Safety Data Sheets as a Hazard Communication Tool: An Assessment of Suitability and Readability

  • Background: Safety data sheets (SDSs) are hazard communication materials that accompany chemicals/hazardous products in the workplace. Many SDSs contain dense, technical text, which places considerable comprehension demands on workers, especially those with lower literacy skills. The goal of this study was to assess SDSs for readability, comprehensibility, and suitability (i.e., fit to the target audience). Methods: The Suitability Assessment of Materials (SAM) tool assessed SDSs for suitability and readability. We then amended the SAM tool to further assess SDSs for comprehensibility factors. Both the original and amended SAM tool were used to score 45 randomly selected SDSs for content, literacy demand, graphics, and layout/typography. Results: SDSs performed poorly in terms of readability, suitability, and comprehensibility. The mean readability scores were Flesch-Kincaid Grade Level (9.6), Gunning Fog index (11.0), Coleman-Liau index (13.7), and Simple Measure of Gobbledygook index (10.7), all above the recommended reading level. The original SAM graded SDSs as "not suitable" for suitability and readability. When the amended SAM was used, the mean total SAM score increased, but the SDSs were still considered "not suitable" when adding comprehensibility considerations. The amended SAM tool better identified content-related issues specific to SDSs that make it difficult for a reader to understand the material. Conclusions: In terms of readability, comprehensibility, and suitability, SDSs perform poorly in their primary role as a hazard communication tool, therefore, putting workers at risk. The amended SAM tool could be used when writing SDSs to ensure that the information is more easily understandable for all audiences.

  • 본 연구는 한국전력 eIoT(: energy Internet of Thing) 플랫폼을 활용한 스마트오피스 기능이고, 망구성은 센싱 디바이스, 게이트웨이, 플랫폼, 그리고 서비스서버로 구성 한다. 핵심 기능들은 게이트웨이와 디바이스간 LoRa(: Long Range) 기술을 활용하여 프로토콜 데이터 전달하는 부분, 지능화된 애플리케이션 처리 부분 그리고 PS-LTE(: Public Safety-Long-Term Evolution) 시스템에 연동되는 공공 안전 데이터처리 부분이다. 그리고 스마트오피스에서 서비스될 수 있는 리소스트리가 제시되며, 이것은 애플리케이션 서버와 디바이스에서 공통적으로 사용된다.

  • 완전 공영제의 전단계로 준공영제로의 과도기로서 지역별 사례들도 연구과제로 극히 제한적이지만 일부 발표되고 있다. 그러나 이에 대한 보완방법으로 전자정보 통신시스템에 의한 도덕적인 해이를 제도로서 최소화 할 수 있어 본 논문에서는 전자정보 체제의 접목의 방법과 준 공영제 도입에 따른 안전에 초점을 맞추고 여수지역을 구체적인 사례로 논지를 전개 해 나갔다. 사회적인 자산의 공공적인 관리로서 버스의 안전운영에 대한 문제점들도 개선들도 부분 언급하였다. 대중교통수단으로서 버스가 조세로서 지원을 통해 운영됨으로써 공익적인 감시체계를 통하여 지역주민들의 사고로부터 보호라는 안전망의 확보들도 크게 요청되고 있는 실정이다. 준공영제의 경영형식을 통한 현장에서의 성공적인 모형으로 창출을 위한 제안도 덧붙였다.

팀의 의사소통 분석방법에 관한 연구 (A Survey on Methods for Analyzing Team Communication)

  • Most private and public organizations use, for their works, information systems that change their organizational structures. Nowadays, many organizations have team-based structures where typically a cross functional team is in charge of a business process. The effective communication among the members of a team is an important factor of team performance in that communication facilitates trust building, knowledge exchange, change acceptance, and safety improvement. This paper reviews methods for analyzing communication among team members from three aspects such as the content, the amount, and the structure of communication.

