A Discussion for Alteration of the Radiation Issues Based on the Clipping Analyses of Radiation Articles Reported in Korea

  • Background: Radiation accidents having occurred in recent containing the accident in Fukushima nuclear power plants of Japan were resulted to the increase in some public concern, anxiety and confusion for radiation or nuclear safety. The public anxiety for radiation is not being decreased though the announcements done in radiation research institutes in Korea. Therefore, this study aims at providing an effective system for radiation publicity to the public members by the clipping analysis for the radiation articles reported in the media. And, the relation between those radiation issues and the radiation perception to the public members is analyzed. Materials and Methods: The radiation articles reported by them in 2013 and 2014 have been collected, and they are then classified with the article characteristic, field and tendency. Classified articles have been reviewed by dividing as two year. The 210 articles have been compared for their tendencies, characteristics and fields by year reported, and their characteristic comparison by reported year are then reviewed. Results and Discussion: Though the frequency that the radiological accidents have occurred in worldwide is far low compared to the accidental frequencies occurred in the general industrial fields, the radiation perception is being still deteriorated because of its special problem, which is defined as exposure, contamination or radioactivity, about radiation. The basic principles for radiation communication were suggested for preventing some unnecessary misunderstanding due to the variation of understanding for radiation issues. Conclusion: It is necessary to perform a variety of strategies for the publicity in improving the radiation perception, to build a relationship with the press or the media and then to consistently interact with them. Radiation communication must be performed by radiation experts or complete charge department, and must be consistently performed and be taken predictable patterns.

  • 최근 4차 산업혁명 시대로 인한 기술 발전이 도래하게 되었으며, 이러한 변화로 인해 데이터가 광범위하게 사용되기 시작했다. 빅데이터는 국가의 행정, 치안, 보안 등 시민의 안위를 위해서도 자주 사용되고 있다. 이러한 치안 유지의 효율성을 높이기 위해서는 CCTV의 설치 현황을 파악하고, 구역별 인구수와 비교하여 CCTV의 설치 비율, 그리고 구역별 범죄율 등을 분석하여 개선할 필요가 있다. 따라서 본 논문에서는 CCTV, 여성 인구, 유흥업소 등과 같이 범죄 발생률과 관련된 데이터를 수집하고, 이를 활용하여 CCTV의 효율적인 관리와 설치를 통해 범죄율을 줄이기 위한 공공 데이터 기반 빅데이터 분석 시스템을 개발한다.

  • 본 연구에서는 실제문제 해결을 위한 가상현실 모델링에서 물리적 형태를 전자적으로 모사하는 것 뿐 아니라 모사의 대상이 되는 객체와 사용자의 상호관계까지 다루어야 한다고 보았다. 이를 위하여 실제공간에서 일어나는 사용자와 공간의 상호작용 요소를 가상현실 적용에 추가하는 방안을 제안하였다. 본 연구는 공중화장실의 안전문제 해결을 위한 가상현실 모델링을 배경으로 하는데, 가상현실 모델링에 사용자와의 상호작용 요소를 추가하기 위하여 합리적인 원칙이 있어야 한다고 보고 범죄예방을 위한 환경설계 기본전략을 활용하였다. 공중화장실 위험도 평가를 위한 가상현실 모델을 구축하기 위하여 자연 감시, 영역성 강화, 활동 활성화, 유지관리를 기준으로 공중화장실과 사용자간의 상호작용요소를 도출하였다. 또한, 도출한 상호작용요소의 타당성을 검증하고자 전문가의 의견과 각 요소에 대하여 산출한 위험도와 비교하였다. 그 결과, 범죄예방을 위한 환경설계 기본 전략과 같이 일정한 원칙에 따라 상호작용 요소를 도출한 것이 타당성 있음을 보였다.

