This paper discusses the current situation of public libraries in Korea, from the viewpoint of Ranganathan's 'Five Laws of Library Science'. Public libraries have very rapidly grown in Korea in the past ten years. With an average growth rate of 5.8% per year, the number of public libraries reached to 703 in 2009, and the number of people served per library have gradually reduced every year, even if still far below other advanced countries. However, there are still some attempts to retrain people of their right to read whatever they want. In this paper, it is emphasized that in public libraries more attention and financial and strategic assistance should be given to the disadvantaged people, and the equal right to benefit from library services should be ensured. And the library as a growing organism should be balanced with the responsible library director, devoted librarians, and concerned people in the community.

공공도서관은 지식정보사회의 전개와 함께 정보기술의 진보, 매스커뮤니티의 발달, 여가생활의 증대 등으로 인한 주변 환경의 변화에 적응하여 나가고 있다. 이러한 과정에서 정부나 지역사회는 공공도서관이 평생교육적 역할까지도 함께 담당하여 줄 것을 요청하고 있다. 지금도 많은 공공도서관들이 주민들의 생활과 밀접한 관계를 갖고 다양한 기능과 함께 평생학습관으로서의 역할까지 수행하고 있다. 하지만, 공공도서관의 주변 여건은 평생교육적 역할을 능동적으로 수행하기에 그리 좋지 않은 편이라고 할 수 있다. 더욱이 공공도서관들이 평생교육적 역할을 강화하기 위한 도서관 수, 전문인력, 예산 등의 면에서 상대적으로 부족한 실정에 있다. 따라서 본 고에서는 다음과 같이 평생교육의 활성화를 위한 공공도서관의 역할을 고찰하고자 한다. 첫째, 평생교육의 개념 및 방향성을 살펴보고 둘째, 공공도서관의 평생교육적 역할을 조명하며, 셋째, 공공도서관의 평생교육프로그램의 범주를 제시하고자 한다.

Gyeonggi Province is trying to increase the number of public libraries from 100 as of December, 2006 to 150 in 2010. However most of existing public libraries preferred mid-to-large scale libraries, so they were restricted to be located in around a zone of life. For this reason most local residents have been excluded from right to use libraries and have difficulties to get library services for the knowledge and information society of the 21st century. The alternative to the small library is a school library. Both schools and public libraries are located in around a zone of life because residents can get an access to them easily. First, considering that small-scale public libraries of communities usually service about 10,000-20,000 people, I estimate that an open-style school library services 24class, 840people (24class*35people) of elementary school by 2003 Korean Library Standard (edited by Korean Library Association). Second, it requires systematic protection policies so that the open-style school of library can function as a local public library and a part of library cooperation system in accordance with local plans. All the open-style school libraries don't intend to open and we had better consider the suitable service areas. Third, it's desired for the management efficiency that the open-style school libraries being established afterward are divided into a branch-scale, a hall-scale and so on, not being uniform management model. And it also needs that one of them in the area enlarges the scale, and then supports other school libraries. According to these results of the research, as cooperation between the public library policy of a local government and school library policy, it needs a systematic support.

학교도서관과 공공도서관의 협력은 도서관 자원을 효율적으로 활용하고, 어린이와 청소년에게 좋은 서비스를 제공함으로 써 사서직의 교육적 역할을 신장할 수 있는 전략 중 하나이다. 설문을 통한 사서교사와 사서의 협력에 대한 인식과 실태분석 결과, 사서교사와 사서 모두 학교도서관과 공공도서관의 협력이 필요하다는데 공감하고 있으며, 협력이 가장 필요한 분야는 '프로그램'과 '자료'라고 생각하고 있는 것으로 나타났다. 협력이 잘 이루어지고 있지 못하는 공통적인 이유는 '인식 및 관심 부족'이라는 응답이 많았다. 사서교사는 주로 공공도서관이 운영하는 어린이 청소년 관련 프로그램이나 서비스를 학생과 학부모에게 홍보하고 있으며, 공공도서관 사서의 경우에도 프로그램을 학교도서관에 홍보하거나, 교육과정 관련 자료의 구비 및 제공을 사서교사와 협의하고 있는 수준으로 나타났다. 그리고 도서관 간 협력을 활성화하기 위해서는 '전문 인력 배치'와 '협의체 운영'이 필요하다고 인식하고 있는 것으로 나타났다.

사회가 발전하면서 자원봉사는 보편화되어 가고 있으며, 공공도서관 자원봉사도 양적, 질적 증가를 보이고 있다. 이에 본 논문은 공공도서관 자원봉사의 운영과 관리 실태를 분석하고 공공도서관 자원봉사의 활성화를 도모하기 위하여, 먼저 공공도서관 자원봉사에 대한 이론적 배경을 살펴본 후, 설문조사를 통하여 현재 우리나라 공공도서관 자원봉사의 운영과 관리 실태를 기획부문, 자원봉사자 관리부문, 행정부문으로 나누어 조사하고, 이를 바탕으로 공공도서관 자원봉사의 활성화 방안과 전망을 제시함으로써 도서관 자원봉사의 운영 및 관리에 대한 이해 증진에 일조함에 그 목적이 있다.

