지방자치단체 민원실의 유니버설디자인 적용도 평가 - 광주광역시 구청사를 중심으로 - (The Evaluation of Application for Universal Design Principles in Local Government's Public Service Center - Focusing on Five District's Public Service Centers in Gwangju Metropolitan City -)

  • This study aimed to evaluate how universal design principles are embodied in the Public Service Center. It will be used for planning the basic materials of the interior environmental design for Public Service Center facilities and for developing ways to improve interior environments in order for them to be conveniently used. In studying a method, we conducted an Universal Design check list to evaluate interior environment, targeting five Public Service Center facilities located in Gwangju Metropolitan city. This study investigated the Universal Design suitability of center interior Public Service Center on the basis of the tools for Universal Design check list which was composed of supportive design, adaptable design, communicability, safety-oriented design, and accessible design. Through theoretically considering the services of Gwangju's old city hall public service center, which got divided into common space, public service space, waiting space and informative material space. Evaluation on universal design application level showed that those with best universal design application are supportiveness and safety in public service space, communication efficacy and safety in waiting space and safety and accessibility in informative material space and acceptability in waiting space had the lowest application level.

한국과 주요 외국의 안전보건교육제도에 관한 비교 연구 (A Comparative Study on the Safety and Health Education System between Korea and other Countries)

  • After the Se-wol ferry disaster in Korea, the safety issue was highly spotlighted in a number of media, and consequently the ministry of public safety and security was newly established under the public attention. In addition to this, a recent earthquake in Gyeonju suggested the training issues for public such as evacuation and public safety. Regarding the industry, one of significant reasons causing the accidents were inadequate training, in execution of safety manual or inexperienced first response. Although the engineering or scientific study provided a basis of the industry safety and health in Korea a study focusing on the safety and health education system should be highlighted in that the law is the only way to execute the policy. In this manner, the goal of current study was to compare the safety and health education system in Korea to other countries including America, England and Germany. Especially, the law for training method, contents, supervision and punishment was analyzed. Result showed (1) lack of a structured training course for educating safety and health education trainer, (2) no training system of safety and health education to public or workers, and (3) less specific law for supervision and punishment as compared to the America, England and Germany.

항공안전투자 공시제도 현황 분석 및 향후 발전 방안 연구 (Analyzing the Public Disclosure of Aviation Safety Investment System and Studying Future Development Strategies)

  • Korean aviation authority required air service providers to submit public disclosure of aviation safety investment to encourage proactive and voluntary safety investments. In 2023, two airport operators and seventeen airlines disclosed their safety investment results and plans for the first time. This study aims to examine and analyze the current status of the disclosure system, identify insights for its development, and set directions for the future. Safety investments by airport operators decreased by 14.3% in 2022 compared to 2021 due to decreased aviation demand. Airline increased their safety investment by 46% to 4 trillion won, investing heavily in MRO and aircraft replacement, leading to a decrease in the average fleet age by 0.8 years. FSCs have shown a significantly higher level of safety investment compared to LCCs. However, LCCs show higher safety investment relative to revenue. It is necessary to consider the characteristics of each operator as well as the scale when comparing safety investments. A roadmap is suggested based on the importance of disclosure items for the strategic approach and improvement measures for the aviation safety investment disclosure system.

고속도로 건설공사 발주자의 안전점검 체계구축 절차에 관한 이해관계자 설문조사 및 분석 (Survey and Analysis of Stakeholder Opinions on the Establishment Procedure of Safety Inspection System for Highway Construction Clients)

  • The public safety management guidelines were introduced in 2019 and continue to be dedicated to advancing comprehensive measures for public safety management, with a primary focus on prioritizing the safety and well-being of the public within governmental institutions. To achieve this goal, our previous study developed a establishment procedure of risk assessment-based safety inspection system for public institutions that order construction projects and applied it to highway construction projects to evaluate its effectiveness. To enhance the practicality of the establishment procedure, it is essential to collect and analyze feedback from stakeholders regarding its performance and suitability. This study conducted a survey involving 200 participants who had experience with the establishment procedure, and performed statistical analyses to evaluate its performance and applicability. The survey results indicated that the participants reported a high level of satisfaction (scoring 4 and above on a 5-point Likert scale) in several areas: specialization of safety inspection items for different types of work (with a satisfaction rate of 65%), the evaluation process for safety ratings (64.5%), and their willingness to recommend the procedure to other institutions (75.5%). In the factor analysis with Varimax rotation, two factors emerged: (1) a specialization factor related to safety inspection items, and (2) a grading factor associated with safety evaluation results. Regression analyses of these factors unveiled significant positive relationships with improvements in safety and health performance, including the prevention of fatal accidents, heightened safety responsibility, and raised safety inspection standards. The establishment procedure of safety inspection system developed in our previous study can play a crucial role in reducing accidents resulting in fatalities and injuries at construction sites, ultimately contributing to a safer working environment for all involved parties.