Analysis of University Student Awareness of Radiation Exposures from Consumer Products

  • Background: Since the terminology 'radioactive consumer product' is not quite familiar to the public and is often considered as negative and detrimental things, the educational curriculum is essential for establishing reliability of nuclear energy related and for the development of better communication strategy of radiation risk with the public. To provide base data which is valuable for establishing efficient curriculum of education and training about radiation safety, it is necessary to apprehend the different level of awareness of radiation exposures classified by various consumer products. Materials and Methods: On November 2014, a question investigation about asking awareness level of radiation exposure from various consumer products was done for university students who are highly educated. The object students are studied at a four-year-course universities which is located at Daejeon City. Results and Discussion: Although the average awareness level is comparatively low, the awareness of senior students, who major in radiation, nuclear related departments and male students are relatively high. On the other hand, the awareness of freshman, sophomore, junior students, who do not major in radiation, nuclear related departments and female students are relatively low. It is necessary to provide various information to avoid unnecessary concerns and misconceptions about radiation exposure. Conclusion: This paper will be an instrument for efficient establishment of curriculum of education and training related with radiation safety.

해상교통로(SLOC) 안보와 해적: 소말리아 해적퇴치작전 경험을 중심으로 (Sea Lines of Communication Security and Piracy)

  • This thesis analyzes Somali piracy as a non-traditional threat to the Sea Lines of Communication (SLOC) and international countermeasures to the piracy. In an era of globally interdependent economies, the protection of sea lines and freedom of navigation are prerequisites for the development of states. Since the post-Cold War began in the early 1990s, ocean piracy has emerged as a significant threat to international trade. For instance, in the Malacca Strait which carries 30 percent of the world's trade volume, losses from failed shipping, insurance, plus other subsequent damages were enormous. Until the mid-2000s, navies and coast guards from Malaysia, Indonesia, Singapore, together with the International Maritime Organization (IMO), conducted anti-piracy operations in the Strait of Malacca. The combined efforts of these three maritime states, through information sharing and with reinforced assets including warships and patrol aircrafts, have successfully made a dent to lower incidents of piracy. Likewise, the United Nations' authorization of multinational forces to operate in Somali waters has pushed interdiction efforts including patrol and escort flotilla support. This along with self-reinforced security measures has successfully helped lower piracy from 75 incidents in 2012 to 15 in 2013. As illustrated, Somali piracy is a direct security threat to the international community and the SLOC which calls for global peacekeeping as a countermeasure. Reconstructing the economy and society to support public safety and stability should be the priority solution. Emphasis should be placed on restoring public peace and jurisdiction for control of piracy as a primary countermeasure.

위상차를 이용한 저항성 누설전류 측정 알고리즘을 적용한 온라인 전기안전 감시시스템의 개발 및 성능시험 (Development and Performance Test of Online Electrical Safety Monitoring System Applying an Algorithm to Measure Resistive Leakage Currents using Phase Differences)

  • Nowadays, to prevent electrical accidents in Korea, inspectors directly performed checking general electrical facilities as a cycle from every one to three years. It is difficult to presuppose an omen because intact conditions of electrical equipments are not kept at the time of inspection. In this paper, in order to ensure effectiveness of an online basis electric inspection, we developed an electrical safety IoT system using LoRa communication technology to enable monitoring mainly electrical safety components such as overcurrent, overvoltage, resistive leakage current, and power. Then we proposed a method for verifying performances of the prosed electrical safety IoT system. Resistive leakage currents are calculated by using difference of phase between voltages and currents. We verified that average errors are 0.97%, which reference goal is ${\pm}5%$ for a device, through reliability test according to conditions. Results of this research can be used as basic study materials to develop technologies for measuring three phase leakage current and for implementing public electrical safety. platform.

