A Study on Eco-Efficiency in Public Sector Using Decision Tree and DEA Analysis (의사결정나무와 자료포락 분석을 이용한 공공기관 유형별 환경효율성에 대한 연구)

  • This study aims to provide public sectors with eco-efficiency information. To implement the purposes of the study, environmental and economic variables of Eco-Efficiency were identified through decision tree model, then the relative Eco-Efficiencies of 243 public sectors were evaluated through input-oriented DEA (Data Envelopment Analysis) model. Specifically, the amount of public purchasing per a staff and the amount of energy use per a staff were considered as input factors. Sales per a staff was considered as output factor. The result shows that most of the public sectors (94.2%) were evaluated as "inefficient" taking into consideration of average value, 0.501 from market-based public corporations, 0.288 from local public corporations, 0.28 from quasi-market-based public corporations, 0.269 from fund-management-based quasi-governmental institutions, 0.09 from non-classified public institutions, and 0.078 from commissioned-service-based quasi-governmental institutions. Furthermore, it is possible to establish a plan for internal Eco-Efficiency improvement based on information of the reference set. In order to improve the Eco-Efficiency in the public sectors in the long term, environmental impacts of the overall public sectors' operations (e.g., energy saving, water saving, waste reduction, and purchasing of green products) needs to be properly proposed in consideration of BSC (Balanced Scorecard) indicators of public sectors.

  • The growing socio-economic effect caused by science and technology requires public to participate in policy-making process, which makes government to boost public understanding of science(PUS). Government has also exerted to construct infra for PUS. However results are not so meaningful. The government-funded science museum has mainly provided the program for students. Besides, science broadcasting channel has recorded the worst viewing rate. Meanwhile, some of the private sector-manufactured contents have attracted public attention in recent years, which is realized by considering elements such as an interesting topic selection, use of outside experts, two-way communication system, level adjusting for public through flexible running system. This study analyze podcast based program, face to face lectures, display contents by private industry, fab lab etc. on the base of the reciprocal PUS model to sort out the reason they have successful results. Futhermore, it argues that government should intensify support for private sector and create synergy effect by cultivate collaboration system between government and private sector to enhance the efficiency of PUS and offers public policy to realize the plan.

  • According to the result of this study, democracy, efficiency and consistency of governmental organizations gave the positive effect to public trust and private trust directly. But only democracy and efficiency affected to organizational commitment. As the analysis result of mediating effect, democracy and efficiency enhanced the total effect due to the mediating effect of public trust.

  • Purpose: The purpose of this study was to find out how the administrative paradigm of the times affected the public sector's fire. Method: For this purpose, we investigated the New Public Management (NPM). In addition, the reasons of fire accident of Boryeong thermal power plant were analyzed in the limited values of NMP. Result: In theoretical investigation, the 3 values (managerial accountability, efficiency, expertise) of NMP and evaluation criteria were drew out. In investigation on reasons of fire accident, the improvement of accountability and expertise was insufficient due to the emphasis of the efficiency based on the introduction to free market by neoliberalism in public sector. Conclusion: In conclusion, we confirmed that the values of NMP were limited to forcingly apply to the public sector. This study is expected to contribute basic research references to fire administration theory.

  • It seems that security police's business to secure safety of state and citizens has existed since the mankind began to create a community. State was not fully responsible for such security business from the beginning. The business was carried out autonomously by the private sector for a long period. However, as the state system had been strengthened, the public sector absorbed the function. But in the modern society where various risks exist, safety of society could not be guaranteed only by public police. Accordingly, cooperation with the private sector is indispensable. In the limit of public police, autonomous organization of security companies and general citizens is expanding its scope. As a result, they should exercise partnership as a tripod to build social safety net. Security police failed to secure manpower exclusively responsible for security, despite various businesses and excessive mobilization. Accordingly, their professionalism and ability to cope with crisis are being questioned. In particular, efficiency of security police is becoming a more urgent issue in an era of international terrorism. Private sector can be classified into security companies and private autonomous organization. In case of security companies, the problem is quality and business ability of guards compared to a rapid external growth such as quantitative expansion and advancement into various businesses. In terms of pure private activity, the necessity of understanding of public police activity and conditions for organizational and continuous activity should be prepared. To tide over such problems and effectively achieve the common goal, changes in the method of employment, new establishment of security police department, and strengthening of professionalism and crisis management ability are necessary in the public police sector. In case of security companies, improvement of relations with public police through joint education, strengthening of business ability and activation of business cooperation through these matters are necessary. To maximize activity of pure private sector, it needs to establish reserve police, manage such private autonomous organization and bolster publicity with citizens.

