A Study to Establish the Core Process of ITIL v3 Using ANP (ANP 모형을 이용한 ITIL v3 핵심 프로세스 도출 연구)

  • IT services are provided by many public institutions and companies in order to satisfy various needs of customers. As the modern IT systems become larger and more complex, it becomes more difficult for IT organizations to provide IT services. So, the IT organizations have applied or are planning to apply ITIL (Information Technology Infrastructure Library) in order to provide IT services systematically. The ITIL v3 was revised on July 2011 and have 5 categories, 37 processes, and 113 sub-processes. Therefore, it is known that it is very difficult to satisfy all processes of ITIL v3. If we can concentrate on the core processes of ITIL v3, we will be able to provide IT services more efficiently. The processes of ITIL v3 are defined as some processes influences other processes. Therefore, the core processes can be established using related techniques. We searched for previous research and related information, but we could not find any related research. In this study, we had applied the ANP (Analytic Network Process) techniques to find the core processes of ITIL v3. We expect that IT services will be provided more efficiently because we can be concentrate on the core processes of ITIL v3, which are the results of this study.

  • IT governance in order to achieve the strategic goals of the organization, leadership, organizational structure, and the process is defined. In order to achieve IT governance, organizational structure, leadership for spindle formation, maintenance, and standardized processes to specific and an effective ITIL (Information Technology Infrastructure Library) management model is needed. In this study, the K Authority Management Model of IT Governance ITIL - based research on service delivery and customer satisfaction through the effective information for ITSM (Information Technology Service Management, IT Service Management) building measures, information for business planning and performance management PMS (Project Management System, project Management System), survey on ICT service levels established through the process of planning and construction management models such as ITIL future research on the public portion of the proceeds from the ITIL management model can be utilized as a guideline when establishing a theoretical presents a base.

  • The historical aspects, policies, institutions, awards and measurement results of scientific literacy and scientific culture development in Indonesia have currently attracted further exploration. This paper utilizes secondary data research, further analyzed by employing the Supplementary Analysis technique. The results revealed that the tradition of writing and publishing scientific journals in Indonesia has existed ever since the Dutch East Indies with the journal's publication entitled 'Natuurkundig tijdschrift voor Nederlandsch Indië' in 1850. To date, Indonesia has owned 5,990 nationally accredited journals. Policy support has been provided at the national and regional levels, despite limitations in cultivating literacy and reading habit. From the institutional perspective, Indonesia provides a wide array of public support, including the effort of the Ministry of Education and Culture for advocating the national literacy movement and the availability of a reference database and scientific access established by the National Library; the Indonesian Institute of Sciences, and the Ministry of Research and Technology. Similarly, in the award-related perspective, the Indonesia government has granted awards to individuals or groups and local governments engaging in the cultivation of scientific literacy and scientific culture. However, among the global measurements for literacy development in Indonesia (in 2020) recorded that three indicators scored less than those in 2019.

A Research on the Evaluation and Improvement of Policy for Reading Promotion (국내외 독서진흥정책에 대한 평가와 개선에 관한 연구)

  • This research aims to provide alternative policy guidelines and suggestions to enhance reading culture in the country. Analyzing "Reading Culture Promotion Act", which is the keystone legal frame to promote readership in Korea, followed by major foreign policies, this study identified three main policy areas including 'Reading infrastructure', 'Tax support', and 'Public Campaign'. In addition, the study conducted Delphi survey of experts' assessments of how much is the recognition of, contribution to, pubic support of, and actual applicability to the reading promotion for the readers. Through the survey along with the Focus Group Interviews of different age groups, this study could develop useful guidelines and suggestions to strengthen existing reading promotion policies. The findings also suggest that the society should realize that reading is not just educational purpose but 'enjoyment' itself and for that matter, the government needs more careful and active public campaigns.

  • The Ministry of Land, Infrastructure, and Transport has been promoting strengthening energy efficiency of old buildings through public green building remodeling projects since 2020. Green remodeling includes both essential and optional construction of passive and active elements. However, there is a lack of integrated designs of passive and active systems and no standards for prioritizing these systems according to the building's age. Therefore, this study examined six public libraries in central region 2 that were expected to be high energy consuming. Remodeling strategy priorities were selected based on potential energy reduction. The libraries were divided into three groups based on their year of construction, completed in the 1980s (Model 1), 1990s (Model 2), and 2000s (Model 3). ECO2-OD, based on ISO 13790 and DINV 18599, was used as the primary energy consumption analysis tool. Simulation results indicated Model 1 and Model 2 benefited most from higher insulation and replacement of mechanical equipment. Model 3 benefited most from upgrading to more energy efficient windows.