공공의료기관 간호사의 환자안전사고 대처를 위한 시뮬레이션 기반 의사소통 교육프로그램 개발 및 효과 (Development and effect of Simulation-based Educational Program for Communication to Prevent Patients from Safety Accident by Nurses working in the Public Medical Institutions)

  • 최근 의료계에서 환자안전에 대한 관심이 지속적으로 높아지고 있고, 환자안전사고가 증가함에 따라 환자안전사고의 발생에 효율적인 대처를 위한 의료인들의 의사소통 능력의 필요성을 강조하고 있다. 따라서 본 연구는 환자안전사고 대처를 위한 시뮬레이션 기반 의사소통 교육 프로그램을 개발하고, 공공의료기관으로 지정된 병원의 간호사 에게 적용하여 교육 전, 후에 따른 의사소통능력, 자기효능감, 비판적 사고성향, 문제해결능력에 미치는 효과를 파악하고자 시도되었다. 또한 프로그램 적용 후 교육에 대한 만족도를 파악하였다. 연구대상자는 공공의료기관으로 지정된 병원의 간호사 32명이다. 2019년 8월 19일부터 8월 20일까지 자료수집 하였으며 자료 분석은 SPSS 23.0 프로그램을 이용하여 빈도, 백분율, paired t-test 로 분석 하였다. 연구결과 환자안전사고 대처를 위한 교육프로그램이 간호사의 의사소통능력, 자기효능감, 문제해결능력 향상에 유의하게 나타났으며, 비판적 사고성향은 교육 후 상승되었으나 통계적으로 유의한 차이는 없었다. 본 연구의 교육 프로그램이 간호사의 의사소통능력, 자기효능감, 문제해결능력 향상에 효과적인 교육 방법임을 확인하였다. 따라서 본 연구는 공공의료기관 간호사들의 환자안전사고 대처를 위한 의사소통 역량 향상에 도움을 주며, 임상에서 간호사를 대상으로 환자안전을 위한 교육 프로그램의 기초로 활용 될 수 있을 것이라 기대된다.

Panel Session toward Improved Communication and Engagement with the Public after the Fukushima Daiichi Nuclear Power Plant Accident: Study Reports and Discussion with Specialists from Relevant Fields

  • Background: From 2018 to 2020, the Expert Study on Public Understanding after the Fukushima Daiichi Nuclear Power Plant Accident (the Expert Study Group) identified and analyzed activities designed to promote public understanding of science and radiation since the Fukushima accident, and held discussions on how to achieve public understanding in the situation where public confidence has been lost, and how experts should prepare for dealing with the public. This panel session was held at the 53rd meeting of the Japan Health Physics Society on June 30, 2020. Materials and Methods: First, three subgroup (SG) leaders reported their research methods and results. Then, two designated speakers, who participated as observers of the Expert Study Group, commented on the activities. Next, the five speakers held a panel discussion. Finally, the rapporteur summarized. Results and Discussion: SG leaders presented reports from researchers and practitioners in health physics and environmental risks who provided information after the Fukushima accident. During the discussion, experts in sociology and ethics discussed the issues, focusing on the overall goals of the three groups, local (personal) and mass communication, and ethical values. Many of the activities instituted by the experts after the accident were aimed at public understanding of science (that is, to provide knowledge to residents), but by taking into account interactions with residents and their ethical norms, the experts shifted to supporting the residents' decision-making through public engagement. The need to consider both content and channels is well known in the field of health communication, and overlaps with the above discussion. Conclusion: How to implement and promote the public engagement in society was discussed in both the floor and designated discussions. Cooperation between local communities and organizations that have already gained trust is also necessary in order to develop relationships with local residents in normal times, to establish an information transmission system, and to make it work effectively.

Proposing a Simple Radiation Scale for the Public: Radiation Index

  • A new radiation scale is proposed. With empathy toward the vast majority of people who are not well versed in radiation and related matters, and thus suffering from misunderstanding that breeds unnecessary fear of radiation, the aim of proposing a new radiation scale, radiation index (RAIN), is to put the general public at ease with the concept of radiation. RAIN is defined in dimensionless numbers that relate any specific radiation dose to a properly defined reference level. As RAIN is expressed in plain numbers without an attached scientific unit, the public will feel comfortable with its friendly look, which in turn should help them understand radiation dose levels easily and allay their anxieties about radiation. The expanded awareness and proper understanding of radiation will empower the public to feel that they are not hopeless victims of radiation. The correspondence between RAIN and the specific accumulated dose is established. The equivalence will allow RAIN to serve as a common language of communication for the general public with which they can converse with radiation experts to discuss matters related to radiation safety, radiation diagnosis and therapy, nuclear accidents, and other related matters. Such fruitful dialogues will ultimately enhance public acceptance of radiation and associated technologies.