  • The interest in economics and efficiency of IT investment is growing as the amount of overall governmental IT investment steadily increase. Accordingly, there is a strong need to determine whether the expenditure incurs effectively for IT investment and to accurately analyze the economics of IT investment, In this perspective, this study discusses the prior researches on concepts regarding the analysis of IT investment management framework as proposed from academic and professional perspectives in advanced countries' government sectors. Thereafter, an adoption of IT investment management (ITIM) framework has been considered so as to enhance the performance of ICT initiative projects in the public sector. In the suggested IT investment management framework, we suggest economics and efficiency of public IT investment should be improved by integrating ICT project selection and control as well as evaluation stage into single governance framework.

The government in that upper management personnel of agencies and politicians who exploit the parachute and coalesce with the labor union as a hotbed of corruption due to inefficiency have bands. Most of peoples need to reform public enterprises and the idea became. The future direction of public enterprise reform is clear. As like Infrastructure industrial sector which is difficult to privatization of government owned and controlled public enterprises to improve efficiency and management systems to build. On the other hand, it is difficult to upset non-public enterprises, private sector efficiency in the transfer of management control to consider the idea of an active policy of privatization conversion is required.

An Analysis of Efficiency of Security Services : A Comparative Determinants Analysis of Public and Private Security (경호업무 효율성에 관한 연구 : 공공경호와 민간경호의 효율성 영향요인의 비교분석)

  • Objectives of this study is develop security services through determinants analysis on the efficiency of security works regarding security and guarding business in Korea because nowadays the modern society like Korea let alone all over the world faces the increase of dangerous factors in every security field of the human societies, and also it is the very present situation that an individual's life even the national security itself can be at the risk without guaranteeing the efficiency of the security services. For this purpose, this study reviewed related documents, surveyed and interviewed security personnels to identify what the potentially influential factors are in both the public and private security organizations regarding the efficiency of present security services and organizations, and what differences are. Also, comparing the public and private security sectors, this study intended to suggest policy agendas how to enhance the efficiency of security services in the future. This study surveyed the 177 agents and former agents of the Presidential Security Service(PSS) for the public security sector, and also surveyed, interviewed, and internet-based polled 821 randomly selected personnels for the private security sector. This research showed that regarding the efficiency of the security services number of independent variables which had positive responses in the public security sector was more than that in the private security sector. Among the 21 questions regarding this issue, there were all of 21 positive responses in the public security sector while there were 18 negative responses in the private security sector. As a result of synthesizing all the answers of the both sides, it is possible to understand that mostly the ratio of the positive response was much higher. In the public security service, statistically significant variables were budget support for events, prior access of information, an integrated teamwork training, organizational atmosphere, morale of organization personnel. However, practical training of the security service and mutual communication showed unexpectedly negative(-) signs. In the private security service, statistically significant variables were budget support for events, integrated teamwork training, socially friendly atmosphere, compensation for the personnels, bullet-proof equipments and vehicles, mood of organization, personnel recruit and disposition, unexpected incidents and basic attitude for security services. In sum, while organizational personnel variables and organizational management variables were significant in the public security service, some organizational management variables and all socio-environment variables were statistically significant at 5% significance level.

Internal control is an integral component of corporate governance that will provide reasonable assurance of achieving the organization's objectives. preventing, detecting errors and fraud goes to work. Responsibility for the prevention and detection of fraud and error in the public sector is the responsibility of managers. Managers of internal control and consistently applying appropriate accounting systems, this responsibility will play (Lin et al., 2011). Since the public sector organizations differ from each other, thus establishing internal controls cant be the same for all organizations and agencies of the public sector. Establish specific controls on each system to factors such as size, type of operation and organizational goals that the system is designed, it depends. On the other hand, rapid advances in information technology, the need to update internal control guidelines in relation to Create a new computer system so as to ensure that the activities of managers and effective control Should be updated if necessary.

An Assessment of Infrastructure Investment Policies in Korea (사회간접자본 정책의 성과와 문제)

  • This paper reviews the achievements of the infrastructure investment policies since around 1990 and identifies policy area in which further efforts should be made. Traditional definition of social overhead capital has implied that the government should be the main, if not sole, supplier of the service. However, many sectors or sub-sectors of infrastructure investment and service allow room for private sector involvement. Expanding the role of the private sector will supplement the resources of the public sector, but more importantly, introduce competition in infrastructure provision. Competition will enhance the efficiency even a particular service remains in the hand public supplier. Private sector involvement, however, raises special problems in Koran context. They are the concentration of the Capital region and regional imbalance; excessive economic powers of large business conglomerator, so-called land problems. We examine each problems in detail and suggests possible solutions.
