  • This study is about effects of government R&D subsidies program participation factor for SMEs R&D performances. Currently, Government R&D subsidies program has been operating in various forms, and each company subsidies, facilities, equipment, personnel and training have been supported. Each of the companies is also involved with various factor of support to participate in the subsides program. Therefore, This study verifies the hypotheses that after government R&D subsidies program of project implementation, various participation factor of companies have an effect positive impact on business management skills of administrative performance. Also, This study verifies the hypothesis of an influence on the R&D investment and the technological capability of technical performance. Through such a analysis results will help to carry out guide for strategic R&D performance management of government R&D subsidies program participation companies.

Study on Indoor Air Pollutants of Public Service Centers in Winter, Seoul (서울지역 공공청사 민원실의 겨울철 실내공기질에 관한 연구)

  • This study evaluated the indoor air quality of 26 government offices located in Seoul. The pollutant samples were taken from Jan. 13th to Jan. 29th and Feb. 20th to Feb. 23rd, 2010 in the offices. The target indoor pollutants for this study were $PM_{10}$, formaldehyde, carbon monoxide, carbon dioxide, total bacteria counts, total volatile organic compounds, radon, nitrogen dioxide, ozone, and asbestos which were controlled by the indoor air quality law for the multiple-use facilities management. The results of this study showed that some pollutants of the 38.5% offices exceeded the standards of the air quality guideline. The correlation analysis of the same pollutants between indoor and outdoor represented that $NO_2$ (r=0.629, p<0.05) and $O_3$ (r=0.459, p<0.01) were significant, however, $PM_{10}$ and CO were not. The correlation analysis between different pollutants showed that CO and TVOC (total volatile organic compounds: r=0.724; p<0.01), CO and $NO_2$ (r=0.674; p<0.01), HCHO and humidity (r=0.605; p<0.01), $CO_2$ and TVOC (r=0.534; p<0.01), TBC (total bacteria counts) and Asbestos (r=0.520; p<0.01) were significant. The energy-saving system of government buildings in winter caused under-ventilated and poor air quality. This study suggests that the concentrations of radon and $CO_2$ should be used as an indicator for monitoring indoor air quality and maintaining effective ventilations.

A Safety Management Strategy for Temporary LP-gas Facilities (이동형 LP가스 사용시설의 안전관리 방안)

  • A temporary LP-gas facility means outdoor LP-gas facilities in public venues such as boothes or food stalls. As temporary LP-gas facility is not an object of mandatory inspection, it is neccesary to develop an effective strategy of safety management. In this study, the direction of safety management strategy is analyzed through a survey and analysis of risk factor about gas facilities in a booth and stall. Some improved directions are suggested such as the use of pipeline and common gas storage. It is expected that the results of this study could help to improve LP-gas efficiency management.

  • The sustainable development of local communities is faced with limitation due to poor infrastructure and lack of cooperation among stake-holders. To overcome such circumstances and thus to ensure balanced development of the local communities, the central government is driving construction of innovative cities mainly through transfer of public institutions to local cities. In this study, to contribute to the development of plans for the future agropolis' associated with the transfer of public institutions, efficient organization mechanisms of the agropolis such as basic structure and spatial allocation was examined through analyses of advanced cases(Sophia Antipolis, St. Hyacinthe Science Part Food Valley, Stoneleigh Park) of foreign countries. The analyses showed that the organization of agropolis were consisted of three main components; 1) agricultural and food industry complex conducting R&D, 2) service facilities(information, trade, consulting and advertisement) supporting agricultural and food industries and rural enterprise center in charge of a variety of events including exhibition, rural experience, education, and contest, 3) silver facilities such as hospital and town providing medical service and residence. Based on the results, inventories of facilities which are necessary in 'the future agropolis' and their spatial allocation were suggested.

Reviewing the Applications of Three Countries' Ground Water Flow Modeling Regulatory Guidelines to Nuclear Facilities in Korea

  • The numerical analysis of groundwater flow is indispensable for predicting problems associated with water resource development, civil works, environmental hazards, and nuclear power plant construction. Korea lacks public regulatory procedures and guidelines for groundwater flow modeling, especially in nuclear facility sites, which makes adequate evaluation difficult. Feasible step-by-step guidelines are also unavailable. Consequently, reports on groundwater flow modeling have low-grade quality and often present controversial opinions. Additionally, without public guidelines, maintaining consistency in reviewing reports and enforcing laws is more challenging. In this study, the guidelines for groundwater flow modeling were reviewed for three countries - the United States (Documenting Groundwater Modeling at Sites Contaminated with Radioactive Substances), Canada (Guidelines for Groundwater Modelling to Assess Impacts of Proposed Natural Resource Development Activities), and Australia (Australian Groundwater Modelling Guidelines), with the aim of developing groundwater flow modeling regulatory guidelines that can be applied to nuclear facilities in Korea, in accordance with the Groundwater Act, Environmental Impact Assessment Act, and the Nuclear Safety Act.