  • The purpose of this paper is to suggest advanced methods for the promotion of a reading culture for children and young adults. For this purpose, the study investigated and analyzed domestic and overseas reading policies and activities, and collected extensive opinions from public officials, teachers, librarians, activists of reading campaign, parents, children, and young adults. Based on the results, this study proposes the following: to establish the basic policy direction, to build the infrastructure of reading culture environment, to set up the dedicated organization, and to suggest the vision, goal, strategies, and tasks on the promotion of a reading culture for children and young adults.

  • The purpose of this paper is to propose the vision for information policy of construction technical information in the era of Knowledge Revolution Society and to contribute global economy as well as domestic in the cooperation with the Ministry of Science and Technology, and the Ministry of Information and Communication. For these we consider the scope of construction technical information, and the concept of the policy on it, and propose information classifications briefly. Also, we examine the currency of information policy in domestic and abroad. It is also examined domestic present condition of government, public corporation, construction industries. Clinical Effect of Injinho-tang on Hyperbilirubinemia in Hepatobiliary Disorders: A Systematic Review (간담도 질환에서의 고빌리루빈혈증에 대한 인진호탕의 임상 효과 : 체계적 고찰)

  • Purpose: This systematic review was conducted to evaluate the clinical effects of Injinho-tang on hyperbilirubinemia in hepatobiliary disorders. Methods: We searched for randomized controlled clinical trials that had administered Injinho-tang as an intervention in the following medical databases: Public/Publisher MEDLINE (PubMed), Excerpta Medica dataBASE (EMBASE), Cochrane library, Research Information Sharing Service (RISS), ScienceON, Oriental Medicine Advanced Searching Integrated System (OASIS), and China National Knowledge Infrastructure (CNKI). Among the retrieved studies, only trials that met the inclusion criteria were selected, and serum total bilirubin values were extracted and analyzed from the finally selected trials. Results: The serum total bilirubin values of 1,302 patients with various hepatobiliary diseases were synthesized through a meta-analysis, which confirmed a decrease in serum total bilirubin of 21.03 𝜇mol/L (95% CI -29.58~-12.49, p<0.01) in the group administered with Injinho-tang compared with the control group. Conclusions: Injinho-tang is effective in alleviating hyperbilirubinemia in hepatobiliary diseases when administered with conventional treatment. However, the potential risk of bias, high heterogeneity among the included trials, and differences in herbal composition are limitations of the results of this meta-analysis.

A Study on the Development of Hybrid National Union Catalog (하이브리드 방식 국가종합목록 구축에 관한 연구)

  • National Union Catalog presupposes an information infrastructure which permits users to identify and locate materials of all the domestic libraries and to share materials among libraries. Recently, there have been developed national union catalog projects in many countries using Z39.50 protocol implementation. In Korea, multi-union catalogs based on the types of libraries, i.e., public, academic, and special libraries, have been constructed separately. The virtual national union catalog which is a decentralized electronically accessible catalog unified by linking the databases of several institutions using Z39.50 is preferable to a union catalog implemented by a single centralized database. In this paper, hybrid union catalog is suggested with mixtures of centralized union catalogs and Z39.50-based distributed search systems for the development of a national union catalog. It is also suggested that the roles of a national library and centers for union catalog, and relationships between two types of institution for making sound ground for implementing the virtual Korean union catalog.

  • IT Service Management (ITSM) achieves consolidated management for the IT services supporting the acquisition system, and no outside connections can be established with such ITSM. Issues pertaining to the D2B can be addressed to System Q&A or a Call Center for problem-solving. In other words, internal staff can take the necessary measures for problems by directly connecting with ITSM. Currently, diverse innovative technologies are being used in electronics and ubiquitous computing environments. This allows us to create a better world by providing the backbone for remarkable development in our human society in the fields of electronics, devices, computer science, and engineering. Following the expansion of IT services in the military acquisition sector such as Defense Electronic Procurement, military export/import support system, etc., customers' dependence on IT for conducting business with the military or related companies is increasing, including the military's dependence on the same technology for services to the public. Nonetheless, issues pertaining to the simplified/integrated management of complex IT service management systems, including slow system recovery, lack of integrated customer service window, and insufficient information sharing, have become the priority problems that IT managers are required to solve. Therefore, this study conducted research on the integrated management of IT services provided by Korea's national defense acquisition system, which was developed based on the existing system IT Infrastructure Library (ITIL) v2, and investigated the level of satisfaction with services with focus on ensuring that it can be used for understanding the necessity of the system and its advancement in the future.