본 연구의 목적은 공공도서관이 제공하는 인터넷 접속 서비스 이용자의 이용 행태와 서비스 만족도를 파악하려는 것이다. 부산 . 경남지역 공공도서관 중 무작위로 24개 도서관을 선정한 후 서비스 이용자를 대상으로 설문조사를 실시하였다. 공공도서관들은 경제적 기술적 이유 때문에 인터넷 접속이 어려운 '정보빈자' 에 대한서비스를 하지 못하고 있으며, 인터넷 접속 서비스를 통해 전통적 비이용자를 유인하는데도 실패하고 있었다. 이용자들은 공공도서관의 인터넷 접속 서비스를 무료로 이용한다는 점을 가장 만족스러워 했지만, 사서의 전문적 도움에 대한 요구도는 낮았으며 컴퓨터의 확충과 접속속도 개선을 가장 많이 요구하고 있었다. 연구자는 이러한 관찰을 기초로 공공도서관이 인터넷 접속 서비스를 향상시킬 수 있는 몇 가지 전략을 제안하였다.

이 논문은 공공도서관에서 진행되고 있는 문화프로그램의 현황과 문제점, 그리고 개선방안에 대하여 고찰한 연구의 결과물이다. 구체적으로, 이 연구에서는 부산지역 공공도서관에서 이루어지고 있는 문화프로그램들의 현황과 한계점을 분석한 후, 실제 공공도서관에서 문화프로그램 운영을 담당하고 있는 사서들과의 면담을 통하여 현장에서 인식하고 있는 공공도서관 문화프로그램의 문제점과 개선방안에 대하여 논하였다. 아울러 현재 해외의 공공도서관에서 진행되고 있는 문화프로그램 사례 분석과 사서들과의 브레인스토밍을 통하여 우리나라 공공도서관들이 지역문화계와의 네트워킹, 무한창조공간, 건강정보서비스와 이용자개별화 등에 주안점을 두어야 한다는 점을 강조하였다.

본 연구는 공공도서관의 문화프로그램 중 미술 분야의 프로그램 개선을 위한 것이다. 이를 위해 공공도서관의 미술 관련 문화프로그램에 관한 문헌연구, 국외 공공도서관에서 수행하는 미술 관련 문화프로그램 사례조사, 국내 공공도서관의 프로그램 담당자와 이용자를 대상으로 한 설문조사를 실시하였다. 이들 내용을 토대로 국내 공공도서관의 미술 관련 문화프로그램 운영 개선을 위한 지침을 운영 요소와 내용 요소로 나누어 제안하였다. 본 연구는 향후 공공도서관에서 미술 관련 문화프로그램을 기획하고 운영하는데 활용될 수 있을 것이다.

A Library is the fundamental character of culture in a country and it is also a barometer of culture in its community. Every cultural reality, however, can hardly come to fruition in a short time and so, it will be effected through a long time and tradition. This study aims at catching up how the above-mentioned public libraries have an influence on culture of its community people. For this purpose, the actual conditions of the public libraries have been investigated and analyzed and as a result of it, the problems have been reilluminated from the nation-wide point of view. And in the new changes, developing improvement measures have been tried to find. How to study was on the basis of the actual materials of the on the-spot survey, the interviews with the working officials and the response by way of questionnaire. Summing up the investigated and analyzed contents are as followings. In the above mentioned province, therefore, number of the public libraries are very limited compared with number of the people. And so, it is very essential to increase the public libraries in the province. In terms of the actual conditions, the public libraries lags far behind the other provinces in Korea from this library field. The present chronic conditions are the budgetary deficit, the collections insufficient to the legal minimal standards, the lack of professional librarians ignorance of the people and library managements by unprofessionals, etc.. This hinders the progress of the public libraries and to seculate them from the people. The improvements and the solutions to the above-mentioned problems are as follows. 1. To recruit the personnel sufficient to the legal standards and to reorganize the offices and to turn upward the highest class of librarian's position above the 4th class. 2. To secure collections sufficient to the legal standards and to strang then the extension services. 3. To organize the council composed of the chief librarians of the public libraries including the working chiefs in the province and to develop the works-in-hand of the libraries from the level of decision-making. 4. To organize the librarian training group and to study the working problems and to seek the qualified improvement of librarians. 5. The management of the public libraries in the province are, at present, der the Ministry of Education and the local government takes the financial power. So both should be shortly unified. 6. To do regularly the course of how to use library materials for the community people and to seek the inducement measures for the people through the various cultural events. 7. The public libraries organize the mutual cooperation networks and to seek the system automatized plans of free use of library materials and every library works. 8. To enlarge book mobile system actively and to infiltrate into the daily living of people deeply. Finally, what the present writer would like to speak to the chief librarians of the public libraries the human aspects of librarians should not be ignored no mater how excellent a library organization may be. In addition to this, the present writter is sure that the far-reached future of our library organization will depend on the librarians.

사회적 관심이 커지고 있는 독서진흥 활동을 통해 도서관의 사회적 가치를 확보할 수 있다. 이를 위한 구체적 방안 제시를 위해 문헌연구 방법을 활용하여, 도서관이 직면한 사회적 과제를 분석하고. 그러한 과제를 수행하는 구체적 방안을 제시하고자 했다. 현재 각 지역에서는 도서관, 특히 어린이도서관에 대한 사회적 관심이 증대하고 있다. 이미 공공도서관들의 다양한 독서진흥 활동을 통해 도서관의 중요성을 인정받고 있어 보다 강력한 독서진흥 활동은 공공도서관의 역할 확대와 이를 통한 사회적 기반 확보에 중요한 방안이 되고 있다. 따라서 도서관은 정부, 공공과 민간부문의 다양한 독서진흥사업을 조정할 협의기구 구성, 운영, 법적 기반 마련, 도서관의 자발적인 독서진흥 프로그램 개발추진, 독서 및 책 정보제공 체계 구축과 대중서평지 발행, 독서 캠페인과 독서활동 주도, 가정에서의 독서활동 지원, 각종 독서진흥 관련 시상제도 확대 등 구체적 방안을 주도적으로 추진해 나가야 한다.