공간 정보 질의를 이용한 차량 추적 애플리케이션의 설계 및 구현 (Design and Implementation of The Vehicle Tracking Applications using Geospatial Query)

  • 공공 안전은 스마트 시티(Smart City)의 주요 목표 중 하나이다. 본 논문에서는 공공 안전에 도움을 줄 수 있는 차량 추적 시스템을 제안하고서 관련 애플리케이션을 설계 및 구현하였다. 제안하는 차량 추적 시스템의 목적은 경찰에게 도난 차량의 위치 정보를 실시간으로 제공해서 보다 효율적으로 도난 차량을 추적하는 것이다. 차량 소유자가 차량 추적을 요청하면, 이 요청을 수신한 공공 안전 서버 프로그램은 공간 정보 질의(Geospatial Query) 기법을 사용하여 도난 차량과 가장 가까운 경찰을 찾아 도난 차량의 위치와 시간, 거리 및 경로와 같은 정보들을 제공한다. 구현한 시스템의 유효성을 입증하기 위해 타임 스탬프(Time Stamp)를 이용한 트랜잭션 시뮬레이션을 수행하였으며, 이 시뮬레이션을 통해 1.2초 이내의 빠른 시간 내에 차량 소유자의 요청이 경찰에게 전달되는 것을 확인할 수 있었다.

A Model of Artificial Intelligence in Cyber Security of SCADA to Enhance Public Safety in UAE

  • The UAE government has set its sights on creating a smart, electronic-based government system that utilizes AI. The country's collaboration with India aims to bring substantial returns through AI innovation, with a target of over $20 billion in the coming years. To achieve this goal, the UAE launched its AI strategy in 2017, focused on improving performance in key sectors and becoming a leader in AI investment. To ensure public safety as the role of AI in government grows, the country is working on developing integrated cyber security solutions for SCADA systems. A questionnaire-based study was conducted, using the AI IQ Threat Scale to measure the variables in the research model. The sample consisted of 200 individuals from the UAE government, private sector, and academia, and data was collected through online surveys and analyzed using descriptive statistics and structural equation modeling. The results indicate that the AI IQ Threat Scale was effective in measuring the four main attacks and defense applications of AI. Additionally, the study reveals that AI governance and cyber defense have a positive impact on the resilience of AI systems. This study makes a valuable contribution to the UAE government's efforts to remain at the forefront of AI and technology exploitation. The results emphasize the need for appropriate evaluation models to ensure a resilient economy and improved public safety in the face of automation. The findings can inform future AI governance and cyber defense strategies for the UAE and other countries.

위험인식의 특성과 의미: 한국인의 기술위험 인지도에 대한 Psychometric 분석 (A Study on Risk Perception and Policy Implication : A Psychometric Analysis of Korean Perception for Technological Risks)

  • A survey of risk perception in South Korea was conducted in 2007 to evaluate relative riskiness of typical industrial and technological risks. This article summarizes the characteristics of risk perception using psychometric analyses. The survey with a sample size of 1,194 reviews the perceived level of 25 risk items in the areas of transportation, chemicals, environment, industry, nuclear power generation, and newly-introduced risks. Six categories of risk identified by a factor analysis show that the level of perceived risk does not correspond to the statistical level. Psychometric analyses including voluntariness, severity, effect manifestation, exposure pattern, controllability, familiarity, benefit and necessity demonstrate that voluntary, familiar and immediate risks are perceived as less risky than involuntary, unfamiliar and delayed ones. Risk communication is critical in reducing the discrepance between objective and subjective level of risk. However, the amount of risk information does not always justify a successful risk communication. A safety policy, risk communication strategy in particular, should take into account diverse dimensions of risk reviewed by psychometric analyses in the study. Social policy toward safety can be improved by integrating policy, human, and social factors as well as technological advances.
