The study was first part of the research on development of consumer education program as social education program. The purpose of this study was to review social consumer education programs conducted by various organizations and to examine the consulting statistics from Korea Consumer Protection Board and Korea National Council of Consumer Organizations. In Consumer Protection Board, consumer education was operated mainly for both college students majored in consumer studies and public-sector workers. Outgoing education was provided mainly to the persons in industries and housewives. Other consumer organizations conducted consumer education using government funds. The organizations considered 'purchasing' and 'consumerism' most frequently as the topics for the education. 'Credit' and 'insurance' were another main concerns at the education. The consulting statistics showed that 'mobile communication', 'laundry service', 'health foods', and 'educational materials for foreign language' took the largest portion of the consumer consulting. Some implications were made for developing consumer education program as social education.

National health expenditure account describes expenditure flows both public and private within the health sector. It describes the sources and uses and channels for all funds utilized in the health sector and is a basic requirement for optimal management of the allocation of health sector resources. Constructing a national health expenditure account should begin with sound estimates. This paper thoroughly examines the sources and discusses the estimation methods, and provides the national health expenditure account of Korea by function and source of funding category The national health expenditure account produced in this parer has, however, some drawbacks and followings are proposed fur enhancing the comprehensiveness and consistency of the account. First, comparable data un health related expenditures of local government and private sector should be produced because data sets on the sectors are very limited. Second, we need further study un overall scope and boundaries of health expenditure estimates in order to improve compatibility of other main aggregates.

With the advent of local autonomy in the 1990s, the polemic issue of decentralizing the central government power will undoubtedly come to the fore. The purpose of this study is to reconsider the government functions both at the central and local levels, paritcularly in the fields of urban planning administration. Those policy guidelines administration. Those policy guidelines employed such delegations include : 1) leaving detailed land use regulations to the discretion of local governments; 2) increasing role of local administrations and people regarding development projects; 3) promotion of urban developers as well as public and private partnership; 4) simplifying the procedure related to development applications. In this context, the role of the central government should be redefined; macro-scale policymaking to cope with on-going globalization trends; area-wide coordination among various local bodies ; providing planning standards and information; straining manpower and operation of urban development funds and subsidies.

Private universities are going through difficulties in improving facilities for the disabled students due to financial reasons. Extension elevators, grips on both sides of the hallways for the visually disabled, handrails on the walls of ramps and stairs in the existing building, and improvement of the dormitory chambers are some items of such facilities in this analysis of MyongJi University. Hence, financial support based on the long-term plans and evaluations from the National Treasury to private universities with financial stringencies, will be a critical promotion in appropriating educational budgets and executing corresponding funds. This will eventually bring equal development of educational welfare for the disabled students among national, public, and private universities.

This paper discusses government-backed venture capital as a science, technology and innovation (STI) policy instrument from the Chinese perspective. China aspires to overhaul its growth model by vigorously promoting technological innovation and entrepreneurship. Like many other countries, however, funding gaps constrain new technology ventures in the early stages of venture development. To plug this gap, China attempts to use government-backed venture capital as a policy instrument. Super-size central government-backed VCs were set up and dozens of similar schemes are in operation at local levels. This paper provides a case study of such government-backed venture capital schemes in China. It documents the background conditions explaining the country's need for public venture capital, describes the distinct features of program design in such schemes, and assesses the impact of government-backed venture capital.

To provide a development strategy on the method which assesses a potential risk of nationwide emerging IT infrastructure in planning and design phase, and to classify the assessment result into 5 levels is the goal of this research. The development strategy provided in this paper could improve a benefit-cost-ratio of investments on emerging IT infrastructure. With a premature assessment of the potential risks of a nationwide emerging IT infrastructure which needs astronomical amount of public funds, it could show a way of systematic investments on security systems and improve a benefit-cost-ratio of investments on emerging IT infrastructure. Also, this approach might improve the safety of nationwide IT infrastructure. It could identify and provide an optimized solution for the potential risks of nationwide IT infrastructure.

As a society rapidly advances in technology and industry, various demands for information arc increasing and becoming more specialized than every before. The college library can no longer restrict its service to the people or, the campus alone. There is no fundamental change in its place on a college campus, but it has an additional role to play: to meet the demands for information from the community outside of the campus. Thyre is no denying that there are public libraries meant to serve the comnlunity and some small spacialized libraries to support certain institutions. But it is also well known that these libraries are inadequate to satisfy the demands for information in a highly diversified and specialized soceity of today largely due to lack of facilities, funds. and personnel. Under these circdmstances, it is almost imperative that the college library open its door to the community. It was attempted in the article to point out the nccds of cooperation between the college library and the community for economic and intellectual advancement on thc campus and in the community. Various ways of making the college library available to the community werc also discussed.

By reviewing the current application of Environmental Fiscal Instruments in China, existing policy gaps and weakness, and the feasibility of using EFIs in China, this paper pointed out that the Chinese government faces an historic opportunity for promoting the development of a comprehensive environmental fiscal system. It is proposed that as far as possible the real economic and social costs of pollution and environmental degradation should be reflected in the prices charged for the use of environmental and natural resources. Chinese government should systematize existing environmental fiscal funds and policies, gradually setting up a framework for integrating environmental fiscal instruments into the public financial system.

The Ministry of the Energy and Resources is planning to invest a great deal of public funds in the energy conservation measures in order to conserve the energy. This study aims at applying the project scheduling model, especially to the energy conservation measures. In the study, we develop the project scheduling model, which is based on the modified Rorie-Savage problem. And the model is applied to the X-enterprise, which is one of the leading metal industry in the nation. The result shows that the model enables the top management to choose the set of projects which promises the largest profit among the entire projects. It appears that the proposed policy of the study is more profitable than the existing policy which is namely based on the qualitative consideration.

With the ever-increasing frequency of public sector and smalls-cale industries going live on the internet in developing countries, their security of which, while crucial, is often overlooked in most cases. This is especially true in Government services, whilst essential, are poorly monitored if at all. This is due to lack of funds and personnel. Most available software which can help these organizations monitor their services are either expensive or very outdated. Thus, there is a need for any developing country to develop a networking monitoring system. However, developing a network monitoring system is still a challenge and expensive and out sourcing network monitoring system to third party is a security threat. Therefore, in this article we propose a method to anonymize network logs and outsource networking monitoring system to third-party without breach in integrity of their network logs.
