공공기관의 대국민 서비스 효율성 제고를 위한 프로세스 기반 자가진단 방법론 개발 (Development of Self-Diagnosis Methodology Based on Process for Improving the Effectiveness in Public Institutions Service)

  • The purpose of this study is to develop the self-diagnosis methodology based on process for improving the effectiveness in public institutions service and to suggest it. For this goal, we would like to select the management methodology which can be easily handled from the viewpoint of working personnel in the public institutions and make it as a process. First, the strategy for the public institutions and the strategic task for practicing it are acquired using BSC (Balanced Score Card) which is now under the active research. At this time, the relative degree of significance is derived using the AHP (Analytic Hierarchy Process) which is conducted for the professionals and management to get the degree of importance in the strategic tasks. The acquired relative degree of significance and the figures related to the performance of each strategic task derived from the subsequent questionnaire are used to get the final highly efficient strategic task through IPA (Importance Performance Analysis). In this study, this process based self diagnosis methodology will be explained in detail using the case of Project A in order to verify the effectiveness of the management science technique on the self diagnosis of the public institutions.

공공공간의 입지유형별 매니지먼트 특성에 관한 연구 - 뉴욕 플라자프로그램으로 조성된 61개 플라자를 대상으로 - (A Study on the Characteristic of Public Space Management based on Surrounding Land Use - Focused on the 61 Pedestrian Plazas generated by the NYC Plaza Program -)

  • Public spaces in the cities are social and economic resources to maintain sustainable urban revitalization. As an importance of public spaces is getting increased, many cities focus on public space management and introduce their own management system. NYC Plaza Program is one of the public space management systems in USA and it was designed in order to transform underused roads and streets into pedestrian public spaces throughout the New York City. Plaza management system works with private organizations' participation as NYC Department of Transportation empowers selected private organizations to the right of management and assists their efforts. In this study, we focused on how the plazas are managed by private sectors and seek to find out characteristics of types of management methods based on landuse(residential, commercial and openspace) status around plazas. We analyzed 61 plazas that generated by NYC Plaza Program with three major conditions of management system including organization, fund and activities. There are three major findings from the analysis. 1)In most residential surrounded plazas, resident-initiative organizations manage small scaled fund and activities meanwhile public agencies support their management. 2)BID is a dominant tool in the commercial surrounded plazas. BID provides with secured fund, mid-sized activities and a broad network with commercial facilities. 3)Openspace-surrounded types are usually using supports of exiting organizations and fund system.

인구감소에 따른 농촌지역 거점형 중심지 공공시설 입지 및 운영방안 개선에 관한 실증적 연구 (An Empirical Study on the Location and Management Plan of Public Facilities in the Rural Center Place by Declining Population)

  • This study investigated the public use of Myeon Location in Jeollanam - do where the population is at risk of declining. And discussed the rational provision and coordination of public facilities as a guarantee of fundamental rights. As a result of the study, the rational supply and adjustment directions of public facilities are as follows. First, there are problems such as high availability of management, finance, shopping, and health facilities, lack of culture, leisure, community facilities, and weakening of center function. Therefore, in the continuing declining population situation, face management, safety and health facilities should be upgraded to multifunctional facilities, and utilization efficiency and integration should be promoted. In addition, town center rehabilitation should be centered on multifunctional facilities. In addition, elementary schools will have to utilize and preserve them to take advantage of local cultural values as nostalgia storing place that provide incentives for young people and elementary school children in the future. Second, in order to cope with population decline, public facilities need to strengthen public services through complexity and multifunctionality, wide-area operation with neighboring areas, and user-centered operation management.

Assessing Knowledge Structures for Public Research Institutes

  • This study uses a network approach to investigate the structural characteristics of sub-organizations within public research institutes in order to obtain their implications for organizational structures. We construct a network based on research similarities between sub-organizations because sub-organizations generally build their own research portfolios. We examine how sub-units are organized based on their structural features. The structural features are compared between three public research institutes in different countries: the Korean the Government-funded Research Institutes (GRIs), the Max-Planck-Gesellschaft in Germany, and the National Laboratories (NLs) in the United States. The structural comparison helps to identify organizational characteristics and to differentiate between them. We found little common ground in the research areas between the GRIs because individual sub-organizations have distinct research portfolios. Therefore, the organizational hierarchy of research in the GRIs is less matured than it is in other public research institutes. This study suggests that the GRIs need to establish integrated strategies in order to strengthen the common knowledge base.

공공디자인사업 수행 프로세스의 구조적 특성에 관한 연구 (The Structural Characteristics of Work Processes in Public Design Projects)

  • Since a government design department office was set up in 2007, active design projects have been implemented. With this opportunity, each local self-governing organization has improved its administration and institutions, and are planning intensive research on public design for efficient execution of public design projects. However, recent public design projects have caused many problems due to unspecialized design processes, a lack of cooperation with relevant organizations, and unsatisfactory management systems after projects. Therefore, to overcome such problems in the execution of public design projects, a procedure-centered model should be developed. This study aims to analyse the process structures for the strategic execution of public design projects, and the methods and content of the execution process. For this purpose, this study looked into the process structures of public design projects based on design management strategies in order to draw suggestions needed for the execution process through advanced cases. The study is summed up as follows: First, when the process of public design projects was examined in terms of management strategies and design management strategies, it included two dimensions: the management structure of general projects and the design of development projects. Secondly, through the analysis of public design cases, this study discovered useful methodologies and the main programs used and drew suggestions needed for each step in public design projects. It is expected that the results of this study will be helpful for the development of a process model appropriate for national public design projects based on the current status of the project execution and to make a contribution to systematic development in national public design.

