strategic role of the concept in the field of logistics and manufacturing firms, little attention has been given to the planning process to be applied to public administration sectors. This research conducts a case study on Firm C, which is one of the government institutes, investigating its planning processes for which CALS concept should be applied. Based on the analysis of the document and interviews with the author, by applying information system planning and value chain models, this paper concludes that CALS concept can be successfully applied to the public administration sectors likewise industry sectors.

  • This research analyzes the causes of delay and resulting additional expenses on the IS project in the public sector, and then proposes some solutions to the problem. Through a field study, the research found that the causes include employer's attitude, the leadership and risk management ability of the project manager, and qualifications of project members. In order to avoid those problems, the project manager should secure various communication channels and good relationship between the employee and the contractor.

  • Like in other trade negotiations covering comprehensive sectors, it is reported that KOREA-US FTA tried so-called 'package deal' at the last minutes, when telecom services sector was positioned at the forefront and expected to partly play a role in buffering US' market-opening pressure on other sectors. Before everything else, Korean negotiators had to enhance the value of foreign ownership deregulation in telecom services sector as a leverage in the course of KOREA-US FTA negotiations. In addition, since foreign ownership change, if any, is highly sensitive issue either politically or policy-wise, it seems very difficult to find a breakthrough. Focusing on foreign ownership regulation in telecom services sector, this paper seeks how Korea has developed its strategic reasoning for negotiations and evaluates the outcomes of KOREA-US FTA negotiations.

공공부문 정보보안 SLA 성과체계 사례연구 (Case Study Plan for Information Security SLA Performance System in Public Sector)

  • 정보보안은 IT 운영프로세스로 시작하여 지금은 정보기술의 중요한 문제로 인식되면서 각 국제단체에서 개념을 새롭게 규정하고 있다. 정보보안 자체가 IT기술들의 새로운 조합으로 하나의 기술 집합이고 기술영역이다. 많은 공공부문에서 IT 아웃소싱이 일반화되면서 SLA(Service Level Agreement)를 도입하여 IT서비스 수준에 대해 평가를 한다. 정보보안 영역에서 SLA 성과지표 도출과 선정에 대한 많은 연구는 진행되었지만, 성과지표의 서비스 수준 평가, 성과체계에 대한 적용방안은 찾기 어렵다. 이 논문은 공공부문을 기반으로 하는 정보보안 성과지표의 서비스 평가 체계와 보상 규정이 포함된 성과체계 적용에 대한 연구를 수행하였다. 특정 공공부문의 환경과 특성을 고려한 성과지표의 기대치와 목표치를 정의하는 기준과 보상(인센티브·페널티) 규정을 제시하고 적절한 SLA 비용을 정의한다.
