The results of this study indicate that the success of financial inclusion programs in Indonesia is caused more by the role of public intellectual capital. The results of this study are expected to make a real contribution, especially for the government and banks, that in order to achieve the success of the financial inclusion program in Indonesia; the related parties should educate the public directly to citizens who have not been reached by banking services continuously and with a more down to earth approach.

Especially, this study attempts; (i) to investigate factors that affect the performance of health centers; (ii) carry out cost-effectiveness analysis (CEA) for the various type of health centers; (iii) identify innovative strategies to increase the use of health center. Cost-effectiveness analysis is used to compare the performance of all the centers. The following is taken to create the index. Wi = Ti x Mi x Eij (Wi: weight for service item I, Ti : time spent for service I, Mi ; number of health personnel involved in service I, Eij : years of schooling for personnel j in providing service I). As a result of these analyses, policy options as follows are recommended; (i) proper manpower, especially public health physician (oriental medical doctor), should be enough to provide health care adequately; (ii) facilities ad equipments in the health center should be provided sufficiently. (iii) the utilization of health centers should be raised by active operation of mobil service, community participation and health education program. Ultimately health centers in public sector are to be fostered for the promotion of health care by enhancing the financial and quality, continuity and efficiency of health services.

  • This study is to describl the child care system in Sweden and to understand how the progressive child care system has been developed. The sex categories of the child care issues were studied based on a review of the literature related to the Swedish child care, family welfare system and the socio-economic information on Sweden. Six categories were : (1) historical and socio-economic background of child care system, (2) supply of and demand for the child care service and the types of public and private child care, (3) child care program activities, (4) child care staff training system, (5) administration and financial support system for the child care, and (6) the family policy and the family support programs in Sweden. For the Korean child care system, this study on the Swedish child care implied that : (1) To provide a progressive system of the child care system in Korea will require serious discussion about concentration of the child care administration system which is currently distributed to Ministry of Education and Ministry of Health and Welfare. (2) The extensive family support programs such as the parental leave and flexible work conditions for women are needed for the infant care by parents at home. (3) to expand the child care services in Korea, public support should be primarily focused on the supply of the public day care centers even though the demands for the various child care services are to be met by public financial support. (4) Most of all, societal recognition that all children are the resposiblity of our society is needed to develop a progressive child care system in Korea.

Comparision of results well be made to find similarities and differences between Korea and the U.S. Most studies of family resource management have used urban samples, so this study adds to understanding of another segment of the populations. Family resource management variables, as dependent variables, were measured by asking respondents how often they used a variety of wasys to handle finances and time. Independent variables were : (a) total household income, (b) respondents education, (c) respondents ages, (d) householder size, (e) family adaptability, (f) family cohesion, and (g) interpersonal communications. Data for the Korean sample were collected in rural areas of South Korea during summer 1989, U.S. data were collected in two counties of Illinois. The data used in this study include 473 Korean samples and 301 U.S. families. In both samples, the respondent was the financial manager, the person who usually handled the finances and paid the bills. The data were analyzed by frequencys, t-test, and multiple regression analysis methods. As a results, U.S. respondents tended to engage in family resource management more frequently than Korean respondents. This could be attributed to a longer history of consumer education and financial management education taught in the public schools and through the Cooperative Extension Service in the U.S. Social-psycological variables were significant predictors of frequency of family financial management in both samples. the differences in both samples are that, in Korea, frequency of family financial management increased as household size and educational years increased, however, in the United States, the relationships of these variables were not significant. Some similarities and differences were found in Korea and the U.S. families, and this results represents that interpersonal communications are important determinants, even in different cultures. One hadn, the difference of socio-cultural factors result as the difference of some statisical differences. Findings from this study have important implications for research and education, and can be applicated to study of family resource management in other rural areas.

  • Port Authority in Korea does not have financial independence nor fair recruitment practices, thus the prospects of the establishment of the Port Authority is not adequate. Therefore independent and effective port administration cannot be achieved. To overcome this situation, this paper examines the port administration system in Korea and identifies its problems. This paper then provides an 'modeling of Analytical Hierarchy structure' for evaluation. An alternative solution is provided by carrying out a public survey, analysing the significance of the evaluation factor using the techniques of the Analytical Hierarchy Process. The significance of profitability was identified. The role of central government is significant when assessing the public service function of port administration; and the role of the private company is significant when assessing the independence. In addition, the private company is significant when assessing profitability. The private company is the alternative for port administration in Korea, based on the evaluation of various alternatives.

Participants consisted of nine people from the Regional Government Work Unit of Tasikmalaya City, the private sector, and the community. The researcher divided data analysis into three sub-indicators, including effectiveness and efficiency, responsiveness, and public service. The Results show Regional Financial and Asset Management Agency (BPKAD) of Tasikmalaya City as sufficient in terms of human resources, this can be verified from the number of leaders and staff, which amounts to 58 people, of which 80% are economic graduates. • In the so-called “information society,”the information service function of public libraries is gaining an increasing importance. In order to meet the growing demand for educational information, the Korean government established the Center for Educational Multimedia Research and Development and opened in 1996 the EDUNET as a comprchensive educational information network. In this context, public libraries as social education institutions are expected to provide educational information services by utilizing the EDUNET information resources. The availability of EDUNET will even increase when the librarians assist users with systematic information search services, and digitalize printed materials in the library. For this purpose, it is necessary for them to accommodate new information technologies and, thereby, to raise the level of information services up to that of their users’needs by enhancing the librarians’expertise in helping users search information effectively. In this end, we suggest a financial decision be made to build an oversea educational information exchange system.
