공공기관의 유형별 효율성 평가와 비효율성 원인의 규명에 관한 연구 (Efficiency Rating by Types of Public Institutions and Identification of Inefficiency Sources)

  • In recent years, attention to the high debt ratio in public institutions has pushed the government to make efforts in reducing the debt ratio. However, in order to stimulate the economy, the government needs drastically innovative measures that reduce debt by improving efficiency rather than moderate approaches that focus solely on debt reduction. Despite this need, no study has yet systematically analyzed the overall efficiency of domestic public institutions and identified the source of inefficiencies in each public entity. Therefore, largely two research questions are examined. First, this study compares the efficiency levels by types of public institutions. Second, this study identifies the cause of inefficiencies in each public institution and proposes directions for improving efficiency. Based on a 5-year data of 302 public institutions published in public business information systems and organizational websites from 2009 to 2013, Data Envelopment Analysis (DEA) was performed. The input variables include the number of employees and total costs while the output variables include sales and net income. Reflecting the characteristics of public institutions, the input-oriented CCR model and input-oriented BCC model were utilized. Analysis results are as follows. First, market-oriented public institutions showed the highest efficiency while fund management quasi-governmental agencies showed the highest inefficiency. Second, scale efficiency score was measured by applying the CCR model and the BCC model on the organizations with the lowest efficiency level, fund management quasi-governmental agencies. Based on these analysis results, the source of inefficiency and detailed directions for improvement were proposed for Decision Making Units (DMUs) with low CCR and BCC scores.

  • 새로운 제도나 경영전략 등이 성공적으로 정착되어 조직의 성과제고로 연계되기 위해서는 내재화과정이 반드시 필요하다. 성공적인 내재화를 위해서 많은 기관에서 가장 많이 활용하는 방법은 교육방법 및 커뮤니케이션 전략이라고 할 수 있다. 그러나 교육이나 커뮤니케이션을 원활하게 진행하기 위해서는 조직구성원들간 신뢰와 협력지향적인 문화 등 다양한 측면에서의 융합전략이 뒷받침되어야만 한다. 본 연구에서는 특정 공공기관의 직원들을 대상으로 새로이 도입한 조직비전, 핵심가치 등에 대한 내재화 정도 및 조직문화 등에 대해 조사해보고, 성공적인 경영전략 내재화 방안을 제시하고자 하였다. 우선, 경영전략 강화 교육을 위해서는 반복학습을 통해 자주 노출시키고 자주 대화하는 방법이 효과적이다. 이를 위해 집합교육과 이러닝 등 집중적인 교육방법을 병행해야 한다. 둘째, 의사소통의 활성화를 위해서는 기관장이 직원들과의 내재화를 위한 의사소통에 관심을 기울여야 하며, 다양한 방법의 의사소통 전략을 세워야 할 것이다. 끝으로, 조직문화의 변화를 위해서는 동료들간 개방적이고 협조적인 문화구축을 위한 비공식적인 의사소통의 장을 자주 마련하고 인적네트워크의 양적, 질적 확대를 지원해주어야 한다.

  • IT governance in order to achieve the strategic goals of the organization, leadership, organizational structure, and the process is defined. In order to achieve IT governance, organizational structure, leadership for spindle formation, maintenance, and standardized processes to specific and an effective ITIL (Information Technology Infrastructure Library) management model is needed. In this study, the K Authority Management Model of IT Governance ITIL - based research on service delivery and customer satisfaction through the effective information for ITSM (Information Technology Service Management, IT Service Management) building measures, information for business planning and performance management PMS (Project Management System, project Management System), survey on ICT service levels established through the process of planning and construction management models such as ITIL future research on the public portion of the proceeds from the ITIL management model can be utilized as a guideline when establishing a theoretical presents a base.

공공부문의 서비스품질 측정모형 개발 (Developing the Measurement Model of Service Quality in the Public Sector)

  • Beyond SERVQUAL-based service quality research, we develop a measurement model of public service quality that would provide researchers and practitioners in the public sector with a foundation for systematic investigation and implementation. Firstly, we explore the attributes of public service quality that lead to customer satisfaction by using the critical incident technique (CIT). We identified four dimensions of public service qualities. We also found that the critical attributes of service quality differ according to the types of customers. Secondly, to achieve a high degree of empirical confidence, we conduct statistical tests and analyses on the classification scheme and on the attributes of service quality that we derived from the CIT analysis. Through these analyses, we could remove the redundancy among attributes and group the attributes into new constructs, which are mutually exclusive and exhaustive; we built a more sophisticated measurement model of service quality.

Opening the Nation: Leveraging Open Data to Create New Business and Provide Services

  • Opening government data has been one of the main goals of nations building their e-government structures. Nonetheless, more than publishing government data for public viewing, the bigger concern right now is promoting the use change to "and proving the usefulness of available public data". In order to do this, governments must be able to, not only publicize data but more so, publish the kind of data usable to infomediaries and developers in order to create new products and services for citizens. This research investigates 30 open data use cases of South Korea as listed in Data.go.kr. This study aims to contribute to a better understanding of open datasets utilization in a technologically-advanced and well-developed nation and hopefully provide some useful insights on how open data is currently being used, how it is opening up new business, and more importantly, how it is contributing to the civic society by providing services to the public.