Risk Management on Radiation Under Prolonged Exposure Situation - Focusing on the Tokyo Metropolitan Area in Japan Under the TEPCO Fukushima dai-ich NPP Accident -

  • Examples and experiences of risk management on radiation under prolonged exposure situation are shown. The accident of the Fukushima dai-ichi nuclear power plant after the great east Japan earthquake (11 March, 2011) elevates background level of environmental radiation around the east Japan. For example, ambient dose equivalent rate around Tohkatsu area next to Tokyo located about 200 km-south from the plant, is about 0.1-0.6 micro-Sv $h^{-1}$ mainly due to $^{134}Cs$ and $^{137}Cs$ falling on the ground soil. This level is about double or up to ten times higher than the genuine natural level around the area. International Commission on Radiological Protection (ICRP) recommends how to face the existing exposure situation; that is the prolonged exposure situation. Referring to ICRP's reports and/or related international/domestic documents, we have been discussing and acting to gain public's safety and relief, who have a possibility to be exposed to prolonged lower-dose radiation. Here, we introduce our several experiences on risk management, especially focusing on risk communication, radiation education to public, and stakeholder involvements into making decision in local governments on radiation protection, relating to the accident.

정부의 위기 상황에서 의제설정과정 참여자들의 메시지 분석: 파라벤 치약 논란과 정부의 대응을 중심으로 (An Analysis of Messages Produced by Participants in the Agenda Setting Process during a Government's Crisis Situation: Focusing on the Ministry of Drug and Food Safety's Response to Paraben Toothpaste Issue)

  • 위기 커뮤니케이션에 있어 SNS를 비롯한 뉴미디어 활용의 중요성이 강조되고 있지만 구체적인 활용 방안에 대한 고찰과 논의는 부족한 실정이다. 이 연구는 지난 해 논란이 되었던 식약처의 '파라벤 치약' 사례를 중심으로 정부의 위기관리 체계를 커뮤니케이션 관점에서 살펴봄으로써, 위기 시 대언론관계 관리와 뉴미디어의 역할에 대해 실무적 함의를 제공하는 것을 목적으로 한다. 이 연구는 정책 이슈의 확산 과정을 SNS 중심의 의제설정 관점에서 살펴보고, 정책결정과정의 주요 참여자인 정부, 언론, 국민들이 정부의 위기 상황에서 어떤 메시지를 생산하였는지 비교하였다. 이를 위해 파라벤 치약 이슈가 논란이 되었던 한 달여 동안의 사건 전개 과정을 4단계로 구분하고, 단계별로 식약처의 해명 자료와 주요 언론의 보도 기사(총 45건), 관련 트윗(총 645건)을 텍스트 분석, 어절 분석, 네트워크 분석을 통해 살펴보았다. 정부, 언론, 국민이 생산한 메시지를 분석한 결과를 토대로 식약처의 위기 커뮤니케이션에 있어서의 문제점에 대해 논의하고, 위기 발생 시 정부의 대언론 관계 관리 및 뉴미디어 활용 방안을 제시하였다.

지중 시설물 관리를 위한 스마트 맨홀 디바이스 (Smart Manhole Device for Underground Facility Management)

  • 지상의 각종 시설물들의 지중화가 이루어지며 상수도 및 오수의 악취, 전봇대 쓰러짐, 전자파 영향 및 선로작업에 의한 단선 등의 문제들은 줄어들었다. 그러나, 맨홀 뚜껑 개방에 의한 추락, 가연성 가스 폭발, 인체 유해 가스 및 산소농도 부족에 질식, 고압선 발열에 의한 화재 및 맨홀 침수 등 새로운 문제점들이 발생하고 있다. 또한, 이러한 문제들이 시민 사회의 피해를 주고 공공안전에 불안요소로 작용하고 있다. 이에 본 논문을 통해 맨홀 내 외부의 안정적인 통신환경을 확보하고, 맨홀 내 시설물을 관리하기 위한 다양한 디바이스들과의 무선 통신이 가능한 스마트 맨홀 디바이스에 중점을 두어 연구를 진행하고 향후 지중 시설물 관리의 방향성을 제시하고 공공 안전에 기여 하고자 한다.