Concept Establishment of Territoriality of External Public Space of Housing Complex - Focusing on review of previous research -

  • Purpose: Recently, Housing area plan has tried to reflect a public space of various forms. However, most of cases are indiscriminately developments, which don't reflect the diverse needs of residents. In addition, a subject of the public space is not clear and consistently stable of the management, so the residents don't have an interest enough to take advantage of it. Method: In order to make a plan of the public space of a residential complex, an architect designer needs to take a few things into consideration. One is a physical facility in needs. And other one is a management of keeping a social place stably and consistently, which allows residents to be able to interact with each other. It should be regarded for residents to form a sense of belonging, while minimizing the interface friction. When all these problems are fulfilled, an interaction will be made to improve the quality of the living environment. Result: Therefore, in this study, it is necessary to define the meaning of territoriality of the external public space of housing complex. This study makes it possible to improve the relationship of neighborhood and the quality of the life for the residents, depending on the time. This is the first step as 'the research for the territoriality of the external public space of housing complex', in order to define about the concept, function, characteristic of territory(the base of territoriality) and to establish the territoriality that can form the physical or psychological boundary in public space.

잉글랜드와 웨일즈의 공공질서 관리 관련 법적 틀 및 법집행 형태 (Legal framework and practices of public order management in England and Wales)

  • 공공질서 관리는 형사 사법 제도에서 중요한 부분 중 하나이다. 본 연구는 법적 틀과 정책에 기반하여 영국 잉글랜드와 웨일즈의 형사 사법 기관들의 공공질서 관리 관련 법집행 형태를 평가하고자 한다. 질적 인터뷰를 통해, 다음의 4가지 주제를 발견하였다. (1) 집회시위권에 대한 강조, (2) 공공질서 관리에 대한 경찰 법집행 형태, (3) 경찰/검찰의 협업, 그리고 (4) 비디오 증거의 가치. 이러한 결과를 토대로 몇 가지 법적, 정책 및 법집행 관련 함의가 도출되었다. 이러한 함의는 경찰과 검찰의 협력뿐만 아니라 경찰의 전략적, 운영적, 전술적 개입에 관한 다양한 측면을 포함하고 있다. 잉글랜드와 웨일즈의 형사 사법 제도의 맥락은 한국과 다르지만, 일부 법집행 형태와 우수한 점은 한국적 맥락에서도 고려될 수 있을 것이다. 본 연구는 형사 사법 정부 기관간에 법률, 정책 및 법집행이 전체론적으로 조정되고 접근될 수 있다면 더 많은 효과를 얻을 수 있다고 제안한다.

공공 홀의 설계 프로세스 향상을 위한 시스템 엔지니어링 적용 (Application of Systems Engineering for Improving the Design Process of Public Halls)

  • The major challenge of designing public halls or performing arts centers in Japan is meeting the expectations of the regional community; greater stakeholder involvement is required in order to solve this problem. The purpose of this paper is to examine whether stakeholders can become more involved in public hall design by using systems engineering (SE), which has never before been applied when designing public halls. As such, this study redesigned an actual public hall (Iwaki Alios) using an SE approach. The results revealed that applying SE was effective in the creation of a public hall concept.

국·공립 대학기록관리의 현황과 과제 - 부산·경남지역 국·공립대학을 대상으로 - (The Current Status and Tasks of National & Public University Archives Management: Focusing on Busan and Gyeongnam Area)

  • 공공기록의 생산 주체로써 공공기록법의 이행 의무를 가진 국 공립 대학의 대학기록이 현재 어떻게 관리, 보존되는지에 대한 현황을 조사하였다. 대상은 현재 국 공립 대학 총 54개 중 부산 경남지역의 10개 국 공립 대학을 대상으로 하고 있으며, 조사 결과 현재 공공기록법은 대학기록 관리의 특수성을 고려하지 않고, 일반 공공기관에서의 기록관 기능을 대학에 그대로 적용함에 따라 대학기록관으로서의 제역할을 하지 못하고 있는 것으로 밝혀졌다. 이에, 대학기록관은 국가기록원으로의 이관이 아닌 자체적인 보존기록관(archives)의 기능을 수행하며, 이관기록과 수집기록을 통합관리를 위한 시스템 개발하고, 국가적 차원에서는 대학기록의 과학적 관리를 위한 대학기록관 지침이 제공되어져야 할 것이다. 또한 관련 규정을 제정하며, 기록 실태조사를 통해 기록의 양을 확인하며, 공간 및 예산확보, 전문인력 배치를 통해 법률과 조화를 이루며, 대학의 생존과 발전을 돕고, 동시에 기록 생애주기에 따른 철저한 기록관리체계를 마련해야 할 것이다.
