최근 다양한 웹 트렌드와 모바일 웹 개발 기술들이 급속도로 발전되어 확산되고 있다. 이와 관련하여 정보시스템 구축의 효율성을 향상시키기 위하여 전자정부 표준 프레임워크가 도입되어 시장에 보급되고 있으며, 최근에는 추가적으로 전자정부 모바일 표준 프레임워크가 개발되어 제공되고 있다. 또한 정부 3.0 정책으로 공공기관에서 생산하고 보유하고 있는 수많은 유형의 공공데이터가 공공데이터포털 등을 통하여 공개되고 있다. 한편 현재 거의 모든 콘텐츠 사업 분야에서 모바일 웹 어플리케이션의 활용이 일반화되면서 모바일 브라우저를 위한 웹 표준과 공통 프레임워크 활용과 지원에 대한 수요가 증가하고 있다. 그러나 다른 응용 분야에 비하여 이러한 주요 기술 동향들을 공간정보와 연계하거나 융합하려는 시도는 아직 초기 단계이다. 이러한 배경에 따라 이번 연구에서는 전자정부 표준 프레임워크 모바일 실행환경 하에서 HTML5와 연계하여 공공데이터와 공간데이터의 시각화를 주요 기능으로 하는 모바일 웹 어플리케이션 시스템을 설계하고 시험적으로 구현하였다. 이번 연구에서 시험 구현한 시스템은 향후 전자정부 표준 프레임워크 핵심 개발 환경을 적용하고 특정 목적 시스템의 수요자 요구 사항을 만족하는 기능 확장과 성능 향상을 통하여 공공데이터와 공간데이터를 활용하는 다양한 모바일 응용 사업 모델 개발에 적용할 수 있을 것으로 기대한다.

본 논문은 동독이 서독으로 흡수된 이후, 15년(1990~2005)동안 동독 공공도서관이 새로운 환경에서 어떻게 정착해가고 있는가를 연구하였다. 먼저 통일 전의 동독 공공도서관의 체계와 운영, 통일 전 동서독 공공도서관을 비교하였다. 동독 공공도서관이 서독 공공도서관으로의 흡수된 후, 동독 공공도서관의 구조 변화, 공공도서관과 노조도서관의 폐쇄, 공공도서관장서의 변화(폐기와 교체)가 있었다. 새로운 환경인 자본주의 경쟁체제 하에서 동독 공공도서관이 역량을 강화하는 동시에 그들의 정체성을 찾아가는 과정 등이 연구되었다.

In order to plan and manage public facilities effectively and efficiently, it is necessary to diagnose the current status of facilities and decide the objective features. Performance measurement is to provide managers with the information they need to measure competitive advantages. This paper discusses public facility performance in order to establish the conceptual framework for performance measurement for public facilities. In order to develop the measurement of public facility performance, a pilot study was conducted with facilities managers of facilities management corporation of public districts in Seoul. We investigated how public facilities management teams have assessed their performance and collected data regarding financial aspects, service aspects, community aspects, and building aspects. There is no standard format to measure facility performance since building sizes, programs, community needs widely differ. However, it is necessary to have a more consistent system to measure facility performance. In addition, each public municipal district needs to empower each district facilities management corporation to participate in managerial decisions and budget control.

Purpose: This study was to evaluate the utilization of health care service and to provide supportive data for health care policy making in one urban area in Korea. Method: This study tested the significance of public health service using the database of an university hospital and public health center from Feb. 2000 to Dec. 2004. Data were analyzed by multidimensional analysis and data mining technique and produced the information on the classification of utilization characteristics by main disease and the total cost of use and disease association with the users of the public health center. Results: The Results were as follows: 1) Top 10 diseases in the area accounted for 22.4% of total frequency for the most recent 5 years in university hospital, while 59.0% in public health center. 2) There were significant correlations between university hospital and public health center user's insurance type and place of residence: It showed higher use of public health center for free service beneficiaries residing in Seoul than residents in nearby or local area. The medical insurance types for hospital users were more various than those for public health center users. 3) The use of hospital for patients of hypertension, diabetes mellitus and hyperlipidemia was tended to concentrate in mostly autumn and winter since August 2000, while the cost of using public health center for those patients has been steadily reduced since July 2000. 4) As a result of cluster analysis, there were classified into three homogeneous groups according to the total cost of using public health service, age, and the frequency of use. 5) The association analysis on patients with chronic disease in public health center produced a detailed information on accompanying diseases related to the incidence rate of disease of high frequency due to aging, information on drug abuse and immune disease. Conclusion: The health care policy for local community should be evaluated continuously. And the policy to build an integrated data warehousing by public health indicator system and to enhance the faithfulness of data is required.

ITS산업은 정보경제의 일반적 특징이라고 할 수 있는 네트워크 외부성과 정보의 양방향성을 갖고있는 동시에, 정보의 적시성과 지역성, 자연 독점성, 공공성, 시스템 통합성 등 ITS만의 독특한 특징을 갖고 있기도 하다. 이런 특성들로 인해 ITS산업은 구(舊) 경제와는 다른 기업전략과 산업정책을 필요로 한다. 네트워크 외부성에 비추어 볼 때, ITS산업에 속하는 기업들은 개방과 공유 또는 전략적 제휴 등을 통해 경쟁사들과 시장을 나누어 가지는 전략이 효과적이며, 시장의 성숙을 위해서는 표준화를 조기에 이룩해야 한다. 자연 독점적 성격과 공공성 및 수익성의 병존이라는 특징에 비추어 ITS산업은 시스템별로 공공성 및 수익성 정도를 검토한 후, 이에 근거하여 공급주체와 자금조달주체를 결정하는 것이 바람직하다. 본 연구는 정보경제에서 ITS산업의 특성과 이러한 특성이 기업전략과 산업정책에 미치는 영향에 대해 분석하여 보았다.