However, the general maintenance of railway facilities without the knowledge and safety awareness, as compared to foreign railway personnel, and productivity has pointed out the contradiction. Economy and efficiency of the railway in order to pursue a public awareness and safety and professionalism is required.   • Indonesia has policies and strategies for the management of radioactive waste and spent nuclear fuel that arises from the use of nuclear research and development facilities, including three research reactors, and the use of radioisotopes in medicine and industries. The Indonesian government has provided extensive facilities such as an independent regulatory organization (BAPETEN) and a centralized radioactive waste management organization (CRWT-BATAN). Further, the presence of regulations and several international conventions guarantee the protection of the public from all risks due to handling radioactive waste and spent nuclear fuel. However, the sustainability of radioactive waste management in the future faces various challenges, such as disposal issues related to not only to site selection but also financing of radioactive waste management. Likewise, the problem of transportation persists; as an archipelago country, Indonesia still struggles to manage the infrastructure required for the transport of radioactive materials. The waste from the production of the radioisotopes, especially from the production of 99Mo, requires special attention because BATAN has never handled it. Indonesia should also resolve the management of NORM from various activities. In Indonesia, the definition of radioactive waste does not include NORM. Therefore, the management of this waste needs revision and improvement on the regulations, infrastructure, and technology.

  • Korea has made a rapid economic development since the last three decades. This has helped Korea narrow the gap in health service differences in resource availability and in quality of care. However urban and rural differentials are still remarkable. This study has maintained that health status of rural residents is inferior to that of urban dwellers. Therefore, this study was carried out to develop policy measures for improving health services in rural areas. In order to achieve the objective of this study the authors collaborated closely and made field visits, interviews and conducted an extensive literature review regarding rural health services. The following policy options are recommended as a summary ; First, the quality of rural health personnel is a single most important factor influencing the level of rural health services. An innovative program for public health doctors to the internship and/or residency training program such as specialty board program of family medicine. Second, dissatisfaction regarding employment of public health doctors is problematic. More rational employment and deployment programs are needed to meet their personal desire. One way to do this is to make it wide open and competitive. Third this study shows how to increase physician productivity in the rural public health sector. Incentive system needs to be elaborated for the career development of rural health workers. University linked job opportunity as clinical professor is an example. Fourth, without straightening the function of health centers and subcenters, the future of rural health services is doomed to failure. Straightening primary health care is one way to enrich the program of public health facilities and reactivating the operation of health center/hospital is another. A close linkage of public facilities with private hospitals is a minimum requirement for the operation of health delivery system within a health district. Fifth, some measures are urgently required to enhance hospital services in medically underserved areas. Financial subsidy, tax exemption, long-term public loans and higher priority of health manpower deployment are some of them. Sixth, new health programs should be in tiated to meet changing needs of peoples in rural areas. Home health care program, hospice program, nursing home, residential program for the elderly are recommended.

Economic Analysis of the Livestock Manure Treatment System Using Life-Cycle Cost Technique (LCC 기법을 통한 가축분뇨처리시설의 경제성 분석)

  • To assess the total cost with all stages of facilities, the feasibility of Life Cycle Cost (LCC) analysis was examined in this study to estimate the livestock manure treatment system and optimal decision making process. For the economic evaluation, the plant/equipment investment and annual operation cost of four Public Livestock Recycling Facilities, whose treatment capacity is 100 ton piggery manure per day, was compared. The initial cost was in the range of 2,699 million won to 3,202 million won, where T and E methods were highest and lowest, respectively. The annual operation cost was in the level of 378 million to 498 million won, which decreased in the following order : T method > J method > E method > B method. For the LCC analysis, 4.7% of interest rate, 3.13% of inflation rate, and 1.52% of net discount rate was considered by the data received from Bank of Korea and Statics Korea in the period of 2000 to 2009. Also, for the calculation of present value factor, the durable years of civil engineering & construction, machinery and electric instrument was 30 years, 10 years and 15 years, respectively. Based on these consideration, operation cost was in the range of 17,570 won/ton to 20,661 won/ton, and E method (17,570 won/ton) was economical and B method (20,661 won/ton) was non-economical. Though initial cost of T method was higher than that of B method, LCC analysis of T method was lower than that of T method due to the lower operation cost. Therefore, LCC analysis, which considers both initial cost and operation cost, is more reasonable evaluation method than either initial cost or annual operation cost. For the change of LCC analysis according to the uncertainty, the sensitivity analysis was carried out using fluctuation magnitude of discount rate in the period of 2000 to 2009. As a result, LCC analysis evaluated by discount rate was stable for the uncertain factors since the cost leadership did not change even though the sensitivity analysis varied. In summary, the economic evaluation using LCC analysis could be an efficient reference to choose the suitable livestock manure treatment plants. Furthermore, standardization of statement calculation for the actual cost analysis should be conducted and more detailed study is necessary to validate this summary. Therefore, the application of comprehensive technology evaluation, which considers LCC analysis, should contribute in obtaining objectivity and enhancing reliability for the 'Evaluation of Livestock Manure Treatment System and its Technology'.

  • For increasing productivity of domestic IT industry, government and local agencies have some plans to establish industrial clusters to provide local firms with testbed, R&D center, and cooperative research project. The most difficult problem in this process is to decide the location of them by resonable methodology. In this paper, the subject is to find what the factors to be considered in locating facilities and industrial clusters invested by government are and how to decide efficiently. First, we look over some cases of other countries, and then find assessment items for locating. Finally we analyze these items and assessment model by the analytic Hierachy Process(AHP) and make conclusion, As a conclusion, we find the result that there are some differences between the object of govenmental policy and needs of industry. 'The base infrastructure for telecommunications environment' is more important to be considered by the firms than 'The local benefit of the public'
