This paper regards the goal of management of ecosystems as securing the sustainablilty of target ecosystems, and investigates public managers' decision-making and their psychological attitude on the management of ecosystems. Basically, managerial activities on ecosystems have uncertainties and usually public managers utilize the knowledge of law, science, intergovernmental relations, and local governance as their references for decision-making. To elucidate public managers' managerial decision-making on ecosystems, this paper adopts some psychological theories in explaining the judgment of human beings under uncertainties. Effective ecosystem management by public managers can be judged by how public managers adopt and utilize all of the above mentioned four kinds of knowledge on ecosystem management. • In what was labeled the "nut rage" incident, the vice president of Korean Air, Hyun-Ah Cho (Heather Cho), demonstrated behavior that exemplifies corporate transgression and deviation from societal moral standards toward a flight attendant aboard a flight. Such behavior instigated the public to express negative sentiment on various social media platforms. This study investigates word-of-mouth network on YouTube in response to the crisis, patterns of co-commenting activities across selected YouTube videos, as well as public responses to the incident by employing social and semantic network analysis. A total of 512 YouTube videos featuring the crisis from December 8, 2014 through November 11, 2018, and 52,772 public comments to the videos were collected. The central videos in the network successfully attracted the public's attention and engagements. The results suggest that the video network was decentralized, with multiple videos acting as hubs in the network. The public commented on various videos instead of focusing on a few. The contents of influential videos uploaded by popular news organizations revealed not only Cho's behaviors related to the nut rage crisis but also unrelated illegal behaviors and the moral violations committed by the family members of Korean Air. The public attached derogatory remarks to Cho and her family, and the comments also addressed ethical concerns, management issues of the company, and boycott intentions. The results imply that adverse public reaction was related to the long-standing problem caused by family ownership and governance in large Korean corporations. This Korean Air scandal illustrates backlash toward a leadership breakdown by the family business conglomerate prevalent in the Korean society. This study provides insights for effective handling of similar crises.

  • To achieve a data-driven policy decision-making system, the Ministry of Strategy and Finance has formed a marketing team and is actively building upon it. This system, currently under construction, will enable data-driven financial tasks beyond simple financial administration. The U.S. has already enacted The Foundations for Evidence-Based Policymaking Act in the process of similar pursuits. Since last year, the data-driven system administrative law has been enacted in Korea, and a legal framework has been established for data-driven administrative work. The next-generation budget accounting system to fulfill its role as a data-driven system needs public policy support to operate. Innovation and transformation are needed in various areas such as data management, legal system, and installation of related systems. Accordingly, it is very timely to analyze the financial systems and policies of advanced countries such as the U.S. and U.K., which already have established and operates such a financial system. By benchmarking and applying existing financial information systems to the next-generation budget accounting system, a better system will result. In this study, major developed countries, including the U.S., U.K., France, and Canada were benchmarked and analyzed in terms of the main elements of data governance: public policy, systems, legal framework, promotion system, and service level. It was discovered that the role and direction of the national fiscal policy system that the people favor should be able to respond quickly to the recent difficult economic crisis environment such as the digital transformation trend and COVID-19.

  • The term 'fourth industrial revolution' was mentioned at the World Economic Forum (WEF) in 2016 and has become a term representing a new industrial era based on information and communication technology (ICT). In the environment of the 4th industrial revolution, ESG management activities are becoming a very important factor in business activities. With the emergence of a new paradigm of organizational operation in the post Covid19 era, the demands for ESG (Environment, Social, Governance) investment related to the environment, social responsibility are increasing. This study examines the role that can support ESG management by utilizing the expertise of appraisers. Real estate is one of the fields of high public interest, and since most ESGs have been conducted centered on the role of private companies, the role of the expert group or the role of public corporations and public institutions is relatively insufficient. If a company or general company engaged in the real estate investment business establishes the role of the Korea Appraisers Association to revitalize ESG management using appraisers, such as ESG appraisers, when investing in real estate, it is believed that it will be possible to promote efficient and sound development of the real estate industry. It was judged that a study on a group of experts was also necessary. In addition, even if the impact of Covid-19 is excluded, it is necessary to gradually introduce an appraisal using non-face-to-face or various advanced technologies (the 4th industry). This study differs from previous studies in that it focused on the role of ESG by the Korea Association of Property Appraisers while research on the role of ESG in public institutions or expert groups is being actively conducted in recent years.

  • Even though place-marketingstrategies geared towards upgrading regional competitiveness have been brought to the forefront, due attention has not given to how to set up practical and viable strategies. Based on Geoff Coyle's ACTIFELD method, this study aims at formulating a series of implementation strategies of Jeungpyeong Place-Marketing. As the ACTIFELD technique contains intrinsic devices which would facilitate structural and systematic approach, it can easily encompass both qualitative and quantitative factors in reinterpreting complicated social phenomena and providing feasible alternatives. Furthermore, the study carries out additional public opinion surveys and expert brainstorming methods, as specific means to overcome relative weak points within the proposed ACTIFELD approach. The followings are major research findings. Firstly, in terms of maximizing existing strategies, Jeungpyeong should develop commercial items focused on Korean Ginseng and its byproducts. Secondly, among various festivals, Jeungpyeong should devise concrete processes to concurrently concentrate its support on Pork (Samgyupsal) and Korean Ginseng Festivals. Thirdly, as the majority of Jeungpyeong people prefers both do-it-your-self and traditional types, Jeungpyeong should prepare appropriate governance systems to deal with these issues. Fourthly, in order to contribute regional vitality, Jeungpyeong should strengthen public relation activities including guest-staying facilities. Lastly, Jeungpyeong should constantly improve the aggregate value of County Identity (CI)-based brands and it should also pursue production and public relation strategies actively applying the elderly.

  • This study aims to determine the factors that affect dividends initiation by initial public offering firms in Malaysia. The ownership structure is examined from a corporate governance theoretical perspective in order to evaluate the impacts of managerial, institutional, and family ownership on the dividend's initiation decision of IPO firms. This study employs a quantitative pooled cross-section of 372 Malaysian IPO companies active during the period of 2002-2013. The number of firms that went public each year varies, thus the pooled cross-section data takes place in this case rather than the panel data. The logistic model was employed to test the proposed hypotheses. The results revealed that the presence of institutional investors in the ownership structure make it more likely for IPO firms to initiate dividends. On the contrary, the presence of a family ownership structure in IPO companies as the controlling shareholder makes these companies less probable to initiate dividends. Managerial ownership was found to have no effect on the decision of initiating dividends by IPO firms. The findings of this study suggest that the existence of institutional and family ownerships are agency cost mitigators, as these ownership types could prompt IPOs firms to initiate dividends to overcome the agency conflicts.

  • The Korean government has established a plan on the 'service operating system of public libraries', which divides the local libraries into a central library, regional libraries, and small branches. However, due to the low interest of the libraries and, above all, the structural problems caused by the dualization of the library administrative bodies, no action plans have been developed. This study intends to propose an integrated operating system for public libraries in Busan metropolitan and to design specific roles and functions according to the library status. To the ends, this study examined the Korean government's plan for public library operation, analyzed the operation cases of foreign public libraries, and finally suggested the detailed action plan of an integrated operating system based on the case of Busan Metropolitan City. The data were collected from literature review and on site field survey, supplemented by e-mail inquiry and official statistical information.