Implementations of Geographic Information Systems on Sewage Management for Water Resources Protection

  • Taipei Watershed Management Bureau (WRATB) is a government agency entitled for water resources protection at two major watersheds in order to provide drinking water for about four millions population in Taipei on a sustainable basis. At WRATB, there are two major public sewage treatment facilities which can convert sewage in each watershed into an acceptable state before they were discharged into rivers. More than 82% of household wastewater have been collected and treated by the two public sewage systems. However, households at remote area still need more effective sewage management prescriptions. The objective of this paper is to implement geographic information systems in order to provide more effective approaches that sewage management can be easier and cost effective. ArcIMS was implemented for Internet browsing and map server of those sewage facilities on personal computers, laptop computers. In the open field, ArcPAD was implemented with personal digital assistant (PDA) such that compact flash type's global positioning systems (GPS) and digital camera can be utilized with PDA. All sewage facilities digital files were convert into ArcMap format files. MapObjects and visual BASIC were used to create sewage application modules to meet every single technician personal flavor. ASP.NET was implemented for Internet database manipulations of all sewage databases. Mobile GIS was the key component of GIS applications in the open field for sewage management on a basis of house by house. Houses at remote area, which can not cover by the two public sewage systems, were managed by PDA and laptop computers with GPS and digital camera. Sewage management at Taipei Watershed Management Bureau is easier both in the open field and in the office. Integration of GPS, GIS, and PDA makes sewage management in the open field much easier. ArcIMS, MapObjects, ASP.NET and visual BASIC make sewage management can be done in the office and over Internet.

공공도서관의 특성화에 관한 연구 (A Study on the Specialization of the Public Libraries)

  • 사회적 기구로서 공공도서관이 변화하는 사회에서 제 기능을 다하고 주어진 목적을 이루기 위해서는 전통적이거나 관습적인 운영보다는 좀 더 체계적이고 효율적인 경영이 실현되어야 한다. 이런 맥락에서 공공도서관의 특성화 전략이란 공공도서관이 제공하는 자료와 서비스의 차별화와 집중화를 통한 운영 및 관리를 의미하며, 공공도서관의 효율적 경영을 위해 필수적으로 반영되어야 하는 것이다. 이에 본 논문은 공공도서관의 특성화를 살펴보기 위하여 먼저 우리나라 공공도서관의 발전과 현황을 살펴본 후 공공도서관의 특성화에 관한 이론적 배경을 바탕으로 우리나라 공공도서관의 서비스를 특성화란 관점에서 자료중심과 서비스중심으로 나누어 조사 분석하고, 이를 바탕으로 나타난 문제점과 개선방안 을 살펴봄으로써, 공공도서관의 특성화, 나아가 도서관의 특성화 일반에 대한 이해의 증진에 일조하는데 그 목적이 있다.

농촌지역의 재난관리 민관조직 연계방안 연구 (A Study on the Linkage of Public-private Organizations in Disaster Management in Rural Area)

  • 본 연구에서는 농촌의 재난관리 특징 및 현황을 파악하고 이를 통해 농촌의 재난관리를 위한 민 관 조직의 협력방안을 연구하였다. 농촌의 재난관리 현황을 파악하기 위해서 농촌 주민과 지방자치단체 재난관리 공무원을 대상으로 설문조사를 실시하였다. 설문조사 결과 공무원과 주민 모두 재난관리 활동의 문제점이 주민참여가 부족하고 참여 부족의 이유로 주업무로 인한 시간부족 때문이라고 답하였다. 이러한 설문조사의 분석결과를 통해 농촌의 재난관리의 SWOT분석 및 전략을 도출하였다. 본 연구의 최종결과로 재난관리의 민 관 네트워크 체제의 5가지의 유형과 2가지의 운영방식을 도출하여 총 10가지의 재난관리 민 관 조직 연계방안을 도출하였다. 해당 결과를 활용하여 향후 해당 농촌지역에 특성에 맞는 농촌 재난관리 민 관 네트워크 운영방안을 설정하여야하며, 이를 적용하기 위한 각 운영방안에 대한 심도 있는 추가 연구가 필요하다.

중소도시 버스 운송관리시스템 개발에 관한 연구 (A study on the development of bus transit management system in the medium-sized cities)

  • Due to the gravitation of the population to Metropoleis caused by the radical industrialization and urbanization after the 1960s. most Korean cities not only have shown the deformed urban structure, but also have faced many serious problems in the public transit system. Especially, the medium-sized cities as the center of the local life have been under the low level of public transit service because of their poor transportation facilities and inefficient operations. Under these conditions, this study aims at improving its level and quality in the local midium-sized cities by performing the following; . to suggest the new idea of the public transit policies for the medium-sized cities. . to develop the Bus Transit Management System and its related computer programs. . to apply the design policies and methods to the Suwon life-circle in order to evaluate their performance.

기업(企業)의 사회적(社會的) 책임(責任)에 관한 고찰(考察) (A Study on the Corporate Social Responsibility)

  • In America, there has been increased empasis on corporates social responsbility in connect with corporate governance. Modern statutes have been enacted expressly empowering corporations to make donations for the public welfare or for charitable, scientiffic, or educational purposes. the Securities and Exchange Commission in the 1970's stressed improvement in corporate accountability by changing the traditional corporate governance, with emphasis on independent directors, and disintrested overview. The Korean Commerce Code and the Securities Exchange Law have introduced the independent outside-director and the audit committee. This outside-directors and the audit committee should supervise the corporate management by the managing directors to make donations for the public welfare or for charitable, scientiffic, or educational purposes. Korean statutes include many problems that would lose effect of corporates social responsbility in management. In order to become effective the corporates social responsbility, it should be established newly a provision of corporates social responsbility. And the outside-directors should be independent of and supervise the managing directors, and make donations for the public welfare. And the shareholders' supervisement rights on the managment should be strengthen.