공중욕조에서의 FLUX3D에 의한 전위분포 해석 및 인체의 전격위험성 평가 (Electric Shock Risk Assessment of the Human Body and Potential Distribution Analysis by FLUX3D in a Public Bathtub)

  • This paper considers the electrical shock risk of the human body due to underwater leakage current in such places of public baths. Many submerged electric facilities in a public bath may create a severe electric shock hazard for the human body, since wet body in an accidentally energized bathtub can result in low electrical resistance through the human body for leakage or fault currents. Therefore a major consideration, in the context of electrical safety underwater, is the shock risk to the bather as a result of electric current flowing through the water in bathtub. To assess the electric shock risk and to analyze the potential distribution in a bathtub, 2 different situation cases are set up, then experimental and simulation methods are adopted. The validity of 2 cases of simulation and experiment data in a bathtub for electric distribution underwater are compared and analyzed. Also electric shock risk assessment underwater in a real public bathtub by simulation program package, Flux 3D, was conducted herein, and the results are presented and discussed.

공동주택의 화재안전성능 평가방안에 관한 연구 (A Study on Evaluation Plan of Fire Safety Performance for Public Building)

  • 소방활동 관점에서 공동주택은 화재시 구조적 관리적 문제점을 가지고 있으므로 피난장애 발생 및 연소확대 위험성이 큰 것으로 조사되었다. 공동주택의 다양한 화재취약요인들을 분석한 결과, 안전시스템, 소방시설, 건축물 안전, 일반안전 분야로 평가분야를 도출하였으며 이에 따른 평가요소들을 제시하였다. 이와 함께, 6개의 국내외 공동주택 화재안전성능 인증제도 현황을 비교분석함에 따라 국내외 인증제도의 특성을 분석하였다. 결론적으로, 인증제도의 5개의 융합적 추진방향 및 4개 평가분야별 22개 평가항목들을 도출하였으며, 이를 기반으로 3개의 공동주택 화재안전성능 인증제도의 융합적 도입 방안을 수립하였다.

공공도서관 안전관리 매뉴얼 개발 연구 (Development of a Safety Management Manual for Public Libraries)

  • 이 연구는 이용자의 안전과 도서관의 재난대비를 비롯한 위기관리와 관련한 최근의 사회적 관심을 반영하는 한편, 공공도서관에서 발생할 수 있는 사고에 대하여 도서관 업무현장에서 참고할 수 있도록 구체적인 안전관리 매뉴얼을 제시하였다. 제시된 안전관리 매뉴얼은 '안전관리 계획의 수립', '위기별 안전관리', '정보자원 복구', '안전관리 점검 체크리스트'의 4가지 영역과 각각의 영역별 세부 위기별 안전관리 요소로 구성하였다. 이를 통해 개별 공공도서관 현장에서 자관의 상황에 맞추어 안전관리계획의 수립과 직원교육에 활용할 수 있도록 하였다.

어린이 안전을 위한 공공임대주택단지 외부공간 환경개선에 관한 연구 (Improvement of Outdoor Spaces for the Children's Safety in Public Rental Housing)

  • Public rental housing in Korea has been initially provided for residential stability of low-income household focusing on solving quantitative insufficiency since 1980s. In the process of early stage of designing and planning public rental housing, qualitative aspects of considering children were not primary concern. This study aims to analyze the priority of environmental improvement of outdoor spaces for children's safety in public rental housing. First, literature review was performed in the reference of local residential safety guidelines, Universal Design, and CPTED guidelines. In each guidelines, common safety planning factors for children were extracted within different types of outdoor spaces. Second, based on literature analysis, residents evaluated importance and satisfaction level by different safety types, outdoor space type, and environmental planning factors. In results, residents evaluated high importance and showed low satisfaction for crime and traffic safety. Through IPA, facilities and parking space was evaluated where improvement is needed for the first priority, and planning factors were mostly concerned with surveillance and safety management system. Result shows general concern of public rental housing residents, about weak facility management and security system, and about socially isolated environment which heightened the fear of crime safety. Overall, poor maintenance of the complex environment and decrepit facilities are constantly raising risk of safety accidents especially for children. Considering residents' concern, environmental improvement should be considered in perspective of not only physical repair, but also facility management and security system.

Increase of Cardiometabolic Biomarkers Among Vehicle Inspectors Exposed to PM0.25 and Compositions

  • Background: Exposure to particulate matter (PM) emitted from vehicle exhaust might disrupt systemic function and elevate the risk of cardiovascular disease. In this study, we examined the changes of cardiometabolic biomarkers among vehicle inspectors exposed daily to PM0.25 and components. Methods: This cross-sectional study was conducted at two vehicle inspection centers, Pulogadung and Ujung Menteng, located in East Jakarta, Indonesia. The exposed respondents were 43 workers from vehicle inspection centers, and the unexposed group consisted of 22 staff officers working in the same locations. Vehicle exhaust particulate matter was measured for eight hours using a Leland Legacy personal pump attached to a Sioutas Cascade Impactor. The used filters were 25 and 37-mm quartz filters. The particulate matter concentration was analyzed using a gravimetric method, whereas trace elements were analyzed using energy dispersive X-ray fluorescence. An EEL Smoke Stain Reflectometer analyzed black carbon. Results: The personal exposure concentrations of PM0.25 were 10.4-fold higher than those in unexposed groups. Calcium and sulfur were the major components in the obtained dust, and their levels were 3.3- and 7.2-fold higher, respectively, in the exposed group. Based on an independent-samples t-test, high-density lipoprotein, triglyceride, HbA1c, total immunoglobulin E, high-sensitivity C-reactive protein, tumor necrosis factor-alpha, and nitric oxide levels were significantly different between the groups. Conclusions: In summary, it was suggested that PM0.25 exposure from vehicle exhaust might affect cardiometabolic biomarkers change.