환경 가치 및 환경 영향의 평가과정은 주관적이고 예측에 의존하기 때문에 과학적 합리성의 확보가 제한된다. 그러므로 정보공개를 통한 절차적 합리성의 확보가 필요하다. 본 연구는 환경영향평가의 절차적 합리성 확보를 위한 방안으로, 평가 과정의 정보공개 강화 방안을 모색하고자 한다. 오르후스 협약은 대중의 환경 정보에 대한 접근과 의사결정에 참여할 수 있는 권리를 규정하는 국제 협약이다. 본 연구는 오르후스 협약에서 제시하는 정보공개에 관한 조항을 토대로 10개 지표를 도출하여 우리나라의 환경영향평가 정보공개 제도를 평가하였다. 평가 결과, 정보공개 방향성 및 제공 기반 마련 측면에서 5개 지표를 만족하여 긍정적 결과를 나타냈다. 그리고 정보 활용 근거 및 제공 과정에 대한 4개 지표에서 세부적인 규정 보완이 필요함을 확인하였다. 마지막으로 대중의 이해 가능성 지표를 통해 전문성 비대칭 문제 및 환경영향평가 제도의 정책 수용성 연구의 필요성을 도출하였다.

최근 산업화에 따른 대기오염 문제는 국가와 국민 모두에 큰 관심을 끌고 있다. 국내의 광역(廣域) 대기오염 정보는 국가적으로 공공 데이터를 통해 국민에게 제공하고 있으나, 환경변수가 다른 지역적인 대기오염 정보는 매우 부족한 상황이다. 따라서 본 연구에서는 지역적인 대기오염 현상을 보다 정확하게 분석하고 예측할 수 있는 지역 환경변수 기반의 대기오염 분석 및 예측 시스템을 설계하고 구현한다. 특히 제안한 시스템은 지역적으로 측정된 환경 데이터와 공공 빅데이터를 기반으로 지역의 대기정보를 정확하게 분석하여 제공하고, 인공지능 알고리즘을 통해 미래의 지역 대기정보를 예측하여 제시한다. 나아가 제안된 시스템을 통해 지역적인 대기오염의 발생 원인을 정확하게 파악하여 지역의 대기오염을 예방할 수 있을 것으로 기대할 수 있다.

The purpose of this study has two folds. For the local government it gives a guide to establish the housing information system, which provides various housing information in order to promote service to the public on Internet. It also gives a guide for the local government to collect the fundamental data from local housing market and provide them to the policy makers as well as the housing producers (landlords, builders and owner-occupiers). Contents of housing information system website for the local government consist of three main parts. The first part provides housing policy and local housing market information to the upper level local government as well as housing producers. The second part provides housing information for the people who are looking for houses to move the own. Final part provides the procedures of building construction and development plan for landlords to the public. In case of Pyongtaek-City, this study makes them by cluster analysis of houses and households moving pattern as the Internet contents. Housing markets of Pyongtaek-City divide 3 sectors by housing type, tenure type and housing supply ratio etc. And populations prefer to move intra sectors. According to this information, policy-makers should define local housing problems and find solutions and housing producers can supply the house just in sites and in time. In conclusion, local government should provide valuable housing information based on local housing market research to the public for the effective housing policy. As local housing market is formed by various factors it is needed for local government to research housing sub-markets due to apply these research results to the local government for the future.

본 연구의 목적은 환경통계자료와 지리정보체계가 통합되지 않음으로 발생하는 문제점을 해결하기 위해 경상북도 안동시를 사례로 행정구역기반 환경지리정보체계를 구축하는 것이다. 이를 위해 본 연구는 국가지리정보체계, 환경주제도, 환경통계자료의 특성을 고찰한 후, 지역의 환경주제도와 환경통계자료에 행정구역코드를 부여하여 행정구역기반 환경지리정보체계 구축 방안을 제시하였다. 본 연구결과는 지역 환경정책수립을 위한 기초자료를 제공하며, 환경정책의 결과를 지역행정구역별로 표시할 수 있기 때문에 정책의 효과를 쉽게 파악할 수 있게 된다. 또한 환경정보뿐만 아니라 다른 지역속성정보에 지리참조코드를 부여할 수 있는 방안을 제시하기 때문에 지방자치단체의 환경관리시스템 개선뿐만 아니라 다른 속성정보의 데이터베이스 구축에도 기여할 수 있을 것이다.

본 연구는 공공기관의 업무수행에 수반되어야 하는 투명성이 정보공개제도와 얼마나 연관이 있는지, 그리고 시기별 기관 유형별로 어떻게 변화했는지 분석해 보았다. 문헌연구를 통하여 정보공개제도의 의의와 투명성의 정의를 살펴본 후, 이와 관련된 통계자료를 분석하고, 2003년~2013년까지 통계 데이터를 토대로 정보공개와 투명성에 대한 연관성 분석을 하였다. 정보공개제도와 공공기관의 투명성을 제고하기 위해서는 공공기관의 업무과정을 제대로 기록화하고, 수요자가 원하는 정보를 제공하고, 이에 대한 평가를 측정하는 투명성 진단 평가시스템을 제도화하는 방안이 반드시 필요하다. 본 연구의 결과는 정보공개제도와 투명성의 관계에 대해 이해하고, 정보공개제도와 공공기관의 투명성을 높이기 위한 기초자료로 활용될 수 있을 것이다.
