  • The medical advertising review system which was revised and implemented on September 28, 2018, was revived. In this paper, we examine the implications of social ethics and public value of advertising under 4 perspectives of advertising, present the direction of future medical advertising, and suggest the meaning and expected effect of the preliminary medical advertising review system.

  • The main purpose of the article is to analyze the features of the impact of digital technologies on environmental management in the public administration system of the regions. The revival of the economy and its digitalization, which emerged after the first wave of the economic crisis, is already fraught with an aggravation of the ecological situation in the region. Of course, the conventional model of economic growth has by now exhausted its capabilities and can be characterized as environmentally unsustainable. Digital technologies bring changes that cannot be ignored. Based on the results of the study, key aspects of the impact of digital technologies on environmental management in the public administration system of the regions were identified.

  • The major challenge of designing public halls or performing arts centers in Japan is meeting the expectations of the regional community; greater stakeholder involvement is required in order to solve this problem. The purpose of this paper is to examine whether stakeholders can become more involved in public hall design by using systems engineering (SE), which has never before been applied when designing public halls. As such, this study redesigned an actual public hall (Iwaki Alios) using an SE approach. The results revealed that applying SE was effective in the creation of a public hall concept.

  • This research is accomplished for the purpose of providing fundamental materials to improve the level of prevention consciousness by deducting awareness difference through analyzing awareness level about terror preparation of members of crisis management system - the public service personnel in charge of crisis management in a self-governing body and the fire fighting public service personnel. For this research, That is measured through the priority order survey about a specialty of public service personnel in charge of crisis management and a level of crisis prepartion and a cooperation between crisis management system and etc. As a result of analysis, it is revealed that there is a difference about the priority order of measurement variable to terror preparation but all the members are recognizing the importance of that.

The Way of Establishing Weights for IS Evaluation Areas and Items by means of AHP : Focusing on Public Sector (계층분석기법을 이용한 정보시스템 평가영역 및 평가항목별 가중치 설정 방안: 공공부문을 중심으로)

  • It is tried that evaluation areas and items of information system in public sector are derived ration-ally and its weight value call be applied differently to type of information system to enhance validity and objectiveness of measurement in evaluating IS in this research. To obtain the goal of this research, firstly, five sectors - system sector, user sector, organization and management sector, the degree of strategic contribution to IS, and the degree of optimizing re-source in IS - are categorized based on broadly reviewing previous theoretical and practical research. Secondly, IS type in public sector is divided into internal operation one and customer oriented one that is object of the IS, and divided into application oriented and IT infrastructure oriented which are influence by IS. Thirdly, evaluation areas and its items are measured by 5 point scales (Likert summated scales) in addition to analysis of validity and reliability to improve objectiveness of establishing evaluation areas and its items. Fourthly, the weight values in the evaluation areas and its items are derived by using analytic hierarchy process. According to the results of analysis of weight value through AHP, it were found to be 30.4% to organization and management sector. 25.5% to degree of strategic contribution, 21.0% to user sector, 13.5% to degree of optimization of resource management, and 9.6% to system sector. and. different weight values each of the four IS type are proposed which establishing in this research. The main implications of this study is that the criteria by which IS in public sector can be categorized 4 ones is suggested and The weighted evaluation for four types of IS based on the AHP analysis enables proposing an objective evaluation method of IS in public sector for considering individual IS characterics.

The Affecting Factors effect on the Performance of Knowledge Management Systems in Public Sector: Focused on Local Governments in Kyung Sang Nam Do (공공부문 지식관리시스템의 성과에 미치는 영향요인에 관한 연구 - 경남지역 자치단체를 중심으로 -)

  • In this paper we would like to provide a help to implementing KMS(Knowledge Management System) in public sector. For this purpose, we set up five contingency environmental factors and three process factors of knowledge management. And then investigates affecting factors effect on the performance of KMS in public sector by empirical study. A field survey of public officers in Korea local government was conducted. Complete data for 333 KMS users was analyzed to determine relationship of the research constructs. The system of evaluation and compensation is the most important factor effects on the process of KM and the performance of KMS. These results provide empirical evidence that supports the necessity of rational motivation systems does lead to effective implementation of KMS in public sector.

  • Objectives : The purpose of this study was to introduce the case of using eCRF system in the Smoking Cessation Program project in Vietnam (2017). And aimed to derive the usefulness of the eCRF system and it potential for future global health business. Method : Introduce the smoking cessation program in vietnam (2017). Smoking Cessation was conducted in three provices of central vietnam Tamphu, Binhtu, Duytrinh) and eCRF was developed on the web environment by building AMP(Apache, PHP, MySQL). Dedicated application have also been developed for user. Result : Using the eCRF, the results of the program of the smoking cessation participants were recorded on the Database server. The implemented system focused on the role of a case recording platform that was simplified in function rather than an electronic version of the case report. It was useful for monitoring. Conclusions : The eCRF system was useful in global health business, and upgrading the system to reflect the feedback derived from the project could potentially be used in other projects. In addition, there are few cases where ICT is used in overseas health promotion projects using Oriental medicine, so further research is needed.

  • The purpose of this study is to evaluate on the fitting with human resource practice and strategic on 6 public hospital in the point of resource based view. At the result of this study, public strategy is not much fitted into HRM(human resource management) system, but it shows positive result of the fitting with efficiency strategy and HRM system. These results were associated with the integration of G Medical Center. Generally 6 public hospitals of the HRM system and the strategy had not been linked. They also did not achieve a great outcome. We suggest that the manager in charge of each hospital make strategies of the hospital, and then evaluates about fitting with HRM system. We hope, hereafter, it applied the analysis methods that evaluates it with financing result and individual non-financial result all together.

  • Power generation construction projects involving large amounts of capital can affect the survival of a company along with huge economic losses in the event of a business failure. In general, private companies are organizations with challenging risk taking tendencies while public companies have a risk averse tendency to avoid risk, so these differences in organizational tendencies make it difficult to respond to risk. In particular, public companies are more likely to fail than private companies because they choose the contradiction of risk picking to enter overseas markets with high uncertainty despite their tendency to risk averse due to the nature of the organization. Therefore, these organizations need risk management techniques that reflect a risk-averse strategy. Accordingly, this paper analyzes the risk management research papers of the existing overseas development EPC business in order to find the risk management techniques related to the organizational tendencies of public companies and proposes "establishing a performance audit system for risk management of the organizational tendencies of public companies" as a way to extract the risk factors through the examples of overseas development projects of public companies and to manage the organizational tendencies of public companies that affect them.
