The information system for measuring and analyzing service quality of telephone network is designed on the service quality scheme recommended by ITU(International Telecommunication Union) in this study. The information system is composed of the equipments which measure service quality and the systems which analyze the measured data. The schedule algorithm for effectively operating measurement equipments which are located over public switched telephone network is proposed. The functions of the Information system are Introduced. The information system improves the service quality effectively.

Personal information (hereinafter referred to as "PI") infringement has recently emerged as a serious social problem in Korea. PI infringement in the public and private sector is common. There were 182,666 cases of PI in 2,624 public organizations during the last three years. Online infringement cases have increased. PI leakage causes moral and economic damage and is an impediment to public confidence in public organizations seeking to manage e-government and maintain open and aboveboard administration. Thus, it is an important matter. Most cases of PI leakage result from unsatisfactory management of security, errors in home page design and insufficient system protection management. Protection management, such as encryption or management of access logs should be reinforced urgently. However, it is difficult to comprehend the scope of practical technology management satisfied legislation and regulations. Substantial protective countermeasures, such as access control, certification, log management and encryption need to be established. It is hard to deal with the massive leakage of PI and its security management. Therefore, in this study, we analyzed the conditions for the technical protection measures during the processing phase of PI. In addition, we classified the standard control items of protective measures suited to public circumstances. Therefore, this study provides a standard and checklist by which staff in public organizations can protect PI via technical management activities appropriate to laws and ordinances. In addition, this can lead to more detailed and clearer instructions on how to carry out technical protection measures and to evaluate the current status.

In this paper, we developed a digital and integrated PA(Public Address) system with speech recognition and sensor connection based on IP with an ID using agent. It has facilities such as an external input, a microphone and a radio for a PA system and has speech recognition. If "fire" is spoken to the PA system then it can recognize the emergency situation and will broadcast information to the appropriate agency immediately. In addition to that, many sensors, such as temperature, humidity, and infrared, etc., can be connected to the PA system and can be integrated with the context awareness which contains many types of information about internal statuses using inference agent. Also, developed the digital integrated PA system will make it possible to broadcast the message to adaptable places using network IP based on IDs. Finally, the digital PA system is designed for operation from a PC, which makes installation and setting of operating parameters very simple and user-friendly. For implementation details, we implemented thread based concurrent processing for the events which occur concurrently from many sensors or users.

Appropriate drug classification is important fur rational drug consumption. This study was conducted to evaluate the appropriateness of current drug classification system and suggest possible ways for improving the system. Nonprescription drug market has been decreased. Since total 27,962 products had been classified (prescription 17,187 vs. nonprescription 10,775 products, 61.5% vs. 38.5%) in July 2000 for implementing separation of drug prescribing and dispensing system, there are no classification changes. Reclassification is not motivated by product holder and regulatory system did not lead classification change either. Consumers' ease access to some nonprescription drugs is demanded. But point of public awareness and cultural and health environmental views, saff drug use rather than advantages from broad supply of nonprescription drugs is more critical. We concluded that current 2-categorized (prescription and nonprescription) drug classification system is appropriate, and addition of general sale category should be approached carefully with long term Preparations such as establishment of better nonprescription drug consuming infrastructure by public information provision and education for improving public medicinal knowledge and strengthening self medication guidance, and review of current classification status of marketed drugs and switching possibilities. For systemizing and encouraging reclassification, introduction of regulatory renewal system as a continuous reevaluation program which is the best way to review appropriateness of drug classification as well as provision of detailed guidance for industry including policy, requirement and process fer reclassification application, are necessary.

PURPOSES : This study aims to survey and analyze the status of the design and completion documents output delivery system in public construction projects in order to assess the problems of the Ministry of Land, Infrastructure and Transport (MOLIT)'s electronic delivery system, with a focus on roads and rivers, and to offer improvement measures. METHODS : This study first surveys and analyzes laws and existing study trends with regard to the design and completion documents output delivery system in public construction projects. It further analyzes the status of the output delivery system in public construction projects, including roads, rivers, expressways, water resources, and railroads. In addition, a comparative analysis of the current electronic delivery system of MOLIT and Korea Expressway Corporation in the road field is conducted, and the problems and improvement measures for MOLIT's electronic output delivery system are presented. This study seeks to analyze problems and prepare improvement measures with regard to road and river public construction projects, as ordered by MOLIT's five regional offices. RESULTS : This study sought to prepare the electronic output delivery system with regard to public construction projects and present the analysis of its major problems and improvement measures in four categories: "the preparation of electronic design documents output delivery system improvement measures including inspection and delivery," "preparation of guidelines, systems, etc., concerning electronic design documents," "preparation of improvement measures for the construction project management system and electronic design document support tools", and "linking of MOLIT's electronic output delivery system with relevant agencies and the expansion thereof to local governments." CONCLUSIONS : This study analyzed the current status and problems of the MOLIT's electronic output delivery system in the field of road and river construction projects, and presented corresponding improvement measures. This study is expected to address the problems of the MOLIT's electronic output delivery system, and to provide the foundation for the preparation of an efficient electronic output delivery system for design and completion documents. In addition, this study is expected to boost the quality and utilization of the electronic design documents output, and to exchange, share, and link construction information among relevant agencies so as to prepare the foundation for sharing construction information.

