A Study on UN's SDGs and the Role of the Libraries (UN의 지속가능발전 목표(SDGs)와 도서관의 역할에 관한 연구)

  • This study investigated and analyzed the degree to which the '3rd Library Comprehensive Development Plan' established in Korea is related to the UN SDGs agenda, including whether the library does business or services related to the UN agenda. As a result, first, IFLA welcomed the UN 2030 Agenda by supporting the UN 2030 Agenda, that is, by presenting the library's specific implementation strategy to achieve the 17 goals of the SDGs. Second, all 14 Core tasks of the '3rd Comprehensive Library Development Plan' were found to be closely related to UN SDGs. Among them, it was analyzed that the convenience of access to user information, including the linkage of library information services, and the strengthening of library services tailored to the life cycle were most strongly related to this agenda. The results of this study are expected to help the community, government, local governments, and the public to appreciate the social contribution and value of the library.

A Study on the Effects of Teacher's Experiences with School Library Programs and Collaborative Classes on Their Perceptions of the Roles of School Libraries and the Expertise of Teacher Librarians (교과교사의 학교도서관 프로그램과 협력수업 경험이 학교도서관 역할과 사서교사 전문성 인식에 미치는 영향)

  • A school library is an institution that supports the school's educational objectives through various educational activities based on information resources, and teachers' perception is essential to connect resources and users. However, most studies have been conducted based on the self-perception of teacher librarians. This study aims to understand the effect of teachers' experience of library programs and cooperative classes with the school library on their perception of the school library roles and librarian teachers' professionalism. A questionnaire survey was conducted on 78 teachers at eight national and public high schools in Seoul and Gyeonggi Province, and the results were statistically analyzed using factor analysis and regression. As a result, it was found that the teachers' experiences affect their perception of the school library's roles, especially informational, educational, and cultural roles. Also, the teachers' experiences affect their perception of librarian teachers' educational support and library expertise. Based on the results, considerations in school library programs and cooperative classes were suggested to improve teachers' perception of the school library roles and librarian teachers' professionalism.

A Study on Perception of Library Usage and Services Related to the Establishment of the Chungcheongbuk-do Central Library (충북도립대표도서관 건립에 관한 도서관 이용과 서비스에 대한 인식 조사 연구)

  • This study aimed to assess perceptions of library usage and services among users of public libraries within Chungcheongbuk-do, as part of the groundwork for developing the basic plan for establishing the Chungcheongbuk-do Central Library. The survey results indicated that respondents consider policy formulation and implementation for the development of local libraries and enhancement of library services to be the most important role of the Chungcheongbuk-do Central Library. Additionally, respondents showed a preference for print materials as the preferred type of information resource for collection management, with literature being the most favored subject area. Finally, survey participants expressed a desire for the provision of diverse books and knowledge resources as the desired library service.

Analysis on Ego State Types of Public Librarians by Ego-gram in Korea (이고그램을 이용한 공공도서관 사서의 자아 상태 유형 분석)

  • The aim of this study is to analyze the functional ego state of public librarians who should take a role of an information intermediary for children and young adults through the ego-gram which is suggested in transactional analysis theory and review their limit and feasibility as instructors. As a result of analysis, the whole ego state type of public librarians is founded to be N-type(Nightingale type) like NP-AC-A-CP-FC. The characteristics of this type can be interpreted as 'to show the tendency of self-denial in spite of their dedication.' So, the public librarians have to do their best to develop A(Adult), CP(Critical Parent) and FC(Free Child) ego state to take the requirements and behaviors of children and young adults in nurturing attitudes and enhance their autonomy and creativity through active mutual interaction. Improving A and FC is also very helpful to decrease their stress and raise their job satisfaction.

A Study on the Space Planning of the Regional Central Library in Japan (일본 도도부현립 도서관의 공간 구성에 관한 연구)

  • This study focuses on the analysis of the Cooperative system of Japanese local libraries (Do-do-bu-ken prefecture) in Japan, which perform similar functions along a similar hierarchy with the local representative libraries in South Korea. I would like to use this analysis as material for my report. For the study, I visited eight distinguished and advanced Japanese local libraries (Do-do-bu-ken prefecture) that had been selected by the Ministry of Education, Culture, Sports, Science and Technology (MEXT) to analyze the current situation of the Cooperative system and service. I conducted space planning through plan analysis by selecting five out of the eight libraries. As a result, it was shown that the Japanese local libraries (Do-do-bu-ken prefecture) accurately recognize the roles and functions as a regional central library of Japan and conduct Cooperative system not only with the National Diet Library of Japan but also with regional central libraries in the whole country. In terms of the space planning, the ratio of the space occupied by the task management part of the office area and the support area showed the highest space planning ratio according to role for the library.

A Critical Analysis of Literature for Consumer Health Information Services in Public Libraries (문헌분석을 통해서 도출한 공공도서관 소비자건강정보(CHI) 서비스 연구)

  • Due to the growth of people's use of the Internet as well as interests in health, people's needs of health information have rapidly increased in public libraries. Nevertheless, there are few studies in Korea about users' needs for health information and services that public libraries can offer to support these user groups. In the current study, a comprehensive literature review was conducted in order to understand the role of public libraries and librarians in serving users with health information and to identify the types of consumer health information(CHI) services available to users in public libraries. As for the CHI services that public libraries can offer for users, the current study emphasizes and discusses the directions and guidelines for improving the following six approaches: 1) CHI collection and information resource building, 2) CHI reference services, 3) CHI user education and training program development, 4) CHI services for minority/disability/cultural diversity groups of users, 5) CHI outreach program development, and 6) CHI network development with medical libraries, academic libraries, hospital, and medical institutions and associations. Although most of the discussion in the current study centers on cases and services provided in the United States or other countries, findings would be used to inform the importance of CHI services in public libraries, and to design and develop CHI services in Korea.

