Enterprises as well as central and local governments have tried to apply ubiquitous technology to the actual life on the various types of business and projects. In this paper we develop strategic plan to provide public service on public areas based on needs analysis of public services as well as trend analysis of ubiquitous and web technology. Ubiquitous service model should be based on geospatial web which can incorporate participation and collaboration concepts, as the wire/wireless network system develop rapidly. To achieve this purpose, we suggest the following projects; 1), construction of internet map based on geospatial web technology, 2), development of web contents based on geospatial web, 3), installing ubiquitous equipment, and 4), upgrade Seoul Metropolitan Government's homepage and internet system which can incorporate web 2.0 concepts. Ubiquitous service model should be based on not only development of ubiquitous technology but also needs of consumer such as citizen, enterprises, and public sectors which have an interest in that place. Geospatial web will be the core of development of ubiquitous service models.

This Study is object to find the problems related to the profit-oriented public projects carried out by Kyonggi province and to suggest policy alternative to the local governments. The problems in the profit-oriented public projects are (1) the selection of areas, (2) the planning stage, (3) the management of the projects. The alternative suggestions to improve these problems are (1) the projects which are lack of public interest should be carried out by the private sector, (2) the projects with intense competition in the market should not be promoted as the profit-oriented public projects, (3) the projects in which institutional or natural hindrances are in the entry of private sectors should be carried out as the profit-oriented public projects, (4) the related system and enhancing the flexibility of applying the system, and enhancing the abilities of management mind of the local officials.

It is difficult for systematic and flexible control reflecting regional characteristics with only public policies that control the landscape. Also, in the event that there is no preceding quantitative index calculation, it is impossible for the public society to come to an agreement. Therefore, the development of a shielding analysis simulation methodology that makes data processing modeling that can be interlinked with the urban information system is a very meaningful study. Thus, this study presents urban space shielding simulation technologies and quantitative analysis methodologies using 3D graphic engines and deduces the optimal design by integrating the data of the geographic information system (GIS) in order to suggest the potential as an analysis model that can be used in future urban information systems.

This study is an approach to solve the problem concerning informatization and its investment of the existing information system. In this regard, IT Architecture is becoming a prominent figure, and great efforts are being taken to establishment of related infrastructure environment such as the 1st and 2nd pilot programs, ITA related law's legislation, and development of a reference model and its guidance. Especially, with 'the bill on the introduction and management of the information system' passing the National Assembly, all sorts of environment involved for the introduction of IT Architecture in the future such as establishment of the political foundation for IT Architecture introduction of public organizations, and integrated IT Architecture management system(G-ITAMS) is establishing the constituency. The cloud computing has propagated rapidly and thus there is growing interest on the introduction of cloud services in the public institution. Accordingly, domestic public institution are adoption of cloud computing impose and devise a plan. In addition, more specifically, is building a cloud computing system in the public institution. However, solutions to various security threats(e.g., availability invasion of storage, access by unauthorized attacker, data downloaded from uncertain identifier, decrease the reliability of cloud data centers and so on) is required. For the introduction and revitalize of cloud services in the public institution. Therefore, in this paper, we propose a public key based secure data management scheme for the cloud data centers in public institution. Thus, the use of cloud computing in the public institutions, the only authorized users have access to the data center. And setting for importance and level of difficulty of public data management enables by systematic, secure, and efficient. Thus, cloud services for public institution to improve the overall security and convenience.

Public health system and public health practice have changed over the past decades as the result of social and epidemiologic changes. New public health concept emphasizes leadership, strategical thinking, systematic planning and effective performance to identify and solve complex health problem In Korea, the role of Health Center has been expanded rapidly. However there is strong suspicion that Health Center can achieve their mission. This paper aims at understanding what is the needed functions of Health Center and which of its aspects needs improvement. The main results of this study are summarizes as follows. District Health Law does not address the core functions of Health Center. The staffs of Health Center have difficulties in prioritizing their services. The recent attempt to restructure Health Center and change delivery pattern of public health services ended with only limited success. To effectively confront threats to the public's health, the three major function of Health Center must be ${\circled}1$ modifying individual behavior and lifestyle, ${\circled}2$ improving social and economic conditions, and ${\circled}3$ reforming health policies. Better results do not come from setting new functions only; they come from understanding and improving the processes that will then leads to better outcome. We recommend that policy-makers focus economic evaluation of public health programs, building and spreading of the scientific evidence of programs, linkage of public health research and public health program. The criteria of delegation of public health service to private sector is urgently needed. Making community health information data available on a routine basis to providers, managers and researchers of public health services helps promote the efficiency of the overall operation of public health system.

In the previous surveys conducted on the users of digital multimedia centers at major public libraries, their facilities, contents, staffs and operating system have been found to be the most significant factors for determining the user's satisfaction. The purpose of this study is to seek practical ways of improving digital information services at public libraries by surveying Hanbat Library Users' satisfaction on these four factors. The statistical analysis of the surveyed data has shown that the general satisfaction with the digital service was relatively good: 4.68 out of the maximum scale of 7, that their satisfaction with the facilities were increased but those with staffs and operating system were decreased, and that 69.7% of the users were not willing to learn how to use contents mainly because they do not trust the staffs' ability to teach. Therefore, it was confirmed that the continuous reeducation of staffs and the expansive recruiting of professionals are essential for improving digital information services.

The Balanced Scorecard is known as an integrated performance management framework that helps enterprise to translate strategic objectives into relevant performance measurement within an organization. In recent years, the importance of framework development, implementation and deployment of Balanced Scorecard and Strategic Enterprise Management system have realized its value in public sectors performance management systems. However, the public domains can be characterized as non-profit organizations involving diverse stakeholders which may provoke obstacles to proper implementation. This paper offers an insight into strategic performance management systems design and implementation in Ministry of Information and Communication in Korea. The paper evaluated a number of key guidelines to understand the complexity of strategic performance management design and implementation to be successful in delivering strategic goals in public sector.

As the method of collecting and utilizing structured and unstructured data develops due to the influence of the Fourth Industrial Revolution, unwanted personal information data is also being collected and utilized, and hackers are attempting various attacks to steal information. As a result, the importance of information protection has increased, and various protection techniques have emerged, among which many studies have been conducted using decentralized techniques of blockchain and various algorithms to strengthen the security of biometric authentication techniques. This paper proposed a public blockchain biometric authentication system that allows users to protect their data in a safer biometric authentication method in the public blockchain and use it in the blockchain through signature with authenticated information.