Cloud computing has become one of the most important technologies for reducing cost and increasing productivity by efficiently using IT resources in various companies. The cloud computing system has mainly been built for private enterprise, but public institutions, such as governments and national institutes, also plans to introduce the system in Korea. Various researches have pointed to security problems as a critical factor to impede the vitalization of cloud computing services, but they only focus on the security threats and their correspondents for addressing the problems. There are no studies that analyze major security issues with regard to introducing the cloud computing system. Accordingly, it is necessary to research the security factors in the cloud computing given to public institutions when adopting cloud computing. This research focuses on the priority of security solutions for the stepwise adoption of cloud computing services in enterprise environments. The cloud computing security area is classified into managerial, physical and technical area in the research, and then derives the detailed factors in each security area. The research derives the influence of security priorities in each area on the importance of security issues according to the identification of workers in private enterprise and public institutions. Ordered probit models are used to analyze the influences and marginal effects of awareness for security importance in each area on the scale of security priority. The results show workers in public institutions regard the technical security as the highest importance, while physical and managerial security are considered as the critical security factors in private enterprise. In addition, the results show workers in public institutions and private enterprise have remarkable differences of awareness for cloud computing security. This research compared the difference in recognition for the security priority in three areas between workers in private enterprise, which use cloud computing services, and workers in public institutions that have never used the services. It contributes to the establishment of strategies, with respect to security, by providing guidelines to enterprise or institutions that want to introduce cloud computing systems.

본 논문에서는 미래 지능형 빌딩 시스템에서 요구되는 다양한 상황을 인지할 수 있는 지능형 디지털 통합 전관 방송 시스템을 개발하였다. 화재와 재난과 같은 응급 상황이 발생할 때 울리는 경보음을 인식할 수 있으며, 실내 온도와 습도 및 환경 오염도와 같은 다양한 센서 출력을 전달 받아 지능적으로 상황에 맞는 대처 방안을 필요한 곳에 개별적으로 방송할 수 있는 지능형 디지털 통합 전관 방송 시스템을 개발하였다. 외부 입력, 마이크, CD와 MP3 및 라디오 기능 등을 일체형으로 통합하고 소형화한 디지털 전관 방송 시스템을 개발하고 있으며, 시스템이 중앙 집중 제어가 가능하도록 운용 MICOM을 개발하였다. 중앙 집중 제어를 수행하기 위해 운용 MICOM은 제어 계층, 처리 계층 및 사용자 인터페이스 계층인 3계층으로 구성된다.

본 연구는 지방자치단체의 재정관리의 투명성에 대해 살펴보고 복식주의 발생주의 회계를 통해 이를 효과적이고 효율적으로 활용하여 재정 개혁의 기반을 다지기 위한 관리 방안을 모색하고자 한다. 주요한 내용을 정리하면 첫째, 정부회계기준의 지속적 개선의 필요, 둘째, 회계과목의 설정과 프로그램 예산과목과 연계 필요, 셋째, 정부사업에 투입된 자원의 총비용을 객관적으로 산정하기 위한 원가회계시스템의 구축 필요, 넷째, 공무원의 인식변화와 현재 순환보직 인사제도의 문제점 개선 및 교육훈련을 통한 회계공무원의 전문성 확보, 다섯째, 고위층의 관심과 공직 윤리시스템 강화, 여섯째, 내부 통제와 감시제도의 강화 필요, 일곱째, 독립된 외부전문가의 회계감사 실시와 회계전문가집단의 역할 필요, 마지막으로 효율적이고 실용적인 전산시스템 구축과 연구개발(R&D)사업이 지속적으로 실행되어야 할 것이다.

대학의 입시정보는 수험생뿐만 아니라 각 대학에게도 중요한 정보이며, 해당 정보를 이용하여 다양한 분야에 활용할 수 있다. 수험생에게는 자신의 점수를 통하여 자기에게 가장 알맞은 지역의 대학을 선택할 수 있으며, 대학의 경우 대학당국의 입학 및 홍보정책을 결정하고, 나아가 학생들의 생활복지를 향상하는데 중요한 자료로 활용될 수 있다. 따라서 해당 정보들을 수험생과 대학이 공유할 수 있는 대학입학관리시스템의 도입이 절실히 요구되는 실정이다. 본 연구에서는 Web 2.0을 기반으로 일반인들에게 공개되어 있는 Naver Map API를 이용하여 대학입학관리시스템을 개발하였다. 본 시스템은 공개되어진 지도데이터를 이용하여 대학입시 지원자, 합격자 및 등록자의 자료에 대해 분석할 수 있도록 하였으며, 지원자 대비 합격률 및 최근3년간 지원자 변화율을 분석할 수 있도록 하였다. 또한 대학의 홍보이력을 관리함으로서 대학의 입학홍보정책을 지원할 수 있도록 하였으며, 대학의 입학정보를 기반으로 하여 수험생에게 점수별 입학대학의 정보를 제공하도록 하였다. 이를 통하여 공개되어진 Web2.0 기반의 지도와 연동을 통한 다양한 데이터의 관리 및 활용이 가능하였으며, 이를 바탕으로 기존의 제공자 중심의 GIS 시스템이 아닌 사용자 중심의 GIS 시스템을 구축함으로써 지도를 기반으로 보다 다양한 정보를 표현 할 수 있을 것으로 사료된다.

오늘날 아동은 성인보다 컴퓨터와 인터넷을 통한 정보습득에 익숙하며 실제로 그들의 생활형태에 커다란 영향을 미치고 있다. 이에 공공도서관은 시공간에 제약 없이 아동들이 스스로 평생동안 학습하고, 책을 읽고, 정보에 접근할 수 있도록 웹사이트를 구축하여 제공해야 한다. 본 연구는 공공도서관 웹사이트의 중요성, 특히 아동을 위한 공공도서관 웹서비스의 중요성과 국내 동향을 분석하고 개선방안을 제시하고자 하는데 목적이 있다. 이를 위하여 대구 경북지역의 공공도서관 홈페이지를 대상으로 웹사이트의 구축여부, 구성체계, 검색서비스, 콘텐트를 분석하였다.