A Study of Internet Filtering for Public Information Resources (공공정보자원에서의 인터넷 필터링에 관한 연구)

  • Illegal and harmful information on the Internet have been a great concern not only for regulatory authorities, but also all the public institutes, such as public libraries and schools, that provide Internet access service. In particular, for public libraries which play an important role in organizing, opening and providing information resources in the information society, providing Internet access service are indispensible. Therefore, any changes of Internet content regulatory system may have direct effects on services of public libraries. Due to unique characteristics of the Internet, content refutation on the Internet has made a best use of various regulatory methods, ranging from governmental regulation to self-refutation and technical regulatory methods. However, nation by nation. technical regulatory methods on the Internet have been developed in quite different ways. Applying them on public library has been strongly criticised for violating freedom of expression and rights of access to information. This article begins with a theoretical discussion about free speech rights and refutation on Internet. Then it examines filtering software which is one of the most popular technical regulatory methods based on both technical and socio-humanities' prospects and analyses several governments' regulatory approaches to Internet filtering. As a conclusion, issues concerning Internet filtering at public institutes are critically apprised.

An Exploratory Study of Professionalism on Data Management Jobs in the Public Sector: From the Perspective of Library and Information Science (공공부문 데이터 관리직무의 전문성에 대한 탐색적 연구 - 문헌정보학 관점에서 -)

  • Public reforms based on New Public Management have made the public sector specialized, and accordingly the role of public administration has expanded as well as the demand on professional jobs has increased. On the other hand, with the rapid development of information and communication technology, the data produced by public sector organizations has also significantly increased. This environmental changes made data management and a data management job in the public sector critical. However, there have been very few studies of conceptualizations and systematic investigations on data management jobs. Moreover, specific definitions, types or qualifications of/for a data management job or a person who do this job are rarely reflected in relevant laws and regulations. Based on the systematic literature review, this study conceptualized professionalism, identified its multiple dimensions, and draw a conceptual research framework. Focusing on the professional control on personnel management which is one of the dimensions of professionalism, relevant laws, work guidelines and job descriptions included in job openings were analyzed with regard to a data management job in the public sector. The findings are as follows. First, an assigned role and responsibility associated with a data management job have vague boundaries. Second, work guidelines and manuals only focus on the post quality control stage rather than equally addressing all the eight stages of the data lifecycle. Third, neither a data management job in the public sector nor a person who take care of this job is not appropriately defined. Therefore, a role and responsibility of/for the job and a person in charge should be reflected in the relevant laws and guidelines in a tailored way. More importantly, job analyses and evaluations should be thoroughly conducted to enhance professionalism on data management jobs in the long term.

A Content Analysis of Public Information using Language Network Analysis: Focused on Contents of Twitters of Metropolitans (언어네트워크 분석방법을 활용한 공공정보 내용분석 - 광역도시 대표 트위터 내용을 중심으로 -)

  • This study investigated the contents of twitters of metropolitans by year and city using language network analysis. The possibility of twitter as a medium of information provision was also explored. This study employed KrKwic, Ucinet6, and Netdraw programs to conduct language network analysis. As the results, the network was mainly formed with information about civic administration (citizen, management, opening service, participation) and information about citizens living (cultural events, parks, way to work) in 2014. However, information about civic service and announcement (citizen, civic opinion, opening service, civic service, events) occupied a central role in the network of 2015. The results showed that different keywords were derived by year and city in network analysis by city.

A Study of Seo-po in the opening Period of Korea (한국 개화기의 서포에 관한 연구)

  • This study examines the establishment of Sea-po (서포) in the opening period of Korea at the end of the 19th century. The role they played, the particular situations and their geographical characteristics are researched, The earliest sea-po was Koh-je-hong sea-po, which was established in Tae­kwang-kyo at the end of 1880s. Around 1905, a specialised book distribution system was set up with establishement of Chu-han-yung book store, Kim-sang-man book store, Jesuit book store, Tae-dong su-si, Kae-myung sea-kwan, Tong-wha seo-kwan. The owners of the seo-pos were pioneers in introducing modern culture with nationalistic consciousness, although they were primarily businessmen and their social origins varied. The primary role of seo-pos was selling a variety of books but some combined printing and publication of books as well. It seems that publication business took roots around 1908, though it is difficult to know the accurate dates of first attempts. Some sea-pas offered book rental services for poor people who could not easily afford to purchase books. A certain amount of deposit had to be paid to benefit from the services. Jesuit Bookstore in Pyungyang had a library facility with a large stock or books in the same building open to public for free. These sea-pas started mainly in Seoul and Pyungyang, which were traditional centers for economic and cultural affairs. Early introduction of foreign cultures and commercial developments in these areas contributed to the establishment of sea-pos. The sea-po which took charge of book distribution in the provinces was set up around 1906. One of the important findings of this study is that the geographical distribution of sea-po shows the following three characteristics. First is that the area such as Seoul, Taegu and Chunju were the traditional centers of publishing culture from which Pang­gak-bon(방각본) emerged. Second characteristic is Pyungyang and the surrounding Pyungbuk province, and harbors like Inchon and Pusan, which had the benefits of early spread of modem cultures. Third characteristic is Kaesung and the surrounding Hwanghae province which bridged Pyungyang and Seoul. The reception of foreign cultures stimulated the commercial spirits traditionally attributed to Kaesung to establish sea-pas most actively.
